Focus and Scope Economic Development Analysis Journal is a scientific journal who published by Department of Economic Development, Faculty of Economics, Universitas Negeri Semarang, Indonesia. this journal published four times per year on February, May, August, and November and start publishing since 2012. The journal scope is related to the research in developing countries such as a development studies, poverty adequate, inequality, unemployment studies, behavioural economics, human development problems and others economics issues. Economics Development Analysis Journal also publish an articles related to the branch of development studies, such as, industry economics, international trade, bank and financial institutions, agriculture economics, financial studies, digital economics, small and medium enterprises, and tourism economics. It also published the study of development policy such as monetary economics, public economics, macro economics, micro economics, and economics policy. Therefore, this journal also received an articles related to spatial studies such as Urban, Regional, Development planning and Rural economics. Abstract

Kawasan yang akan membentuk mata uang tunggal harus memiliki kriteria pola perdagangan yang sama, guncangan makroekonomi yang simetris dan kesamaan pembangunan ekonomi. Namun, masih terdapat ketimpangan dan instabilitas berbagai indikator ekonomi seperti GDP Riil, Indeks Harga Konsumen dan neraca perdagangan. Tujuan penelitian ini adalah melihat respon guncangan indikator ekonomi di ASEAN-10. Variabel yang digunakan dalam penelitian ini adalah Indeks Harga Konsumen (IHK), GDP Riil dan Neraca Perdagangan dari sepuluh negara ASEAN. Data yang digunakan dalam penelitian ini adalah data kuartalan dari tahun 2002 hingga tahun 2015. Metode yang digunakan adalah Vector Error Correction Model. Hasil penelitian menunjukkan bahwa korelasi perekonomian dari indikator Indeks Harga Konsumen (IHK), GDP Riil dan Neraca Perdagangan di ASEAN masih rendah. Respon goncangan dari negara-negara ASEAN terhadap goncangan yang terjadi di Singapura menunjukkan hasil yang bervariasi dan belum simetris. Hal ini menunjukkan bahwa syarat pembentukan mata uang tunggal belum terpenuhi. Hasil varian decomposition juga menunjukkan bahwa gejolak perekonomian Singapura masih dominan dipengaruhi oleh kondisi internal dalam negeri. Namun, varian decomposit GDP Rill menunjukkan bahwa Laos memiliki peranan lebih tinggi dibandingkan dengan Singapura yang disebabkan oleh hubungan kerjasama yang terjalin antara kedua negara tersebut. The region that will form a single currency must have the same trade pattern criteria, symmetrical macroeconomic shocks and similar economic development. However, ASEAN region are still imbalances and instability of various economic indicators such as real GDP, consumer price index and trade balance.The aims of study is see the shocks response of economic indicators in ASEAN-10. The variables used in this research are Consumer Price Index (CPI), Real GDP and Trade Balance from ten ASEAN countries. The data used in this study is quarterly data from 2002 to 2015. The method used is the Vector Error Correction Model. The results of study indicate that the economic correlation of indicator Consumer Price Index (CPI), Real GDP and Trade Balance in ASEAN is still low. The shock response from ASEAN countries to shocks that occurred in Singapore showed varying results and not symmetrical. This is shows that the requirement of formation of single currency has not been fulfilled. The result of the decomposition variant also shows that Singapore's economic turmoil is still dominantly influenced by internal conditions. However, the decomposition variant of GDP Rill shows that Laos has a higher role compared to Singapore due to the cooperative relationship between the two countries.

Abstract

Tujuan dari penelitian ini adalah untuk menganalisis pelaksanaan Peraturan Daerah nomor 3 tahun 2011 tentang pajak hotel kategori usaha rumah kos di Kota Semarang khususnya di daerah Tembalang dan Gunungpati agar dapat berjalan lebih efektif. Metode yang digunakan dalam penelitian ini adalah metode deskriptif persentase. Responden dari penelitian ini adalah 100 wajib pajak aktif usaha rumah kos di daerah Tembalang dan Gunungpati. Hasil penelitian diketahui bahwa sejumlah 100 wajib pajak tidak bayar pajak disebabkan oleh adanya Peraturan Daerah yang masih belum jelas untuk pajak kos, eksistensi wajib pajak yang tinggi untuk menolak karena tarifnya dinilai terlalu tinggi, pemahaman tentang pajak kos yang masih kurang, kepatuhan wajib pajak yang masih kurang dalam menaati pajak kos, dan waktu dalam pembayaran pajak kos yang dinilai terlalu singkat. The purpose of this research is to analyze the implementation of local regulations number 3 year 2011 about hotel tax category business boarding houses within the city of Semarang especially in the Tembalang and Gunungpati in order to work more effective. The methodology that was used in this research was descriptive percentage method.Respondents from this research are 100 taxpayers active boarding house business in the Tembalang and Gunungpati.The results of the study it was discovered that a number of 100 taxpayers are not to pay tax caused by the presence of a regional regulation which it was not clear to tax boarding house, the existence of a high taxpayer to refuse because the rate is overvalued, an understanding of tax boarding is weak, taxpayer compliance is still lacking in compliance with boarding taxes, and the time in the tax payments of the board is considered too short.

Abstract

Kebijakan angkutan umum berbadan hukum mengenai kewajiban angkutan umum berbadan hukum menuai berbagai pendapat dari pengusaha angkutan umum di Jawa Tengah. Hingga akhir bulan Juli 2017 mayoritas kepemilikan AKDP (Angkutan Umum Antar Kota Dalam Provinsi) di Jawa Tengah masih bersifat perorangan atau belum berbadan hukum dan hanya sebesar 57 persen yang sudah berbadan hukum. Jenis penelitian ini adalah deskriptif kualitatif dengan analisis deskriptif persentase dan analisis interactive model untuk mengetahui efektivitas kebijakan angkutan umum berbadan hukum serta faktor pendorong dan faktor penghambat pelaksanaan kebijakan angkutan umum berbadan hukum pada AKDP di beberapa kabupaten di Jawa Tengah. Hasil penelitian ini menunjukkan bahwa efektivitas kebijakan angkutan umum berbadan hukum pada AKDP di Jawa Tengah belum tercapai. Adapun kendala yang dihadapi yaitu tidak diterapkannya sanksi dari pemerintah kepada angkutan umum yang belum berbadan hukum dan akibat terbitnya Peraturan Menteri Dalam Negeri Nomor 28 Tahun 2017 mengenai pengurangan subsidi yang diterima pengusaha angkutan umum yang sudah berbadan hukum. The incorporated public transport policieson the obligation of public transports receive various opinions from the public transportowners in Central Java.In the last of July 2017, the majority of buses in Central Java were still owned individually or have not legal entities yet. There were 57 percent of incorporated public transport in Central Java.This study is a descriptive qualitative study by using descriptive percentage analysis and interactive model analysis to know the effectiveness of the incorporated public transport policies and to find out the contributing factors to the effectiveness of the implementation of the incorporated public transport policies on buses in some districts in Central Java.The result of the investigation showed that the effectiveness of the incorporated public transport policies have not achieved yet.There are two obstacles faced in implementing the incorporated public relation policies: (1) No punishment from the government to the public transports which have not legal entities yet; (2) The impact of Permendagri No 28/ 2017 on the subsidy reduction received by the owners of incorporated public transports.
