Abstract

Boarding house tax is a new tax that is placed in the section of hotel tax. According to as potential of Semarang which has attracted migrants who require temporary housing, it is not suprised that many rental on boarding house businesses appear. Boarding house effort on a since a lot of boarding house enacted in Semarang, therefore tax on boarding house was implemented.  Focus of the study is implementation of the policy by using qualitative methods of analytical and descriptive. The study will try to find the widest possible knowledge of by describing and analyzing the research object. The findings of the study shows that the implementation of tax policies boarding house has not run optimally since aspects of the implementation of policies were not adequate. Deficiency lies in lack of technical guidance, human resources (HR) and lack of participation from the taxpayer.  The implementation of Tax policies boarding house  in Semarang Inadequate in order to be succesfully implemented, the existing shortcoming must be fixed. Abstract

Implementation of regional autonomy (decentralization) is an effort to improve the performance of governance in the region both in the legislature (DPRD) and executive (head area), and also the local bureaucracy, each district / city has full authority to formulate policies, vision, mission and program development closer to the needs and desires of each region. Such changes in a system formed by the central government to the regions will affect the working system, payroll system, budget, administration, scope of work and so that the settings will be adjusted to the policy of strategic stats and abilities that exist in each area. This makes each region should establish, or even to readjust the system bureaucratic work in the area to fit the character of their respective regions to create regional administration in accordance with strategic planning and the ability of each area Government formed to carry out efforts in achieving the objectives of the state, in accordance with the will to be achieved by all the people, which includes order, ensure fairness, doing public works, improve welfare, and preservation of natural resources and the environment. In order to achieve that all governments need to operationalize the organ executing the duties of government in real terms in the lives of everyday people, Organ executor is called bureaucracy. Therefore, the realm of political science, known as a bureaucratic state machine (state machinery) in charge to realize the will of the people is ideal. This the bureaucracy is a tool of the government in creating a governance process in order to achieve the goal, and in order for their objectives to the social order. Therefore the government should look again whether the working system (organization) has been running effectively and efficiently, or should be done restructuring of (reform of the bureaucracy) to fit the dynamic conditions in the community. Reform of the bureaucracy is essentially a change effort or arrangement made conscious government in order to adjust the apparatus of government or government agency with the dynamic changes that occur in a dynamic environment in the community. Abstract

Abstract  Wonorejo village, Kaliwungu sub-district is one of the three coast villages in Kendal regency which becomes the implementation place for Resilient Coastal Rural Development program (Pengembangan Desa Pesisir Tangguh) as known as PDPT in 2012 until 2014. Basicly, PDPT contents stresses more in institutional strengthen activity, the building of infrastructure and environment, human resources and the independence of people around coastal area especially, for this research, is the strength of Wonorejo village, Kaliwungu sub-district, Kendal regency.Research method that is used in this research is qualitative approach with data collecting techniques are observation, interview, and document study. Informants of this research are Fishery and Naval Department (Dinas Kelautan dan Perikanan), Functionary of Wonorejo village, Kaliwungu sub-district, Kendal regency, PDPT team of Wonorejo village, and Coastal People Group (Kelompok Masyarakat Pesisir) a.k.a KMP.This research result shows that in the implementation, all the elements that take role in PDPT program have done their tasks and functions well, so the people around receive various benefits especially in the building of infrastructure. Now, the mobility of people in Wonorejo village is easier and it makes a good development of their life quality to be better than before.Recommendation that can be given in this research is that KMP is not related with financial area has to keeping an eye on the result of their work, so they can minimalize drastic decreasing of value. Moreover, if problems happen, it can be reported directly into relatable Department. Fishery and Naval Department of Kendal regency has to work along with Industrial Department, Koperasiand, and UMKM (Dinas Perindustrian, Koperasi, dan UMKM) in solving various problems faced by KMP that have correlation with Food Production. Key Words: Implementation; Resilient Coastal Rural Development; Building; Empowerment

Abstract

This study was conducted to elucidate the strategies undertaken by local governments to increase investment Tegal regency for the year 2015-2016 which are reviewed areas of social, political, administrative, and economic as well as its resistance. In autonomous regions, all regions in Indonesia allowed to arrange their own affairs, including matters concerning investment.This study used a qualitative approach is further supported by primary data obtained from the District Government Tegal regency and secondary data obtained from books, reports, journals, internet, newspaper. The data collection techniques using interviews and document study.The results showed that a social strategy that is done to increase investment is to routinely dissemination to the public in the regions 'troubled' about the importance of investment, political strategy is to maintain political stability, strategies administrative done is cut licensing regulations, the economic strategy is to create competent labor  but the salary is not too high.Keyword : Strategy to Increase Investment, Local Investment and Increasing Investment

Abstract

Abstract. Green Open Space is an importat element in creating qualified city in realizing ecological city in order of ecological city realization. The government policy related to the 30% proportion provision constitute the minimum size in an effort to ensure an urban development balance. Management of green open space is one of general policy and regional development programs in environment space sector by the municipality to fulfill extents of green open space. Manajement of green open space in the city of Semarang and Surabaya is done through of planning, organizing, directing, and monitoring. Research method uses descriptively qualitative approach with observation, interview, and literary review as the data collecting technique. The interviewees are Sub Field Head of Spatial Planning and Environment of Bappeda Semarang, Landscape Gardening Division Head of Hygiene and Landscaping Gardening Department of Semarang, Sub Section Head of Spatial Planning, Housing and Environment of Bappeko Surabaya, Staff of Green open Space Planning of Hygiene and Green Open Space of Surabaya In the manajement comparative of green open space in the city of semarang and Surabaya in 2010-2015, the are similarities and differences. Differences in management of Green Open Space in Semarang and Surabaya there is in quality of human resources, leadership style, budget and the involvement of private sector. The presence of this research can be used as an input in the management of Green Open Space in the city of Semarang and Surabaya Recommendation could be done to Semarang city is to improve the quality of human resources of relevan agencies and conducting CSR with private sector. Whereas the recommendation could be done to Surabaya city is to give strict punishment for the people who founded illegal building on land designated as Green Open Space. Abstract

Land acqusition is always a special concern for people whose land is acquired since it always carries impacts in any construction project.  Likewise the land acquisition of Waduk Logung construction project in Kudus district, it is also impacted on socio-economic condition of society in Kandangmas and Tanjungrejo village who are affected by construction project. The purpose of this research is to identify and analyze the impacts which are produced by land acquisition and its compensation value from the Waduk Logung construction project. The research used a mixed method which uses sequential explanatory method. Sequential explanatory mix method is characterized with data collection and quantitative data analysis for the first stage, and followed by data collection and qualitative data analysis for the second stage in order to support the result of first stage. In obtaining data, the researcher use questionnaire instrument which is distributed to the people affected by the construction plan in Kandangmas and Tanjungrejo village. Besides, the researcher also used interview data from interviewees which are connected and secondary data which are coming from documents, mass medias, and other literature sources such books and journals. The result shows that there is an effect of the land acquisition and compensation values from the Waduk Logung project which provides impacts to the socio-economic condition of people which are affected to the project plan. The effects of the land acquisition and compensation values are, 1) Society anxiety, 2) Negative perseption which make horizontal conflict  and vertical conflict 3) Economic Impact like decrease in revenues, livelihood change, wealth level decrease, and education guarantee for familiy members of land right owners, 4) Environment Impact like decreasing air quality, noise, road damage, and decreasing some component of river hydrology. Based from the research, the impact that happen is caused by the influence of the process or the role of policy makers who do not comply with the rules.

Abstract

The issue of minimum wage is an interesting thing to study. At the end of each year the government issued a policy to set minimum wages that must be paid by the company to its workers. Surely this is not an easy thing to do. Consider that Parties unions demanding higher minimum wages because the wages have not been able to meet their daily lives. Meanwhile, the employer argued that the wage increase would increase the cost of production which led to the company becoming uncompetitive in the industrialized world.2In this study, researchers used a qualitative method that will generate descriptive data. To obtain research purposes appropriate data sources, researchers used purposive sampling techniques to conduct interviews with National Trade Union (SPN) Kota Semarang and Dewan Pengupahan Kota Semarang.SPN struggle to influence the process of determining the UMK Semarang carried through the political system and from outside the political system. The struggle through the political system is joined the Dewan Pengupahan Kota which had the authorities in determining the value of the Quality of Life (KHL) through a survey in five traditional markets in the city, namely Pasar Karangayu, Pasar Mangkang, Pasar Jatingaleh, Pasar Pedurungan and Pasar Langgar.Researchers recomend, for the creation of a favorable climate in the industrial world, governments need to make improvements from regulation to implementation. Because as the executor of a policy, the government should be able to act decisively. Abstract

ABSTRACTThe purpose of this research to knowing the evaluation of implementationpolicy in flood disaster management adopted by the local government in a residentialarea of Pondok Gede Permai (PGP), Bekasi City, period 2013-2014. Pondok GedePermai (PGP) as the worst locations from the disaster effect with the water depthreached ± 5 meters in 2013 and ± 3.5-4 meters in 2014 caused by high rainfall,damaged embankments, and run-off water. This flood disaster not just happened when adisaster occurs that repeated five years namely in 2002, 2007, and 2013 but it hashappened since 1993, 1997, and 2005. Policy such as embankments repairs has beendoing since Bekasi District authority until their administrative transition into BekasiCity. This raises several issues that can be studied is how the implementation policy wasto do? How is the evaluation from that implementation policy? And, what the factorsencountered in flood disaster management in residential area of PGP?This research uses a mixed methodology approach to evaluation byWilliam Dunn. The population in this research is a residential community in PondokGede Permai, Jatiasih, Kota Bekasi. Sampling technique used is non probabilitysampling with purposive sampling type and the total sample is 95 respondents. Thetechnique of collecting data through observation, structured interviews, questionnaires,and literature study. Data were analyzed using a combination of approaches, namelyquantitative questionnaires with the highest score of 5 (five) and the lowest value of 1(one) as well as qualitative data with reduction, data presentation, and drawconclusions.2The results in this research indicate that the evaluation of theimplementation policy conducted by the local government of Bekasi City consideredsuccessful by the majority of people with an average value of 54% of the totalrespondents. Recommendations for the research is need cooperation between thegovernment of Bekasi City, Bogor District, and the Central Government; embankmentsimprovements made permanent and need for budget transparency and developers; localgovernments more empowering community organizations; extra facilities and budgetfor disaster management; and etc.Keywords: evaluation, implementation, policy, flood, disaster management

Abstract

Abstrak Dinas Pendidikan Provinsi Jawa Tengah sebagai pihak yang memiliki andil besar dalam upaya pengalihan dan penerapan dari Pendidikan Menengah di Jawa Tengah ini tentu harus bekerja keras untuk mencapai kemaksimalan pengimplementasian. Kinerja yang baik dari Dinas Pendidikan Provinsi sebagai pelaksana akan berdampak besar pada hasil, diharapkan nantinya di tangan Pemerintah Provinsi Jawa Tengah penyelenggaraan pendidikan tingkat menengah atas bisa berlangsung lebih baik, kualitasnya merata di semua daerah dan kesejahteraan tenaga pendidik dan pendukung pendidikan meningkat dari yang diperoleh sebelumnya. Sesuai dengan pasal 404 UU Nomor 23/2014 yang menyatakan bahwa serah terima personel, pendanaan, sarana dan prasarana serta dokumen (P3D) sebagai akibat pembagian urusan pemerintah ini harus dilakukan paling lama 2 tahun Penelitian ini bertujuan untuk mengetahui Langkah – langkah apa yang diambil dalam persiapan Dinas Pendidikan Provinsi Jawa Tengah untuk menghadapi Alih Kewenangan Pendidikan SMA/SMK dari Kabupaten/Kota ke Provinsi Jawa Tengahdan juga sebagai pemberi informasi tentang kesiapan Provinsi Jawa Tengah dalam menghadapi pengalihan kewenangan pendidikan sesuai dengan UU No.23 tahun 2014.Hasil penelitian mengungkapkan : 1) Proses persiapan yang telah dilakukan oleh Dinas Pendidikan Provinsi Jawa Tengah yang berkaitan dengan komunikasi sudah berjalan denganbaik dengan menggunakan sistem komunikasi birokrasi. Ada beberapa langkah yang telah dilakukan seperti koordinasi, sosialisasi serta sinergisitas yang dilakukan bersama dengan pihak-pihak terkait lainnya dan tentunya dilaksanakan berdasar pada regulasi dan tata aturan kedinasan yang berlaku. 2) proses persiapan yang telah dilakukan oleh Dinas Pendidikan Provinsi yang berkaitan dengan Sumber Daya sudah berjalan dengak baik. Hal ini dilihat dari telah disiapkan nya sumber daya manusia yang memadai yaitu Pegawai Dinas Pendidikan Provinsi yang bertugas mengelola dan mempersiapkan segala aspek mengenai alih kewenangan pendidikan di Jawa Tengah. Selain itu Sumber Daya yang berkaitan dengan segala proses alih kewenangan yang ditujukan untuk sasaran dari kebijakan ini yaitu Daerah Kabupaten/Kota dan sekolah-sekolah Menengah yang ada di dalamnya juga sudah disiapkan dengan baik. 3) sikap pelaksana ditunjukan dengan adanya profesionalisme kerja dan komitmen yang dimiliki oleh pegawai Dinas Pendidikan Provinsi Jawa Tengah sebagai Leading Sektor dari proses persiapan alih kewenangan pendidikan. Pelaksana sudah memiliki semangat yang baik dalam bekerja, ide dan gagasan juga sudah dimunculkan untuk diterapka pada diri pegawai itu sendiri dalam melaksanakan tugasnya. 4) struktur birokrasi di Dinas Pendidikan Provinsi Jawa Tengah sudah berjalan dengan baik. Ditunjukan dengan adanya penempatan pegawai sesuai dengan keahliannya “the right man on the right place”. Dengan begitu akan mempermudah proses alih kewenangan pendidikan berjalan sesuai dengan waktu yang ditentukan.Kata Kunci : Pengalihan Kewenangan, Penyelenggaraan Pendidikan Menengah, Dinas Pendidikan Provinsi Jawa Tengah

The successfulness Obor Tani Foundation in empowering the farmer of Wonokerto Village Semarang Regency with the achievement Platinum GKMP award 2012 from the Ministry of walfare coordinator (Menteri Koordinator Bidang Kesejahteraan RI) is the background of this research. The issue of this research is: How is the partnership pattern involved between obor tani foundation and society in empowering Wonokerto society? How is the empowerment program held by the Obor Tani Foundation in attempt to increase the income of Wonokerto society? The purpose of this research is to describe how is the partnership pattern involved between Obor Tani Foundation and Wonokerto society incorporated in the Farmer Empowerment Center (Sentra Pemberdayaan Tani). Other, this research is aiming to explain how is empowerment process held by the obor tani foundation and wonokerto society in attempt to increase the income. To answer the issue and the purpose of this research, this research is using partnership theory and empowerment theory with qualitative method. Data collection technique is conducted by using interview and documentation. Data source triangulation technique is used in testing data validity and reliability. The result show that partnership involved between Obor Tani Foundation and society is mutualism partnership which the stakeholder involved get the advantage from the partnership. For society, the partnership held in 3,5 years give the impact of income increasing by the cultivation of dragon fruit, development of mini reservoir, and development of training home. Whereas for the obor tani foundation, the empowerment of Wonokerto village is a good performance so that increase the value of the foundation for the responsibility to PT Pertamina as a donor. Further Obor Tani foundation can collaborate the partnership with other big companies through CSR program. The successfulness of the high quality dragon fruit production also help the Hortimart Agro Center and other fruit shops in getting high quality of fruit stock without import. For the government, the empowerment program has an advantage in expanding the new jobs to reduce the poverty according to MDG’s 1st purpose. The recommendation of this research is the partnership model in empowering society held by obor tani foundation can be applicated to reduce the poverty in other village in Indonesia.
