Abstract

This study examines public administration beyond the conventional lens of neutral governance by introducing the concept of poweranance, which emphasizes the role of power relations in shaping administrative practice. While governance frameworks highlight accountability, coordination, and institutional order, empirical evidence shows that administrative decisions are deeply influenced by political control, bargaining, and resource asymmetries among actors. A qualitative interpretive method was employed through document analysis of policy and regulatory texts and semi structured interviews with public administration practitioners across different governance contexts. The findings reveal that hierarchical accountability, performance management, collaborative networks, expert advice, and regulatory compliance are consistently mediated by power dynamics rather than purely procedural considerations. Administrative discretion, negotiation, and dominance emerge as key mechanisms through which governance principles are enacted. The discussion demonstrates that governance operates within political environments where actors strategically influence administrative outcomes. The study concludes that public administration is better understood as poweranance, where governance structures function within dynamic configurations of power. Recognizing this perspective provides a more realistic understanding of how policies and public services are produced in practice.

Abstract

Local governments currently operate within a context of polycrisis characterized by interconnected pandemics, economic instability, climate change, conflict, and migration. This condition requires redefining resilience beyond mere survival toward adaptive and transformative capacities in governance and public policy. This article aims to analyze the main dimensions of local government resilience from political and public policy perspectives using a Systematic Literature Review of studies published between 2021 and 2025. The findings indicate that local resilience rests on four primary pillars: robust institutional capacity, enabling multi-level governance (MLG) and decentralization arrangements, digital transformation and managerial innovation, and social capital with collaborative leadership. Resilience is also shaped by political legitimacy, policy learning, and the availability of internal resources. The study concludes that resilience is not merely an administrative response but an evolutionary process involving learning, cross-sector coordination, and governance transformation. Policy implications highlight the importance of fiscal decentralization, bureaucratic reform, digital public service modernization, and community collaboration in managing multidimensional crises at the local level.

Abstract

The phenomenon of post-truth politics has shifted the epistemic foundations of electoral democracy by placing emotions and identity above empirical facts. In the context of elections, digital disinformation not only influences individual political preferences but also erodes the legitimacy of democratic institutions and public trust in electoral outcomes. This article aims to analyze the mechanisms of disinformation, cross-national patterns, its impact on the quality of democracy, and policy responses during the 2021–2025 period. The study employs a Systematic Literature Review approach of 18 reputable international journal articles. The findings indicate that disinformation operates through a reinforcement effect, polarizing perceptions of electoral integrity, and is further exacerbated by the emergence of AI-generated content and deepfakes that create an epistemic crisis. Comparative analysis of the United States, Brazil, Indonesia, and the European Union reveals patterns of delegitimization, identity polarization, and manipulation of strategic issues such as migration and religion. Mitigation efforts include digital literacy initiatives, algorithmic transparency, and the strengthening of journalism, although their effectiveness is constrained by partisan polarization. This article argues that disinformation in the post-truth era constitutes a systemic threat to electoral democracy and requires a multidimensional and sustainable response.

Abstract

States today face overlapping global crises, including financial instability, pandemics, climate change, migration, geopolitical conflict, and widening inequality. These crises no longer operate in isolation but interact in what scholars describe as a polycrisis. This article analyzes how state capacity determines the ability to manage such compounded socio-economic shocks. Using a systematic literature review covering 2006–2025 and comparative analysis across political regimes and regions, the study identifies key determinants of crisis governance. Findings indicate that state capacity is not merely coercive strength but a multidimensional construct encompassing institutional quality, democratic legitimacy, multilevel coordination, and integration within global governance frameworks. Democratic regimes tend to demonstrate stronger long-term resilience, although authoritarian systems may respond more rapidly in early crisis stages. Welfare states show adaptive variation under globalization pressures, while fragile states face compounded challenges from corruption, sanctions, and external conditionalities. Multilevel and hybrid governance arrangements emerge as critical mechanisms for navigating polycrisis conditions. However, political short-termism, bureaucratic decline due to sanctions, and fragmentation of international organizations constrain effective and equitable crisis management. The article concludes that anticipatory and cooperative governance, supported by robust domestic institutions and coordinated global frameworks, is essential for sustaining socio-economic stability under conditions of systemic global disruption.
