Abstract

Community satisfaction can be a benchmark for the work of bureaucrats as the bearer of the mandate of Bureaucratic Reform. Therefore, it is only natural that the expectation for the realization of Bureaucratic Reform on the state's commitment stated in the 2010-1014 Bureaucratic Reformation Design is so great. However, what happened and felt until the first period of the agenda would end was that the Bureaucratic Reformation had not been able to change the face of our bureaucracy, which until now was still chaotic if it did not want to be said to fail.

Abstract

Indonesia consists of various ethnics and cultures must have the various systems of indigenous life adopted for generations . Thus, the process of implementing the system of village government will be faced with the traditional governance system that has long been adhered to by the people in the village . This study answered how the role of government's indigenous in the governance of villages ( case study in the village of Tanjung Pauh Mudik Kerinci Jambi ). Research used qualitative descriptive approach, the data was obtained through interviews and observations of indigenous stakeholders and community leaders, as well as secondary data obtained from books or records of indigenous heritage. The result show that the process of governance in the village of Tanjung Pauh Mudik Kerinci Jambi will not run if it does not include the indigenous government. Development planning should be based on consideration of the indigenous government, as the object and regional development in the territorial government are bound by customary law and local custom values. Furthermore, the implementation of development programs by the village government should involve indigenous government in order not to deviate from customary norms. With the involvement of Indigenous Government, the implementation of rural development programs in more trusted and respected by the community. People are more obedient to the Indigenous Government, because it is a customary rule of law and governance systems that have long been attached to the people in the village and is considered clean and objective.

Abstract

Enthusiasm of the various parties to the implementation of the policy of minimum service standards turned out to be different. Ministry of the Home Affair (MoHA) , as the leading sector of the successful policy of SPM, is certainly a very active part in voicing that the policy should be run smoothly as mandated by legislation. But beyond that, many other parties actually give a different response, ministries / agencies, for example, assume that a SPM's problem is MoHA's domain so that ministries/agencies does not have to "bother" to pay attention in the implementation of SPM in the area. Meanwhile, local governments both provincial and district / city - especially district / city, assume that the implementation of SPM with outcomes predetermined considered a burden to the budget so it does not need to be supported to the maximum, except for the preparation of standard operating procedures ( SOP ) and standards public services ( SPP ), two terminologies that is often interpreted as an SPM . The debate arises because of ignorance about the definition of the concept of the SPM itself. If so, how can the government expect the achievement of the target.
