Abstract

ABSTRACT   General Election in accordance with UU No.32 th 2004, an election to elect a leader in the area directly and democratically. In the implementation of the election of the couples who often compete with winning strategies with a common strategy and not commonly used, the use of money politics and the strategies used by social network partners in an effort YAKIN peraihan support, although the use of one of the ultimate strategy of the candidates with the YAKIN using money politics is a form of violation in the administration of the election because the reward in cash or in kind so as to influence voters and fade values ​​of democracy in the election, but in fact this strategy became prevalent because people assume it is a necessity or a compensation for the support they provide. While the use of Social Networking strategy is the strategy of winning candidates in the elections by using the network of relationships, family and social relationships that exist within a society its use by political actors deliberately refers to the relationships forged in order mendapatakan a fringe benefit in the form of material and support to systems and political ideologies that are used. In this study, researchers used quantitative research methods research is used to examine the effect of a variable by using calculations or statistical tests. Locations in the study conducted in the District of Kendal, precisely in the District Boja, Kendal Town and Weleri. The sampling technique in this study using a multi stage random sampling, which determined the technique of determining a stratified sample, the sample taken through the sampling mechanism by taking samples from the level of District → District → Village / Village Residents → Pillars / Neighborhood → KK. In this study the respondents specified a number of 139 respondents from the community Boja district. Kendal Town district, sub Weleri. The selection of respondents based on the primary sampling unit so that the main focus of this study was the father or head of household male. Data retrieval techniques using primary data is through the distribution of questionnaires as the primary medium of research outcomes informnan collect. with informants while also using secondary data is to collect data with reference to written sources as supporting data. In the 2010 election Kendal district, money politics and social network variables have an influence on voting behavior in the winning pair SURE. Based on the F test shows the calculated F value of 25.312 is greater than the F table is 3.06 so that together there is the influence of money politics and social networks on voting behavior in the winning pair SURE. Judging from the regression test also proves positive influence to the influence of money politics and social networks on voting behavior in the winning pair SURE. Value of the coefficient of determination of 0.271 or 27.1%, which means that the influence of money politics and given social networks have positive and significant influence on voting behavior in the winning pair for SURE while the remaining 27.1% by 72.9% influenced by other variables . Abstract

Jepara district that has a complete tourism potential when compared to other regions. One of the tourist attraction in Jepara is Karimunjawa. This study aims to determine what strategies adopted by the Government in developing the tourism Karimunjawa. And barriers faced by the tourism development efforts. Many reasons why tourism a top priority in terms of development. That is because the tourism industry is related to cross-cutting activities. In addition to generating revenue for the area of goods and services, tourism development is also to create new jobs, boosting labor absorbing growth products. Based on all the tourism potential that can be found in the Marine National Park Karimunjawa, then for utilization can not be done by way of a modest, meaning that the potential is still in need of a tour package.Keywords: Publications, tourists, strategies, governments, development.

Abstract

AbstractRegional expansion became a phenomenon after the reform era in Indonesia. The manifestation of democracy in the autonomous region has given rise to so many new autonomous region. The growth of new autonomous region in Indonesia became a controversy, due to the increased quantity of autonomous regions in Indonesia are not accompanied by an increase in the quality of its performance. West Bandung Regency is an autonomous region that was inaugurated in 2007, this area was chosen as the locus of the study. This research used qualitative method with descriptive qualitative type that will present the data in accordance with the findings and facts on the ground. This research has a focus problem that explore the reasons and considerations of regional expansion and examines the expansion process of West Bandung Regency. The findings of the research in the field shows that the reasons and considerations of regional expansion motivated by Bandung Regency’s geography that has a broad area and motivated by aspirations of the people who gathered on Committee Of West Bandung Region Formation. The process of expansion carried out in accordance with current regulations that the Government Regulation No. 129 of 2000 on the establishment of requirements and criteria for expansion, deletion and merging areas. The expansion which have been implemented should be a contributing factor in the successful development of the area as shorten the span of control of government to accelerate the development effectively. Strong aspiration of the people should be accommodated into the social capital to implement the accelerated development of the region.Keywords: regional expansion, autonomous region

AbstrakSistem Pengadaan Barang dan Jasa di Kota Tegal telah mulai diterapkan sistem e-Procurement. Pada sistem e-Procurement seluruh proses lelang mulai daripengumuman, mengajukan penawaran, seleksi, sampai pengumunan pemenangakan dilakukan secara online melalui situs internet (website). Semakin luasnyaakses internet oleh masyarakat khususnya di pelaku bisnis konstruksi telahmenjadikan e-Procurement ini fleksibel diterapkan dan menjadi suatu kebutuhanbagi pemerintahan yang modern. e-Procurement dipercaya sebagai alat atauinstrumen untuk peningkatan good governance dan pelayanan publik karena akanmeningkatkan efisiensi biaya, efektifitas, waktu siklus yang lebih cepat,meningkatkan akuntabilitas pemerintah. Dari sisi penyedia jasa kontruksi,keberhasilan dalam mengikuti sistem lelang adalaha salah satu factor penentukelangsungan hidup perusahaan.Dari permasalahan tersebut dapat dijawab dengan penelitian kualitatif yangbersifat deskriptif dengan teknik pengumpulan data antara lain observasi,interview (wawancara), dan studi pustaka. Teknik analisis data dilakukan dengancara reduksi data, pengorganisasian data dan interpretasi data.Tulisan ini merupakan hasil studi dalam mengenali karakteristik pelaksanaanprogram e-Procurement uang ada saat ini di Bagian Perekonomian danPembangunan Setda Kota Tegal kesimpulan yang dapat diambil dari penelitian inimengenai pelaksanaan sistem lelang elektronik yang diadakan di lingunganPemerintah Kota Tegal. Beberapa kendala yang muncul, maka rekomendasi yangbisa disampaikan masyarakat Kurangnya SDM yang menguasai IT, ketersediaankoneksi internet yang terbatas. Sedangkan dari pemerintah yaitu keterbatasanSDM, Ada perbaikan sistem dari LKPP yang menyebabkan mengganggu proses2kenyamanan pada layanan sistem e-Procurement menjadi terhenti, sebagianpanitia pengadaan masih ada yang belum menguasai aplikasi e-Procurement. Dandari pihak pemerintah lebih giat lagi mengadakan pelatihan dan pengembanganpenyedia barang secara elektronik di LPSE, perbaikan infrastruktur terutamamasalah sistem e-Procurement mengalami kendala teknis dari pusat dan teknisjaringan.Kata kunci : e-Procurement, Penyedia barang, Pngadaan barang dan jasa.

Abstract

Jamkesda Jamkesmas health program and a health program for the poor people afford the government. But in Indonesia there is the fact that they are often discriminated against and got poor service even if the payment is guaranteed by the government. Found many gov-ernment hospitals provide services that are not fair to the participants Jamkesmas and Jam-kesda. Based on the background of the researchers interested in examining the quality care of Jamkesmas and Jamkesda in RSUD Prof. Dr. Margono Soekarjo Purwokerto Kabupaten Banyumas Central Java Provincial Government owned.The research method used in this study is a qualitative method. The data in this study come from interviews with respondents and the data obtained from these reports, books, jour-nals, magazines, and so on. The data was then compiled with the stages of examining the data obtained from the field, analyzing the data and information and then draw conclusions and verification. Thus generating descriptive data to portray the quality of services and programs Jamkesmas Jamkesda Hospital Prof. Dr. Margono Soekarjo Navan.In this research it was found since 2011 the government launched the program Jam-persal and treatment of Thalassaemia Major as one of the tangible evidence of improved quality of care Jamkesmas, while Jamkesda not. Cause groove referral patterns that do not work well due to the lack of clear regulations regarding patient referral grouping and no so-cialization about it. The government is not transparent about the data base Jamkesmas and Jamkesda participants. Special Jamkesda, Central Java Provincial Government and Regency/City Government lacks transparency regarding the availability of funds for participants Jam-kesda claims and a weak distribution system because it is only through an agreement. How-ever, the Hospital Prof. Dr. Margono Soekarjo able to be professional in providing services Jamkesmas or Jamkesda and do not discriminate. Terms administration service that is easy to understand, clearly, not berbelli the bush, cleanliness is always awake, officers were friendly and tolerant, and sophisticated equipment is a testament to the quality of service in hospitals Jamkesmas and Jamkesda Prof. Dr. Margono Soekarjo.The conclusion of this research is Jamkesmas servicesSome regency/city in Central Java providing health facilities vary in Jamkesda. These3programs should apply to the whole people of Indonesia if it holds the principle of justice. Recommendation in this research is the Government needs to empower the participants Jam-kesmas or Jamkesda regarding referral patterns is good and true healthy living to the partici-pants Jamkesmas and Jamkesda be more concerned because it can reduce the cost of claims and considering high occupancy room space for class III participants Jamkesmas and Jam-kesda.Keywords : Jamkesmas, Jamkesda, Government Hospital

Abstract

Election of regional heads Pati Regency were implemented in 2011 won by Haryanto-Budiyono. However, due to the aquisition of his voice has not reached more than 30% (thirty percent), the election go to second round selection. But there’s objection of Imam Suroso-Sudjoko. The Constitutional Court then canceled the Komisi Pemilihan Umum of Pati Regency Decission on Establishment Candidate Regent and Vice Regent, and ordered to repeat the Election. Although they return to compete with 5 other pairs of candidates, Haryanto- Budiyono earned victory back 38.85% of the vote. This is quite interesting because the Haryanto-Budiyono carried by small parties able to beat the Candidates carried by PDI-P. In fact, for 10 years Pati Regency is a bastion of PDI-P.The research method used in this study is a qualitative method. The data in this study come from interviews with respondents and obtained from the reports, books, journals, magazines, and so on. The data was then compiled with the stages of examining the data obtained from the field, analyzing the data and information and then draw conclusions and verification. Thus generating descriptive data to portray the results of the Haryanto-Budiyono winning analysis in the election of regional heads in Pati Regency.Based on the research conducted, Haryanto-Budiyono victory influenced by the Hary-anto-Budiyono figure considered competent and qualified in the bureaucracy; this couple is also superior in terms of political marketing; the succes of campaign team in developing and running a winning strategy to build an effective and efficient performance; political parties as a vehicle for political role in the recruitment of the masses and density coalition into the power of this couple.This victory also analyzed the voting behavior with the sociological approach from Haryanto-Budiyono a mass base of religious equality, the civil servants, Juwana community loyalty, sociological bond between Haryanto with community leaders; psychological victory this couple was able to demonstrate its proximity to the community; seen from the approach rational choice, people choose not because of money politics but because of the programs of-fered by this couple.Keywords : Winning Analysis In The Election Of Regional Heads, Political Marketing, Voting Behavior

Abstract

The eruption of Mount Merapi in 2010 in Distric of Sleman has resulted in many victims who died due to heat clouds and cold lava flood. Lack of prevention (mitigation) in minimizing the impact of a disaster gives poor disaster management in District of Sleman. Slowness in handling the victim becomes one of the results of the lack of coordination in the field, coordination which should be run by unstructured organization ​​SATLAK PB in disaster prevention and handling is not running smoothly. This is caused by lack of understanding of the chairman and members of the SATLAK PB towards disaster management cycle, so that efforts to handling the victims in the first week after disaster are in chaos. Those occurrences made ​​the victims and refugees become neglected, victims and refugees who are supposed to get all their rights such as shelter, health care and assistance are totally not obtained. According those descriptions, then it is conducted a research in order to determine the issues occurred in the efforts to handling disaster victims especially in the implementation of coordination and also to determine factors that are influencing the coordination. In this research, the type of research used is description research to describe, explain and analyze the data from the result of coordination happened. This research is aimed to assess the process of coordination between institutions and actors in the handling and mitigation of disaster. Based on the analysis of the data obtained that the disaster handling, particularly in disaster handling  in the district of Sleman, especially in coordination goes not so well. One of the causes of slowness in the evacuation of the victims and provision of relief at the beginning of disaster is lack of coordination in the field. Lack of coordination due to the absence of leaders of SATLAK PB making parties or other actors take over the tasks of SATLAK PB. The alteration are strongly felt since the military and other actors involved in the handling of the disaster victims, but communication which is established  does not go so well, especially in the distribution of relief. Where parties who want to provide relief to victims immediately are not allowed giving directly regarding the procedure. From the analysis, it is time SATLAK PB should fix both of the structures, personnel, and leadership which is prohibited to be done by a bureaucrat. This is to avoid overlapping of work and for the efficiency goals of the organization which are as coordinator of disaster management and in the field

Abstract

Abstract:The aim of this research is to explain the network policy which exists in the management of Colo Irrigation System as a part of Bengawan Solo River Area Water Resource Management System. The state guarantee all the people have rights to utilize water for their daily life, to ensure their healthy life, clean, and productive as well ass the constitution have been wrote down. Colo Irrigation System, hold the important role to more than 24.000 hectares of rice fields irrigation across six regions in Central Java and East Java Province. The consequences of water irrigation utilization pushing collaboration in a policy network to bridging every actor’s interest to the existing of Colo Irrigation System. This study tried to look the network model, mapping the actors that been involved in, digging the root problems which effecting various obstacle to the collaboration and search for the solution, also to looking for the practically problems. The kind of this study is a descriptive analysis that aims to describe the symptoms as well as symptoms analyzed using a qualitative approach. The subjects in this research are related government institutions in national until local level, and also the farmers community (P3A). There are many methods to collecting data in this research, non participant observation, in-depth interviews and documentation studies. The results showed that a policy network as a pattern of actor’s cooperation in the management of Colo Irrigation System does exist. And there are two level of the policy network involved in this collaboration, which are Tim Koordinasi Pengelolaan Sumber Daya Air Wilayah Sungai Bengawan Solo dan Komisi Irigasi Kabupaten Sukoharjo.Keywords: Policy network, irrigation system, public policy.Abstraksi:Tujuan dari penelitian ini adalah untuk menjelaskan jejaring kebijakan yang ada dalam pengelolaan Sistem Irigasi Colo sebagai bagian dari Sistem Sumber Daya Air Wilayah Sungai Bengawan Solo. Pemerintah menjamin semua masyarakat memiliki hak untuk memanfaatkan air bagi kehidupan mereka, memastikan mereka hidup sehat, bersih, dan produktif sebagaimana yang telah diamanahkan undang undang. Sistem Irigasi Colo memegang peranan penting atas lebih dari 24.000 Hektar lahan persawahan di enam kabupaten di Provinsi Jawa Tengah dan Jawa Timur. Konsekuensi dari pemanfaatan air irigasi adalah mendorong kolaborasi di dalam jejaring kebijakan untuk menjembatani kepentingan setiap aktor atas keberadaan Sistem Irigasi Colo. Kajian ini bertujuan untuk mencari model jejaring, memetakan aktor yang terlibat di2dalamnya, menggali akar permasalahan yang menyebabkan beragam kendala di dalam kerja sama dan akhirnya mencari solusinya, termasuk mencari permasalahan permasalahan di lapangan. Jenis kajian ini adalah deskripsi analisis yang bertujuan untuk mendeskrisikan gejala gejala yang telah dianalisis dengan pendekatan kualitatif. Subyek penelitian adalah instansi pemerintah yang berkepentingan dari level nasional hingga lokal, dan juga Paguyuban Petani Pemakai Air (P3A). Ada banyak metode pengumpulan data di dalam penelitian ini, yaitu observasi non partisipatoris, wawancara mendalam, dan kajian pustaka. Hasilnya menunjukan bahwa jejaring kebijakan sebagai sebuah pola kerja sama antar aktor di dalam pengelolaan Sistem Irigasi Colo memang ada. Dan ada dua level jejaring kebijakan yang terlibat di lama koordinasi, yaitu Tim Koordinasi Sumber Daya Air Wilayah Sungai Bengawan Solo dan Komisi Irigasi Kabupaten Sukoharjo.Kata kunci: Jejaring kebijakan, sistem irigasi, kebijakan publik

Abstract

Pembangunan kesehatan merupakan usaha untuk memenuhi salah satu hak dasar rakyat. Pembanguan kesehatan harus dipandang sebagai sebuah investasi untuk meningkatkan kualitas sumber daya manusia dan mendukung pembangunan ekonomi. Obat merupakan salah satu intervensi kesehatan yang paling nyata dan paling dirasakan oleh pasien yang berkunjung di tempat yang menyediakan fasilitas kesehatan. Sistem distribusi obat memeiliki peranan kunci dalam menentukan bagaimana obat yang menjadi komponen penting pelayanan kesehatan bisa didapatkan oleh masyarakat. Sulit tidaknya obat didapatkan masyarakat sangat bergantung pada mekanisme distribusi obat dipraktekkan.Penelitian ini merupakan penelitian fenomenalogi yang menggunakan analisis deskriptif kualitatif yang memberikan gambaran mengenai situasi dan kejadian Maupun proses dalam implementaasi kebijakan distribusi obat pelayanan kesehatan dasar menurut SK Menteri Kesehatan RI Nomor : 1426/MENKES/XI/2002 di Dinas Kesehatan Kota Semarang.Implementasi kebijakan distribusi obat pelayanan kesehatan dasar menurut SK Menteri Kesehatan RI Nomor : 1426/MENKES/XI/2002 di Dinas Kesehatan Kota Semarang sudah berjalan cukup baik. Hasil penelitian menunjukkan bahwa peraturan dan pedoman yang sudah dibuat terkait proses distribusi obat sudah dijalankan, namun human error dan miss communication masih menjadi penghambat bagi kelancaran kegiatan tersebut dan perlu diadakan pembenahan.Saran bagi Dinas Kesehatan Kota Semarang sehubungan dengan implementasi kebijakan distribusi obat di Semarang adalah pembenahan sistem komunikasi, baik antar instansi maupun antar pegawai, pemenuhan sumber daya, serta training dan pelatihan guna menajamkan kemampuan pegawai sebagai komponen penting dalam proses distribusi obat.

Abstract

ABSTRAKSI Desa adalah unit penyelenggaraan pemerintah yang paling kecil dan justru karena unitnya yang kecil ini maka (secara teoritis) terbuka untuk mewujudkan gagasan demokrasi langsung. Upaya Pemerintah Desa dalam pembangunan desa secara bottom up pada hakekatnya tidak lain dari suatu upaya politik developmentalism di desa, yang penyelenggaraannya ditekankan pada dua aspek yaitu pertama, menciptakan ruang atau peluang bagi masyarakat untuk mengembangkan dirinya; kedua, mengupayakan pemberdayaan masyarakat agar mampu memanfaatkan ruang/peluang yang tercipta (Bintarto, 1989 : 13–15). Desa Lodaya Kecamatan Randudongkal Kabupaten Pemalang merupakan salah satu desa yang kurang memberikan ruang bagi masyarakat untuk ikut berpartisipasi dalam pembangunan desa, ini dilihat dengan adanya setiap pembangunan desa hanya orang-orang terdekat Kepala Desa saja yang ikut berpartisipasi, bahkan seseorang yang notabanenya sebagai Ketua BPD (Badan Perwakilan Desa) yang seharusnya menjadi jembatan apresiasi masyarakat ikut serta dalam pembangunan tersebut. Desa Lodaya Kecamatan Randudongkal Kabupaten Pemalang merupakan salah satu desa yang kurang memberikan ruang bagi masyarakat untuk ikut berpartisipasi dalam pembangunan desa, ini dilihat dengan adanya setiap pembangunan desa hanya orang-orang terdekat Kepala Desa saja yang ikut berpartisipasi, bahkan seseorang yang notabanenya sebagai Ketua BPD (Badan Perwakilan Desa) yang seharusnya menjadi jembatan apresiasi masyarakat ikut serta dalam pembangunan tersebut. Penelitian ini menggunakan penelitian kualitatif, dengan pendekatan deskriptif analisis. Penelitian kualitatif lebih berupaya memahami situasi tertentu yaitu meneliti tentang upaya pemerintah desa mendorong partisipasi masyarakat dalam pembangunan desa. Penelitian ini merupakan tipe penelitian deskriptif yaitu penelitian yang memuat gambaran mengenai situasi dan kejadian, ataupun termasuk proses-proses yang sedang berlangsung dan pengaruh fenomena-fenomena yang ada. Berdasarkan hasil pengamatan di lapangan, maka dapat disimpulkan hal-hal sebagai berikut: 1) Secara prosedural dan petunjuk pelaksanaan, rencana kerja dan rencana pembangunan secara tertulis untuk Desa Lodaya Kecamatan Randudongkal Kabupaten Pemalang telah sesuai dengan ketentuan yang berlaku umum bagi level pemerintahan desa/kelurahan; 2) Langkah yang dilakukan Pemerintah Desa Lodaya dengan memberikan kewenangan kepada Dusun untuk melaksanakan pembangunan sesuai dengan kebutuhan masyarakat di masing-masing Dusun memberikan motivasi sendiri bagi masyarakat untuk lebih berperan aktif dalam pembangunan yang akan dan dilaksanakan oleh pemerintah desa; 3) Faktor penghambat , ini menyebabkan pembangunan di Desa Lodaya sedikit ketinggalan dari desa lain yang lokasinya tidak jauh dari pusat Kecamatan Randudongkal; 4) Faktor pendukung merupakan aspek yang sangat mendukung untuk kemajuan desa terutama dari pembangunan. Hasil pengamatan selama penelitian dan masukan dari para informan baik dari perangkat pemerintahan desa maupun masyarakat yang dilibatkan di dalam penelitian ini menjadi tolok ukur inisiatif selanjutnya, antara lain dengan memberikan keleluasaan masyarakat Desa Lodaya untuk ikut serta secara lebih aktif dan nyata dengan memberikan independensi yang lebih leluasa kepada mereka untuk memberikan sumbangan kepada pembangunan desa.
