Abstract

The outbreak of infectious diseases such as COVID-19 has put great pressure on the health care system, especially on the aspect of human resource (HR) management in hospitals. This study aims to analyze the relationship between the role of hospital managers and the effectiveness of HR management during a health crisis. The method used is quantitative correlational involving 172 respondents consisting of health workers and managerial staff in several referral hospitals. Data were collected through a closed questionnaire based on a Likert scale and analyzed using descriptive statistics and Pearson correlation tests. The results of the study indicate that there is a positive and significant relationship between the role of hospital managers, especially in the aspects of planning, directing, supervising, and crisis communication, with the effectiveness of HR management during an outbreak. This finding emphasizes the importance of strengthening managerial capacity and formulating adaptive HR policies to increase organizational resilience in dealing with health emergencies. This study is expected to be a reference in formulating hospital management policies and strategies in the future.

Abstract

Based on the Supreme Audit Agency (BPK) report, procurement of goods and services in Bogor Regency still faces challenges, including limited public information access and weak independent oversight. These issues contributed to the regional government’s Qualified Opinion (WDP), driven by unclear management of BOS-related expenditures, non-compliant allowance for doubtful accounts, and high short-term liabilities. This study analyzes the implementation of transparency and accountability principles in the procurement process at the Department of Communication and Informatics of Bogor Regency. Using a qualitative descriptive approach, data were collected through open and closed questionnaires, in-depth interviews, and document analysis, and analyzed using the Miles and Huberman interactive model. The findings indicate that transparency through the Electronic Procurement Service (LPSE) system has been implemented adequately; however, challenges persist in data integration, documentation quality, and internal monitoring. Accountability efforts through reporting and auditing are evident but constrained by limited human resource competence, the absence of measurable accountability mechanisms, and weak multi-layered oversight. The study underscores the need for integrated digital data management, capacity building for procurement personnel, and stronger oversight systems to enhance transparency and accountability in public procurement.

Abstract

Digital transformation changes the function and role of government offices from an administrative center to a digital-based center for data integration and cross-unit coordination. This study aims to evaluate the effectiveness of digital government coordination in the city of Bandung and provide recommendations for repositioning the role of offices in the era of automation. With a descriptive literature study method that utilizes academic literature sources, reports from various agencies, and the results of previous research, an overview of digital coordination in various local governments is obtained. The results show that the use of integrated systems such as the Bandung Command Center (BCC) and the Bandung City Government Integrative Data Analytics System (SADIG) improves efficiency, transparency, and accuracy of communication and decision-making. However, its effectiveness is still limited by limited interoperability, low digital literacy of apparatus, and lack of optimal data governance. This study recommends repositioning the role of the office as a data governance center and collaboration facilitator through the establishment of a Data Integration and Collaboration Office unit, strengthening interoperability between SKPDs, and increasing data analysis capacity. The novelty lies in the concept of the office as a data governance manager and digital coordination center that is adaptive to automation.

Abstract

Work-life balance has become an important factor shaping employee attitudes and organizational outcomes, especially in service-based sectors such as food and beverage businesses. This study examined the relationship between work-life balance and organizational commitment among employees of Kedai Kopitiam Budiman, focusing on whether employees who experience better balance between work and personal life tend to show stronger commitment to their organization. A quantitative cross-sectional design was used, and data were collected through an online questionnaire completed by all 44 employees using a total sampling approach. Both constructs were measured with validated Likert-scale instruments, and analysis included descriptive statistics, normality testing, and the Spearman rank correlation due to the non-normal distribution of one variable. The findings revealed a moderate and positive correlation between work-life balance and organizational commitment. Employees who reported higher perceived balance were more likely to demonstrate stronger loyalty and attachment to the organization. This statistically significant finding suggests that healthy work-life balance practices may contribute to organizational stability. These results highlight the importance of supportive scheduling, equitable workload distribution, and employee-centered policies in strengthening organizational stability. Future research may explore causal mechanisms or examine which specific work-life balance practices have the strongest long-term impact on employee outcomes.

Abstract

Generational differences in the workplace present both challenges and opportunities for organisations to build effective communication and a balanced working environment. This topic was chosen because younger employees entering the workforce are bringing perspectives and communication styles that differ from those of previous generations. This study aims to explore how intergenerational communication behaviour and ethics are formed in office settings, and how interactions across age groups contribute to workplace harmony. The research employs a qualitative descriptive approach through literature review, observation, and interviews with employees from various generations. The findings reveal that communication differences between younger and older generations can be bridged through mutual understanding and willingness to adapt to each other’s communication patterns. Younger generations tend to communicate more openly and adapt quickly to digital platforms, while older generations emphasise politeness, structure, and experience. When both groups interact, a new form of communication emerges, one that is more open, respectful, and built on mutual trust. Ethical communication has also evolved from formal rules into a shared awareness of communicating wisely and professionally. This study is expected to provide organisations with insights into fostering a more harmonious and collaborative multigenerational work culture.

Abstract

The development of Artificial Intelligence (AI) has driven significant changes in modern office management. The implementation of AI enhances operational efficiency through automated workflows, algorithm-based data analytics, and the optimization of energy usage and facility management. However, conventional office management practices still face challenges, including inefficiencies, high energy consumption, and limited adoption of environmental sustainability principles. This study aims to analyze the role of AI in supporting the transformation toward environmentally friendly smart offices through its integration with the Internet of Things (IoT) and Green Human Resource Management (GHRM) practices. This research employs a literature review method based on recent scholarly sources. Findings indicate that AI has the potential to reduce carbon footprints, improve workplace environmental quality, and strengthen sustainability-oriented organizational culture. Nevertheless, successful implementation of AI requires adequate infrastructure readiness, enhanced human resource competencies, and robust governance of data privacy and security. With appropriate strategic planning, AI can serve as a catalyst for developing efficient and sustainable office management systems.

Abstract

Human Resource Management (HRM) has developed into a strategic and knowledge-based discipline, yet many studies apply theoretical and analytical approaches without explicitly examining the philosophical assumptions underlying HRM research and practice. This limited reflection may reduce theoretical coherence, methodological consistency, and ethical accountability. This study examines how the ontological, epistemological, and axiological dimensions of the philosophy of science contribute to strengthening the theoretical, methodological, and ethical foundations of Human Resource Management. Using a qualitative thematic literature review, 54 academic publications published between 2018 and 2025 were systematically analyzed through iterative coding and thematic synthesis. The findings show that philosophical assumptions are widely embedded but rarely made explicit in HRM research. Ontological perspectives are often rhetorical, epistemological approaches are dominated by quantitative and data-driven methods, and axiological considerations are acknowledged but weakly institutionalized. This uneven integration sustains a gap between philosophical principles and HRM practice. The study proposes an integrative conceptual model linking philosophical dimensions to HR practices and organizational outcomes. The study concludes that philosophy of science can serve as a reflective framework to support more coherent, ethically grounded, and context-sensitive HRM research and practice.

Abstract

The phenomenon of digital transformation is pivotal in redefining the operational dynamics of organizations, particularly in management and decision-making. This research examines the role of Artificial Intelligence (AI) as a strategic innovation that significantly enhances operational efficiency, precision, and analytical capabilities in digital office environments. Employing a descriptive qualitative methodology grounded in comprehensive library research, data were meticulously gathered from scholarly literature and institutional reports on the integration of AI into digital management practices. The findings reveal that AI significantly augments decision-making capabilities through heightened accuracy, efficiency, and objectivity, bolstered by Decision Support Systems, machine learning algorithms, and predictive analytics frameworks. These advanced technologies facilitate managerial identification of patterns, anticipation of trends, and the formulation of expedited, evidence-based decisions. Nonetheless, the successful implementation of these technologies requires skilled human resources, robust data governance frameworks, and an organizational culture that fosters digital innovation. Furthermore, challenges such as algorithmic bias, ethical dilemmas, and data security vulnerabilities persist as critical factors requiring careful consideration. In summary, AI is indispensable for fortifying decision-making processes and enhancing organizational competitiveness.

Abstract

The rapid advancement of Artificial Intelligence (AI) and digital technologies has transformed the landscape of professional competence in the modern workforce. This study explores how the integration of AI influences the redefinition of professional skills, emphasizing the growing importance of soft skills and emotional intelligence alongside technical expertise. Through a comprehensive literature review, this research examines recent developments from 2020 to 2025 to identify patterns in how digital transformation reshapes individual and organizational performance. The findings reveal that while automation and data-driven systems enhance operational efficiency, they also create new demands for adaptability, empathy, and collaborative communication. Technical proficiency alone is no longer sufficient to ensure professional success; workers must possess hybrid competencies that combine digital literacy with emotional and social awareness. Emotional intelligence, in particular, strengthens employees’ capacity to manage stress, maintain ethical decision-making, and foster innovation within teams. Furthermore, the study highlights the strategic role of educational institutions in integrating soft skills and emotional development into curricula to prepare graduates for global competition. The implications suggest that balanced professional development merging technological capability with emotional intelligence is key to thriving in the rapidly evolving digital economy.

Abstract

Digital transformation is accelerating the adoption of smart offices powered by Artificial Intelligence (AI) and the Internet of Things (IoT) to enhance operational efficiency and employee productivity. This study examines the level of AI adoption, patterns of use, and employee perceptions regarding comfort and the perceived importance of AI in supporting workplace performance. A descriptive approach was applied through a literature review and a 5 point Likert based questionnaire. Primary data were collected from 28 respondents using convenience sampling and analyzed descriptively with Microsoft Excel. The findings show that 46.4% of respondents work in offices without AI, 32.1% in offices that already implement AI, and 21.4% in offices with potential adoption. AI usage is mostly occasional (46.4%), while 21.4% report never using it. The mean scores for comfort working alongside AI and the perceived importance of AI are both 3.75 (on a 1-5 scale), indicating a generally positive attitude despite limited adoption. The study concludes that AI driven smart offices have the potential to improve efficiency and productivity, but further advancements in digital literacy, employee training, and infrastructure readiness are needed. Practical recommendations and avenues for future research are provided to encourage broader and more responsible adoption.
