Abstract

This study was conducted at the Overseas Technical Cooperation Bureau, Ministry of State Secretariat. The purpose of this study is to describe and analyze workload, motivation and employee performance, to test the influence of workload towards employee performance, to test the influence of motivation towards employee performance, and to test the influence of workload and motivation towards employee performance at the Overseas Technical Cooperation Bureau, Ministry of State Secretariat. The research method was qualitative research method. The data in this study were gained through questioner and interview. In analyzing the data, the writer used Kendall Correlation Coefficient, Kendall Concordance Coefficient, and Determination Coefficient. The result of this study showed that the employee performance of the Overseas Technical Cooperation Bureau, Ministry of State Secretariat was not good. The result of this study showed that the workload of the Overseas Technical Cooperation Bureau was not good. The result of this study showed that motivation of the Overseas Technical Cooperation Bureau was not good. The influence of workload towards employee performance was 14,28%. The influence of motivation towards employee performance was 19,80%. The influence of workload and motivation towards employee performance was 1,02 and the other 98,98% was effected by other factors. The result showed that there was positive and significant correlation between workload and motivation towards employee performance. Conclusions in this research third variable that is the employee performance, workload and motivation are still said to be less good. It is viewed from the work of nonconformity with a standard, less mampunya employees in understanding a task, of the division of work because of limited human resources, and the absence of the awards for employees who work with both, diligent and discipline. From this research and the author gives advice of the need of training the operation of database input for employees because of the system change, the need of additional employees to workload no weight and need to increase the motivation through the award.

Abstract

Indonesia is at the fourth position of the highest tuberculosis sufferers in the world after India, China, and South Africa. Tuberculosis prevention in Indonesia has been done in accordance to Tuberculosis Prevention National Program that was proclaimed by Health Ministry of Republic Indonesia for all Regencies and Cities. By deciding 70% target invention from total estimation and curing minimum 85% from total patient that are positively tuberculosis. However, implementation tuberculosis prevention program in Semarang Regency in invention amount has not reached national target. Invention amount of tuberculosis patients that are gained only reachs 24,42%, and the recovery level reachs 94,08%. The purpose of this research is to know how implementation tuberculosis prevention program that is done by Semarang Regency Health Department by using indicator effectiveness implementation policy that consist of: policy accuracy, implementer accuracy, target accuracy, environment accuracy, process accuracy, and also the factors and implementation of tuberculosis prevention program resistor. The research uses a theory of George C. Edward III by Top Down approachment. This research focuses on implementer program in implementing tuberculosis prevention program by noticing its communication factor, resources, disposition, and birocracy structure. The research uses descriptive qualitative research method. The result indicates that the implementation of tuberculosis prevention program in Semarang Regency is not effective yet, it happened because some implementation effectiveness indicators has not been fulfilled enough. On the other hand, there are several factors that resist the implementation of tuberculosis prevention program in Semarang Regency. It is needed addition of competent human resources in tuberculosis prevention field and involve department society strategic.

Abstract

Control is one aspect in the development of a State which has the role and influence are very important because it involves the lives of many people. In the process of development control, closely related to the Spatial as stated Act 26 of 2007. Its aims to provide harmony, harmony, balance, sustainability, and environmental success. The purpose of this study is to investigate the implementation process and analysis Regents Regulation No.53 of 2011 Regional Bandungan, Semarang discussing development control in Semarang District and the factors that influence a Regents Regulation impelementation No.53 of 2011This type of research used in this study is descriptive in order to give an idea or an explanation of the data acquisition and qualitative research prosedure, the data obtained from interviews, observations, and archival. The result of the study are considered relevant to the problem under study analyzed qualitatively through data reduction corresponding to the key problem in the study and focus on the main issues to be answered in this study The results showed that the implementation Regents Regulation No.53 of 2011 District Bandungan, Semarang city administrations has done sought to control hotel development in District Bandungan. But its constrainedbyseveralfactors, including (1) ZoningRegulations, there arebuildings thatstoodonthe borderroads, buildings, andriver banks; (2) Licensing, indifferencehotel ownerswhodo notcomply with theorderpermittingthe construction ofthe hotel; (3) disincentive and incentives, such as sanctionsandrespect for hotel owners who violate and abide by the rules, (4) communication, poor communication between the government and the owners of the hotel and (5) the disposition, less commitment on the part of implementing the policy. In overcoming these obstacles, there are some suggestions that can be done such as the need for socialization and commitment regarding the meaning and content of the established policies and regulations governing the four factors contained in policy implementation with regard to development control.

Abstract

Humans have an important role in any activity / work in an organization or institution, as humans become planners, perpetrators and determining its form objectives of the organization / agency. The purpose is not possible without the active role of employees even though the means owned by institution are adequate. . In an organization or agency human resources (HR) employee is one factor to improve productivity performance of an organization or agency.Therefore, the necessary human resources that have high professionalism and competence as it can support the improvement of the performance of employees in an organization or institution. This study uses a quantitative analytical approach. Until that is used in this study were 82 respondents who are employees of the Directorate General of Oil and Gas. The analysis used isthe correlation coefficient . From the results of this study demonstrate the performance of the Directorate General of Oil and Gas classified in the category quite well that is equal to 73.8%. The magnitude of the relationship between motivation (X1) with employee performance (Y) is equal to 27.66%. Thenthe work discipline (X2) with employee performance (Y) is equal to 29.59%. Then between motivation (X1) and discipline (X2) affect employee performance (Y) simultaneously by 63.04%. These results indicate a significant relationship between motivation and discipline of work with employee performance.

Abstract

In every organization qualified element is needed to maximize performance. The human resources that the organization has have a variety of characteristics, including job competence, motivation and performance. The role of human resource in the organization is important because this source will become the factor that drives the organization to achieve its intended purpose. This study was conducted to determine the relationship of competence and motivation with the performance of Wonosobo district’s social service. This study used quantitative research with technique of sampling all employees who are 18 respondents. The analysis used was Spearman rank correlation test. Findings from the study indicate that the hypothesis which stated that there is a positive correlation between the ability and motivation to the performance of Wonosobo District’s Social Service is significantly acceptable with correlation coefficient value of each relationship is; the relationship between the performance of Wonosobo District’s Social Service with competence, is 0609 and the relationship between Wonosobo District’s Social Service performance of Wonosobo District’s Social Service with work motivation, is 0662. The result of the study showed a positive and significant relationship between competence and motivation with performance of Wonosobo District’s Social Service. This means that by increasing the competence and organizational performance will increase with increasing the motivation to increase organizational performance .

Abstract

The background of this research began in the increasing needs ground transportation especially a train that are required will be the provision of good service in accordance with standard that has been set and meet customers expectations. A service provided can impact on customer satisfaction in the use of services in Semarang Poncol station. need of special attention from PT .Kereta Api Indonesia to make the quality of service at the Semarang Poncol station not stop and always been an increase in continuous. This research will know the level of customer satisfaction and indicators need to which priority to increase in Semarang Poncol station using descriptive quantitative. The total sample taken as many as 100 people customers using Semarang Poncol station service. This research using the measurement of satisfaction through five dimensions waiter namely the quality of tangible, reliability, responsiveness, assurance, and empathy by comparing between performance ( X ) and hope ( Y ) and cause to feel satisfied or dissatisfied. Based on the results of the tests the level of customer satisfaction there were seven out of twenty three indicators that are considered important in determining the satisfaction of customers who have high interest but in the implementation level low that can be found the level of customer satisfaction to very unsatisfactory until unsatisfactory. These indicators seventh among other: 1. the lounge facilities, 2. the toilet facilities, 3. the place of worship facilities, 4. the facilities up and down train carriages ( train ), 5. the facilities of disabled people, 6. the accuracy of the arrival and departure train, 7. the speed and the readiness of the officers in providing services , while in the fifth dimension that have low level of satisfaction is a tangible dimension get 73,32 % assessment (unsatisfactory) .

Abstract

ABSTRACT The geographic condition in every regional development regions in indonesia causes is not homogeneous on regional development. Therefore, implemented a decentralization that regional local understanding of the conditions and each for its potential can be used. Development in the infrastructure sector one of which became an integral part of national development because infrastructure of the cogs of economic growth. Infrastructure development requires huge cost. So the government has not been able to pay for it own .One of the alternative solution to solve the problems is in cooperation with investors from private sector by working together. One of cooperation with third parties (private) conducted by the district government Semarang is development and management of clean water between PDAM District Semarang with PT Sarana Tirta Ungaran. This partnership model is a Build Operate and Transfer (BOT), concession period of 27 years and as a source of raw water is Tuntang River. The legal framework underlying the implementation of the cooperation policy is Semarang District Regulation No. 13 Year 2010 on Regional Cooperation. This study aims to analyze how the implementation of regional cooperation between PDAM Semarang with PT STU, as well as some of the supporting factors and obstacles in this cooperation. The results of research on the implementation of this cooperation shows two core problems, there are many industries that use underground water for their production needs and condition of the water distribution pipes that are prone to leak. Researchers recommended governmental interference on this problem , for example making a rules of prohibition the uptake of water underground in big amount and in conformance to selling water tariff , in order to be sustainable cooperation and mutual benefit .

Abstract

Policy implementation of street children handling is one of the effort made by the government to remove the children lived in the street by fulfill their rights. Policy implementor are Social Service, Labour and Transmigration of Yogyakarta and the Association of Social Worker Yogyakarta. The purposes of this research are to analyze the process of policy implementation of street children handling and factors that support and hinder policy implementation of street children handling in Yogyakarta city. The effectiveness of the policy implementation process viewed from 4 factors: appropriateness of the policy, the accuracy of the executor, the target accuracy, and precision of the environment. For enabling and inhibiting factors using the theory of Van Meter and Van Horn are standard and policy objectives, resources, communication between organizations and implementing activities, the characteristics of the implementing agency, social, political, and economic environment and disposition implementor. This study used a qualitative approach with descriptive type of research, because research aimed to illustrate how the process of policy implementation of street children handling performed deeply by the facts. Analysis of this research were field observation, interview, and literature study. Then doing reduction data, data presentation, and drawing conclusions based on the analysis and presentation of data. The results of this research wasn’t able to solve the existing problems of street children yet, but able to reduced the number of street children. The inhibiting factors were funds, private role, social and economic environment of Yogyakarta city.

Abstract

Employee's performance is the foundation of an organization's performance. This study aimed to determine the relationship of employee's ability and employee's work motivation of to the employee's performance in the Directorate of Civil State Compensation in Central State Personnel Board Jakarta. Researchers use a type of explanatory research by distributing questionnaires to obtain data on the 21 respondents. Testing was performed using Spearman rank correlation analysis. The results showed that the hypothesis that there is a positive correlation between ability and motivation on employee performance, acceptable significantly with a correlation coefficient of each relationship is the relationship between the performance of employees with employee's ability is 0.826 and the relationship between the performance of employees with employee motivation is 0.440. The results showed a positive and significant relationship between ability and motivation on employee performance. It is meant to improve the performance of staff in the Directorate of Civil State Compensation Reform in Central Jakarta State Personnel Board can be done by providing an assessment of employee performance, technical training for capacity building, and special attention to employees with regard to the availability of the policy on employee welfare.

Abstract

Organizational performance is an outcome at the level or organization unit analysis. The performance at this organizational level is related to the organizational goals, organizational design, and organizational management. Badan Pertahanan Nasional (BPN) is non-ministerial governmentagencieswhichis under and responsible to the President. It is conducted by the head office (in accordance with Government Regulation number 10 of 2006). BPN has a duty to carry out government task in the land sector of national, regional, and sectoral. This research will analyze organizational performance anddimensions whether support or impede the organizational performance in Land Office of Semarang. This research uses organization theory and five dimensions of work measurement, which are dimensions of productivity, quality of service, responsiveness, responsibility, andaccountability. Methods of collecting data used by researcher are through interview and documentation with all matters related to the Land Office of Semarang. The result of this research shows that Organizational Performance in Land Office of Semarang is still not optimal. This is happened because there are still found some obstacles on dimensions of productivity, like human resources problem and lack of agrarian socialization to the people, and also the length of time to finish a task. While supporting dimensions of organizational performance in Land Office of Semarang that work well are dimensions ofservice quality, responsiveness, responsibility, andaccountability. To solve the problem, there are some solutions to optimize the organization performance that can be done by Land Office of Semarang like doing education and training to improve the quality of human resources, doing socialization to the people regularly and thoroughly, and adding honorary workers to ease the workload in Land Office of Semarang.
