The Journal of Regional Economics Indonesia welcomes studies on the themes of development economics, especially those concerning four main issues, namely: (i) regional finance; (ii) banking; (iii) human resources; and (iv) regional / spatial economics. These four issues are obtained through empirical writing and ideas (literature review). The main objective is to provide a sharp analytical related to efforts to develop development economics. Abstract

This study aims to analyze the financial performance of the Batam City Government during the 2018–2022 period. The research utilizes secondary data obtained from the Supreme Audit Agency (Badan Pemeriksa Keuangan, BPK), the institution authorized to audit state finances in Indonesia. The analysis methods employed include trend analysis, variance analysis, fiscal decentralization ratio, growth ratio, effectiveness ratio, expenditure management ratio, and capital expenditure ratio. The results indicate that the financial performance of the Batam City Government is generally satisfactory. The trend analysis reveals fluctuations, while variance analysis indicates favorable outcomes in capital expenditure but unfavorable outcomes in locally generated revenue (PAD), as its realization has not met the target. The effectiveness ratio shows that the government is less effective in achieving targeted PAD. Although the growth ratio indicates suboptimal performance, it shows positive growth trends. The capital expenditure ratio demonstrates an ideal proportional allocation. In conclusion, while the financial performance of the Batam City Government over the five years (2018–2022) is relatively strong, annual fluctuations remain a challenge.

Abstract

Fiscal and monetary policies are crucial in steering the direction of a nation’s economy, necessitating coordination to achieve targeted economic growth. This paper explores the character and real-world implementation of fiscal and monetary policies and their implications for Indonesia’s economic direction and performance, based on a literature review. Fiscal policy, primarily shaped by taxation policy, aims to: (i) stimulate economic growth, (ii) promote income distribution equity, and (iii) finance government expenditures. These objectives align with key fiscal priorities, namely: (i) economic recovery, (ii) economic transformation, and (iii) social equity. Meanwhile, monetary policy supports accelerated economic recovery through (i) expansionary and (ii) consolidation policies. Effective monetary policy coordination with fiscal policy is essential to achieve broader macroeconomic goals, highlighting the need for cohesive policy alignment to foster sustainable development.

Abstract

This study examines the strategic impact of village fund management on the performance of village governments in Madiun Regency, Indonesia. Using a sample of 27 villages and 80 respondents, including village heads, secretaries, and financial officers, the research investigates how planning, implementation, transparency, and accountability affect governmental performance. Data were collected through documentation and questionnaires and analyzed using multiple linear regression. The results show that both planning and accountability have a positive and significant influence on village government performance, while implementation also contributes positively. However, transparency does not significantly impact performance. The findings suggest that improving planning and accountability processes is essential for enhancing the effectiveness of village governance. In contrast, transparency efforts, while important, may not directly lead to performance improvements in this context. The study highlights the need for better public access to information and more active participation in performance evaluations to further enhance village fund management and its outcomes.

Abstract

This study aims to analyze the economic structure and regional development disparities across districts and cities in West Nusa Tenggara (NTB) from 2018 to 2022. The research employs the Williamson Index, Klassen Typology, Location Quotient (LQ), and Shift-Share analysis methods to evaluate economic imbalances. The findings reveal that regional economic disparities in NTB are significantly high, as indicated by the Williamson Index nearing 1. Additionally, the Klassen Typology results demonstrate notable inequality in economic growth. Sectoral analysis using the LQ and Shift-Share methods highlights differences in regional economic performance, influenced by the characteristics of each analytical tool. The study suggests that the NTB government should formulate targeted strategies to maximize the potential of key economic sectors in order to achieve higher economic growth and balanced regional development.

Abstract

The Special Autonomy Fund (SAF) is allocated by the Indonesian government to West Papua Province to support regional development and address political, economic, and social issues. According to the United Nations Development Programme (UNDP), the Human Development Index (HDI) is measured through indicators of health, education, and economic capacity. This study examines the impact of SAF on HDI in West Papua for the period 2014-2023. Using a linear trend model, the findings indicate an average HDI increase of 0.6064% per year, with a coefficient of determination of 37.90%. SAF significantly influences the mean years of schooling (MYS) but has no discernible impact on life expectancy (LE) or per capita expenditure (PCE), as SAF predominantly contributes to the education sector in West Papua.

Abstract

The study examines the influence of Human Development Index (HDI) components—education, health, and per capita expenditure—on the economic growth of the Special Region of Yogyakarta, Indonesia, from 2013 to 2022. Using panel data regression with the Common Effect Model, the research identifies the varying impacts of these components. Results indicate that education positively and significantly contributes to economic growth, while health and per capita expenditure exhibit a negative yet significant relationship. These findings highlight the importance of strategic policies to enhance human capital, reduce regional disparities, and optimize socio-economic outcomes. The study underscores the need for targeted public investments in education and healthcare infrastructure while addressing the unique economic challenges of areas with aging populations and low per capita expenditures. This research contributes to the growing body of literature on regional economic development and offers actionable insights for policymakers to foster sustainable economic growth.
