Abstract

The COVID-19 pandemic has exposed the tension between policy centralization and regional autonomy, changing the dynamics of governance in Indonesia. This study aims to analyze the challenges faced by regional governments in managing the pandemic, and its impact on central-regional relations in the context of post-pandemic governance. The findings show that policy centralization at the peak of the pandemic required close coordination between governments, but limited the flexibility of regional governments to adjust policies to local conditions. Despite the decline in regional revenues due to the pandemic, several regions showed high adaptability, such as the implementation of digital-based public service systems. In the post-pandemic era, there is an opportunity to reform central-regional relations, by prioritizing a hybrid model that provides more flexibility to regions while maintaining central oversight. This study suggests the need for broader fiscal decentralization, capacity building of regional institutions, and development of more efficient coordination systems to address future challenges. This study provides insights into more inclusive and responsive governance in the post-pandemic era.

Abstract

The study's goal was to assess how well the Kampung Madani programme worked to reduce poverty. The study was conducted in Surabaya's Bangkingan Village. Interviews and document data utilising qualitative research and interactive analysis were the methods utilised to obtain the data. Condensing data, presenting data, and generating conclusions were the three primary steps of the interactive analytic approach that was employed. According to this report, the Kampung Madani program's successful reduction of severe poverty to zero was made possible by the active involvement of the community and cooperation with the commercial sector through corporate social responsibility. An inclusive and long-lasting empowerment paradigm was produced by the cooperation of the public, corporate, and governmental sectors. The Kampung Madani Program's research in Bangkingan Village showed that strong community involvement and cooperation with the commercial sector through corporate social responsibility (CSR) were key to the program's success in eradicating severe poverty. An inclusive and long-lasting empowerment paradigm was developed as a result of the government, community, and commercial sector working together. Other areas may use its execution as a model when creating comparable initiatives to effectively reduce poverty.

Abstract

This study aims to analyze the practice of political feminization in village government, focusing on the role of women in male-dominated local politics and the challenges they face in confronting patriarchal structures. Although women's participation in village governance is increasing, entrenched patriarchal structures remain limited space for women to make significant political decisions. In this context, political feminization contributes to a shift in policy priorities and a more inclusive and collaborative leadership style. However, the main challenge women face are the cultural and systemic barriers that limit their access to power. Although gender quotas and affirmative policies provide opportunities for women, their effectiveness is highly dependent on women's ability to leverage their positions in local political structures. The study concludes that to achieve deeper gender equality, structural changes in social norms are needed, as well as increased educational and economic access for women. The feminization of local politics is not only about numerical representation, but also about empowering women in the process of making policies that are more responsive to their needs.

Abstract

This study aims to analyze the role of political parties in the consolidation of democracy in Indonesia through a qualitative approach with a literature study method. The political transition after the 1998 reform has opened up a more open democratic space, but has not yet fully produced substantive democracy. Political parties as the main pillars of democracy should carry out the functions of interest aggregation, political education, cadre formation, and supervision of the government. However, various literatures show that political parties in Indonesia still face various challenges, such as oligarchic dominance, weak internal democracy, low quality of cadre recruitment, and a tendency towards political pragmatism. This study uses secondary data from journal articles, academic books, and reports from credible institutions which are systematically analyzed using content analysis techniques. The results of the study show that political parties have not been able to become effective agents of democratic consolidation due to the lack of party institutionalization and low political literacy of the community. Therefore, a comprehensive reform of the party system is needed through institutional strengthening, internal transparency, and encouragement of more inclusive political participation. Abstract

This study aims to examine the relationship between decentralization and the effectiveness of regional government in Indonesia through a qualitative approach with a literature study method. Decentralization implemented after the reform through regional autonomy policies has given broad authority to regional governments to regulate their own household affairs. Although it is expected to improve the quality of public services and locally-based development, its implementation shows mixed results. This study analyzes various scientific sources in the form of journals, academic books, policy reports, and regulations to identify patterns of success and challenges in the implementation of regional autonomy. The results of the study show that the effectiveness of regional government is greatly influenced by institutional capacity, human resource competence, regional head leadership, community participation, and the ongoing monitoring system. Some regions are able to utilize autonomy to innovate governance, but most still face structural and cultural obstacles. In addition, fiscal dependence on the central government and weak coordination between institutions are obstacles to achieving effectiveness. Therefore, strengthening regional capacity and implementing an asymmetric decentralization model are important to realize effective, accountable, and participatory governance in the era of regional autonomy.
