Abstract

Abstract: This study examines Indonesia’s rice price stabilization policy through the analytical lenses of liberalism, Marxism, and Public Choice theory. Employing a qualitative methodology grounded in a systematic literature review, the research analyzes secondary data sourced from peer-reviewed journal articles, conference proceedings, government publications, and other scholarly materials published between 2023 and 2025. The analysis adopts a thematic approach to elucidate how each theoretical framework interprets the rationale, mechanisms, and consequences of state intervention in the rice market. The findings indicate that, from a liberal standpoint, policy instruments such as market operations, rice importation, and the establishment of price ceilings constitute distortions to the natural functioning of market forces, thereby weakening competitive incentives and inhibiting innovation. Conversely, the Marxist perspective conceptualizes state intervention as a structural necessity to counteract capitalist domination, mitigate distributive inequality, and secure equitable access to rice as a fundamental public good, particularly for the working class. In contrast, the Public Choice framework highlights that rice stabilization policies are frequently shaped by the self-interested behavior of political elites and bureaucrats, manifested in practices such as political signaling, budget maximization, rent-seeking activities, and information asymmetry. The study concludes that the effectiveness of rice price stabilization is contingent upon the state’s capacity to balance market efficiency, distributive justice, and stringent oversight of opportunistic behavior within the policy process.

Abstract

Technology is changing quickly, and the way students learn in college is also shifting. Therefore, students must be able to study independently. The ability to study independently depends not only on clear thinking, but also on your feelings and how you interact with others. This study looks at how good communication with others, how people see control in their lives, and how well they handle difficulties affect their ability to learn on their own. To do this, we used a survey with questions given to college students. We then used math tools to look at how these things are connected. The results should help us understand what helps students be better at learning on their own and give schools ideas on how to create better learning plans. The results show that interpersonal communication, locus of control, and resilience have a significant positive effect on students’ self-directed learning readiness, with resilience showing the strongest influence.

Abstract

Downstreaming of natural resources has become a strategic issue in Indonesia's economic development because for years the economy has relied on raw material exports, which are vulnerable to global price fluctuations and have low added value. This study aims to analyze downstreaming as an instrument of economic sovereignty and examine the continuity of this policy from the Joko Widodo era to the Prabowo-Gibran administration. The method used in this study is a qualitative literature study, utilizing various literature sources. The results show that downstreaming marks a significant shift from colonial and post-colonial patterns that position Indonesia in the global political economy. Within the political economy framework, downstreaming serves as a state instrument to overcome the resource curse, strengthen policy autonomy, and build long-term competitiveness through industrial integration, technological advancement, and broad job creation.

Abstract

The Free Nutritious Meals (MBG) policy launched by the Prabowo–Gibran administration is a strategic intervention to improve the quality of human resources by fulfilling basic rights to food and nutrition, while also addressing stunting and alleviating economic burdens. This study analyzes the impact of MBG on resource redistribution patterns in Gunungkidul Regency from a political economy perspective. Using a qualitative case study approach reinforced by literature review, this study applies the Lowi (redistributive policy), rent-seeking , and patronage frameworks. The results show that the MBG is a highly conflictual redistributive policy. Limited local supplies, particularly rice and supporting products, have prompted political elites to opt for centralized procurement for logistical efficiency. This decision has opened up opportunities for rent-seeking  and patronage practices, whereby regional suppliers obtain strategic contracts with the support of local elites. As a result, financial redistribution is distorted because most of the program funds flow out of the region. Although the MBG has succeeded in achieving its social welfare objectives, the program has failed to promote local economic redistribution due to the marginalization of farmers and MSMEs. It is recommended that BUMP/BUMD be established as off-takers to break the rent-seeking  chain..
