Abstract

With the issuance of Law no. 6 of 2014, where villages can manage their own village administration, where village autonomy has consequences for the implementation of governance and village development based on good financial management, for the sake of increasing the welfare of village communities. The Village Fund is part of the Central Financial Balance fund, the rationale is in line with the Regional Autonomy agenda, where the use of Village Funds is very relevant to the perspective that places the village as a development benchmark, in early April 2019, the world experienced a difficult time with the emergence of the Covid-19 Pandemic which changed governance, socio-cultural and economic order. So on humanitarian grounds it was determined as a very extraordinary event, so that the use of Village Funds was prioritized for the provision of Bantuan Langsung Tunai (BLT) even though there were still many problems in its management. Researchers use the theory of qualitative methods with a contemporary qualitative analysis approach, namely Critical Systemic Thinking by considering the socio-political complexities that occur in the general public, according to Riswanda (2016) in relation to policy research methods, the gradation of complexity of social problems requires contemporary qualitative analysis where policy analysts are required to examine a social problem, the origins of a policy problem, using a multi-lens viewpoint accompanied by creativity in combining more than one variant of the approach in the policy research domain.

Abstract

The Tamansari Row House Development Program in the City of Bandung is a government program to fix the problems of existing slum settlements in the City of Bandung. The program from the Bandung City Government ultimately experienced conflict disputes between the community and the government. In conflict resolution efforts, conflict management as an effort to resolve land dispute conflicts that occurred in Tamansari Bandung City. This study uses conflict management theory from Wirawan which consists of 4 aspects, namely: Discipline, Consideration of Experiences and Life Stages, Good Communication, and Active Listening. The purpose of this research is to find out how efforts to resolve land disputes in Tamansari are related to the construction of row houses organized by the Bandung City Government. The research method used in this study is a qualitative method with descriptive analysis. The selection of research informants used a purposive technique. The results of this study indicate that conflict management is not optimal. The conflict regarding land status between the two parties became one of the factors that sparked the conflict, and the resolution was not optimal. The aspect of discipline shows that the two parties do not yet have a rule in common. The aspect of consideration of experiences and stages of life from the side of orderly administrative records that is not good is one of the triggers for conflicts that cannot be resolved. The aspect of good communication shows that the mediation that has been carried out has not resulted in a mutually beneficial solution. The aspect of active listening can be seen from the meeting of the two parties, both from mediation efforts, not being given space for other parties, namely the community, to convey the wishes of the community, namely the status of the land being defended.

Abstract

An inventor who obtains a patent is given the only authority to create, utilize, and market a particular invention for a given period. No one else may utilize the innovation after the right has been granted without a valid license from the patentee. Such inventors are legally protected by this privilege from any harm. Later, it is typically anticipated that the creator will use it by granting licenses to various other producers to introduce it to the consumer market. However, several of these inventors have recently abused the rights that are granted to them. Recently, numerous people have been patenting products in the most ambiguous way that the legal system would permit, with no intention of ever using the patent. They frequently want to make money by suing people or businesses who use products that are even vaguely comparable to their patented product in infringement cases. Patent trolling is the practice in question. Thus, the activity of obtaining and using patents for licensing or legal proceedings rather than for the creation of one's own goods or services can be described as patent trolling; this is because "its real business model is patent trolling." Therefore, we are attempting to describe the aspects, strategies, and methods of patent trolling in this paper and how to cope with them.

Abstract

Agricultural credit plays a vital role in improving productivity and efficiency in the farming sector. The pattern and extent of loan utilization and crop loan diversification was analyzed with sample farmers from K.V. Kuppam and Gudiyatham blocks of Vellore district where 45 farmers (borrowers and non-borrowers) from each block were selected respectively by multistage random sampling method.  The majority of the sample respondents are educated where 56.36 per cent of borrowers and 45.71 per cent of non-borrowers have secondary education. The major crops grown by the sample farmers were papaya, mango, and coconut. Major sources of credit for farmers were found to be co-operative banks (52.10 %) followed by relatives and friends (26.99 %), commercial banks (12.26 %) and money lenders (8.65%). An 83.40% of loan amount was utilized for the crop production, 11.41% was used for other farm enterprises and 5% was used for household consumption. About 86.07 per cent of borrowers used the loan amount for crop production while 8.93 per cent of loan amount is used for other farm production purpose and 7.23 per cent is used household purpose. Technical efficiency scores were higher for borrowers (0.79) when compared with non-borrowers (0.63). The results of Tobit regression show that crop loan availed by the farmers, gross cropped area and net irrigated area has a significant effect on the technical efficiency of farm business. Availing loans has helped farmers to adopt new technologies and increased the technical efficiency of farming.

Abstract

The article analyses survey and elections results from Afrobarometer and the Electoral Commission of South Africa (IEC), respectively, to demonstrate the relationship between the worsening public trust deficits in institutions of the state, constitutional democracy, and politics, on the one hand, and the ruling ANC’s declining electoral fortunes. It asserts that South Africa’s democratic experiment, under the ANC’s 28 years state governance, was placed on the precipice of civil strife; and, that the July 2021 violent public unrest, destruction of infrastructure and pillage points to ominous signposts of popular citizenry acceptance of anarchy. The article offers three concluding remarks, thus: the ruling ANC’s declining electoral fortunes will be hard to halt and reverse because whereas it is easy to lose public trust, it is hard to regain and uphold; the ANC’s conduct of the 28 years state governance has set South Africa’s democratic experiment on the precipice of ominous signposts of civil strife as societal political leadership vacuum is formed and consolidated; and, unless if the ANC reverts to undemocratic and/or fraudulent electoral conduct to stay in power, it will be decades before it recovers from the ongoing electoral slide. Finally, it recommends that the South African citizenry needs to ensure that the societal political leadership vacuum created by the erosion of public trust may not be consolidated and exploited by undemocratic forces to install unelected government.
