Abstract

This study aims to analyze and find out what the mechanisms of democracy, especially in practice, are in the Special Region of Yogyakarta. Because Yogyakarta is an area that has specialties other than in terms of culture and customs, Yogyakarta also has specialties in terms of regional power. Where through a law that has been passed stipulates that the province of Yogyakarta is led by a Sultan who includes the duties as regional governor. The Special Region of Yogyakarta has the privilege of running its government, where the kingdom still has a role in formal government. Using a phenomenological analysis approach By using a phenomenological analysis and approach, the power of the sultan and governor can be analyzed into a democratic phenomenon that occurs in Indonesia. In this way, it is hoped that a reality related to power, democracy and culture will be revealed with the theory of democracy, the concept of Javanese power, and authority. Using descriptive analysis methods with in-depth interviews and observation techniques and with data validation using source triangulation to recheck the data so that the data obtained are reliable facts.

Abstract

The practice of patronage politics and clintelism is still very much present in the political dynamics in Indonesia, even at the village level. This practice is usually marked by the control of political resources by a number of elites, especially the state elite. One of the practices of patronage and clientelism occurred during the simultaneous regional elections of Bogor Regency 2018. In which the success team of one of the candidates for the Bogor Regent used the Head of Gunung Picung Village, who is a local strongman in the area, to mobilize the masses in Gunung Picung Village to choose one of the candidates for the Bogor Regent. This patronage must be distributed through clientelism networks such as the success team that had been prepared long before the election which then consolidated with the Village Head to win the candidate for Regent. Then the relationship that occurs in the community, the Village Head mobilizes votes through money politics. From this it can also be said that the Village Head is making hegemonic efforts to the community through money politics. Money politics has given influence, awareness and interests of voters in determining their choices.

Abstract

The post-disaster reconstruction program policy is very important to pay attention to especially in areas that are prone to disasters such as the one in Sumur Subdistrict. The existence of a reconstruction program, so that people, especially those directly affected by disasters, are able to restore the environmental conditions that support people's lives, such as the economic and social conditions they were in the past. Through this reconstruction program policy, the Pandeglang Regency government conducted reconstruction in Sumur Subdistrict, which became the locus of research. The purpose of this research is to find out how the post-disaster reconstruction in Sumur Subdistrict. Researchers use qualitative methods. The selection of informant researchers used purposive sampling and snowball techniques. This study uses the theory put forward by Van Metter and Van Horn consisting of 6 aspects, namely the Purpose and Size of the Policy, Resources, Characteristics of Implementing Agencies, Attitudes and Dispositions of implementing implementors, Communication between implementers, Communication between implementers, Economic, social and political environment . The results of this study indicate that the reconstruction in Sumur Sub-district has not been effective in the communication sector between the government and the community because in the implementation of this policy not many people were involved as the subjects of their programs so that there were many misunderstandings which became obstacles in the implementation of the program.

Abstract

This study aims to determine how significant the contribution of PP 46 of 2013 with PP 23 of 2018 towards the Tax Realization at Pratama Bandung Tax Office. The method in this research is descriptive analysis with a quantitativeapproach. The data of this study were obtained from data reports related to the receipt of PP 46 of 2013 and PP 23 of 2018 as well as the total tax revenue from the sampling technique using a purposive sampling technique. In analyzing data, this study uses statistical analysis of contribution analysis and hypothesis testing using the t-test. Based on the calculation of contribution analysis and t-test with the help of SPSS 25 software, it is found that (1) The contribution of PP 46 of 2013 to the Realization of Taxes falls into the category of very less with an average percentage of 3.2% at KPP Pratama Bandung Tegallega, (2 ) The contribution of PP 23 of 2018 to the Realization of Taxes falls into the category of very less with an average percentage of 1.6% in KPP Pratama Bandung Tegallega, (3) PP 23 of 2018 contributes significantly compared to PP 46 of 2013 towards the Realization of Tax on KPP Pratama Bandung Tegallega.

Abstract

Article 31 of the 1945 Constitution mandates that the government is able to guarantee the provision of education for every citizen. To realize this mandate, the government organized a school operational assistance fund program regulated in the Regulation of the Minister of Education and Culture Number 18 of 2019. The research aims to discuss the use and accountability of the School Operational Assistance program at the elementary school level in Serang City, as well as the constraints in its implementation. The School Operational Assistance Program (BOS). This research uses juridical empirical research methods, as well as library data, and analysis in qualitative form. The results showed that the use of BOS funds in elementary schools in Serang City was focused on developing libraries, purchasing books, developing non-textbooks, admitting new students, learning and extra-curricular students, evaluating learning, school management, developing teacher professional, education personnel. as well as school management, subscriptions to resources and services, maintenance of school facilities and infrastructure, honoraria, and maintenance of multi- media learning tools. The form of school accountability for school operational assistance funds is in the form of submitting reports on the realization of the use of BOS funds through bos.kemdikbud.go.id. The obstacles in the implementation of the BOS Program are the insufficient transparency of the school against parents and students, and there are still some things that are not right on target in the management and distribution of School Operational Assistance Funds.
