Abstract

Traditional markets are crucial centers for trade and economic activities within the community. However, the rise of modern markets has led to a decline in the popularity of traditional markets among the public. Therefore, revitalization policies for traditional markets are necessary to enhance their quality and provide significant benefits to the community. This study employs a descriptive qualitative research method with a post-positivist approach. The findings indicate that the Penta-Helix approach is effective in implementing revitalization policies for traditional markets in Tanjungpinang City. The Penta-Helix model can engage five key actors: the government, industry, academia, society, and media, in formulating, executing, and evaluating the revitalization programs for traditional markets in Tanjungpinang. The impact of revitalizing traditional markets in Tanjungpinang is quite significant, including increased visitor numbers, improved environmental health, enhanced product quality, job creation, and heightened community pride in their traditional markets. The implementation of revitalization policies involves reorganizing merchandise, providing cleaning services, controlling product quality, developing local products, and introducing derivative programs. Strong support and commitment from local government and all stakeholders are essential in overcoming challenges such as political factors, limited resources, and a lack of public awareness. Recommendations emphasize the need for proactive efforts and active roles from local government and all stakeholders in executing effective and sustainable policies.

Abstract

This study aims to analyze the institutional capacity-building policy at the Department of Women’s Empowerment, Child Protection, Population Control, and Family Planning (DP3KB) in Bintan Regency. The background of this research is the importance of institutional capacity building as an effort to strengthen public services and meet community needs in the fields of women’s empowerment and child protection. The research method used is qualitative descriptive with a case study approach. Data collection was conducted through interviews, observations, and document analysis, which were then analyzed using pattern matching techniques and explanation development based on Grindle's capacity development theory. The results of the study indicate that DP3KB faces challenges such as limited human resources, inadequate budget allocation, and suboptimal organizational structures. Nevertheless, efforts to strengthen institutional capacity include staff training, strengthening internal mechanisms, and synergy with other institutions. In conclusion, institutional capacity-building policies encompassing dimensions of human resource development, organizational strengthening, and comprehensive institutional reform are required to improve the effectiveness of DP3KB services in Bintan Regency. Additionally, periodic evaluations of implemented programs are essential to ensure the sustainability and positive impacts of these policies. Effective policy implementation through strategic planning, monitoring, and cross-sector collaboration is expected to realize the organization’s vision and mission in supporting fair and inclusive regional development.

Abstract

In supporting the success of the legislation on child protection, the government is implementing the Child-Friendly City/District (KLA) program across Indonesia. Based on the development of the Child-Friendly City program implemented in Pekanbaru, issues concerning child protection are still relatively low. This is due to Pekanbaru being one of the major cities that has experienced rapid changes and development on the island of Sumatra. The development of Pekanbaru has attracted many individuals seeking better livelihood opportunities in the city. The objective of this study is to examine the implementation of the child-friendly city program policy by the Office of Women's Empowerment and Child Protection in Pekanbaru, as well as the factors impeding its effectiveness. The research employs a descriptive quantitative method, with data collection conducted through interviews, observations, questionnaires, and documentation. The key informant for this study is the Head of the Office of Women's Empowerment and Child Protection of Pekanbaru. Meanwhile, the other informants include the Head of the Child Protection and Empowerment Division, the Head of the Regional Planning Agency, the Chairman of the Women and Child Protection Integrated Service Center (P2TP2A), and the Child Forum of Pekanbaru. The results of the study indicate that, based on the research findings and analyses conducted by the author, the implementation of the child-friendly city program by the Office of Women’s Empowerment and Child Protection in Pekanbaru is considered to be inadequate. This deficiency is attributed to the high number of reported cases handled by the Office, which serves as the agency responsible for addressing and mitigating violence against women and children

Abstract

This study aims to analyze the strengths, weaknesses, opportunities, and threats (SWOT) of Indonesian public health policies using the Principal Component Analysis (PCA). Public health in Indonesia has faced numerous challenges, including inadequate infrastructure, uneven access to health services, and emerging infectious diseases. Effective policy formulation is crucial to address these issues, but there is a need for a more structured approach to assess the dynamic factors influencing public health in the country. The purpose of this research is to employ SWOT analysis combined with PCA to provide a more comprehensive and data-driven evaluation of Indonesia public health policies. The research utilizes secondary data obtained from government reports, health surveys, and international health indexes. The data were processed through PCA to reduce dimensionality and identify the key components that most significantly affect the country health system. This statistical approach allows for a more objective identification of critical variables, which are then categorized into the four SWOT. A qualitative assessment is also used to interpret the results and suggest strategic recommendations for policy improvements. The results of the PCA revealed several key factors impacting Indonesian public health, including healthcare accessibility, funding, and the effectiveness of disease prevention programs. The analysis showed that while there are significant strengths in terms of government commitment and international partnerships, there are also notable weaknesses in infrastructure and healthcare distribution. Opportunities for improvement lie in the potential for digital health integration and public-private partnerships, while threats include the increasing burden of non-communicable diseases and natural disasters.

Abstract

The Malay society emphasizes moral education through pantang larang (prohibitions or taboos), which are deeply embedded in cultural and Islamic teachings. These prohibitions act as tools to guide children’s behavior and shape their moral character, instilling values such as respect, discipline, and responsibility. This research explores the role of pantang larang in moral learning for Malay children. The study's objective is to analyze the relevance and application of pantang larang in shaping moral education and address its challenges in modern society. A literature review method was employed, drawing on scholarly articles, journals, and books that discuss cultural practices, Islamic teachings, and character development. The analysis revealed that pantang larang contributes significantly to moral education by subtly guiding children through prohibitions that align with ethical principles, such as respecting elders and avoiding harmful behaviors. It also reflects local wisdom and reinforces virtues essential for maintaining social harmony. However, the study highlights the challenge of preserving pantang larang amidst globalization and modern cultural shifts. Results suggest that integrating pantang larang into contemporary educational settings through innovative methods, such as digital storytelling, can help retain its moral lessons while engaging younger generations. The conclusion underscores that pantang larang remains a vital cultural tool for character formation, with universal moral values applicable beyond Malay society. Modernizing its teaching methods while preserving its essence can ensure that pantang larang continues to nurture ethical and culturally grounded individuals in an evolving global context.

Abstract

Government performance evaluation is a critical instrument in achieving good governance. This study aims to evaluate the performance of the Cultural Service of Kepulauan Riau Province by analyzing the achievement of strategic objectives in 2023. A descriptive quantitative approach was employed, utilizing data from the 2023 Government Performance Accountability Report (LAKIP). The analysis focused on key performance indicators, including the enhancement of cultural-based tourism destinations and the preservation of Malay culture. The findings indicate that the economic value of culture achieved 100% of its target, reflecting the successful optimization of local artists as drivers of the creative economy. Furthermore, the cultural expression value reached 95.92%, and the cultural heritage value exceeded the target at 109.28%, demonstrating the effectiveness of preservation programs for both tangible and intangible heritage. However, the evaluation identified challenges such as coordination gaps due to inconsistent government nomenclature, inadequate advocacy for cultural rights protection, and limited use of technology in cultural promotion. The study concludes that the performance of the Cultural Service of Kepulauan Riau Province in 2023 was generally strong, with significant achievements in strategic targets. Nonetheless, improvements are needed in coordination, advocacy, and technological innovation to ensure the sustainability of cultural programs. These findings are expected to serve as a foundation for more effective, efficient, and results-oriented policy development.
