Abstract

Economic development is a process that must be carried out by the state to increase the welfare of the entire nation. Without the support of productive economic resources, economic development cannot be carried out properly. Therefore, the government carried out a series of policies, one of which was implementing a foreign debt policy. The decline in government External Debt was influenced by global sentiment as a result of the widespread COVID-19 pandemic, which prompted capital outflows from the domestic Government Securities (SBN) market. Government External Debt is managed to support government spending in priority sectors in an effort to encourage economic growth and increase public welfare. The government's external debt aims to support economic development and growth, which has a positive impact in the form of overcoming an increase in production (GDP), expanding employment opportunities and improving the balance of payments. However, the negative impact if the debt is not used improperly, it will threaten the macroeconomic stability of the country. The view of the Islamic economist group that rejects this budget deficit assumes that interest regardless of any motive, production, consumption and however large / high / multiplied / or low, is still seen as usury. Meanwhile, according to the second view, regarding foreign debt, the deficit budget can be used in an Islamic country with several conditions.

Abstract

This paper is the result of a study evaluating three things, namely: how to position maqasid ash-Shari'ah in the perspective of Islamic economy, how to determine the state budget according to the perspective of maqasid ash-Shari'ah, and how to distribute the state budget based on the perspective of maqasid ash-Shari'ah. Of the three issues were then further clarified about the ideas and basic principles of Islamic economy related to the maqasid ash-Shari'ah. In addition, the approach also addressed the value associated with the state budget in the system of Islamic economy. Furthermore, the concepts of Islamic economy on the state budget that can be applied in real life were discussed. To obtain the data, three methodological frameworks in Islamic economy were used. They consist of the idea and the basic principles of Islamic economy, Islamic value approach towards the conditions of Islamic economy, and the concept of Islamic economy that can be derived in real conditions. It can be concluded that at first the state budget should be based on five aspects:the maintenance of religion, life, lineage, sense and treasure. Second, according to maqasid ash-Shari'ah by using domain analysis and looking at the realization of state budget in 2008 – 2013, the budget did not describe the level of the existing maqasid ash-Shari'ah or in the moderate level. It can be seen from the hierarchy pooling of maqasid ash-Shari'ah that the maintainance of life (hifdzuan-nafs)ranks first with a total budget of Rp.137.4 trillion;followed by the maintenance oftreasure(hifdzu al-mal) with a total budget of 122.9 trillion; maintenance of sense (hifdzu al-aql) with a total budget of121 trillion; maintenance of religion(hifdzu ad-din)with a total budget of 40.6 trillion;and maintenance of lineage(hifdzuan-nasl)with a total budget of 12.4 trillion.

Abstract

Since the establishment of the PINBUK Foundation (Small Business Business Incubation Center) which also established the Sharia Cooperative Parent (INKOMSYAH) many BMTs have joined in fostering foundations and helping the community to establish cooperatives throughout Indonesia. KJKS health level analysis is carried out to assess whether a KJKS has an operational level financially or financially or just the opposite. The purpose of this study was to determine the level of health of the Beringharjo Yogykarta BMT KJKS for the period 2013-2014 using descriptive qualitative research methods and assessments that refer to the State Minister for Cooperatives and Small and Medium Enterprises Republic of Indonesia Number: 35.3Per / M.KUKM / X / 2007 concerning guidelines for evaluating the health of Islamic financial services cooperatives and cooperative Islamic financial services units. By using a sample in the form of KJKS BMT Beringharjo Yogyakarta financial statements for the period 2013-2014 researchers calculated the soundness of the bank, documents and observations to strengthen the results of the study. The results of the research conducted can be concluded that in the period 2013-2014 KJKS BMT Beringharjo Yogyakarta experienced an unhealthy condition.

Abstract

This study raises the problem of (1) distribution of zakat, infaq & alms (ZIS) funds in 2014-2015 and (2) the distribution system of zakat, infaq & alms (ZIS) funds with maqashid sharia. Therefore, the purpose of writing this thesis is to analyze the distribution system of zakat, infaq and alms (ZIS) funds based on maqashid sharia. Thus, it can be seen that the distribution of zakat, infaq and alms funds and the compatibility between the distribution of zakat, infaq and alms funds with the maqashid of sharia. This research is a qualitative descriptive study. The type of research used is case research. The analysis used is a domain analysis with a semantic relationship pattern. The data used are secondary data in the form of ZIS fund collection data for 2013-2015 and the distribution of ZIS funds for 2014-2015. This paper concludes that the 2013 fund raised from the ZIS funds raised was IDR 2,961,064,212.00. The 2014 allocation of funds from the ZIS funds collected was IDR 3,637,750,450.00, while the funds that were distributed and realized in the Dompet Dhuafa programs in 2015 amounted to IDR 1,710,785,197.00. The results of the evaluation of the distribution of ZIS Dompet Dhuafa funds in the South Sumatra Branch can be concluded that the programs owned by the South Sumatra Branch of Dompet Dhuafa have been good in efforts to tackle poverty holistically both from religion, soul, mind, descent and wealth.

Abstract

Thisresearch aims to determine the role of productive zakat on Badan Amil Zakat Nasional South Sumatra Province, on increasing mustahik business income in Kertapati Pelembang. The research methodology ushed to be a qualitative. Data collected by field research and library risearch. The sampling technique used was purposive sampling and snowball sampling. The analysis technique used isdescriptive analysis. As for the research results obtained that the productive zakat of Badan Amil Zakat Nasional South Sumatera Province contributed to the increase in mustahiq business income in Kertapati Palembang. In addition, it has an impac on thinking patterns, business activity carried out, and productivity of mustahik. However, ther was no direct supervision, assistance, and guidance to mustahik, both from Badan Amil Zakat Nasional South Sumatera Province and Baitul Qiradh Al-Hidayah.
