Abstract

This study aims to analyze and describe the potential and problems of developing a tourist village in Noepesu Village, West Miomaffo District, North Central Timor Regency. The type of research used is descriptive qualitative research with data collection techniques using Focus Group Discussion, observation, and documentation. The results of this study are that Noepesu Village has good potential to be developed both natural potential and community support, but also the Noepesu Village Government needs to anticipate problems that often occur, including the lack of educated human resources, the village community is not ready to accept change, the available facilities incomplete, not yet planned for the tourism model offered, the absence of Village Regulations as legality in developing tourist villages, the possibility of natural disasters and the disappearance of community customs, so an anticipatory plan is needed so that changes can be carried out without causing negative threats or impacts.

Abstract

PLAVON Dukcapil is one of the internet-based innovations from the Population and Civil Registration Office of Sidoarjo Regency in order to simplify and speed up the process of population administration services, namely population registration and civil registration that can be done independently. This study aims to find out how the effectiveness of online services (PLAVON) at the Population and Civil Registration Office of Sidoarjo Regency, and what factors support and obstacle in the Dukcapil PLAVON service. This type of research is a descriptive qualitative approach, namely by seeing, describing, and explaining the phenomenon directly. Based on this research, it can be seen that the online service (PLAVON) of the Sidoarjo Regency Population and Civil Registration Service runs effectively according to the effectiveness indicators in this study, namely indicators of program targeting accuracy, program socialization, program objectives and program monitoring. The supporting factor for implementing the program is the availability of infrastructure that supports the implementation of the Dukcapil PLAVON, while the factor that hinders the implementation of the program is the lack of human resources who handle PLAVON. The advice given is to carry out socialization intensively so that more people know and understand the existence of the Dukcapil PLAVON, and make maximum use of the existing human resources at the Population and Civil Registration Office.

Abstract

The Employee Performance Target (SKP) is a form of the performance appraisal for the State Civil Apparatus (ASN) Based on PP No. 46 of 2011. Work performance assessment contains 60% SKP and 40% Behavioral Assessment. This study aims to determine how the assessment of the behavior of the State Civil Apparatus (ASN) in the Employee Performance Target (SKP) as well as the supporting and inhibiting factors in the behavioral assessment. This study uses a descriptive method with a qualitative approach. Based on the results of this study, it is known that the assessment of ASN behavior at the bureau of government and regional autonomy is pretty good Shown by the indicators of quality, quantity, cooperation, initiative and responsibility. Supporting factors are the motivation of each individual for career development and the existence of the BKD website, while the inhibiting factor is the new regulation or SOTK so that the disciplinary assessment is less effective. The advice given is to evaluate through counseling every month by the head of the sub-section and create a special attendance system for the Regional Government and Autonomy Bureau of East Java Province.

Abstract

Indonesia is one of the countries that open cooperation in the industry in the world of course, investors from abroad will work with colleagues in the east java region. Sidoarjo regency is the most business district/company in East Java, businesses that need administrative documents. This researcher knows the implementation of the regulation policy of Sidoarjo Regent on the procedure of granting and renewal of the certificate of building function. The focus of the study was based on four implementation models according to Edward III and implementation variables according to Grindel. To support this study, researchers used 5 people as informants using qualitative data analysis. Based on the results of the study, the implementation of the regulation policy of the regent of Sidoarjo went quite well according to four implementation models and one implementation variable but one implementation model has not worked well, namely communication and information resources so that businesses have not been fully informed about the procedure of granting and renewal of certificates laik building functions.

Abstract

The letter of responsibility (SPJ) is a report on the realization of expenditure from an activity that has been carried out. In Governance for the preparation of the SPJ at the Bureau of Government and Regional Autonomy, the implementation of activities and technical guidelines is based on the Peraturan Pemerintah Nomor 14 Tahun 2021. This study aims to identify and analyze the Stages of the Process for the Preparation of the Expenditure SPJ Management at the Regional Government and Autonomy Bureau of East Java Province. This study uses a type of qualitative descriptive method. Sources of data used in this study, namely primary data and secondary data obtained directly. The results of the study indicate that the East Java Provincial Government and Regional Autonomy Bureau is in the stage of managing the SPJ preparation, its management expenditure is in accordance with the Governor's Regulation which is the benchmark in its implementation, but there are several factors that hinder the current SPJ preparation process, such as lack of Human Resources, procrastination attitude. In addition, there is a lack of archives or documents. The advice given is to increase the number of non-permanent employees, especially in the Administrative Subdivision, to have deadlines in collecting reports and to add archive storage so that there are no obstacles in finding files.

Abstract

This study aims to describe the performance of the National Narcotics Agency of Gresik Regency in an effort to prevent drug abuse among adolescents and to analyze the supporting and inhibiting factors of the National Narcotics Agency of Gresik Regency in efforts to prevent drugs abuse among adolescents. This type of research is descriptive qualitative using data collection methods in the form of interviews, observations, and documentation. The data analysis technique used is an interactive model from Miles and Huberman. The results of this study indicate that the performance of the National Narcotics Agency of Gresik Regency in implementing the narcotics abuse prevention program among adolescents is good. From the indicators of responsiveness, the programs carried out are appropriate to answer the public's needs. From the indicators of responsibility, the programs carried out are in accordance with the existing policies. Meanwhile, from the accountability indicators, the programs carried out are accountable with the decreasing number of adolescent users. The supporting factor for this program is the policy issued by the Central Government and the Gresik Regency Government, while the inhibiting factor is the COVID-19 pandemic.
