Abstract

The national use of AI in the government sector is necessary to achieve effectiveness and efficiency in supporting bureaucratic reform and policy decision making in order to implement good governance. The research uses qualitative descriptive methods by reviewing previous research, and reviewing policies related to the use of AI in government and bureaucratic reform. The results show that in terms of governance, AI systems do not yet have specific laws governing and ensuring the security and protection of citizen data and the use of algorithms against the misuse of electronic transactions. In terms of governance, AI development is needed as an effort to maintain public trust and government legitimacy. In terms of infrastructure Indonesia is still constrained by the creation of data that is very difficult and does not allow for reuse. In terms of skills and education, the digital skills of workers in Indonesia are still middle level. In terms of government and public services, Indonesia still has to continue to increase the availability of public services digitally. In order to improve the management of AI Indonesia builds artificial intelligence industry research and innovation collaboration (KORI-KA), a quadruple-helix approach between government, industry, academia and the community. At a strategic level, AI management is conducted with policy, accountability, and accountability approaches. At the operational level, cybersecurity against data includes infrastructure security and the use of anonymous data methods to keep data owners unidentified.

Abstract

The Drinking Water Supply System (Umbulan) project was planned for 43 years but only realized in 2016. The failure of the Umbulan SPAM project cooperation was caused by the project that was not financially feasible and the tariff applied was too high. In 2012 the Vice President of the Republic of Indonesia Boediono initiated the concept of Open Government to be applied to private companies or state-owned enterprises. The purpose of this study was to determine the application of the concept of Open Government from various relevant stakeholders, namely the Central Government, Provincial Government, District / City Government, related Ministries, PDAB, PDAM, PT PII, PT SMI, and the Community. This study used a qualitative research methodology, while the data collection techniques were carried out by in-depth interviews, FGDs, and empirical observational studies. The results show that most of the relevant stakeholders have implemented the principles of Open Government based on Open Government Indonesia (OGI), OECD, and the Ministry of Transportation. Although some data is not openly provided because it involves secret state documents that cannot be publicly published. The principle of Open Government accelerates coordination among stakeholders related to the Drinking Water Supply System (Umbulan) project.

Abstract

To improve the quality and competitiveness in the global education market, several higher education institutions in Indonesia given autonomy through UU No.12 Tahun 2012 that has been applied in early 2013. Frankly, the autonomy of higher education in Indonesia is a multi-level-policy transferred from World Bank ‘Managing Higher Education for Relevance and Efficiency Project in 2005' and a part of obligation Indonesia participation in WTO General Agreement on Trade in Services in 1994. This article would like to give critical insights into whether the deregulation and given autonomy to the higher education institutions in the new public management era will bring better financial management and public service. Using literature studies, we find the most autonomous universities (PTN-BH) manage to gain positive revenue growth and become more exclusive in society.

Abstract

Exactly on March 16, 2020, this virus has begun to enter the Surabaya area. This study wants to see about the Covid-19 pandemic in Indonesia. There are two problems investigated in this study. First, regarding kebijaka n issued by local governments in addressing the pandemic Covid-19, especially in the city of Surabaya . Second, researchers wanted to see the impact of their policies issued by the city of Surabaya in the face of a pandemic Covid-1 9 against the public economy. The theory used to analyze this problem is Merilee S. Grindle's theory of public policy implementation. The research method is descriptive qualitative and the type of research is a case study.From the data analysis, it can be seen that the first finding, there are several policies issued by the Surabaya city government in dealing with the Covid-19 pandemic, namely, 1) Surabaya Mayor's Circular to Increase Awareness of Covid-19 in Surabaya. 2) Population Mobility Control Protocol Based on the Circular Letter of the Mayor of Surabaya. 3) Surabaya Mayor Regulation Number 16 of 2020 concerning Guidelines for Large-Scale Social Restrictions in Handling Covid-19 in the City of Surabaya. 4) Decree of the Mayor of Surabaya regarding the Task Force for the Acceleration of Handling Covid-19 in the city of Surabaya. 5) Surabaya Mayor Regulation Number 28 of 2020 concerning Guidelines for the New Normal Order in the Conditions of the Covid-19 Pandemic.

Abstract

The Minister of Trade of the Republic of Indonesia explained that the revitalization of the market contains two important elements, namely the implementation of the physical development of the market, and the arrangement of the system including the certainty of the delivery of the quantity of goods or services. Guarantee of correctness in the use of measuring instruments, particularly in trade transactions, will play an important role in supporting macroeconomic growth .Therefore, it is important to activate the Orderly Measurement Market in every Regency/City area in Indonesia. One of the markets that received an award as an Orderly Measurement Market is the Sukodono People's Market in Sidoarjo Regency. The success of the implementation of the Orderly Measures Market Policy in the Sukodono People's Market was investigated using a qualitative descriptive method. The theory of policy implementation used in this research is the theory of Van Meter and Van Horn . Data mining was carried out by in-depth interviews with relevant stakeholders . The results showed that fThe main actors in the successful implementation of the Orderly Measuring Market policy in the Sukodono People's Market are Policy Standards and Targets, Financial/financial Resources, Inter-Organizational Communication and Strengthening Activities, Characteristics of Implementing Agents, and Implementor's Disposition.

Abstract

The purpose of this study is to describe the use of E-sapawarga in an effort to improve government services in Surabaya. The E-Sapawarga program is run through an application called "Sapawarga". This application is a means to connect the Surabaya City Government with the community which is the target group in implementing the program. Complaints, criticisms and suggestions are facilities offered by the Sapawarga application. The public can freely submit complaints on problems or complaints submitted to the Surabaya City Government through the E-Sapawarga Community. With this application, the public is able to control and supervise the performance of the Surabaya City Government.This study uses the theory of policy implementation. With qualitative descriptive research method. H The results show that the implementation of e-government in the city of Surabaya through the E-Sapawarga program has shown good results. E-government in Surabaya is supported by the availability of adequate information technology and knowledge. However, several obstacles have been found in the Sapawarga application, therefore continuous improvement and development of the Sapawarga application and socialization to the public about the application must continue to be carried out to get the best performance from e-greetings.
