This thesis is intended to determine policy implementation tasks Civil Service Police Unit in the province of West Kalimantan Regional Enforcement. The problem in this study is still a lot of West Kalimantan Provincial Regulation that can not be optimally upheld by the Civil Service Police Unit of West Kalimantan Province is one of the Regional Regulation No. 8 of 2010 on Local Taxes particularly with regard to enrollment / registration and reporting the number of motor vehicles police outside the entrance to the West Kalimantan West Kalimantan. The purpose of this study was ( 1 ) to determine policy implementation tasks Civil Service Police Unit in the province of West Kalimantan Regional Regulation enforcement and ( 2 ) to mengetahuifaktor - limiting factor in the implementation of the policy. The method used in this research is descriptive qualitative analysis. The results showed that the factor Resources Civil Service Police Unit of West Kalimantan Province is still lacking, especially Human Resources both in quality and quantity. Communication in terms of coordination between the Civil Service Police Unit of West Kalimantan province with relevant agencies still need to be improved. Disposition of leadership in terms of commitment is still lacking to implement the task of implementing policy enforcement Regional Regulation. Piling Bureaucracy Civil Service Police Unit of West Kalimantan Province is quite efficient, but in the bureaucratic structure kinenrja mendokrak Civil Service Police Unit has not been Standard Operating Procedure Regional Enforcement. In writing this essay suggested to improve the Human Resources Civil Service Police Unit in West Kalimantan Province in particular the Human Resources both in quality and quantity through technical assistance and training and education to improve the knowledge of each apparatus so as to solve the problems in the implementation of the task, especially in enforcing regulations area, improving communication and coordination with agencies / institutions to implement the Regional Enforcement, the need for a firm commitment from the leadership to implement the Regional Enforcement and create Standard Operating Procedure (SOP) regional Enforcement.Keywords : Implementation Perda, Main Task, Enforcement Perda.

Problems on facilities and infeastructures at Primary School No 23 occured because there had not good cooperation in the provition of facilities and infrastructures at Primary School No 23 Transmigrasi III. The purpose of this research was to describe and analyze the cooperation in the provision of facilities and infrastructures at Primary School No 23 Transmigrasi III. The cooperation specifically focused on internal cooperation in the school. The cooperation included budget analysis, analysis of financing, selection, acquisition and financing, and managemen of provision of facilities and infrastruktures covering planning, organizing, movemen and supervising therefore the school facilities and infrastructures can be accomplised. The research used explorative- qualitative research. The researchfindings showed that the problems on facilities and infrasuctures at primary school No 23 occured because there has not good cooperation in the provision of fasilities and infrastructures at Primary School No 23 Transmigrasi III caused by several factors such as complex system, limited budget, long realization and poor management. Based on the problem above, it was suggest that the school could have good cooperation both internal and external and improved its provision managemen. The goal of this research is to discover and analyze the Description of the Quality of the Information Attendance on the Site Office of Transportation, Communication, and Informatics Department in giving attendance satisfaction based on the indicator that is Tangibles, Reliability,Responsive, Assurance and Empathy. The problem is in the some parts of menu on Dishubkominfo’s site of Singkawang City do not contain the information and the information attendance on the Dishubkominfo’s site of Singkawang City doesn’t fulfil the Operational Standard of Public Information Service Procedure in the Governmental Environment of Singkawang City. This research uses qualitative research method with descriptive research model. The result of this research shows that the five indicators have the problem, that is (1) Tangible: the physical facility side in the form of the internet connection is very slow in the certain time, (2) Reliability: the quantity of Human Resources that is limited and the information on the menu, sub menu and subs menu do not contain the information and also the unclear main person in charge that handle this stuff, (3) Responsive: the unseen of the responsiveness on the site, (4) Assurance: there is no guarantee about the contain of the information, accuracy and time speed, (5) Empathy: the existence of different practice of the empathy from the Dishubkominfo’s side of Singkawang City with the site visitors’ expectations. Then the focus of the researcher’s suggestion is on the indicators of Reliability that is Dishubkominfo of Singkawang City should propose again and seek the additional quantity of human resources (HR) that is balanced by the adequate quality of Human Resources (HR), Section Staff of Means of Communication and Information Dissemination (SKDI) could fill in the information on all the menus and sub-menus that are available on the website of Dishubkominfo of Singkawang City and the Head of Communications and Information Technology could improve the coordination with the EDP (Electronic Data Management) so that there is a clear division of tasks and their publication on the site so that there is full responsibility for the tasks respectively without any reason throwing responsibility each other. The problem in this study is the low awareness of compulsory levy to pay the levy licensing tourism business license , the imposition of sanctions and measures against compulsory levy that does not meet its obligations , less strict so that the unwillingness to pay more protracted , low motivation apparatus of Culture and Tourism in Pontianak carry out tasks such as lack of education about tourism business license permits to businesses , and the existence of tourism businesses have ups and downs that resulted in some people not to extend its tourism business license . This study aims to describe the process of policy implementation Permits Tourism in the Department of Culture and Tourism of Pontianak . This type of research in this study is qualitative descriptive research which examined the problem solving done by giving an overview of the situation by using the data and the facts found by the time the study was conducted . The research found that the process of communication that exists within the discretion of the tourism business license withdrawal charges running less effective . The results showed that the dissemination of tourism business license regulations made ??by the Department of Culture and Tourism of Pontianak to businesses only once a year . This led to some people who do not know the procedure , the purpose and benefits of taking care of the tourism business license . Responding to the suggestion that there is a phenomenon that should be recommended Pontianak City Government should make it easier for service in the field of tourism such as tourism licensing Hotels , Restaurants , coffee shops , fitness centers through the establishment of a new law , or the Mayor 's decision . Besides Pontianak City Government should further improve infrastructure , because it is a major contributory factor to facilitate services to the public .Keywords : Policy , Levy , Tourism Enterprises.

This articel was “implementation program to optimalized service from water company in Pontianak City”. This articel was intended to describe and analyze the factors of implementation program optimalization service from water company in Pontianak City that has not been done properly.The conclusion of this research is less maximum of implementation program optimalitation service from water company in Pontianak city ,specialed in west Pontianak distric city., it was influenced by several factors. The first factor was, lack of communication like less of socialization that cause less understanding from public and customers to program optimalitation and problems about optimalitation service from public water company in Pontianak city. Second, the resource factor in this matter was lack of adequate facilities in implementation program optimalitation service that truly influence it. Third, the perceived attitude of the implementor much less support in the implementation of the program that cause it not running optimally. Fourth, bureaucratic structures that involving many peoples and customers cause the implementation program optimalitation takes long times to process. Permasalahan dalam penelitian ini adalah apakah pelaksanaan fungsi pengawasan yang dilakukan oleh Pimpinan (SAM) PT Pertamina (Persero)Sales Area Kalimantan Barat telah dilakukan secara efisien dan efektif, dan faktor-faktor apakah yang mempengaruhi efektivitas pelaksanaan fungsi Pengawasan.Tujuan diadakannya penelitian ini adalah untuk menganalisis efektivitas pelaksanaan fungsi pengawasan pada PT Pertamina (Persero) Sales AreaKalimantan Barat serta untuk menganalisis faktor-faktor yang mempengaruhi efektivitas pelaksanaan fungsi pengawasan pada PT Pertamina (Persero) Sales Area Kalimantan Barat.Berdasarkan hasil analisis mengenai pelaksanaan fungsi pengawasan ternyata dapatlah disimpulkan bahwa pelaksanaan pengawasan baik dilihat dari pemeriksaan atau pengamatan data, pengujian hingga tindakan koreksi, ternyata belum efektif, hal ini disebabkan karena adanya ketidak tepatan waktu dalam melakukan pengawasan, belum akuratnya data yang disampaikan.Faktor yang mempengaruhi pelaksanaan penyelenggaraan fungsi pengawasan di PT Pertamina (Persero) Sales Area Kalimantan Barat meliputi aparatur petugas yang memiliki skill, pengetahuan di bidang pekerjaan yang ditangani dan selain itu tersedianya sarana dan prasarana yang mendukung pelaksanaan pengawasan yang dilakukan .Penelitian ini menggunakan metode deskriptif dengan paradigma yang dijadikan pendekatan adalah kualitatif yang mana dalam penelitian ini penulis menganalisis data baik dari data yang sudah ada sebelumnya maupun data yang baru. Kata kunci : Efektifitas ,pengawasan.

The purpose of this writing is to investigate and analyze the resources in the implementation of tourism policies in cultural attractions Rumah Betang Ensaid Panjang.This type of research is exploratory qualitative approach.The problems that exist in this exciting attraction for investigational remember there are still some things that cause a lack of effectiveness of the policy and less impact on the development of cultural attractions Rumah Betang Ensaid Panjang. The factors that cause a lack of effective tourism policy at the Rumah Betang Ensaid Panjang that resource conditions. Human resources are lacking in quality and capital resources are still lacking in attraction led to the development of Rumah Betangis the bottleneck. In addition, the size and purpose of the policy is too broad, the characteristics of the implementing agencies that have not been prominent, less attitude/tendency ( dispositon ) of the implementers and the lack of communication between organizations and implementing good activity also affect development in Rumah Betang Ensaid Panjang. Environmental factors such as geographical conditions as well as economic, social, political and cultural tourism policies also lead to less effective. In addition there are other factors such as the commitment of the region, the availability of infrastructure, private sector involvement, public awareness has also led to a lack of effective tourism policy at the cultural attractions Rumah Betang Ensaid Panjang. Of the various factors mentioned above, the culture and expectations of future Department of Tourism Sintang district can make strategic policies to develop the attraction Rumah Betang Ensaid Panjang.Keywords: Policy, Implementation, Tourism, Rumah Betang .

This thesis is intended to provide an understanding of the implementation of staffing in Natuna District Secretariat . Issues regarding staffing in the Secretariat Natuna Regency is quite interesting to study in view of the staffing is not in accordance with the terms of office , especially on employee education specialization . Such circumstances will influence the employee in carrying out its duties and responsibilities , because the positions are not carried in accordance with previously adopted educational specialization . From the study it can be concluded that the implementation of staffing is not referring to education , so there are some positions that do not correspond to formal education , such as the Head of Economics at the handshake by a Bachelor of Engineering majoring in Electrical is ideally more appropriate handshake by an undergraduate Economics Accounting jurisan , while Head of Public Relations chaired by an Economics degree is supposed to be more precise is the Bachelor of Social Science majoring in Communications . Head of Economic supposed to be held by Head of Public Relations for appropriate educational qualifications now . In addition to education , which is a consideration in the placement of employees in an office is previous work experience . It is not too much of a consideration in the deployment of staff in the Secretariat Natuna Regency , because staffing is done on the basis of the presumption of propriety to be placed and can carry out their duties . Knowledge work has a positive and significant influence on employee performance . The more knowledgeable employees in the work the better the performance of employees . And work skills is a must-have in supporting the performance of employees . Skill is one supporting factor in the conduct of an employee 's performance in carrying out its duties and functions in positions carried .. Through writing this essay is also intended , so that the implementation of staffing at the Regional Secretariat is referring to the principle of employment . Implementation of staffing in accordance with the principles of staffing is appropriate to the education , training and leadership training , rank / group , and experience . If that principle is not met then there is another consideration that is based on a decision taken by the Regent .Keywords :Â Personnel Placement, Employment Principles and Conditions Title.Â

Penulisan skripsi ini dimaksudkan untuk menggambarkan Gaya Kepemimpinan dalam meningkatkan disiplin kerja di Perwakilan Badan Kependudukan dan Keluarga Berencana Nasional (BKKBN) Provinsi Kalimantan Barat Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis Gaya Kepemimpinan Kepala Badan Kependudukan Keluarga Berencana Nasional Perwakilan Provinsi Kalimantan Barat dalam meningkatkan kinerja pegawai.Judul skripsi ini diangkat berdasarkan adanya permasalahan, bahwa masih banyaknya permasalahan yang berkaitan kinerja pegawai di Kantor Perwakilan Badan Kependudukan dan Keluarga Berencana Nasional (BKKBN) Provinsi Kalimantan Barat,Analisis yang digunakan dalam penelitian ini dengan menggunakan teori Reddin yaitu empat gaya kepemimpinan yang efektif yaitu :Gaya eksekutif, Pencinta pengembangan (developer), Otokratis yang baik (benevolent autocrat), Birokrat .Kesimpulan dari hasil penelitian ini menunjukkan bahwa gaya kepemimpinan di Perwakilan Badan Kependudukan dan Keluarga Berencana Nasional (BKKBN) Provinsi Kalimantan Barat saat ini belum efektif dalam pelaksanaannya. Kedisiplinan dan kinerja pegawai pada Kantor Perwakilan Badan Kependudukan dan Keluarga Berencana Nasional (BKKBN) Provinsi Kalimantan Barat juga masih kurang baik dan belum memuaskan. Hal ini terlihat dengan permasalahan yang berkaitan kinerja pegawai yang masih belum maksimal. Saran ke depannya diharapkan pemimpin untuk lebih memahami dan mengetahui kendala yang dialami pegawai dengan menerapkan gaya kepemimpinan yang lebih efektif sehingga dapat meningkatkan kinerja pegawai di perwakilan BKKBN Provinsi Kalimantan Barat. The problem of animals traffics / livestock , based food from animal and farm products on Transboundary Monitoring Post in the Entikong, the province of West Kalimantan was increased , the illegal food from animal origin / livestock phenomenon and product of livestock easily found in markets and supermarkets . The purpose of this research has to know and analyze the traffic control of based food from animal/ livestock and the products of livestocks doing by the Department of Animal Husbandry and Animal Health West Kalimantan province on Transboundary Monitoring Pos in Entikong . This research method is descriptive research that is describe the object to explore the facts and the data will describe real situation or real event . The technique of data analysis is qualitative analysis , with data reduction and sort of the data . The results of this research is showed responsibilities and authority from the officers to animal/livestock illegal trafficking and the products are not optimal , not suitable handling with the procedure and not effective the control and coordination among the institute. The conclusion of this research is the research showed in implementation of traffic control animals, based food from animal, and farm products on Transboundary Monitoring Post in the Entikong, the province of West Kalimantan is not effective. Because of that researcher suggested that the Department of Animal Husbandry and Animal Health West Kalimantan Province to provide and improve the human resource, in quality and quantity, positiom the expert officers in theTransboundary Monitoring Post, Entikong to control the circulation of animals / livestock so the products can implemented optimally .
