Abstract

This study aims to determine the process of implementing a non-cash transaction system for regional financial management. The main objective of this research is to analyze and explain the obstacles to the Implementation of Non-Cash Transaction Policies in Financial Management at the Personnel and Human Resources Development Agency (BKPSDM) of Jayapura Regency, as well as to analyze and explain the supporting and inhibiting factors for the Implementation of Non-Cash Transaction Policies in Financial Management in Agencies. Staffing and Human Resource Development (BKPSDM) Jayapura Regency. This research is a type of qualitative research. The data sources in this study are primary data sources and secondary data sources. Primary data was obtained by direct interviews with competent parties at BKPSDM Jayapura Regency. Secondary data is used to support primary data in the form of materials and data archives from the Jayapura Regency BKPSDM. Data was collected using interviews, documentation and observation. The results showed that Policy Implementation, in terms of the Communication aspect, namely that most of the employees in the finance section already understood the implementation of Non-Cash Transactions, then in terms of the Resource aspect with Non-Cash Transactions there was little difficulty in carrying it out, then in terms of the Disposition aspect that The treasurer is expected to have more expertise and skills in carrying out his duties and functions, and in terms of the Bureaucratic Structure aspect, based on the informants' responses, it is known that the Bureaucratic Structure indicator is good enough. The supporting factor is the existence of strong support for the successful implementation of Non-Cash Transactions in the ranks of regional heads as decision makers to policy implementers. While the Inhibiting Factors there are still deficiencies in the implementation of non-cash transactions, so that employees do not fully understand the Non-Cash Transaction System and some people still do not understand because the socialization has not been thorough.

Abstract

This research aims to implement transformational leadership in the Secretariat of the Regional People's Representative Council of Jayapura Regency. Then it describes what factors support and hinder the implementation of transformational leadership in realizing good governance at the Secretariat of the Regional People's Representative Council of Jayapura Regency. As well as formulating the efforts made to realize good governance at the Secretariat of the Regional People's Representative Council of Jayapura Regency. This research uses qualitative descriptive research. The determination of key informants was done purposefully by selecting Sekwan as the key informant. The data collection techniques used were in-depth interviews and observation. Data analysis includes the stages of data reduction, data presentation, and drawing conclusions. The research findings show that transformational leadership in realizing good governance in Sekwan's environment is implemented in three steps. First, through the example and firmness of the leadership. Second, the orientation of Sekwan leadership leads to the formation of democratization by intensifying discussions and enforcing rules that bind all human resources in the Jayapura Regency DPRD Secretary. The supporting factors are the authority of the leaders, the level of education of qualified human resources, and the existence of collaborative cooperation. Meanwhile, the inhibiting factors are that the leadership is not yet fully democratic, the apathetic attitude of the leaders, and the inefficient use and planning of time. Efforts to reform bureaucracy, implement and adhere to rules and discipline, require efforts to prioritize dynamic patterns of attitudes toward resource needs.

Abstract

One One-Stop Integrated Service (PTSP) is a policy instructed by the Ministry of Home Affairs to improve public services through the role of local governments. This research aims to analyze the implementation of the PTSP program at the One-Stop Investment and Integrated Service Office (DPMPTSP) of Puncak Jaya Regency in accordance with the Minister of Home Affairs Regulation No. 138 of 2017. This program includes licensing and non-licensing services. With a qualitative approach and descriptive method, this research uses Edward III's policy implementation theory which includes aspects of communication, resources, disposition, and bureaucratic structure. The data collection techniques used are observation, interview, and documentation. Data analysis techniques are in the form of data reduction stages, data presentation, and conclusion drawing and verification. The results showed that communication aspects, such as socialization, had gone well. Human resources are managed by a competent workforce, although the number is limited. Disposition related to program responsibility rests with the DPMPTSP director. In the aspect of bureaucratic structure, permit processing is carried out according to the applicable SOP. A supporting factor for program implementation is the delegation of authority from the regent to the head of DPMPTSP. However, the limited number of human resources is an obstacle to program optimization. The implementation of the PTSP program in Puncak Jaya Regency is considered quite optimal in licensing services. This research confirms the importance of increasing human resources to support program sustainability and improve the quality of public services.

Abstract

This study aims to analyse and describe the Implementation of the Protection of Neglected Children Policy at the Jayapura City Social Service, as well as to analyse the Supporting and Obstacle Factors. This research is important because the protection of neglected children is a state responsibility that must be immediately implemented effectively to prevent wider social impacts and protect children's basic rights in accordance with the mandate of Law Number 35 of 2014. The approach used in this research is descriptive qualitative with data collection methods are observation, documentation, and interviews. The data that has been collected is presented by reducing data that is not needed in the research. After that, conclusion drawing and verification were carried out. The results of this study indicate that the Implementation of the Protection of Neglected Children Policy at the Jayapura City Social Service, based on Edward III Theory that from the aspect of communication, the delivery of information is less clear. Resources, the availability of human resources in handling the protection of abandoned children is lacking. Disposition, in employee recruitment most of the civil servants. Bureaucratic Structure, the absence of SOPs results in no uniformity of the implementers. Supporting and Inhibiting Factors for the Implementation of Neglected Children Protection Policies at the Jayapura City Social Service are Supporting Factors, the lack of a halfway house to accommodate neglected children is a very important factor in alleviating children's problems in Jayapura City. Inhibiting Factors, the poor and neglected children who are cared for by the state are not just a discourse, because the government has not optimally handled them.

Abstract

The purpose of this study was to determine the personnel administration service system at the Jayapura City Regional Revenue Agency. The urgency of this research lies in the importance of ensuring the effectiveness and efficiency of personnel administration as the main support in improving the performance of government organisations. The research method used in this study is descriptive qualitative with data collection techniques through interviews, observation, and document analysis. This approach allows the researcher to gain an in-depth understanding of the personnel administration process in the agency under study. With good administrative services, all matters related to staffing can be carried out systematically, the administrative process becomes smooth, and can support optimal employee performance. The results showed that the General and Personnel Subdivision of the Jayapura City Regional Revenue Agency runs a personnel administration service system through collecting, verifying, checklist, and decision-making activities. In collecting employee data, two methods are used, namely manual and electronic, including data such as promotion decrees, periodic salaries, service notes, employment agreements, and lists of retired employees. This sub-section also prepares materials and manages the administration of the rank order list and employee files, so that all matters related to personnel administration can be organised effectively and efficiently.
