Abstract

The purpose of this study was to determine the effect of communication on the work effectiveness of employees at the South Sumedang District Office. This study uses a descriptive analysis method that describes the object of research based on existing and ongoing facts, the process of collecting, compiling and explaining the data obtained and then analyzed with existing theories. The sample is 46 people who are all employees in South Sumedang District. Data collection techniques were carried out using library research and field studies, by means of observation and distributing questionnaires. Data analysis techniques were carried out through instrument validity tests, instrument reliability tests, correlations and percentages, and significant tests. Based on the results of the study, it is known that the communication at the South Sumedang District Service is in good criteria with the results of the analysis reaching 77.33%. Similarly, Employee Work Effectiveness is in good criteria with the results of the analysis reaching 77.46 from the results of the correlation analysis obtained a correlation value of 0.342, which indicates a positive and significant relationship between communication and employee work effectiveness. From the results of the significance test, it is found that the tcount value is greater than t table, namely the t table price (t count price 2.412> 2.015) and the correlation coefficient (r) count of 0.342 which is in the low category. From the analysis of the coefficient of determination, it is known that the communication variable has an influence on Employee Work Effectiveness with 11.69% while the remaining 88.31% is influenced by factors that are not discussed (epsilon) in this study such as the quality factor of Human Resources (HR), Compensation, Leadership, and so on.

Abstract

The purpose of this study was to determine the implementation of the Rapid Response Unit (URC) Program in Road Maintenance by the Public Works and Spatial Planning Office of Sumedang Regency. The research method used in this research is qualitative research. Determination of research informants, namely Social Situation Techniques. With the Head of Highways, Head of the Road and Community Reservation Section. Data collection techniques used, namely library research, and field studies consisting of observations, interviews, and documentation. While the data processing procedures in this study, namely data reduction, data presentation, conclusion drawing/verification, triangulation. Based on the results of the study, it was concluded that the Rapid Reaction Unit Program (URC) at the Public Works and Spatial Planning Office of Sumedang Regency had not yet fully run well, although in terms of size and policy objectives were clear, the size and objectives of the policy had not been implemented optimally due to lack of socialization to the community so that there are still many people who are negligent by littering so that it can cause water to evaporate and flood to the streets which will damage the roads. Human resources are still low, the available budget is limited, facilities/infrastructure are still lacking.The inhibiting factors in the Implementation of the Rapid Response Unit Program (URC) at the Sumedang Regency Public Works and Spatial Planning Service include: The distribution of information dissemination has not been disseminated evenly, the weather is sometimes unsupportive because if the weather is rainy the implementation of this program cannot be carried out, even if it is forced, the results will not be maximal and the road endurance will not be long. Facilities and infrastructure are still lacking.

Abstract

The SAKIP Desa policy is carried out by the village government to measure success and create a government that has the capacity and accountability for village performance. The implementation of SAKIP Desa in government agencies includes planning, implementing, measuring and monitoring performance as well as reporting performance to higher institutions. SAKIP Desa is an integration of the planning system, budgeting system and performance reporting system, which is in line with the implementation of the financial accountability system. In SAKIP Desa in Sumedang Regency, there are three main priorities, namely reducing poverty, reducing stunting, and increasing the Community Satisfaction Index (IKM). The research method used in this study is a qualitative research method with a descriptive type of research. The technique used in determining the target of research informants used purposive sampling technique. Data collection techniques were carried out by means of library research and field studies, namely by conducting observations, interviews and documentation. The SAKIP Desa policy at the Sumedang Regency Community and Village Empowerment Service (DPMD) has been going quite well. However, in its implementation there are still several obstacles, one of which is because the available human resources are still limited and have not been able to fully understand how to implement the online-based SAKIP Desa policy (e-sakip), so the results obtained are not in accordance with the actual data.

Abstract

The purpose of this research is to find out how well the effectiveness of implementing digital platform, to find out how well employees are performing, to find out the relationship between the effectiveness of implementing digital platforms with increased performance, and to find out how much influence the effectiveness of implementing digital platforms has on improving performance during the pandemic in the Archives Service. and the Sumedang Regency Library. The method used in this research is descriptive analysis method with quantitative approach and the type of statistic used is inferential statistics with saturated sampling technique. The number of samples studied were 61 respondents. The analysis used includes the calculation of the percentage, the correlation coefficient test, the significance test, and the determination coefficient test. Based on the results of the research, it can be described that the effectiveness of the implementation of the digital platform at the Sumedang Regency Archives and Library Service with the dimensions of right policy, right implementation, right target, right environment, right process, and policy evaluation. Produces a percentage of 78.7% and can be categorized as good, as well as the results of Employee Performance at the Archives and Library Service of Sumedang Regency with the dimensions of quantity, quality, time effectiveness, cost efficiency, work behavior. Produces a percentage of 78.6% and can be categorized as good. The relationship between the Effectiveness of the Digital Platform Implementation on Employee Performance in the Archives and Libraries Service of Sumedang Regency is in the position of 0.787 Strong. Meanwhile, the effect of the Effectiveness of the Digital Platform Application on Employee Performance reached 61.9%, the remaining 38.1% was influenced by other factors not examined by researchers called the epsilon factor.

Abstract

This study aims to examine how the coaching or training in achieving unhealthy cooperative performance in Sumedang Regency. The method used in the preparation of this research report is a qualitative research method with a descriptive type. The sampling technique used was purposive sampling, with research informants: Head of Institutional and Human Resources Development Section, Head of Business Development Section, Head of Facilitation and Capital Section. Data collection techniques through library research and field studies. In analyzing the data, the Miles and Huberman model used the following steps: data reduction, data presentation, conclusion drawing/verification, and triangulation. Based on the results of the study, it was concluded that the implementation of the training was carried out well, in this case training for unhealthy cooperatives, the training included training to increase the capacity of Human Resources, and training related to the conditions experienced by the unhealthy cooperatives. There are several indicators that cause cooperatives to be unhealthy, such as: Not implementing the RAT which will cause the management and supervisors to not be held accountable, mandatory savings not running will affect business capital, inactive institutions will cause coordination and harmonization not to occur, and book 16 is not done which will lead to the loss of cooperative characteristics. The selection of training materials is seen from the unhealthy conditions of the cooperative, the selection of training methods is seen from the material taken and the condition of the cooperative's human resources. The resource persons taken from the training are competent speakers who have a Widyaiswara certificate and the participants of this training are members of unhealthy cooperatives. Procurement of this research must meet administration such as: identification, verification, making invitation letters, determining resource persons, and determining facilities and infrastructure. And have procedures that have been determined by the administrators/supervisors and participants. In determining the coaching, efforts are made to achieve the performance of unhealthy cooperatives into healthy cooperatives in Sumedang Regency.

Abstract

The purpose of this study was to determine the extent of the implementation of the policy of Law Number 14 of 2008 concerning Public Information Disclosure. The research method used is a qualitative research method. Data collection techniques were carried out through library research and field studies which included: Observation, Interview, Documentation Study, and Triangulation. Determination of the sample/informant in this study was carried out using purposive sampling and further analysis of the data from the Miles and Huberman models, namely: data reduction, data presentation, and drawing conclusions. Based on the results of the study, it can be concluded that there are several factors that support the implementation of the policy of Law Number 14 of 2008 concerning Openness of Public Information to increase employee awareness of their obligations. In implementing the policy of Law Number 14 of 2008 concerning the Openness of Public Information at the Communications and Information Technology Office, the overall coding and statistics of Sumedang Regency can be said to be quite good. However, there are several obstacles, namely the lack of auxiliary resources (employees) in carrying out socialization, lack of understanding from the public or not knowing at all about the policy and the lack of understanding of employees on the Policy of the Law on the disclosure of public information. Efforts to overcome these obstacles include increasing auxiliary resources (employees), conducting socialization during surveys, increasing participation and increasing employee awareness in being responsible for their duties by conducting periodic evaluations.

Abstract

This study aims to determine, obtain objective data and information regarding Competency Analysis in Improving Employee Performance at the Education Office of Sumedang Regency. In this study, using qualitative research methods with data collection, observation steps, in-depth interviews and documentation. From this research, it was found that the factors that support Competence in Improving Employee Performance at the Education Office of Sumedang Regency as a whole can be said to be quite good, but there are problems regarding the lack of ability of employees in carrying out tasks, in using technology, lack of ability or skills so that it occurs. non-conformance in dealing with competency issues. Obstacles were found regarding Competence in Improving Employee Performance at the Education Office of Sumedang Regency, namely: in terms of budget, interest or awareness of employees, facilities, and when employees face new things, lack of funds and environmental atmosphere or organizational climate that is less supportive, lack of areas of expertise expertise in the analysis phase of a problem at hand, poor capacity in thinking about complex problems, does not meet predetermined standards, errors occur if collecting data too quickly. Efforts to overcome obstacles include developing potential, learning and developing continuously, using analytical techniques in problem solving, anticipating complex problems, working beyond/meeting standards, and job opportunities are carried out accurately according to the competence of employees at the District Education Office Sumedang.

Abstract

The purpose of the research conducted was to find out the Influence of Inherent Supervision on Employee Work Discipline in the Land Sector in the Housing Office, Settlement And Land Area of Sumedang Regency and to know how much influence between inherent supervision and employee work discipline in the Housing Office, Residential Area and Land Of Sumedang Regency. The method used in this research is a quantitative research method that is used in research based on the philosophy of positivism with the aim of testing established hypotheses. In this study, researchers used an inferential descriptive data analysis technique that describes or describes data that has been collected as is by making conclusions that apply to the public. The technique used in this study is a saturated sampling technique, with a population of 66 people, and a sample of 18 people due to variables taken by researchers, namelyemployee discipline variables that focus on one of the fields, namely in the field of Land. Based on the results of the research, the implementation of Inherent Supervision conducted by the Housing Office, Settlement And Land Area of Sumedang Regency has reached 84.32% and the figure is categorized very well, as well as the level of Employee Work Discipline in the Housing Office, Residential Area and Land of Sumedang Regency. It reached 81.0535% and the figure is categorized as good. The relationship of Supervision Attached to Employee Work Discipline in the Housing Office, Settlement and Land Area of Sumedang Regency with a correlation coefficient value of 0.680 is in a strong category. From the Determination Coefficient Analysis it is known that the inherent supervisory variables have an influence on the discipline of work The remaining 46% by 54% is influenced by factors other than supervision.

Abstract

This study aims to examine the implementation of Akademi Keluarga Jabar Juara (AKJJ) program in children stunting in the Sumedang District Population Control and Family Planning Agency, the obstacles to its implementation, and efforts to overcome these obstacles. The method used in the preparation of this research report is a qualitative research method with a descriptive type. The sampling technique used was purposive sampling, with research informants: Head of Family Welfare Division, Staff of Family Welfare Division, and Head of Adolescent Reproductive Health Section (Family Planning). Data collection techniques through library research and field studies. In analyzing the data, the Miles and Huberman model used the following steps: data reduction, data presentation, conclusion drawing/verification, and triangulation. Based on the results of the study, it was concluded that the implementation of Akademi Keluarga Jabar Juara (AKJJ) program in children stunting at the Population Control and Family Planning Office of Sumedang Regency had been carried out in accordance with the provisions set out with a structured implementation flow through the formation of a family companion team made by DPPKB . However, in its implementation, currently experiencing several obstacles, including the lack of human resources in the program and some of the contents of the policy are not yet known by several target groups. In addition, another obstacle is that there are budget resources that are not yet available in every village where they still utilize the APBDes budget while the budget is limited. In overcoming these obstacles, several efforts were made, including holding clarifications or coordination meetings for policy clarity accompanied by training and information for both employees and target groups. And utilize the budget that will be used according to needs. Suggestions in connection with this research is to allocate people who focus on implementing the Akademi Keluarga Jabar Juara (AKJJ) program in every village/kelurahan so that in terms of accountability and equity it is clear so that the objectives of this program can be achieved.
