Abstract

The creative industry, especially in Cimahi City and in general in Indonesia, is developing so rapidly with the existence of a global marketplace which is a place or facility that creators in Cimahi can use. However, when the Covid-19 pandemic hit a lot of business people who lost their livelihoods. There were no previous researchers who discussed Digital Asset-based Creative Economy in Cimahi City from a spatial perspective. This article discusses the solutions that the Cimahi City government through the UPTD Cimahi Technopark to overcome the problems that exist in the City of Cimahi, especially in the field of Creative Economy which can be potential and solutions to existing problems and can become branding that can be used by the City of Cimahi. This study uses qualitative methods using descriptive analysis instruments combined with collaborative planning methods. The results of the study show that there is a Cimahi City program that has the potential to be developed and can become a Cimahi City branding. More than 22 studios have been born from the Cimahi Makerspace Digital Program with a total income of Rp. 1,235,718,618. UPTD Cimahi Technopark is the center of development for Cimahi Makerspace Digital activities. This activity center includes production, marketing, distribution and marketing activities. This activity includes education and training activities in collaboration between the Government, Academics, and business people, as well as communities in Cimahi City who have the same abilities and goals to achieve a successful Cimahi Makerspace Digital program in Cimahi City. This article contributes to the creative economics of the digital creative industry sector which is practically used as a consideration for the government in preparing detailed strategic plans or city master plans.

Abstract

The training organized by the Kashikoi Japanese Training Center is considered important because often formal educational institutions have not been able to produce graduates who are ready to work and compete, especially in the era of global competition, so that in order to face the era of globalization, prospective workers still need to be equipped with increased competence in order to be able to compete with other nations. . In order to achieve the vision and objectives of the Kashikoi Japanese Training Center, it is necessary to design a strategic plan to determine the vision, mission and objectives of the institution so that they can be achieved effectively and efficiently so that the direction of policies and program activities leads to the achievement of the vision, mission and goals that have been set. set. The purpose of this study is to obtain an overview of the strategic management of the Kashikoi Japanese Training Center in preparing the workforce. By using a qualitative descriptive research method, the results of the vision and mission research designed by the Kashikoi Japanese Training Center were obtained, namely to prepare a skilled and competitive workforce by utilizing the collaboration between the Governments of Indonesia and Japan. The Internal Factor Evaluation (IFE) and External Factor Evaluation (EFE) calculations show that the Kashikoi Japanese Training Center is in a very favorable situation. The role of the Kashikoi Japanese Training Center is to prepare Indonesian workers who will go to Japan through 3 (three) programs, namely pre-apprenticeship, tokutei gino and a school program to Japan .

Abstract

Important collaborative efforts are made by several institutions or organizations in solving problems and to achieve goals. In the implementation of collaborative governance there are still many obstacles and obstacles that hinder collaboration. The aim is to find out trends in collaborative governance research starting from research design, data sources, research instruments, data analysis, number of publications, types of research, research subjects, treatments, data collection instruments and data analysis methods. This study uses content analysis of a number of articles obtained through publish or perish applications from journals in Indonesia from 2012 to 2022, with collaborative governance as the main focus of the study. The current study reveals that the number of publications since 2019, 2020 and 2021 has increased higher than in previous years. However, there has been a decline in the last two years. Among these publications, all research designs used were qualitative. In addition, local government and programs are the most researched subjects, respectively. Interviews and descriptive analysis are the most commonly used data analysis instruments and methods.

Abstract

Even though every village in Indonesia, especially in Karawang, has its own potential, especially Karawang, whose geographical conditions are very favorable, such as the sea, hills and forests, making Karawang even richer in natural resources, not to mention its location. close to anywhere like close to the capital. In my opinion, Cikalong Village, Cilamaya Wetan District, has a lot of potential that can be utilized. BUMDes in the implementation and ownership of capital are managed by the village government and the community. Gunawan (2011) explains the formation of BUMDes aims to receive activities that develop according to customs, activities based on government programs and all other activities that support efforts to increase people's income. This research uses descriptive qualitative method. According to Sugiono, qualitative research is research where researchers are placed as key instruments, data collection techniques are carried out in combination and data analysis is inductive (Sugiono. 2010: 9). This data collection technique used interviews, observation and documentation, researchers took 5 samples to be interviewed. The results of this study are that BUMDes in Cikalong village have not run optimally and their improvements are still lacking, so that BUMDes have not become an economic support for the people of Cikalong Village, Cilamaya Wetan District.

Abstract

The politicization of the bureaucracy which is a pathology in the body of the bureaucracy in Indonesia still thrives when general elections are held. ASN mobilization during regional elections, post-election post-election compensation, and removal of career positions for political reasons often have implications for the performance of bureaucratic substance which will decline due to complex reasons. The writing method uses a qualitative study approach with the desk research method. This study seeks to dig up data from various sources as secondary data in order to describe phenomena of bureaucratic politicization, rules governing ASN actions and the use of the merit system as a bureaucratic measure to maintain the neutrality principle of ASN in regional elections over the substance of the rules in force. The neutrality of ASN which has changed due to political intervention has led to a "buying and selling" of positions politically. The politicization that occurred caused ASN to find it easy to get the position compensation they wanted. The merit system that should be used by the bureaucracy should be used as the main requirement to prevent political intervention, especially before and after the elections. The merit system must be used as a way of classifying the state civil apparatus in order to produce competent human resources within the bureaucracy. But it's not enough there, the rules still view that the offense of prohibition against ASN actions that are not allowed to carry out political activities during the Pilkada only ends in principle as "principle". It is only this principle that causes the tendency of ASN not to be too subject to laws and regulations which causes the politicization of the bureaucracy in Indonesia to still occur.

Abstract

This study aims to establish a priority funding strategy for rural funds in Muruy Village, Menes District, Pandeglang Regency. After the enactment of Village Law No. 6 of 2014, the government allocated significant funds (APBDesa) for village management. The priority of rural funds for 2023 is regulated by Decree no. 8 of 2022 of the Minister of Rural Development, Privileged Region Development and Transmigration of the Republic of Indonesia. According to village authorities, the focus of rural funds in Muruy village for 2022-2023 is more on improving economy, human resources and health services, as well as improving education and management of natural disasters and unnatural events. This study used a qualitative descriptive design and data collection techniques through structured interviews. The results of the interviews then flowed into the SWOT analysis matrix (strengths, weaknesses, opportunities, threats). A priority funding strategy for rural funds can be established, prioritizing the development of infrastructure such as roads in different villages, and rural authorities' efforts to address weaknesses and threats can be achieved through even better coordination among village chiefs. and the community.

Abstract

The research was aimed at finding out the implementation of the Jamsostek Mobile (JMO) service at BPJS Ketenagakerjaan Sukabumi Branch. The research method used is qualitative method with a narrative approach. The determination of informants using snowball sampling techniques with data collection techniques through observation, interviews and documentation. This research uses policy implementation theory according to Jones (1996). The results of this study indicate that the implementation of the Jamsostek Mobile service in submitting Old Age Insurance claims at BPJS Employment Sukabumi Branch has gone quite well in terms of the organization. However, the interpretation has not been maximized, because the understanding of implementors is not evenly distributed and socialization activities have not reached the expected target, it can be seen from that there are still many companies and participants who have not been educated. Then in its application has not run optimally, because there are still many people and participants who cannot use the Jamsostek Mobile service independently. BPJS Employment Sukabumi Branch should be able to optimize new ways or methods by packaging more interesting information in the interpretation and application of Jamsostek Mobile services, so that it can be understood by every company, community and participants equally. Abstract

The purpose of this study was to determine the implementation of waste management programs by Mitra Hariwang Waste Bank, Pasirlawang Village, Purwadadi District, Ciamis Regency. This research uses qualitative methods with a descriptive approach. The triangulation technique of collection is done through observation, in-depth interviews, and documentation. The number of informants as many as 5 (five) people is determined through a purposive sampling process. Data processing techniques are carried out with stages of data reduction, data presentation and drawing conclusions. The results of the study stated that the existence of Ciamis Regency Regional Regulation Number 2 of 2018 concerning Waste Management is the seriousness and success of local governments in managing waste up to the local village level with waste management by waste banks. However, the reality on the ground shows that the implementation of the program has not been widely socialized to the community, lack of support for physical waste facilities, low ability of waste bank management staff, cross-sector coordination has not been carried out properly. So it requires well-organized coaching and commitment through institutionalized communication.

Abstract

The problems that are of interest to the careful researchers in this paper are, the challenges faced by census workers are the level of community participation, some are lacking in providing the necessary data, the neatness in filling out documents, and the lack of outreach about the population census. The purpose of this study was to determine the effectiveness and inhibiting factors for the effectiveness of the population in 2020 in the Palaran District, Samarinda City. The research focus consists of: program success, target success, satisfaction with the program, overall goal achievement. The results of this study indicate that the effectiveness of the population in 2020 in the Palaran Subdistrict, Samarinda City is based on program success indicators, the Central Bureau of Statistics has provided facilities and infrastructure to support data collection activities for census officers to make it easier for census officers to collect data in the field. The success of the target, the initial target of the sample that must be recorded was 100%, but there was a sample error of around 5%, but 95% of the community data was found by census workers who had recorded the entire community. Satisfaction with the program, all elements are satisfied with the data on the results of the 2020 population census that have been collected by census officials. Overall goal achievement has been going well. This inhibiting factor is caused by a lack of public disclosure regarding personal data, a lack of socialization regarding the 2020 population census in several regions, changes in weather, and the COVID-19 pandemic.

Abstract

This study aims to determine the volatility of political parties, find the dynamics behind volatility, including intercept patterns or shifting political choices based on the social division of party voters in the 2004-2019 Demak DPRD elections. The type of research used is qualitative research combined with qualitative in numeric with a descriptive approach. The study found that the volatility index of the Demak DPRD elections was high and fluctuating, with an average of 34.26 in the last four elections. In the 2004 election, the volatility index was 53.36, declined to 22.93 in the 2014 election, and rose again to 26.51 in the 2019 election. The comparison of the level of electoral volatility shows differences in the stability of the pattern of competition between parties in the region, which further has consequences for local democratic politics. While high volatility shows the weakness of party and constituent relations, party institutionalization, and Party ID, which brings less stable election results while showing a more open and unpredictable electoral market. High vote volatility is reciprocally related to political intercepts, where one party bypasses or cuts off (growth) another party. Initially, political interception occurs across and between national or religious group parties, with national group parties getting the blessing of vote spillover from religious parties. Later, as the institutionalization of the religious group parties (PKB, PPP, and PAN) stabilized, political interception occurred between national group parties. It is easier for voters of national parties (PDIP, Gerindra, Golkar, Demokrat, Nasdem, etc.) to switch their choices. This confirms the openness of the electoral market for national group parties, which allows the emergence of new parties with large votes. Extrapolating, the shift in political choices will continue to occur in line with the increase in voter rationality. The biggest challenge is that the influence and size of the rational voter group is far below the fanatical rational voters and especially primordial voters.  In addition, structural conditions are a barrier to increasing voter rationality as political forces that maintain primordialism to gain and maintain power strengthen
