Abstract

The direct election system will provide opportunities for citizens to actualize their political rights as candidates or candidates as well as voters who come from their status as citizens. So that there is interaction between fellow citizens in an effort to participate in both the General Election and Regional Head Elections. The implementation of the Regional Head Election is the main task of the General Election Commission, which authority is then delegated to the Regional General Election Commission. In order to ensure that the Regional Head Election is carried out democratically as mandated in Article 18 paragraph (4) of the 1945 Constitution, the sovereignty of the people must be respected as the main condition for the implementation of elections at the local level. However, not a few dynamics have occurred since the Presidential and Vice-Presidential Elections were held in 2004 and the Regional Head Elections in 2005. This is an early reflection of the Indonesian nation implementing direct elections as a form of citizen involvement in determining their fate at the national and regional levels. This study uses a descriptive research method with a qualitative approach. Qualitative descriptive research is a type of research with the process of obtaining data as it is. This study emphasizes the meaning of the results while the deductive approach is reasoning that starts from certain facts to general conclusions. The implementation of updating voter data in the Election of Governor and Deputy Governor of Riau in Bengkalis Regency in 2018 was carried out according to the stages starting from the preparation of updating data, matching and research, the Temporary Voter List and the Permanent Voter List. The results showed that all stages of updating voter data went smoothly so that the Bengkalis Regency KPU could establish a Permanent Voter List. However, behind the smooth stages of updating, there are still people who have the right to vote that are not registered in the DPT.

Abstract

The task of village assistants in assisting village development has not run optimally. If this happens continuously, it will affect the village development process as mandated in Law Number 6 of 2014 concerning Villages. The research method used in order to review, develop and test the truth to find a scientific knowledge. The methods that can be used are very diverse, of course the method to be chosen must be appropriate and closely related to the procedures, tools and research design that will be carried out by the researcher. While the research method is basically a scientific way to obtain data with certain purposes and uses. There are four keywords that need to be considered, namely, scientific method, data, purpose and usability. The scientific method means research activities based on scientific characteristics, namely rational, empirical, and systematic. Rational means that research activities are carried out in ways that make sense, so that they are affordable by human reasoning. Empirical means that the methods used can be observed by humans, so that other people can observe and know the methods used. Systematic means that the process used in the research uses certain logistical steps. The results showed that Tanah Grow District was measured by how the innovation model was applied, the innovation process and the benefits of innovation there was no initiative from village assistants because of the limited authority in implementing assistance in villages as regulated in the Regulation of the Minister of Villages PDTT Number 19 of 2020 concerning Guidelines General Village Community Assistance. The conclusions that can be drawn from the results of the discussion and research are as follows: Village assistants in village development in Koto Jayo Village, Tanah Grow District, Bungo Regency, Jambi Province, can guarantee that village performance has not met all indicators, only a few indicators, quality of work (Quality of Work) Work) villages that are assessed to meet the indicators, because every month village assistance must submit individual reports.

Abstract

Leadership in times of crisis has a vital role, therefore the decisions chosen can improve the situation or make things worse. This article looks at the phenomenon of leadership from two things, namely during the pandemic and the momentum of digital disruption. These two things are closely related and occur simultaneously. No less important than adapting to a new form is conformity to the conditions needed to become something new that people eventually become accustomed to. This article uses a variety of primary and secondary data as well as field facts that have occurred in Indonesia for the past three years and uses a qualitative descriptive method, this method is considered appropriate to explain, describe and analyze this discussion.

Abstract

Performance data management is carried out by recording, processing, and reporting performance data. The measurement of performance achievement at BPK is supported by the role of the Key Performance Indicators (KPI) input. Where the KPI input does not meet the level of reliability. The purpose of this study was to find out what factors caused the role of KPI inputers to not fully meet the level of reliability (timeliness of data input, completeness of supporting data and accuracy of supporting data) in the ideal SIMAK/PRISMA data input; and develop strategies to increase the role of KPI inputers in order to increase reliability. This study uses a qualitative research method with a descriptive approach using Soerjono Soekanto's active role theory. Sources of data obtained from primary data and secondary data. The analysis technique uses SWOT analysis. Data collection techniques through interviews, observations and documentation carried out at the Directorate of Strategic Planning and Performance Management. Resource persons as informants in this study are KPI inputers. The results showed that the factors that caused the role of the KPI inputer to not fully meet the ideal level of reliability in inputting SIMAK/PRISMA data were the KPI inputer in carrying out the role of prioritizing the main task, where being a KPI inputer was an additional task; availability of data from parties other than KPI inputers who have not provided data by the time limit; there is limited knowledge of the inputer on the use of the application; the data period required is different from the input period; the existence of human error, the inputer mistakenly saw the numbers and typed them; the data to be input takes time in a tiered review, the work process is still ongoing so that the required data does not yet exist; data/document access restrictions. There are six strategies that can be used to increase the role of KPI inputers, namely maintaining social relations/interrelationships on an ongoing basis in order to cooperate with other parties regarding data input; maximizing the facilities and infrastructure to support the task of inputting data; propose a re-evaluation of data access restrictions; propose to take part in related training for unskilled KPI inputers; proactive in collecting data from various parties.

Abstract

This study focuses on the relationship between the Pilkada and the performance of the Aceh Barat Health Office. This study aims to analyze the relevance of power politics to the performance of the West Aceh Health Service bureaucracy that has not been optimal, and to find a solution so that the West Aceh Health Service bureaucracy is protected from the political impact of the Pilkada. The main theories used are Peter Merkl's theory of power politics (Budiardjo, 2007), Weber's bureaucratic neutrality (Miftah Thoha, 2014) and Sofian Effendi, 2018), and bureaucratic performance theory (Agus Dwiyanto. 2012). Bureaucracy must be impartial, which means it must be fair, objective, unbiased and not in favor of anyone. Mutations and promotions are indicated to be related to the Pilkada process in West Aceh which has affected the West Aceh Health Service so that performance in serving the public is disrupted. The politicization of power and the performance of the bureaucracy in Aceh Barat Regency was shown in the form of inappropriate promotions and mutations at the Aceh Barat Health Office. Some of them are: 1) promotion of functional dr in Puskesmas to become director of CND Hospital in 2018, 2) recruitment of Freelance Daily Workers (THL) for cleaning staff, administrative staff and health workers at CND Hospital, 3) transfer of Puskesmas midwives to the secretariat DPRK, 4) transfer of specialist doctors from CND Hospital to Puskesmas. The solution to prevent the politicization of power is by means of the DPRK exercising tighter control over the policies of the regent. For example, by creating a special committee and urging the regent to remove the incompetent director of the RSUD.

Abstract

The European Union has recently been an attractive destination for asylum seekers and migrants. Despite the deadly migration routes, the migration crisis has proved that asylum seekers and migrants are willing to enter European Union territory. The flow of irregular migration to the European Union peaked in 2015. The intensity of migration movement over such a short period raised concerns about internal and external security. At the same time, due to the migration crisis, the European Union intensified its cooperation with third countries on the migration issue. This article first explores the concept of international cooperation on migration and assesses if the selected case studies have any common characteristics to the concept. Second, the paper studies the effectiveness of the European Union's cooperation with Turkey and Libya, which emerged due to the migration crisis. Additionally, the paper provides data to test the effectiveness of cooperation with third countries. The cooperation with Turkey and Libya was an essential tool for the European Union to control its Mediterranean borders. When the consensus was reached, the number of irregular arrivals significantly decreased.

Abstract

This study aims to determine the role of the village head in the maintenance of peace and order in Sorek Satu Village, Pangkalan Kuras District, Pelalawan Re- agency, this is a manifestation of fostering the life of the village community so that they can live more safely, orderly, peacefully, and peacefully. this type of re- search that the researcher uses in this research is a qualitative research method with a descriptive approach, namely research by trying to describe an object or subject that is meticulous in accordance with what it is and explains about variables bles and indicators in this case are norms, individuals as organizations in society, and individuals in the social structure of society. The types and techniques of data collection used consisted of observations, interviews and documentation. Based on the results of the research on the role of the village head in the maintenance of peace and order in the Sorek Satu Village, Pangkalan Kuras District, Pelalawan Regency, it can be concluded that it is less implemented or has less role. The ob- staff to the Lurah in maintaining peace and order in the community in Sorek One Village is the lack of coordination, lack of communication, and low com- munity participation.

Abstract

This research aims to see the function of the Land Office in resolving land ownership disputes in Pelalawan Regency, and it was carried out using qualitative research methods. Researchers interviewed direct and in-depth informants who were the most knowledgeable about implementing the Land Office's function in resolving land ownership disputes using purposive sampling techniques. The results of this study indicate that the Land Office has carried out its function in resolving land ownership disputes and is considered quite optimal because it has become a mediator for the two parties to the dispute in conducting mediation even though it has not yet reached an agreement. Several findings become obstacles for the Land Office in resolving land ownership disputes. First, the Land Office lacks human resources. Second, the lack of witnesses related to land history, and third, the character factor of the disputants who are only selfish.
