Abstract

The shift in international security issues toward non-traditional dimensions positions aviation security as a strategic sector within the global system. This study aims to analyze Indonesia’s security diplomacy through compliance with the ICAO regime in Batam during the 2022–2025 period and its implications for international legitimacy. The method used is qualitative, employing a literature review and textual analysis based on secondary data. The results show that the implementation of standards is carried out through strengthened surveillance, enhanced security, and inter-agency coordination. This compliance reflects indirect security diplomacy as well as a strategy for building credibility. This study concludes that sustained compliance is an important instrument in strengthening Indonesia’s position in the international system.

Abstract

The purpose of this study is to determine the function of the village head in population administration services in Ujungbatu Village, Ujung Batu District, Rokan Hulu Regency. The research method in this study is a qualitative descriptive research method. The types and sources of data used are primary data and secondary data through data collection techniques, namely interviews, observation and documentation. Based on the results of the study, it is known that the function of the Ujungbatu village head in population administration services such as creating SOP in services and making necessary service policies. The Ujungbatu village head has also utilized existing human resources by dividing the tasks and responsibilities of each employee in the village, with the division of tasks for each employee, the services provided will run optimally. Although structurally the Ujungbatu village is to run a bureaucracy, there are still problems such as the bureaucracy that is run tends to be one-way and less responsive to the needs and aspirations of the community, especially the Ujungbatu Village.

Abstract

The phenomenon of Rohingya refugees arriving in Indonesia also demonstrates the practice of humanitarian diplomacy as classified by Minear and Smith, particularly in the aspects of negotiating access to aid and advocating for the protection of civil society. The research questions are: 1. How does Indonesian diplomacy encourage ASEAN to be involved in handling the Rohingya crisis? 2. What are the inhibiting factors faced by Indonesia in encouraging ASEAN to take collective action regarding the Rohingya crisis? The research method used is the Qualitative Descriptive method. The theory used is the theory of Indonesian Humanitarian Diplomacy. Based on the research results in the previous chapters, it can be concluded that Indonesia's humanitarian diplomacy in handling the Rohingya crisis in Myanmar through the ASEAN forum is a reflection of Indonesia's commitment to prioritizing humanitarian values ​​while maintaining regional stability. This diplomacy is carried out through a persuasive, dialogical, and cooperative approach, both through bilateral channels with Myanmar and through ASEAN multilateral mechanisms. Indonesia consistently strives to keep the Rohingya issue on the regional agenda by framing it as a humanitarian issue, not merely a domestic issue for Myanmar. This strategy allows Indonesia to continue playing an active role without directly violating the principle of non-interference which is a basic norm of ASEAN. In practice, Indonesia utilizes various forums such as the ASEAN Ministerial Meeting, the ASEAN Summit, and encourages the optimization of the role of the ASEAN Coordinating Center for Humanitarian Assistance (AHA Center) in distributing aid.
