Global: Jurnal Politik Internasional is a biannual peer-reviewed journal that specialises in foreign policy, international security, international political economy, and transnational issues involving actors of the Global South, having implications towards the Global South, or perspectives from the Global South that are often overlooked in the mainstream journals in the Global North. With its first issue published in 1990, Global is the oldest university-based journal of International Relations in Indonesia, a historically leading actor in the Global South. Hosted by the Department of International Relations, Universitas Indonesia, Global has been serving as one of the primary platforms for ideas exchanges among Indonesia’s most influential thinkers and beyond. In its attempt to internationalise and further bridge the North and South perspectives, the journal welcomes submission of manuscripts that would be of interest to scholarly communities and policymakers. For this purpose, since 2019 Global only publishes articles in English. Global publishes two types of articles: original research articles offering theory-driven empirical analysis and review articles that critically examine contemporary debates in International Relations literature.

Abstract

APEC has been established since 1989 with 21 member countries. The crucial questions are what are major works of APEC from 1994 to present time? What are APEC's current challenges? And, how APEC manages its hopes and responds to the challenges in order to reach its goals? This article argues that APEC is on the right track to attain the Bogor goals by pursuing trade liberalization in its member countries. There are several works which have been achieved by APEC, for example: its achievements for trade liberalization in goods and its support for facilitating foreign investment in the Asia-Pacific region. However, there are several challenges for APEC, such as the complexity of regional cooperation in South-East and East Asia and the social implications for vulnerable groups in developing countries within APEC as negative impacts of trade liberalization. Consequently, APEC should manage its hopes and responds challenges in order to meet its goals. APEC must adjust its hopes to be matched with the latest political and economic developments in the Asia-Pacific region. At the same time, South-East and East Asia become more integrated economic regions and apply an open regionalism for other countries from outside of these regions to engage with the developments in these regions. Overall, APEC must respond to crucial challenges (e.g. geo-politics and geo-economics) in the Asia-Pacific region which have changed overtime.

Abstract

This article describes the implementation of Indonesia-Japan Economic Partnership (IJEPA) in four main sectors: trade, investment, manpower, and capacity building from the Indonesian perspective. It finds that in its implementation, IJEPA suffers some obstacles that hampers Indonesia’s expectation, especially in manpower and capacity building cooperation. In trade, Japan’s tariff reduction under the IJEPA does not necessarily lead to Indonesia’s automatic market penetration to Japanese market as the actual obstacle is not on tariff barriers, but non-tariff barriers. Exception could be seen in investment sector, which has shown a relatively good progress, especially on Japanese increasing interests as well as its actual investment in various sectors in Indonesia.

Abstract

Unmanned Aerial Vehicle (UAV) is an armed unmanned plane, which is also one of the most advanced technologies developed by the United States. UAV is more superior compared with other kinds of weapon. Currently, it is used in many parts of the world as a part of the United States' counter-terrorism measure. However, the use of UAV in Pakistan since 2004 to 2012 does not successfully reduce the number of terrorist attack that happens on that country. This research aims to figure out the reasons behind this failure through the use of congruence in retrospective. The results show that the failure of UAV relies upon 3 factors: (1) US did not really understand the characteristic of targeted terrorist organizations, (2) there is a mistake in the decision making based on the intelligence cycle, and (3) the nonexistent of local society's support.

Abstract

This article examines the future of Occupy, which has become a leaderless resistance movement with people of many colors, genders, and political beliefs that say together that the neoliberal system isn't working for us. Moreover, now the Zuccotti model is morphing, and Occupy is undergoing a period of sustained global innovation. However, several large demonstrations have taken place all over the world in recent years after global crisis in 2008. But, The ancient discussion about the purposes of wealth and the conflict between oligarchy - rule of the rich - and democracy - the rule of the demos/the people comes to the fore once again within the current systemic crisis, The problems appear when Occupy use the development of information and social media to call for social, economic justice because the advance of Informations era led dramatical reduction of reality, which often called by "hiperreality". This condition causes occupy participant increases rapidly, but without strategic, plan and ideology.

Abstract

Interaksi Cina dan Rusia di kawasan Asia Tengah, khususnya dalam kerangka kerjasama Shanghai Cooperation Organisation (SCO), merupakan fenomena yang menarik untuk dikaji mengingat kedua negara tersebut tergolong sebagai great power, memiliki kepentingan yang hampir serupa di bidang energi dalam kawasan tersebut, namun memiliki political goals yang cukup berbeda. Tulisan ini mencoba mengkaji secara mendalam tentang bagaimana kesetimbangan kepentingan (balance of interest) dari Cina dan Rusia di bidang energi beserta besarnya kapabilitas nasional dari kedua negara tersebut menjadi faktor penentu dalam pembentukan SCO bersama Kazakstan, Kirgistan, Tajikistan, dan Uzbekistan. Tulisan ini juga menunjukkan bagaimana political goals yang berbeda dapat dikesampingkan oleh negara-negara demi tercapainya kepentingan nasional mereka.

Abstract

The dynamics of conflict in Syria has influenced the energy security in the region. United States and Europe both have strategic interests on Syrian for securing the flow of oil and gas from the Middle East to Europe and preserving peace and harmony in the region. This article contends that Syria plays a strategic role in maintaining the stability of oil production from the Middle East. Even though the production of oil in Syria declined drastically from 400,000 barrell per day to 25,000 barrell per day, but most of those products are at the hand of opposition, including the jihadist of ISIS, in the Northern and Southern area of Syria. In addition, the presence of foreign fighters in Syrian civil war have fueled the conflict and affected the stability of the region. Syria needs at least 30 years to recover from current conflict and it needs oil productions as the vital factor. This article is based on interviews conducted in 2012 to 2013 in Jakarta and analysis of documents.
