Jurnal Ilmu Administrasi Negara contains articles and scientific papers in the form of research and non-research results, both in government institutions or in the community. The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Utilization of Health Services Childbirth Workers. This study aims to examine the use of service delivery by health personnel in Bengkalis. This study is a qualitative research. The informants include: midwives and family couples of childbearing age (the public) and which represents the Department of Health. Based on the survey results revealed that the utilization of delivery care health workers in Bengkalis still not optimal. The difficulty in obtaining health care from midwives. Factors affecting the utilization of delivery care health workers in Bengkalis, among others: the lack of socialization, quality of service and comfort is still lacking, inadequate health care infrastructure, attitude and tranpsortasi difficult conditions.

The Effectiveness Analysis of the Workload of Employees. The purpose of this study was to determine the effectiveness of the analysis of the workload of employees Meranti Islands regency Regional Secretariat and the factors that hinder the effectiveness of the work load analysis. Samples were taken every employee contained in the work unit or section at the Regional Secretariat. The data collection is done with work sampling method is the observation of the activities performed by employees during working hours with a distance of observation time every ten minutes. After the data collected then analyzed by qualitative descriptive approach. The research found that the use of working time of employees is implemented and shared in productive activities, are not productive activities and private events can be concluded that each unit is still not optimal in performing routine administrative activities and duties and functions assigned. Barriers were found on the effectiveness of Secretariat staff workload analysis of Regency Meranti, namely expense budget workload analysis, information accuracy workload analysis, workload analysis and policy implementation in the managerial workload analysis.

Organizational Culture, Organizational Commitment and Organizational Citizenship Behavior (OCB). This study aims to finding out and analyzing the influence of organizational culture and organizational commitment to Organizational Citizenship Behavior (OCB) employees at the Integrated Service Agency and Investment (BPTPM) Pekanbaru. The study population was all employees numbering 85 people, researchers take 46 people with the withdrawal of random sampling techniques. Methods of data collection by distributing questionnaires filled out by respondents employees besides, the researcher also reviewed the literature. Methods of data analysis using multiple linear regression using SPSS version 20. The aid application results showed that the partial organizational culture does not significantly influence the OCB. While the organizational commitment and significant positive effect on OCB employee BPTPM Pekanbaru. Simultaneously, organizational culture and organizational commitment and significant positive effect on Organizational Citizenship Behavior (OCB). The coefficient of determination of organizational culture and organizational commitment on OCB is as much as 65.4%. While the rest is as much as 34.6% is indicative of other factors not examined in this study.

Quality of Public Services. This study aims to determine the quality of public services and the factors that affect the quality of public services in outpatient installation Mental Hospital Tampan Pekanbaru. This study uses qualitative methods of collecting data obtained from observations of researchers in the field and in-depth interviews with informants research, namely: family outpatient registration clerk, medical records clerk, nurse clinics, general practitioners and specialists. Data analysis was carried out simultaneously with data collection from data collection, data reduction, data presentation and decision-making or data verification. Based on the results, the quality of public services in outpatient installation Psychiatric Hospital Tampan Pekanbaru as follows: Tangible; of the facility is still not optimal, Reliability; Hospital outpatient installation Tampan Pekanbaru soul has been providing services as promised are accurate and reliable, Responsiveness; lack of specialist doctor of psychological / psychiatric causes slow service in a specialist clinic so that patients wait long queues, Assurance; there is still reluctance clerk at outpatient installation in giving a shout out to the public visitors and Emphaty; efforts Tampan Pekanbaru Mental Hospital to determine the needs of customers or patients by providing a suggestion box.

Competence, Organizational Climate and Employee Performance. This study aimed to determine the effect of competence and organizational climate on employee performance at the University of Riau. The study population overall employee Faculty and Rector of University of Riau as much as 104 people, samples were taken 50% of the population (for 52 people). The data collection technique using three approaches namely interviews, questionnaires and documentation study. Analysis of data using multiple linear regression analysis. The results showed that the condition of employee competence Faculty and Rector of University of Riau is a good majority (73.1%). The climatic conditions of the University of Riau is a good majority (63.5%). Competence and organizational climate partially and simultaneously influence to employee perfomance. Contribution competence and organizational climate on employee performance is 79.5% and the remaining 20.5% is determined by other factors.

Policy Implementation Public Information Services. This study aims to determine the implementation of the policy of public information services in Siak. This type of research is qualitative research. While the research informants include environment officials of Department of Transportation and Communication Equipment Siak, NGOs, students and people who need the information. Data collection technique were interview, observation and documentation. Data were analyzed using qualitative descriptive manner, which explains the argument any information and data obtained from the research informants. The results showed that the implementation of the policy of public information service has not done well, mainly due to the communication of information policy is not properly socialized. Constraints faced by Siak district government in realizing public disclosure caused by factors relating to human resources, financial, and facilities management.

Commitment, Competence, Morale and Employee Performance. This study aimed to determine the effect of competence and morale commitment to employee performance at Riau Provincial Education Department. The study uses a quantitative approach. The population is all employees of Riau Province Education Department a total of 210 people and a sample of 130 people using the formula slovin. The technique of collecting data using questionnaires. Data were analyzed with regression two predictors. The results showed that the commitment, competence and morale partially and simultaneously influence performance.

Evaluation of the Operational Policy Civil Service Police Unit. This study aims to determine the operational policy evaluation Civil Service Police Unit in the city of Pekanbaru. This research is a qualitative descriptive study. The informants are Kabid Trantib, members of municipal police, traders and the public. Data collection techniques used in this study was the observation of interviews and documentation. The results showed that the implementation of the operational police civil service in the policing of street vendors in the city of Pekanbaru masihbelum optimal, it can be seen from the effectiveness achieved, efficient use of resources, adequate to the solutions provided to traders and problems resposivitas field officers and accuracy against the benefits gained. Factors that constrain the implementation of operational policy of the civil service police unit in the city of Pekanbaru is the dissemination to the public of the rules in force, availability of resources, the attitude of enforcement agents in the field and support from the community.

Coordination, Organizational Culture and Employee Duties. This study aims to investigate the influence of organizational culture on the coordination and execution of tasks of Spatial Planning and Building by employees. This research method is quantitative descriptive using statistics. The study population was all employees of the Department of Spatial Planning and Building Pekanbaru City amounting to 21 people and all the population sampled. In addition, the community is taken as many as 31 people at random method incidental. Data collection techniques are questionnaires and observation. Analysis of data using multiple linear regression. The results showed that the coordination with the organizational culture positive and significant impact on the implementation of employee duties. However restribusi coordination and organizational culture on the implementation of the duties of employees only 61.3% and the remaining 38.7% is determined by other factors.

Implementation Strategies Motor Vehicle Tax. The purpose of research is to investigatethe implementation of the motor vehicle tax revenue in the Technical Implementation Unit(UPT) Income Rokan Hulu. The informants are officers motor vehicle tax recipients and taxpayers.Data were collected by interview, observation and documentation. Data analysis started fromthe data reduction, data presentation and conclusion. The results showed that in the implementationof strategies to increase tax revenues, motor vehicle has been running pretty well. But in itsimplementation still found that factors inhibiting factor means of building and budget.
