Abstract

The most fundamental problem that arises in the construction of the center of the Integrated Programme in Rural Independent Sebunga is unclear from the government budget, good budget comes from central government, or local governments. So the researchers found that the development program in the field of Integrated City Independent Sebunga village that has been implemented is not realized, or can be said as the program fails. No realization of the Independent Program Integrated City, due to several factors one of which budget factors, socialization, coordination and management authority. The program is said to fail in practice, because it is not in accordance with the initial plan as in the Master Program of Integrated Independent City in the year 2011. Based on background research, then that becomes the formulation of the research problem is: How Process Coordination in Implementing Integrated Urban Programs in Rural Independent Sebunga Subdistrict Sajingan Great Sambas district. The purpose of this study, the following: To find out the situation and condition of infrastructure in the village Sebunga, Knowing Implementation of Integrated Urban Village Independent Sebunga, Knowing the factors that affect the implementation of the Integrated City Independent. Writing this essay, intended want to know Process Coordination in Implementing Integrated Urban Programs in Rural Independent Sebunga. The research method used in this study is a qualitative method of descriptive type of research. For the conclusion of this study is that the Rural Community Sebunga largely rely on land transport, main roads Sebunga village, the rolling hills, building the Integrated Independent Cities Program failed. As for the suggestion is recommend that the government allocate sufficient budget, ongoing socialization, the Government should provide infrastructure roads, clear delegation of authority from central government to the provincial and district governments Sambas. Keywords: Coordination, Implementation, Program Integrated City Independent

Abstract

Tujuan penelitian ini adalah untuk menggambarkan pelaksanaan komunikasi, sikap pelaksana (disposisi) dan sumber daya dalam pelaksanaan kebijakan konversi minyak tanah ke gas Liquefied Petroleum Gas (LPG) 3 Kg di Kelurahan Tengah. Permasalahan mengenai kebijakan konversi minyak tanah ke gas yang diterapkan dimasyarakat, yaitu adanya kecelakaan-kecelakaan disebabkan meledaknya tabung gas baik itu yang ukuran 3 kg, 12 kg, dan 50 kg. Tidak lain disebabkan kecerobohan pengguna maupun akibat kebocoran tabung gas. Permasalahan lebih serius terjadi, LPG sama dengan bahan bakar lainnya seperti premium, solar, batubara dan lain sebagainya. Kesemuanya merupakan sumber energi yang tidak dapat diperbaharui dalam waktu singkat, berarti suatu saat akan ada kelangkaan disebabkan berkurangnya sumber gas dunia. Jenis penelitian yang dilakukan adalah Deskriptif, penelitian deskriptif dimaksudkan memberikan gambaran suatu gejala sosial tertentu, sebelumnya sudah ada informasi mengenai gejala berupa kata-kata, semua data yang dikumpulkan berkemungkinan menjadi kunci terhadap apa yang sudah diteliti tersebut dengan mentelaah kepustakaan dan penelitian lapangan. Hasil penelitian ini menunjukkan bahwa konversi minyak tanah k LPG 3 kg di Kelurahan Tengah berjalan cukup baik. Kendala terletak pada kurangnya komunikasi dari pelaksana kepada masyarakat dan sumber daya manusia. Disarankan pemerintah untuk terus melakukan pendekatan dan komunikasi yang baik dengan masyarakat mengenai alasan, manfaat dan dampaknya bagi masyarakat atas penggunaan energi gas LPG baik di rumah tangga maupun keperluan usaha mikro warga, disertai dengan peningkatan pelayanan dan infrastuktur serta untuk program-program lainnya yang akan diterapkan. sebaiknya lebih banyak melibatkan elemen lokal dari daerah yang lebih banyak mengetahui mengenai kondisi dan kultur masyarakat setempat.Kata kunci: Implementasi, Konversi Minyak Tanah ke Gas.

Abstract

This study departs from the results of governance issues in the field of coordination through the organization of government in the Office of the Great Village River District weeds Snapper Kubu Raya district. This type of research used in this study is descriptive qualitative descriptive qualitative research because in trying to present the information gathered verbally in the form of the detail is not in the form of numbers or formulas. Since the purpose of this method to interpret human behavior is significantly better about themselves or others. The purpose of this study to know the Village Government Coordination weeds in the Great River District Kubu Raya district. So the results of this study In order to achieve efficiency, effectiveness and productivity of development, needs to be a feasibility study on the importance of coordination between relevant agencies in implementing regional development tasks. Abstract

Tujuan penelitian ini adalah untuk mendeskripsikan tentang kepemimpinan kepala Lembaga Rehabilitasi Narkoba Kota Pontianak Provinsi Kalimantan Barat dalam meningkatkan kinerja aparat Lembaga Rehabilitasi Narkoba Wisma Sirih di  Jl. Alianyang Pontianak Kalimantan Barat, Dari latar belakang penelitian tersebut  secara umum permasalahan dalam penelitian ini adalah sebagai berikut:Bagaimana kepemimpinan kepala Lembaga Rehabilitasi Narkoba Kota Pontianak Provinsi Kalimantan Barat dalam meningkatkan kinerja aparat Lembaga Rehabilitasi Narkoba Wisma Sirih di Jl Alianyang Pontianak Kalimantan Barat. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif. Penelitian dengan menggunakan metode kualitatif memberikan gambaran, merinci dan menganalisa data pada permasalahan yang terjadi pada saat ini, serta memusatkan pada pemecahan permasalahan yang aktual. Teori yang digunakan  adalah teori kepemimpinan yang dijabarkan oleh Ki Hajar Dewantoro sebagai berikut: Ing Ngarso Sung Tulodo yang berarti bahwa seseorang pemimpin harus mampu melalui sikap dan perbuatannya menjadikan dirinya pola panutan dan di ikuti orang yang dipimpinnya.Ing Madyo Mangun Karso yang artinya berarti bahwa seseorang pemimpin harus mampu membangkitkan semangat berswakarsa dan berkreasi pada orang-orang yang di bimbingnya.Tut Wuri Handayani yang berarti bahwa seseorang pemimpin harus mampu mendorong orang-orang yang diasuhnya agar berani berjalan didepan dan sanggup bertanggung jawab. Hasil penelitian menunjukan bahwa Kepemimpinan Lembaga Rehabilitasi Narkoba Kalimantan Barat tampak dalam mengarahkan bawahannya untuk meningkatkan pengetahuan dan pengalamannya (baik secara formil, non formal maupun informal), serta dapat memberikan teladan baik dalam menjalin hubungan dengan masyarakat berperanan penting dalam peningkatan kemampuan kerja aparatnya, serta mampu memelihara semangat bawahan serta dapat mengatasi kesulitan/ masalah yang dihadapi bawahan dalam pelaksanaan kerja, sehingga sangat besar peranannya dalam peningkatan prestasi kerja aparatnya serta mampu memotivasi bawahan dalam meningkatkan kemampuan mereka dari waktu ke waktu, sehingga mereka dapat menghasilkan kuantitas hasil pekerjaan secara optimal. Hal ini dilakukan dengan memberikan pengarahan dan bimbingan tentang tugas pokok dan fungsi (tupoksi) setiap bawahan. memotivasi kemampuan bekerjasama dengan orang-orang lain pada para bawahannya, baik bekerjasama antar aparat maupun dengan masyarakat setempat yang membutuhkan pelayanan. Hal ini dilakukan untuk memberikan pelayanan publik yang optimal,memberikan kesempatan kepada bawahannya untuk mengambil keputusan mengenai pekerjaan yang sesuai dengan kecakapan dan pengalamannya. Hal ini mendorong bawahan benar-benar bertanggung jawab atas hasil pekerjaan tersebut sehingga kinerja aparat meningkat. Kata Kunci : Pimpinan, Kinerja dan Narkoba.

Abstract

This paper aims to investigate factors that influence service quality of health insurance at dr. Achmad Diponegoro General Hospital Putussibau in Kapuas Hulu Regency. It is a qualitative descriptive research on health insurance services at at dr. Achmad Diponegoro General Hospital Putussibau in Kapuas Hulu Regency. The research shows that health services for the cardholders have not utilized well. Time frame in completing administration record, discrimination by health workers, and slow responses to identity patients’ needs are the problems discovered in this research. This research concludes that heath services in dr. Achmad Diponegoro general hospital are not satisfactory. However, three out of five indicators of health services utilizations namely Reliability, Assurance, Tangibles, Empathy and Responsiveness has been implemented well. Reliability is the most influential factor to give best services to the patients. By this article it is suggested that dr. Achmad Diponegoro general hospital in Kapuas Hulu Regency to give the best and maximum services to all patients. Also, avoid discriminatory services practiced by paramedics and hospital staff between public and government health cover holder since they have equal right to get the best services. Key words: service quality, health insurance, health services

Abstract

Port Development Kuala Mempawah unfinished process may impact not established Pontianak Regency Regulation No. 5 of 2008 on the establishment of PT. Kuala Mempawah port. This study aims to find out information about the performance of the implementor and describe the factors that affect the implementation of law No. 5 of 2008 on the Establishment of PT. Kuala Mempawah-port Pontianak regency.In this study, the implementation of local regulations Pontianak District No. 5 of 2008 on the establishment of PT. Kuala Mempawah harbor seen from the construction and port activity. This study uses qualitative descriptive type of research is aimed at describing the classified objects studied by exploring the facts and data. The data collection instruments are researchers themselves, while the researchers used three tools, namely: observation, interviews and document / records. The results of the writing of this article is the performance of the implementor Kuala Mempawah port development is still relatively low. Development of implementation guidelines Port Kuala inconsistent because it is not equipped with a feasibility study and coordination between relevant agencies is still not optimal. Limited sources of funding, given the construction of the port of Kuala Mempawah a national port, it requires huge funding to make it happen. Advice from researchers as follows: should the parties regarding the conduct of port development Kuala Mempawah should conduct an evaluation of the development policy of the Port of Kuala Mempawah thoroughly, involving decision makers, both executive and legislative. Kuala Mempawah with establishment of the port should be done consistently. And must perform a feasibility study of the construction of the Port of Kuala.Keywords: Evaluation, Implementation and Performance

Abstract

Research on training unit small and medium industries department of industry and commerce west Kalimantan province there is a related phenomenon with performance which demonstrates not yet maximum. That in view of the there indicators, namely the aspect  Productivity, Quality Service and Responsiveness. On produktivitas still not optimal, visible energy fields so that did not suit the job is not done effectively and efficient. The quality of coaching and traning services, training unit small and medium industries have not been able to reach all districts are widely, so as to provide a little late. Subsequent responsiveness as indicated by the alignment between services and needs the capabilities are still not effective, so as to respond in accordance with the needs of training is not optimal. Purpose of study is investigate the performance of small and medium industrial training unit department of industy and commerce west Kalimantan province. Researchers in this study used a qualitative approach with descriptive research. Conclusions from the results of this study shows that the productivity of service quality and responsiveness in carrying out its duties and functions are still some low so that the impact on performance is still not optimal. Researchers eventually gave her recommendations to the training unit small and medium industries department of industry and commerce west Kalimantan province expected to further improve human resource, improving educations and skills possessed, and improve facilities and infrastructure, that are expected to work effectively and better and able to perform the duties and functions well and correctly. Keyword: performance small and medium industrial training unit, Productivity, Quality Service and Responsiveness

Abstract

The problem of service quality in handling e-ID card at the section of  government at the sub-district office of Selakau is the incompatibility of the process  for obtaining the e-ID card with the standard operating procedures (SOPs) as well as the vision and mission of the sub- district office of SELAKAU,  lack of clarity of information about the certainty of the completion time for administrating of e –ID card, unsatisfactory service of the district office employees, the length of adjustment process when  errors occur at the process of updating the data of e-ID card, the use of temporary identity certificate for the incomplete administration of e-ID card, internet network connection disruption and  lack of service support facilities such as seats for citizens who employing of the creation of e-ID cards.The purpose of this study was to determine the service quality of employees in the creation of e-ID card at the section of government at the sub-district office, district of Selakau which include reliability, responsiveness, assurance, empathy, tangibles. The researcher focused on the poor service quality  of employees in the administration of e-ID card at the section of  government at the sub-district office,  Selakau district. This study applied a descriptive research with a qualitative approach. The results showed that the employee did not provide adequate information about the time of completion for administering e-ID card, supplied unsatisfactory services to citizens, used temporary identity certificate for the incomplete administration of e-ID card. The sub-district office of Selakau as well had commotion of internet network connection and lack of service support facilities such as seats for citizens who employing the administration of e-ID card. Based on the findings of study, it is strongly suggested that the employees at the district office of Selakau can provide satisfactory information about the time of completion for administering e-ID card, supply satisfactory services to citizens who employing the administration of e-ID card and provide adequate facilities and infrastructure that support the management of e-ID services for residents such as provision of internet network and chairs for waiting. Keywords: Quality, Service, Employees, e-ID card, Information, Sub-district Office of Selakau

Abstract

Factors that affect customer satisfaction is a good service to consumers with the level of customer satisfaction are met in their use, so how should PT.Telkom can improve a customer satisfaction rate of the provision of services Telkom Speedy. This study aims to determine whether there is a significant effect or not, between PT Telkom Speedy service on customer satisfaction in the District of South Pontianak. The investigations on this, see the level of customer satisfaction based on Display, reliability, responsiveness, assurance, empathy. The data collection instruments in the form of a questionnaire that has been validated and statistically terealibilitasi. While customer satisfaction seen in the results of the test sample of respondents who are satisfied will be a service PT.Telkom validity and reliability. This study uses quantitative methods associative type of research is research that analyzes the causal relationship between the variables with other variables or how a variable affects the other variable. The population in this study was 171. Amount of 30% of samples taken at random from the total population, so that the total sample of 120 consumers Speedy service users. The results of the writing of this article is classified in the level of consumer satisfaction criteria are quite satisfactory. Service quality to customer satisfaction is affected by 45.4%, and 54.6% are influenced by other factors. Based on calculations using the statistical analysis of the product moment formula, declare that there is a significant relationship between the level of customer satisfaction of service users in Sub Speedy South Pontianak.Suggestion of this paper is PT.Telkom Speedy PT.Telkom must convince customers that Speedy is the best choice as their internet service provider, through the high quality services that Speedy can meet the high expectations of customers in the District of South Pontianak. Therefore, researchers suggest that Speedy can be more focused and consistent in providing the best service over internet services they offer, so it makes Speedy primary choice for Internet users as an internet service provider in the District of South Pontianak. Keywords : Service Quality, Customer Satisfaction, PT.Telkom Pontianak

Abstract

The journal is published from the thesis entitled Implementation Monitoring Employee Services Unit Traffic and Transportation, Region I Office of Transportation, Communication and Information Technology of West Kalimantan Province. The problems discussed in this paper is about Setting the Standard in Financing services, Quality Products, Quality Process. The purpose of this study is to describe the implementation of Internal and External Supervision Service Unit Employees In Traffic and Transportation, Region I Office of Transportation, Communication and Information Technology of West Kalimantan Province. The results showed that the process of Setting the Standard in the Service Unit of Traffic and Transportation, Region I care financing in the Service Unit Traffic and Transportation, Region I has not been effective. This is due to the availability of funds and facilities are extremely minimal or inadequate, temporary work programs that are made affect the duties and functions, then nothing should be done in accordance with existing facilities. In addition there are cases of extortion done by weighing the operational staff. On product quality Services Unit Traffic and Transportation Region I is still not optimal, this is because there are some employees who transfer employees. Furthermore, for monitoring the performance of employees in the field of operational confirm their attendance to measure the performance of employees. It aims to prevent and minimize the occurrence of errors made by employees in the field of operations directly in the field. In addition, the implementation of the program of work done that was made in the early years were divided into 4 (four), the work program is to be a benchmark of the performance UPLLA region I. From the quality of the processes in the Service Unit of Traffic and Transportation, Region I is considered not optimal, it is because that still required the installation of CCTV at weigh stations, so that employees in the field are not contrary. Furthermore, in the field of Traffic Services Unit and Transport to give warning to the officers who do not obey the rules. As well as counseling and guidance to employees on the ground that there is no play between officers with the owner of goods transport vehicle.
