Abstract

A clerk as human resources main in running an organization prosecuted not only have the skills and the ability of course but also is required to adhere to and obey regulation that has been set previously organization , hence needed real role of a leader to invite and affect employees to obey existing regulation by applying force leadership that effective .A style of leadership that effectively will not give influential if there is no support spirit and desire in self employees as motivation in self employees to comply with rules and norms existing in order to create prime services for the community and the goals of the organization. This research both type research ( explanation ) who tried to explain the relationship between variables as well as test a hypothesis that has been formulated , where researchers trying to find out the relationship between the style of leadership and motivation working with the awareness of discipline the land office semarang city , with the total sample 34 people employees .Data collection by observation , the questionnaire , interviews and a literature review , then analyzed in qualitative and quantitative ways .The testing of hypotheses with using analysis koefisiensi correlation rank kendall , konkordasi kendall and to know the size of the relationship between variables used koefisiensi analysis determined with the help of spss program. The research results show that the relationship with the leadership style discipline to 15.5 %, while relations with the motivation of the work of work discipline 21,9 % and discipline of work associated with the style of leadership and motivation simultaneously by 6 percent .The results of research shows that there is a positive relationship between the style of leadership and motivation of employees to work discipline employees work .Recommendations that the author of give it that is underscored the rules and good governance and working in imposing real doubtful , the need of adjustment of the style of leadership that applied by the leader with the level of maturity employees , and the last need the support of leaders such as the appreciation and praise directly as a form of appreciation to the employees.

Abstract

Penataan Ruang Terbuka Hijau menjadi bagian yang tidak terpisahkan dari Rencana Tata Ruang Wilayah (RTRW) Daerah. Masalah yang muncul pada Pelaksanaan kebijakan penataan ruang terbuka hijau di Kabupaten Semarang karena juklak dan juknis atau turunan Perda maupun standar operating procedures belum ada, kerancuan aturan antara Permendagri dan Permen PU yang mengatur klasifikasi ruang terbuka hijau, adanya ego sektoral politik anggaran, serta bentuk informasi yang belum terlalu teknis. Penelitian ini menggunakan teori implementasi top down dari George C. Edwards III. Teori dari Edwards III digunakan untuk menganalisis dan mendeskripsikan faktor pendukung dan penghambat implementasi Penataan Ruang Terbuka Hijau di Kabupaten Semarang. Khusus untuk mendeskripsikan implementasinya, menggunakan teori dari Jones. Tujuan penelitian ini yaitu mendeskripsikan implementasi kebijakan penataan Ruang Terbuka Hijau dan kendalanya. Tipe penelitian yang digunakan adalah penelitian deskriptif. Metode penelitian yang digunakan adalah metode penelitian kualitatif. Teknik penarikan sample menggunakan teknik purposive sampling. Teknik pengumpulan data yang digunakan adalah teknik observasi, wawancara, dokumentasi dan studi pustaka. Sedangkan teknik pengolahan data menggunakan teknik triangulasi untuk menarik kesimpulan. Kesimpulan penelitian ini antara lain implementasi yang melibatkan beberapa instansi terkait pelaksanaannya dikomunikasikan secara jelas kepada implementor melalui disposisi dan arahan dari pimpinan yang dilakukan secara struktural. Untuk mengkomunikasikan kebijakan dilakukan sosialisasi dan rapat koordinasi. Rekomendasi yang penulis berikan yaitu Perlu disusun juklak juknis Perda maupun turunannya; Perlu disusun SOP Perda agar pelaksanaan kegiatan sesuai standar; Perlu informasi teknis yang menyebutkan secara khusus program pelaksana penataan ruang terbuka hijau; Pemda harus memberikan sosialisasi kepada masyarakat tentang kebijakan penataan ruang terbuka hijau serta pengawasan dan perawatan pada ruang terbuka hijau yang sudah ada.

Abstract

A quality service rated if already meet the satisfaction of its customers , if customers feel satisfied then these services could be said that quality. The rapid growth of Semarang city increase transportation necessity. The government of semarang city hold public transport based on fast with the fare affordable, such as bus rapid transit (BRT) Trans Semarang but BRT Trans Semarang service corridor IV is still not optimal. There are many problems in several factors like time for a long wait for the bus, the officers in shelters, the complete facilities and infrastructure, lack of priorities for users who have special needs and the officer’s behavior to passengers. The author using a technique quantitative data analysis using mean to find the average score the implementation level service performance and the average level of the interests of service. There are 15 service element used as a material assessment of performance and the interests of service are the clarity, the ability of officers, the responsibility of the officers, discipline of officers, courtesy and kindness officers, procedures, the convenience of the environment, the terms of service, security, get the service of justice, the completeness of facilities and infrastructure, the certainty of cost, the speed of service, the schedule of certainty and reasonable costs. The average of service performance element is 2.80 so that an element that has the value of the average under that needs to be improved. While the average of interest element is 3,84 so that an element that has the value of the average above that need attention for its performance. Based on this research result that there are still some element of the services need to be the main priority in the repair because it is still poorly and is important that the courtesy and kindness comfort environment, the security services, fairness to get the service, the complete facilities and infrastructure and the service schedule.

Abstract

The problem that occur in Kutowinangun, Kebumen related with Third Water Supply And Sanitation For Low-Income Communities Project (WSLIC-3 or PAMSIMAS) is many people in these location is difficult to get clean water. Beside of that, the people also don’t understand how to a good sanitation is, because there are still many people who do not reflect the behavior of a healthy lifestyle, such as defecation, so that rates of diarrhea is still quite high. The purpose of this study is to identify and analyze the social impacts and factors affecting WSLIC-3 or PAMSIMAS Program. Data is collected with interviews and observations technique, and processed and analyzed qualitatively. The result showed that social impact perceived by the people after WSLIC-3 or PAMSIMAS program applied is more the people feel more convenient and easier to access clean water and sanitation, improve self-awareness of children from an early age to have a clean and healthy behaviors supported by sanitation facilities in schools, as well as an improvement of hygienic and healthy behavior, although the impact has not been fully felt by the entire people yet. This is due to several factors affecting the mindset of the people who still rely on government assistance, economic constraints, and the negligence of the operator. The suggestion of this research is the need for intensive guidance to the people to apply a clean and healthy lifestyle, as well as regular monitoring of physical facilities.

Abstract

The existence of street vendors (PKL) in Semarang which increases every year makes Semarang government seeks to make arrangements and coaching. Form of regulation and guidance through Regulation No. 11 of 2000. This was done in view of the presence of street vendors, especially in Sub Karangtempel Eastern District of Semarang contribute to regional revenue by withdrawal retribution. However, the existence of the street vendors also disturb the cleanliness, the road scenery, or even sometimes cause traffic jams as street vendors put merchandise in vain. Problems studied related to how the implementation of Regulation No. 11 of 2000 and inhibiting factors in the implementation of Regulation No. 11 of 2000. This study uses descriptive qualitative research methods. The technique of collecting data by in-depth interviews, documentation and observation studies.The results showed that the implementation of Regulation No. 11 of 2000 on the policy setting and street vendors development at village Karangtempel Eastern District of Semarang still not going well. This is can be viewed from the mechanism of implementation of Regulation No. 11 of 2000 experienced overlapping authority and are still violations committed by street vendors to Regulation No. 11 of 2000. The violations occurred among street vendors who put merchandise on the patio or sidewalks, street vendors permanent buildings along East Flood Canal river, non-compliance in the street vendors pay the levy. Inhibiting factors encountered in the field is limited funding sources, awareness of vendors to Regulation No. 11 of 2000 is still low, and so the firmness of the implementor. So that the implementor need to consider factors such as resources, communications, disposition and bureaucratic structures so that the implementation of Regulation No. 11 of 2000 on the policy setting and street vendors development at Village Karangtempel Eastern District of Semarang can run effectively and efficiently.

Abstract

Environmental imbalance caused as more demand than available land designated as green areas is an important note to Rembang Regency to create policies that focus on how to balance the environment. Green Open Space Policy in Rembang refer to Regulation No. 14 of 2011 on Rembang Spatial Planning. The existence of specific policies for protected areas and open green spaces in urban areas in Rembang also listed in Rembang spatial policy. Qualitative descriptive method is the method used in this study, to determine the factors driving and inhibiting in the implementation of Green Open Space Policy in Rembang using the theory of George C. Edwards III, covering four factors: Communication, Resources, Disposition, and Bureaucratic Structure. The result showed that the Green Open Space Policy in Rembang able to increase the supply, regulation and maintenance of green open space. KBT Marine Parks, Parks Borotugel, Mondoteko Park and updating of Rembang City Square are growing evidence of consistency in the government in meeting the 30% that has been mandated for green space. Research in the Green Open Space Policy implementation in Rembang recommends: (1) Sharing the determination of budget between Parliament and related implementing agencies in order to 2 adapt the needs the budget; (2) Provision of seeds in support of NGOs and community greening program; and (3) Increasing public participation in the development and management of green space.

Abstract

An integrated movement of health, economic, education, infrastucture, enviroment (GERDU KEMPLING) program in Semarang is a policy about accelerating proverty reduction and the real action of “Sapta Program” from Semarang Goverment. The policy has a goal for reaching the decreacing of proverty’s level in 2011 – 2015 at Semarang. In the first idea, it has been planned that the policy would invite all sectors in Semarang, including private sectors and the citizen. Then a policy can be applied well, if it uses a correct policy instrument in its implementation. And in this research, it will discuss about which one of policy instrument that has been used in Gerdu Kempling program. The result shows in implementing this policy, the actors use mixed instrument, and more head for subsidies instrument. It’s proved by there are mixturing among regulation from compulsary instrument and family and community and market from voluntary instrument. After that, the subsidies instrument can be proved by types of help that have been given to poor citizen, which are coaching and tools. In other hand, in implementing this policy with mixed instrument has some problems in it. Over all, the problems are about support instruments have not maximal in their action.

Abstract

ABSTRACT One of the programs of tourist affair development which is managed by department of culture and tourism of Semarang City is developing tour destination especially developing the tourist area named “Upgrading the Semarang Zoo”. Semarang Zoo area becomes one of flagship programs developed by the government because the area has a great potential to give its largest contribution for PAD. This study used descriptive qualitative method and strategic management theory in explaining appropriate strategic issues for Semarang Zoo development by using SWOT data analysis. The data are collected from interview, field notes , a photograph , documents and observation.The result of this research indicates that tourist area development at UPTD Semarang Zoo has not brought maximal result. It can be seen from the lack of facility maintenance, such as the dirty toilet, people’s complaint of sleazy cage, incomplete facility, lack of socialization and promotion. Therefore, it is need new technology in managing and developing the tourist area at Semarang Zoo. For example there is no cage reconstruction but rather there are addition of animal collections, cleaning services and attraction to promote it

Abstract

Human resources is driving organizations to connect all his energy, mind, talent, creativity and strive for the sake of the survival of the organization. Nowdays, One thing is often still a connection problem in the relationship between people and governments in the region is in the field of public services, especially in terms of quality or service quality of government officials to the public. This study aims to determine the dimensions of what drives performance and hinder the performance of employees in the District Margadana Tegal and to analyze and describe the performance of the Civil Service in the District Margadana Tegal. This study used a qualitative descriptive method Subdistrict Margadana locus and focus research on the performance of staff members. Instruments in this study is the researchers themselves, who act as planners, implementers in collecting data, analyzing, interpreting the data and writing research reports that assisted with the interview, the informant purposive sample selection techniques. Mechanical analysis is done through reduction, data presentation and conclusion by using taxonomic analysis. Based on the survey results revealed that the overall performance of employees is not good, there are still many things that need to be repaired it can be seen from many dimensions that hinder the performance of employees in the District Margadana. The dimensions that support the performance of employees in the District Margadana is the dimension of knowledge work, cooperation dimension, the dimension of personal qualities, while inhibiting dimension is the dimension of the quantity of work, dimensions quality of work, creativeness dimensions, the dimensions of dependability, and the dimensions of the initiative. Suggestions are presented in this study is the leader should implement the target time, and more emphasis to pay more attention to and comply with existing standards work system, the leader must be able to be more open so as to create conditions that can motivate subordinates and provide comfort to employees to submit ideas , there must be strict sanctions so that a deterrent effect, and requires the employee to make the planning work and individual work schedules.

Abstract

Performance is the result of work that had attained by person in a group or organization in accordance with the authority and responsibilities. Organizational performance is the achievement of result at the organizational level or unit of analysis. Performance on the level of the Organizatinal related the objectives of the Organizational, design, organization, and management of the organization. Bidang Pasar Dinas Koperasi, UMKM, Perdagangan, dan Perindustrian Kabupaten Semarang which has a role as provider of public services, especially in the field of Stup and management of Traditional market, serve the community by providing a safe market, comfortable, orderly, clean, and healthy. The purpose the research was to analyze the performance of the Bidang Pasar Dinas Koperasi, UMKM, Perdagangan, dan Perindustrian Kabupaten Semarang. Analyzing the factors that support and hinder the performance viewa of three dimensions such as responsivity, outcome, and benefit and three factors that influence the organizational such as leadership, team work, and human resources. The results of the study as a whole, the performance of the Organizatinal could not be said to be optimal. On dimensions responsivity, outcomes, team work, and human resources proved still need any improvement.
