Abstract

This research is aimed to analyze strategies done by Asian Latecomer Firms (LCF), which work in high technology industry, in order to increase their global competitiveness and how Asian governments assist and enhance their LCFs’ efforts. Asiagoven LCFs have three strategies to transform their firms competitiveness. First, LCFs built linkages with Foreign Multinational Companies (MNC) to gain basic technologies through exploiting their initial competitive advantages. Second, LCF learn new technology by allocating Research and Development (R&D) fund and building research facilities. Third, LCF increase their competitiveness by leveraging their linkages and learning efforts. LCFs’ leverage activities are in forms of leapfrogging, developing new products with MNC, and entering new market by exploiting every opportunity. Besides, LCFs are helped by their government through three kinds of supports. First, governments give LCFs that fulfill governments’ requirements privileges. Second, governments reduce business risks faced by LCF by buying LCFs’ products, giving subsidies, and initiating basic research. Third, governments conduct cooperation with LCF through public research institutions for stimulating innovation.

Abstract

The purpose of this article is to describe: 1) the guarantee of accessibility of persons with disabilities in legislation related to elections in Indonesia; 2) Implementation of guarantee of accessibility of persons with disabilities in elections in Indonesia; and 3) Factors inhibiting the implementation of guarantee of accessibility of Persons with Disabilities in Elections in Indonesia. The method used is literature review with inductive model analysis. The accessibility guarantee of Persons with Disabilities in Elections in Indonesia is included in Article 28H paragraph (2) and Article 28I paragraph (2) of the 1945 Constitution, Law Number 8 of 2016 concerning Persons with Disabilities, Law Number 10 of 2008 concerning General Elections of Members of DPR, DPD, and DPRD, Law Number 42 of 2008 concerning General Elections of the President and Vice President, and other implementing regulations. These laws and regulations regulate that persons with disabilities be included and facilitated access to facilities both in the data collection stage, the campaign to the stage of the election implementation. In reality, the implementation of elections in Indonesia has not been fully accessed by persons with disabilities. This is caused by several factors such as: 1) The role of the family that has not been maximized; 2) apathy of persons with disabilities; 3) Unresponsiveness of election administrators; 4) Indonesia's territory is so vast that it is difficult to accommodate properly, especially remote areas; 5) regulations that often change which often confuse the people; 6) Indonesia's population which is too much makes the socialization process not optimal; 7) Unaccessed media for people with disabilities. Seeing that maximum synergy between expectations, rules and reality has not yet been created, the Indonesian government needs to immediately improve the election implementation system which is easier, cheaper, affordable and of course accessible to Persons with Disabilities.

Abstract

General Elections initially known only as elections to elect the DPR, DPD, DPRD, President and Vice President directly but on the development of the election of regional head and deputy head of region directly has become part of the general election. As regional election organizer (PILKADA), the electoral commission in the region is divided into the Provincial, Regency and City General Election Commission. the problems that often arise in PILKADA are in the verification stage of administrative requirements of candidates, especially the verification of education certificates, the General Election Commission (KPU) should be obliged to coordinate with related parties regarding administrative requirements as a precautionary measure of fraud, but in reality in the process of verifying the requirements of candidates for regional head and the deputy head of the region is still lacking where the definition of verification is the examination and matching of the truth of written evidence relating to the validity of the fulfillment of requirements but in practice this meaning is only meant to be a necessity if there is fraud report, not as a duty as a precautionary measure against fraud execution of election District head.

Abstract

This study aims to determine and analyze the Roles of Regional Tax and Retribution Board of Muaro Jambi and the constraints of the Regional Tax and Retribution Board of Muaro Jambi Regency in conducting the collection process. The type of research used is descriptive qualitative research with the nature of field research (Empirical). Information gathering techniques were conducted with in-depth interviews, field observations and literature. The results showed that the Regional Tax and Retribution Board of Muaro Jambi Regency could not reach the target of Land and Building Tax due to the many obstacles, both in the process of Planning, Organizing, Moving and in the Supervision process. The constraint is caused by the Regional Tax and Retribution Management Agency is the result of changes from the Regional Revenue Service to the Regional Tax and Retribution Board so that the human resources capability in accordance with BPPRD is also very much needed. The obstacle in the case of Collection of Land Tax and Rural and Urban Buildings is still the low level of supervision by the Regional Tax and Levy Management Agency from planning to the movement. Supervision is the key to the success of an organization, if supervision is weak then in every process will be found many obstacles. Regional Tax and Retribution Agency of Muaro Jambi Regency has made efforts in collecting Land and Rural Land and Urban Taxes. One of the efforts to face the constraints in tax collection is to socialize to the community about the usefulness and importance to pay the taxes, especially the Land and Rural Land and Urban Tax.

Abstract

This study aims to describe and analyze the implementation of CnC (Clean and Clear) policy in West Pasaman District and find out what factors influence it. The importance of this CnC policy is as a government effort to realize sustainable mining. The theory used is Merilee S. Grindle's policy implementation theory and Krueger's rent seeking theory by using qualitative descriptive methods through in-depth interview techniques, observation and documentation. To test the validity and reliability of the data, 3P (person, place, paper) triangulation techniques and triangulation methods were used The results of this study indicate that the implementation of CnC policy in Pasaman Barat Regency has not been implemented well because the mining governance is not in accordance with the principle of sustainable mining. The failure of CnC policy implementation in Pasaman Barat Regency is influenced by factors of policy content, policy environment and rent seeking behavior. From the contents of the policy, the CnC policy is not applied to all mining companies so that the desired changes have not yet been realized, other than that the Mining and Energy Service as an implementor does not have sufficient quantity and quality resources. Whereas from the policy environment, there are some obstacles in its implementation due to the behavior of the actors in the implementation phase of CnC policies that violate the rules and are not responsive to the community, supported by the disobedience of the mining businessmen in carrying out their obligations

Abstract

In the study of critical social science, knowledge produced by humans or society has never been a neutral or objective phenomenon. Human knowledge as a product of culture is always associated with power. In Foucault's language, human knowledge itself contains power. The socio-cultural reality formed by human beings is also inseparable from politics-power. Where there is a relation, there is power. Culture Studies helps us to understand and analyze socio-cultural realities critically. The theoretical point of culture studies is the critical social theory of Marxism. Culture Studies, is a critical social theory that seeks to construct everyday life, which is closely related to contemporary culture, political ideology, class, gender, ethnicity and so on. Culture Studies is a study of cultural reality that uses a multidisciplinary approach and is an interdisciplinary critical theory. Theoretically and practically, Culture studies not only attempt to dismantle the hegemonic-veloatif cultural products, but also build a critical awareness of the emporwering community that is more visible to the community which is egalitarian

Abstract

Diology since in the reform era almost nothing and seems to die in the political domain. The situation is different from the Old Order and the New Order. Determination of party choice is no longer based on ideology, but is more based on interests. Similarly, in party coalitions support candidates in Pemilukada. Whereas the derivative of Idiology is the principle. If someone is not strong in political ideology, it will be directly proportional to the weakness of a person's principle, someone's dust will be trapped in pragmatism. If the ideology is strong then will be depicted strong vision, mission, and program and jargon candidate in election kada. The public also no doubt choose the candidate, because there is a stigma as if the vision, mission, the program only as political accessories are made as a batman trap for voters. The purpose of this research is to strengthen ideology in political development and identify the stages of political development that need to be improved. Data collection method using primary and secondary data from KPUD, Political Parties in (Sarolangun, Muara Tebo and Jambi) Jambi Province. The analytical method uses qualitative analysis. The results of the study show that almost all candidates in post-conflict local elections are not supported by the coalition of parties with the same ideology and after analyzing the causes in addition to the main causes of too many parties whose ideology is the same and or almost the same.
