Abstract

Unemployment problem is a classical problem faced by the local government with no exception for Kudus Regency. The local Government of Kudus Regency has technical management unit of the vocational training center with many advantages compared to training center in the surrounding regency. In 2014, up taking level of training participants go up 11,25 % from 49,12 % to 60,37 %, so it has implications on decreasing unemployment 3,04 %. However, in 2015 up taking level of training participants decrease to 43,32 % and open unemployment level get up even if only 0,1% from 5,03 % to 5,04 %. This data show there is paradox,  unemployment level in surrounding Regency decrease but in Kudus Regency precisely increase. Kudus regency through Technical Implementation Unit of Training Center (UPTD BLK) also implement 3 in 1 program form Ministry of Employment for revitalization training center but until 2017 that program run into stagnation. Therefore, this research intend to analyze management of UPTD BLK for realize objective of Local Government to decrease unemployment and the factors can affect implementation 3 in 1 program. This research use natural qualitative method with observation, interview, and documentation technique then presented through analyze and interpret data. The result of research show open unemployment level in Kudus Regency fluctuate because it is brought on inconsistent performance from UPTD BLK Kudus Regency. It occur because short of alignment between planning, coaching, organizing, until monitoring. While the instability because of UPTD BLK in Kudus Regency doesn’t has visionable and concrete objective, there is no principle of good governance are excecuted, there is no road map the startegical are formed to carry out 3 in 1 program maximally. Based on this research show if performance management is undertaken carelessly, too flexible, and it doesn’t has vision in the future so it aren’t growth wellKeywords: UPTD BLK, Unemployment, Public Management

Abstract

Pulo Gebang Integrated Bus Station is a real proof that DKI Jakarta Government have commitment to improve the public transportation for people. But in reality it is seen that the use of stakeholder networks by DKI Jakarta Government for the improvement of Pulo Gebang Integrated Bus Station still far from optimal. The problems are : How is the Government's effort in involving stakeholders in optimization policy of Pulo Gebang Integrated Bus Station? How stakeholder roles are involved in optimization policy of Pulo Gebang Integrated Bus Station? The purpose of this study is to explain the efforts of the government in involving stakeholders in the optimization policy of Pulo Gebang Integrated Bus Station and explains the role of stakeholders involved in the optimization policy of Pulo Gebang Integrated Bus Station.The research was conducted using public policy theory, and network management. The method used in this research is qualitative method. Data collection techniques were conducted using interviews with resource persons, written document review, and supporting literature.The result of research shows that the utilization of stakeholder network by DKI Jakarta Government in creating optimal service of Pulo Gebang Integrated Bus Station is not good enough. Although the Jakarta Transportation Department has established the Jakarta City Transportation Council that functions as a miniature community. This is evidenced by complaints from various stakeholders outside the Government who consider the lack of involvement in direct-planning policy. The role of stakeholders is limited on the implementation of a policy issued by the Government. Therefore the Government should be better on utilizing the network to create an optimal service of Pulo Gebang Integrated Bus StationKeyword : Network, Pulo Gebang Integrated Bus Station , Stakeholder.

Abstract

This research has a goal to identify the role of Komunitas Sahabat Difabel as a Community-based Organization (CBO) in the fulfillment of employment rights of people with different abilities in Semarang District. How the difable community play its role so that it cann succeed in fighting for the rights of employment of people with different abilities (difable), and also explain the opportunities and obstacle faced by the community. The Difable’s Employments Rights are based on the Central Java Regulation on the Fulfillment of the Rights of Persons with Disabilities. The type of this research is descriptive through a qualitative approach. The source of data comes from primary data derived from the results of in-depth interviews of research informants and secondary data come from the archives and documentation activities. The technique of selecting informants using purposive sampling. The results of the study found that the roles that has been successfully executed are holding job training in cooperation with the government, giving information of a job vacancy and facilitator of recruitment of difable labors with companies, provide marketing facilities of difable products by forming Saung Happy Difabel SMEs, and accompanying labor recruitment process and consultant of the companies when there is a problem of difable labors with the company. Its opportunities are reputation and strategic location of the existing community in the city center in Central Java. While some of the obstacles are the behavior of the difable labors who often become industrial relations disputes, the work conditions incriminating the difable, and the stigma of the business against the ability of people with disabilities. The recommendations for Komunitas Sahabat Difabel are to improve the internal organization including defining tasks and authority within the organizational structure, optimizing empowerment and and creative marketing for Saung Happy Difabel SME, and improve the relationships with external sectors, such as government, private, and other community. Abstract

The city is always identical with rapid growth because the city becomes a destination for people to migrate either to live, to work, or to study. The rapid flow of urbanization causes the growth of the urban population to increase very rapidly causing high levels of population density. Not infrequently the high housing needs that are not supported by the availability of land cause the emergence of illegal settlements are shabby as well as settlements in the area of Mount Brintik Wonosari Semarang. The emergence of a rough illegal area led to the city government Semarang developing Kampung Tematik program, including the colorful thematic village, Kampung Pelangi.This research is intended to know the form of community participation in the empowerment of rainbow villages and the results of the empowerment program. The method used in this study is descriptive-qualitative with in-depth interviews used as the main instrument of research. The results show that Kampung Pelangi Program which was launched in May 2017 has become a new tourism icon in Semarang City. Although the program is initiated by the government, its success is supported by community participation both in the planning stages, the stages of the action and the stages of evaluation. The results of empowerment programs that add value to the community are increasing incomes, increasing awareness and patterns of community interaction, and the establishment of an organizing system through the formation of tourism conscious groupsFor the sustainability of the Kampung Pelangi program as a tourism village it is necessary to cooperate sustainably both with the government and the private sector either related to maintenance fund and skill improvement needed by the community in order to strengthen the existence of Kampung Pelangi as a tourist destination. Keywords : Community Participation, Empowerment, Kampung  Tematik

Abstract

This research is a policy studies that discuss about how Semarang City Government effort to implement the bureautratic reform as one of the realization of Presidential Instruction Number 1 Year 1995 with reference to The Restoration Improving the Quality of Government Agency Services to the People. The research uses descriptive qualitative research methods with data collection techniques through in-depth interviews dan documents. The main focus of this research is the extent of the bureauctratic reforms is running at Governmental Licensing Agency (GLA) of Semarang City, and what is the reform strategy that used in realizing the reform itself. Based on this research, the result that obtained is shows that bureaucratic reform effort which running at Governmental licensing agency is still facing some obstacles. Besides, the strategy that used is incremental strategy, that is strategy which held gradually. In implementation, The government is still found some obstacles, which is the technical team Semarang City GLA is still not exist at the bureau itself, but in other governmental bureau. The bureaucratic reform process is still remote from what to expect by the people, Semarang City GLA expected to solved the problems that caused the effectiveness and eficiencyness of bureaucratic is not yet reached. Abstract

Merger policy of village is implemented by local government of Pekalongan city as a form of bureaucratic reformation in public services. Based on local regulation (Perda) Kota Pekalongan Nomor 8 Tahun 2013, the implementation of merger policy of village leads to improving the services to be more effective and efficient. The aim of the research is to understand the implications of merger policy in village toward Public Services in Kauman Village Pekalongan City.The research uses mix methods, which merges the type of qualitative and quantitative method. Questionnaire method is used as the quantitative method, which is spread to 68 respondents in Kauman Village with SERQUAL approach by Parasuraman, which consists of tangible, reliability, responsiveness, assurance, empathy variable. Respondents are determined by accident sampling. Meanwhile, the qualitative one consists of primer and secondary data, so they complete the data which is found by the quantitative one. Researcher uses in-depth interview and study of the document as the qualitative one.The result shows that village merger policy in Kauman village works out and fits with the goal of merger policy, which is improving the effectivity and efficiency of public services. It can be seen from the average score of the assessment by the community towards public services is 45.5, and it categorizes at good level.  The score of each variable is tangible has score 12.75, reliability score is 9.94. Both of them are good average. And the responsiveness score is 6.66, the assurance score is 9.91, and the empathy score is 6.73. Both the responsiveness and assurance variable are very good average, meanwhile the assurance variable is very good average.But there are a few things that have to be improved from the merger policy in Kauman village, such as improving the human resources of the village government such as improving their IT (Information and Technology) skills, the discipline of the staffs, the existence of suggestion box, and queue number for the services.Keywords : village merger policy, public service

Abstract

Birth Certificate is an official document issued by the Department of Population and Civil Registration. Birth Certificate is very important because in important events such as birth, marriage, divorce etc. will bring the legal consequences for peoples. Due to the importance of these birth certificates, the Department of Population and Civil Registration of Temanggung Regency made efforts to increase the Birth Certificate Ownership Strategy so that in 2015 the Population and Civil Registration Agency of Temanggung Regency gets the 2nd national level award on the fulfillment of Birth Certificate. Therefore, this research is aimed to find out how the strategy of increasing Birth Certificate Ownership conducted by the Department of Population and Civil Registry of Temanggung Regency. This research uses descriptive qualitative research method with documentation and interview as data collection technique. The targets of this research are the government, especially the Department of Population and Civil Registry of Temanggung Regency. The strategy of this research is the form of steps or ways that the government does in the long run to achieve the goal. Based on the results of the research as a whole the problems faced by the Department of Population and Civil Registration of Temanggung Regency related to the strategy of increasing ownership of Birth Certificate is the lack of human resources and the lack of participation from the village apparatus to socialize to the community.          This research recommends that all government elements, both the Department of Population and Civil Registration and the Village Government, work together to realize the ownership of the Birth Certificate as a whole in Temanggung Regency. The Key : Birth Certificate, Strategy, Human resources, Coorporation

Abstract

Village funds are one of the priority government policies to finance development and empowerment of communities whose implementation is prioritized on a self-managed basis using local resources or raw materials, and strived to absorb more local people's labor. This study aims to determine the process of implementation of village funds used in accordance with the program, the results of the implementation of village funds and community involvement in the Village District Ponggok Polanharjo Klaten. The research approach used is descriptive qualitative. Using data collection techniques through interviews to informants that are considered potentially to provide information about the process of implementing village funds in the development of Ponggok Village, Polanharjo Sub-district, Klaten Regency, also through interviews and documentation of the results of the implementation of village funds.             The research results indicate that the process of implementation of village funds is done well and in accordance with the needs of Ponggok village community. This can be evidenced by the number of development programs that have been realized in accordance with the development plan that has been established by the village government through village meetings. From the results of 18 (eighteen) development activities that have been planned all the time has been realized with 15 (fifteen) physical activities in the form of suggestions and services and 2 (two) community empowerment and 1 (one) community development, although not yet realized the name of the community who know that the government villages prioritize village funds for physical development and community empowerment, in accordance with the results of village meetings. However,development activities in this case physical development in the form of suggestions and prasanan and community empowerment realized well.            The conclusion of the implementation of village funds by the village government of Ponggok shows that the Implementation of Village Funds in the Development of Ponggok Village, Polanharjo Sub-district, Klaten Regency is said to be effective. Due to the involvement of the community in the implementation of village funds in Ponggok Village, where the community has been involved in the preparation of the development plan until the implementation of the programs.Keywords: Village Funding, Implementation, Involvement

Abstract

Members of the legislature are individuals and groups of people who occupy the legislature (DPRD) representing the community to perform its functions. In this study the author took the title of Women Representation in Decision Making Based on the Function of Parliament in the city of Semarang period 2014-2019. The functions in question include the functions of legislation, budgeting, and supervision. Women's political participation is important for achieving gender equality in politics, women's involvement in public life has increased but their participation and representation in legislative bodies at both national and regional levels can be said to have not met the 30% quota.The problem in this research is how the involvement of women council members representatives in each commission in Semarang Council for the period 2014-2019 and what obstacles women council members get in running the function of DPRD in Semarang City Council.The research method used is qualitative research method is descriptive, research data obtained through interviews, documentation and literature study. The research location is in Semarang City Council. Informants or resource persons in this study are 5 female council members on each commission as the main subject and one male board member to represent the views from another point of view.In the legislative membership of Semarang City Period 2014-2019 there are 11 female council members who legitimately win votes in each electoral district and this is the first time the number of representatives of women in the Regional House of Representatives of Semarang City has increased significantly from periods previous. However, the eleven female council members still have not occupied important structural positions, the highest positions obtained by this female councilor as vice chairman of the commission and here there are 2 women council members who occupy that position is on commission A and commission D. While 9 (nine) other female council members are only domiciled as members of one of the commissions and other DPRD fittings, such as deliberation bodies, regulatory bodies, budget bodies and honorary bodies. Performance of women council members in making decisions in Semarang City can be seen based on their efforts in fighting for the rights and demands of the people, especially for women through policy and development. Keywords: women's representation, position, role, performance, function of DPRD
