Abstract

This study aims to analyze the performance of the governance section in carrying out evaluation and monitoring tasks at the village office in Manado City. The method used in this study is a qualitative method with a descriptive study that aims to describe, summarize various conditions, various situations, or various social reality phenomena that exist in the lives of the people who are the object of research. The sample used in this study amounted to 5 people with a sampling technique that is purposive sampling. Data collection was done by means of interviews which were analyzed using qualitative techniques, which resulted in descriptive data. This descriptive data can be in the form of speech or writing and behavior observed by people whose information is extracted through in-depth interviews and categorized then together with information obtained through library searches to sharpen the analysis of the trend of findings in research. The results of this study indicate that the evaluation and monitoring program that has been carried out by the Administration of the Regional Secretariat of the City of Manado has a very positive effect on the Kelurahan offices in the City of Manado.

Abstract

This research aims to analyze and describe the implementation of the “Kotaku” policy in Perkamil Village, Paal Dua sub-District, Manado City, in terms of Adequate resources, How many causal relationships occur and, Authority/power. The method used in this study is descriptive qualitative and the collection technique is by observation, interviews and documentation. The informants in this study were the Head of the Residential Area of Manado City Devision , the Head of the Mando City Housing Division, the Head of the Manado City Civil Service Police Unit Devision, the Head of the Paal Dua Sub-district, the Head of Perkamil Village, the Head of the Environment IV , and VI Perkamil Village and Community of Perkamil Village, Paal Dua sub-District, Manado City. The results of this study indicate that Financial aspects/budgets are less supportive. Lack of social awareness of the community in participating in protecting, caring and preserving the results of the development of slum settlements, as well as the economic level of the community in Perkamil Village is still low. Lack of community participation in Perkamil Village in participating in counseling programs, socialization.

Abstract

This study aims to describe and explain the Community Health Center Services in Klamono District, Sorong Regency, West Papua Province. The study was conducted at the Klamono Public Health Center in Klamono District, Sorong Regency, West Papua Province. The research method used is descriptive qualitative method to describe and explain phenomena that occur naturally and as they are. The informants in this study were medical personnel, namely, 1 head of the Klamono Public Health Center, 1 Head of Pharmacy / Pharmacy Room, 2 nurses (1 nurse and 1 midwife), 3 community health center employees, and also elements of the community, namely 5 people/patients who had get service. The data used in this study are primary data obtained from direct observations in the field, interviews with research informants, and documentation, while secondary data obtained from organizational structures, archival data, documents, reports and books. The technique used in data analysis in this research is interactive analysis. The results of the research conducted using the views of eight research indicators indicate that the services at the Klamono Public Health Center are already good so that it can be said to be maximal, but there are also things that are not yet good so it can be said that they are not optimal.

Abstract

This study aims to identify, examine, and analyze the quality of services for making birth certificates at the Department of Population and Civil Registration of the City of Manado. The research was carried out in March 2022 at the Department of Population and Civil Registration of the City of Manado. The type of research used in this research is descriptive qualitative research, namely research or subject study with the main objective of describing or describing a situation or event. Data collection techniques in this study using observation techniques, interviews and documentation. The sources of information in this study were 6 informants who were selected non-randomly or not randomly using a purposive technique, namely determining the informants to be interviewed on research objects related to the problem or research focus. The data analysis technique used is data reduction, data presentation, data triangulation, drawing conclusions. The results of the research based on data analysis and findings in the field show the quality of service for making birth certificates at the Department of Population and Civil Registration of the City of Manado from the aspects of tangibles, reliability, responsiveness, assurance, empathy is still low and needs to be further improved.

Abstract

This study aims to describe or find out the implementation of an electronically integrated business licensing system (online single submission) in improving the quality of public services at the Southeast Minahasa One-Stop Investment and Services Agency. The research was located at the Investment and One Stop Service Office of Southeast Minahasa Regency as the research location. This study uses a qualitative approach to process the data obtained from the research location where the data is in the form of words, sentences, schemes or pictures. This research is a descriptive research, namely to find out or describe the reality of the events studied or research conducted on independent or single variables, without making comparisons or connecting with other variables. A total of 8 informants in this study were selected because they know the problems regarding the quality of public services. The data collected in this study is data that is in accordance with the research focus, namely verbal data which is information from related parties, which consists of primary data and secondary data. Data collection techniques used are observation, in-depth interviews, and documentation. Data analysis in this research is by data reduction, data display, and data conclusion/verification. The results obtained from the aspect of tangible is quite good but there are inadequate facilities and infrastructure, the aspects of reliability, responsiveness, assurance and empathy are appropriate as they should be.

Abstract

This study aims to analyze the performance of the State Civil Apparatus in providing services at the Office of the Human Resources Development Personnel Agency in Manado City. This research was carried out from March to June 2022 at the Office of the Personnel and Human Resources Development Agency in Manado City, whose address is Jl. Balai Kota, Tikala Ares, Tikala District, Manado City, North Sulawesi. This study uses qualitative data types, focusing on State Civil Apparatus performance in providing services based on main duties and functions. Informants in research are people or actors who really understand the problem and participate directly in research problems consisting of key informants, key informants, and supporting informants. The data sources in this study are primary data and secondary data. Data collection techniques used in this study were observation, interviews, and documentation. This study used triangulation techniques as a tool to test the validity of the data obtained. Data analysis in this study includes data reduction, data presentation, and verification and drawing conclusions. The results of the study show the performance of State Civil Apparatus at the Personnel and Human Resources Development Agency in Manado City in the field of Government affairs, the staffing support function and in accordance with Law no. 5 of 2014 concerning State Civil Apparatus, Personnel and Human Resources Development Agency carries out its performance through State Civil Apparatus Management, but from the aspect of work effectiveness and efficiency it is still weak, aspects of authority and responsibility are still lacking in staff and the placement of employees is not in accordance with their competence, as well as aspects of the level of employee discipline and aspects of the level of work initiative still low.

Abstract

This study aims to determine the performance of the Tourism Office in preparing the Government Agency Performance Accountability Report (GAPAR) of South Minahasa Regency. The location of the research implementation is the Tourism Office of South Minahasa Regency. This study uses a descriptive qualitative type, which describes the actual situation of the object that is the research problem, the opinion of the informant about the object and then relates it to the existing phenomena to produce conclusions. Selection of informants using purposive sampling technique and taken as many as 7 people. Data collection techniques in this study are through observation, interviews, documentation. Checking the validity of the data uses triangulation to test the credibility. Data analysis techniques in this study are data reduction, data presentation, and drawing conclusions. The results of the study show that based on performance indicators there are still obstacles in the process of preparing GAPAR at the South Minahasa Regional Secretariat, namely obstacles to coordination and communication/information that are less effective, limited human resources and equipment, no SOP for preparing GAPAR in each section. and there is no support from parties who have the authority to provide rewards and sanctions, if the performance appraisal process has been carried out by taking into account the existing indicators, the implementation will run well without any significant obstacles.

Abstract

This study aims to analyze the implementation of urban village fund management policies in handling the impact of Covid-19 in Matuari District, Bitung City. Research using descriptive qualitative method. With a research focus on communication indicators, resources, disposition and bureaucratic structure with informants taken using a purposive sampling technique consisting of sub-district heads, heads of financial sub-divisions of Matuari District, village heads, heads of LPM sub-districts and the community. Data collection was carried out by means of observation, interviews and documentation. Data analysis using data reduction, data display and data verification. The results showed that the process of conveying information to the community was not directly socialized because there was a prohibition against crowding which relied on community activities, namely when there were ups and downs and did not utilize information technology and delivery was not carried out consistently by village officials. On the resource indicator, the human resources in charge of carrying out the policy are lacking, the required budget must be increased and the facilities need to be increased. The disposition indicator shows that policy implementers already have good attitudes and character but need to be improved in order to gain public trust because discrimination is still found because the provision of assistance is still subjective due to proximity to village officials. The bureaucratic structure indicator shows that the SOP (Standard Operating Procedure) has been clearly stated in Mayor Regulation Number 37 of 2020 and has been implemented properly but not optimally by policy implementers.

Abstract

This study aims to determine whether the ad hoc agency selection process is running as it should and to find out what are the inhibiting factors in the ad hoc agency selection process in Tomohon City. This research was conducted from March to November 2022. The research used a qualitative approach by conducting in-depth interviews with 10 informants. Secondary data was obtained from related agencies, namely through the General Election Commission (GEC) of Tomohon City. Secondary data was also obtained through books obtained from local bookstores and the internet via Google Scholar in the form of books, journal articles and theses related to the topic of this research, namely the selection of ad hoc bodies. The results of the research show that there is still a lack of socialization by the GEC so that the interest of residents to become an ad hoc body is still lacking. One of the obstacles that is often encountered during the selection process is selector constraints, namely the difficulty in getting qualified selectors, honest and able to provide an objective assessment, especially when selection at the level of the Voting Committee (VC) and Voting Organizing Group (VOG), the closeness factor is still very influential when the selection process took place, this is what caused many members of the Tomohon GEC ad hoc body to be dismissed.

Abstract

This study aims to analyze voter data management in the 2020 Governor and Deputy Governor elections at the General Election Commission of Southeast Minahasa Regency. The research method used in this research is a descriptive qualitative method with a research focus focused on the dimensions of planning, organization and supervision of voter data management. Sources of research data consist of primary data and secondary data with data collection techniques using interview techniques, observation and documentation. The data obtained were analyzed by means of data reduction, data presentation and drawing conclusions. The results showed that the planning process in the form of updating voter data had been carried out based on GEC regulations. The GEC together with the ad hoc body that handles voter data, both at the village and sub-district levels, manages the data obtained by juxtaposing the dukcapil data, which in fact contains voter data that does not match, starting from gender errors, even the voter's domicile. In the supervision process, the GEC is running well, which can be seen from the discovery of duplicate data that does not match the identity card and dukcapil data, so improvements are made. The management of voter data for the 2020 Governor and Deputy Governor elections has been carried out well even though there were problems that arose both before and after the election.
