Abstract

The Policy is core decisions or action choices that is directly arranges management and distribution of natural resources, financial and man for the benefit of public, namely publics, resident, public or citizen. Policy is result from existence of synergy, compromise or even competition between various ideas, theory, ideology and importances representing political system a state. Because every policy made by government sealalu is concerning public importance, hence the policy called as public policy In the eyes of ideal of bureaucracy undertakes connects importance of state and public with one commitment of service that is increasing from time to time. Thereby a bureaucrat must enjoy the work without making it burden that is impressing weighs, when having to serves public with various the requirement. Bureaucracy is government infrastructure that is widely has duty and the role of as public service. the Duty and role sticks in each bureaucrat, either civil and also military receiving salary from government Hence, aparatur bureaucracy must reflect importances of public to be adopted and orthogonal transformation as position choice in executing the duty and role

Abstract

Environmental quality is resultant from various conditions which caused by event of in natures and also cause of activie of human. One of a real problems related to condition and environmental quality is management of natural resources. In management of natural resources, balance between exploitings and continuity is important prerequisite. Existence of exploiting of natural resources and environment having the character of eksploitatif will affect to environmental quality. Management of natural resources required some policies, two among others is exploiting policy and observation policy. In this article explained about the policies. Conclusion from this article; exploiting of natural resources and environment having the character of eksploitatif, causes the balance and continuity annoyed; required various strategic steps and. action according to development of natural resources and environmental; observation policy of natural resources is interpreted as straightening of law in environmental management and natural resources; coordination effort between between institute which related in exploiting of natural resources is required.

Abstract

Opportunity to work overseas is considered as one of alterntives in solving employment problems in Indonesia. On the other hand, the opportunity is often viewed as a lucrative business. Formal sector women workers are a real representation of the women phenomena, which are used us references in discussion women\'s autonomy problems and decision making. they are also a real manifestatioan of women\'s hidden and public resistance against pressures on them. This writing is based on the results of a number of researches on women\'s real experiences and involvement in micro-scale decision making and on the factors that influence their struggle. Both act no 13 on the year of 2003 have already regulated the protection of female. Act no 13 on the year 2003 emphasizes sanction if there is infrigements.
