Abstract

This article examines the effectiveness of networking advocacy system in the eradication of corruption in the local government. The principal argument is that various approaches to combat corruption have not been effective which implies the need for different alternatives. The study intends to determine the role of actors involved in building system advocacy network in supporting anti-corruption movement in local governments, particularly in cases of corruption that involved school textbooks in Slean district. The result of this study indicate that the networking system of advocacy for the eradication of corruption in the region, involving people in power (regent) in this case study is not effective. This can be judged from the handling of the legal process which still very slow. To that end, there is need to take advantage of networking advocacy system to enhance synergy among acors in anti-corruption (public, university student/ university/ NGO’s media) in controlling corruption cases. The main problem in building advocacy networks among actors is the diversity of agenda of different actors as well as lake of consistency and little knowledge in building the networking movement. This study recommends that anti-corruption actors in local government should play a role in “capacity building from within” with the institutions directly related to anti-corruption agenda. More ever, there is also need for “pressure form without” achieved through strengthening of the anti-corruption agenda.

Abstract

This article examines protests to village head election from a good government perspective. The villagers embarked on protests because of suspicion that elections were fraudulent. On one hand the protests can be seen as the struggle toward village democratization. To that end, the spread of protests is a reflection of the strong participation of village in the village political process. Protests can also be seen as the awakening of villager’s courage against the authoritarian and repressive government. However, it must be regarded as means of strengthening the aspiration of village people who demand village government to appreciate good governance values, which among other include transparency, accountability, responsibility, and participation. Dialectically, implementation of god governance values is prerequisite for innovation, creativity, and expression on one hand, and a source of encouragement for the configuration of democratization in the government, on the other.

Abstract

Artikel ini mengetengahkan kenyataan di dunia kita perihal meningkatnya manfaat dari penerapan/ implementasi program KM/ pengelolaan pengetahuan secara sistematis dan terpadu baik disektor swasta/ bisnis maupun pemerintah. Penjabaran inti dari KM itu sendiri, komponen-komponen dalam proses KM, serta unsur yang penting dalam penerapan program KM, dilakukan secara seksama. Faktor pendorong penerapan program KM yang bersifat eksternal, internal, dan ongoing, juga disajikan guna melihat kemudahan-kemudahan serta kesulitan yang ditimbulkan proses tersebut. Namun, inti dari artikel ini adalah melihat prospek penggunaan KM di bidang pendidikan (knowledge centers), pemerintah daerah (regional government), dan dalam proses penggalian dan pemanfaatan kearifan lokal (indigenous knowledge) oleh pemerintah regional dan pusat untuk memacu tumbuhkembangnya pembangunan yang berkelanjutan. Penerapan untuk memantau kualitas dan menganekaragamkan produk dan jasa yang dihasilkan pusat pengetahuan dan pemerintah regional, serta pemanfaatan kearifan lkal untuk tujuan yang sama dibahas secara serius tetapi jauh dari membosankan. Untuk menempatkan penerapan KM di usaha swasta, maupun pemerintah dalam konteks sosial/ kultur/ ekonomis, permasalahan yang dihadapi dalam implementasi program KM disajikan sehingga menjadi pertmbangan bagi individu, organisasi, maupun pemerintah yang berkeinginan memulai membangun program KM.

Abstract

Sebagian besar ahli di ranah kebijakan publik setuju bahwa instrumen yang persuasif lebih efektif, lebih murh, lebih toleran, untuk diterapkan di dalam kebijakan yang bertujuan untuk mengubah prilaku publik. Berdasar beberapa ahli ini maka instrumen persuasif yang diinisiasi oleh pemerintah tentu akan lebih mudah diikuti oleh masyarakat. Argumen ini membawa penulis untuk meneliti apa kebijakan sego segawe (penggunaan sepeda untuk ke kantor dan sekolah) yang diinisiasi oleh pemerintah kabupaten DI Yogyakarta memang efektif untuk mencaai tujuan-tujuan kebijakan. Metode penelitian yang digunakan dalam penelitian ini adalah gabungan antara metode penelitian kualitatif dan kuantitatif. Metode kulitatif digunakan untuk mengumpulkan data implementasi instrumen kebijakan persuasif, sedangkan metode kuantitatif (melalui penggunaan kuesioner dengan nonprobability sampling di dalam metode survey) digunakan untuk mengumpulkandata persepsi publik mengenai kebijakan yang di implementasikan. Secara garis besar, penelitin ini menemukan fakta bahwa instrumen kebijakan yang persuasif tidak efektif untuk mempengaruhi perilaku publik. Tentunya tesis ini disebabkan oleh rendahnya frekuensi tindakan persuasif yang dilakukan oleh pemerintah serta dukungan kapasitas situasional yang tidak menyeluruh.

Abstract

Law No 14/ 2005 on teacher certification is one of the efforts to the government to enhance professionalism of teachers. However, the reality is that the implementation of the program in NAD province has face many obstacles. One of the factor, is the condition on the ground in the wake of the conflict and tsunami disaster, which is still characterized by multiplicity of crises. Findings of the study indicate that teacher certification program has shifted in value. First is initial goal was to increase teacher’s professional development, but today, the objective has shifted to increasing teacher’s welfare. To that end, the main objective of teacher certification program has not been achieved. Thus, the existence of teacher certification program does not have any influence on teacher quality. Moreover, the law on teacher certification, has in part been influenced by political vested interests, which is the why the program is not based on god political will of the government to increase teacher professionalism.
