Abstract

PNPM Mandiri is a national program run by all citizens to reduce poverty and expanding employment opportunities through efforts to improve community empowerment and independency in the purpose of enhancing the quality of life and the level of public welfare. The community itself is the main player. This evaluation is needed to see the results of this policy, as well as the supporting and inhibiting factors of the implementation by using William Dunn’s policy evaluation indicators and community empowerment according to mardikanto, it is the effectiveness of, sufficiency , the accuracy of , participatory , transparency and accountability . Evaluation of PNPM in Sub Rowosari that in the evaluation indicators, three of which are still considered not a maximum that is based on the effectiveness, adequacy and participatory.Meanwhile, the assessment of the evaluation indicators which is considered as good are in the accuracy, transparency and accountability. However, the obstacle of this program is the lack of participation and knowledge of the community to the PNPM Mandiri which make the unsatisfying outcomes of the program itself. Modernization and the existence of self-inteest are also the inhibiting factors of this program. The results of these studies indicate that the program has been successful in Sub Roworasi but not maximal. The recommendation for this program like socializing more evenly, programs do not always on physical development, attempt to follow the development, sanction for community groups who have certain interests, the need for monitoring and assisting in community groups routinely.

Abstract

The quality of public services that are the products of a service provided by the committee of public services to the recipient of the service. Integrated services agency permitting of Semarang is an organization operating in the fields of public service licenses. One of the licensing services organised by the licensing services semarang, BPPT Kota Semarang is the advertisement. The aim of this research is to see illustrat about the ads licensing services in BPPT Kota Semarang and also to identify the pro- and retarding the licensing services in ads board the licensing services from Semarang. There are several dimensions used to measure the quality of services provided by BPPT Kota Semarang. That is tangible, reliability, responsiveness, access and assurance. The result of this research shows that the quality of service ads licencing organized by BPPT Kota Semarang can be said is not optimal. It can be proved in dimension tangible, facilities and infrastructure available in BPPT Kota Semarang is still inadequate, in dimension reliability SOP that is in BPPT Kota Semarang not run optimal, in dimension assurance still happens licencing the delays in publishing the ads, there still illegal charges, still found pander act and discipline practice of officers who are still low. Dimensions should be improved to improve the quality of the services which is tangible, reliability and also the assurance, while the dimension that needs to be maintained and improved back is the dimensions of responsiveness and access. Efforts to improve the quality of services can be done with the use of facilities and infrastructure in a more optimized, rewards and imposing punishment on an breaktime in the form put up photo employe of the month every month to the officers who were considered most discipline, extend estimation time services , and improve coordination between the front office with the field of supervision

Abstract

The Government of Semarang city through Perda No. 2 / 2012 about Retribution Market service in Semarang City which is a case study in order to maximize the service of the Johar market. There are many problems in Johar market as the facility is the merchants and residents that is not good they paid retribution, not just in time it found the situation worse in the program, public order and security. Interestingly the fare in pay is not in accordance with Perda No. 2 / 2012 already set in . Based on, the writers interested researched about Retribution Market service in Semarang City which is a case study Johar market. This research is guided by theory belongs Riant Nugroho with 5 precision this is appropriatness of the policy, implementation, enviroment, targets and process to know Perda No. 2 / 2012 about Retribution Market service in Semarang City which is a case study Johar market. To find out by factors in support and inhibitors of the implementation of market levies for the writer holding on to the theory of edward III who consists of resources factor, communication factors, disposition factors, and the bureaucratic structure factors. Researchers used a qualitative approach. The result of suggests that there are still some things should be improved in the process of policy that the awareness of traders in order to carry out retribution, there are many officers not firmly, levy charges must be consistent with the policy set, officers are still the slow and agencies involved to finish problems. While a factor that impeding policy this is not consistent in the implementation of the job, who had not realized that other agencies are reponsible for this policy together, the officers misscommunication between traders and lack of awareness of traders. Giving advice to the writer is the levy to be adjusted, the provision of the facilities must be optimized, officers must firmly, additional security personnel, employeess enhanced quality and quantity, and coordination with related agencies must be done in optimally.

Abstract

Fisheries is human activities that deals with the management of resources and the utilization of biodiversity waters. In Indonesia according to law of Republic Indonesia no. 9/1985 and law of Republic Indonesia no. 31/2004 activities including in fishery started from before production, of production processing up to marketing that have been undertaken in a business systems fishery. In this way fisheries can be considered is a business agribusiness. The government made study of potentials in the fisheries sector where the trend in modern times is industrialization. While the findings in the field is of the increase in a good enough in term of production a food fish and the number of fisheries agents under cultivation that increase significantly. Of the findings that governments create a program that enables the formation of an industrial area good fishery of the stage before production, of production processing the result of production to the stages of marketing. The program is called Minapolitan program which was set in PERMENKP NO. PER.12/men/2010 about Minapolitan. The purpose of this research is to find the implementation of Minapolitan program in Rajapurbawa area in Banjarnegara regency and to know the motivation factor and an impediment to implementation of Minapolitan program in Rajapurbawa area in Banjarnegara regency. The theory used among others the theory of public administration, public policy, and the implementation of policy. Type of research is the type used by descriptive approach qualitative research method. The subjects in this research are 4 people who is chairman of the field in each team Minapolitan on them, and 2 people from a member of one of the field in the team Minapolitan on them. While data collection techniques conducted by interviews and the study of literature. Data analysis done by the technique of the data, the reduction of data, and withdrawal of the presentation of conclusions and verification. The results of the study showed that the implementation of the program Minapolitan in Banjarnegara regency seen from 5 policy indicators the accuracy still reap negative value where there was 3 indicators that has not been right and only 2 indicators that have done exactly in the implementation. This was due to the fact that various factors that hampers the implementation of programs namely resources, factors communication between the organization as disposition, and the organizational structure.

Abstract

Village vocational program is a program that is published by the government in efforts to reduce poverty by providing training to the public in accordance with the existing potential region. Village vocational programs in Semarang has been implemented starting in 2009 conducted by the Education Department of Semarang with a number of activities until the year 2013 amounted to 70 activities in 14 villages. Vocational Education Research Program Implementation village in Semarang is motivated still high levels of poverty in the city of Semarang. This study used qualitative research methods. The sample in this research were taken from three villages in Semarang namely in Wonolopo Village, Village Jomblang and Village Plombokan with each village used samples of 2 activities. Analysis of data using evalusai the performance of activities in accordance with the reporting guidelines for preparation of the government accountability. The phenomenon of research in the form of the factors that affect the implementation, achievement of the respective program of activities and constraints experienced in the implementation of the program. Implementation Program of Vocational Village in Semarang, there are two factors that affect the implementation of that factor and the role of inter-organizational coordination and program resources. Village of Vocational Achievement Program in Semarang for 95,525% and according to the statutes assessment program results are at levels very successful. Obstacles in the implementation of the program is the lack of capital to run the program after the training, the difficulty of marketing, lack of commitment from members continue to pioneer training results and error nature uasaha election activities. Advice given is, (1) Should the budget for business capital so it can be improved; (2) The assistance to the group after training; (3) Selected activities should be able to be observed again adapted to the conditions that exist in the community, the environment in the community, and the interests of society.

Abstract

The existence of traditional markets is one of the most real indicators of economic activities in an area. Johar condition is still bad because there are no supporting facilities and unadequate comfort factor. The aim of this research is to formulate a strategy that must be done by the Market Service of Semarang to improve the management of Johar Market. This research used a qualitative descriptive study. The techniques of collecting data is from the result of the interview. This study used purposive sampling method to determine the informants. The writer identified the internal and external factors by using SWOT analysis, then will be gained strategic issues. The next step is measuring the priority scale by doing litmus test to know the most strategic issue. The results of this research showed that Johar market management strategy has not been optimal yet in solving the existing problems. so we need a new strategy. The recommended strategy is to improve the function and role of stakeholders in developing the potential of Johar market especially in competitiveness , develop the cooperation with government / private sector to improve infrastructure service, improve the coordination between the Market Service, Government, UPTD, and sellers to make renovation of buildings and infrastructure based on the rules from the government, develop cooperation with the government and private sectors to solve the lack of budget, and cooperate with sellers in the arrangement to solve the lack of capacity.

Abstract

Along with the increasing levels of education, science, medical technology and the rapid socio-economic conditions of the awareness of the importance of health in the community, resulting an improvements of the quality of health care, thus becoming a basic requirement, where health services are quality is expected by the public. One of the health service which is owned by the City of Semarang named Semarang Regional General Hospital. The purpose of this study was to determine the level of patient satisfaction with health care quality Semarang Regional General Hospital, then knowing how to improve satisfaction over the quality of health services in Semarang Regional General Hospital. The author using a technique quantitative data analysis using mean to find the average score the implementatiton level service performance and the average level of the interest of service. There are 23 indicators of quality of service that is used as material assesment of performance and the interests of the service. The average of service performance indicator is 2,72, so that an indicator that has the value of the average under the needs to be improved, while the average of interest indicator is 3,54 so that an indicator that has the value of the average above that the need attentionfor its performance. Based on the results of this study that there are still some indicators of quality of service which should be a priority in the repair, because it is still bad and comfort are important, that the waiting room or ward patients, completeness of medical equipment and patient care space, the ability of personnel to provide services in accordance with the procedures and information provided, courtesy and friendliness of clerk, the trust of patient to the hospital personel, risk-free and danger, fairness in providing services.

Abstract

The increase in population has always been follow by the rapid construction of buildings and settlements. With the increasing density of settlements and bulidings, fire risk become higher. Competent authorities to prevent and deal with disaster fire firefighter is an institution. In Semarang competent institution os Fire Department of Semarang. This study was carried out based on the problems that occur in the implementation of programs and activities of the Fire Department of Semarang. the purpose of this study was to analyze the performance of Semarang Fire Department and identify factors supporting and inhibting performance Semarang Fire Department as a firefighter institution. Performance assessment Semarang Fire Department visits of inputs, service quality, efectiveness, and responsiveness. While the factors that affect the performance seen from the structure of the organization, cooperation, and infrastructure. This study used a qualitative descriptive informant derived from Semarang Fire Department employees and from people lived in Semarang. Based on research, the performance of Semarang Fire Department has not been optimal. Therfore, some recommendations can be given to optimizing the use of energy performance such as outsourching and additonal training and education to employees. Immediately prepare Standard Operating Procedure (SOP) to minimize errors. Improved employee competence and completeness of infrastrucuture. Provides the means to be able to accomodate the aspirations of the people.

Abstract

The high level of development in Semarang city can be likened as a double-edge knife. In one side, it has positive impacts, but in the other side it said the opposite. It can be negative for its environment. One of the problems which appeared is floods disaster which often hit in Semarang. The impact of floods can ruin the people activities. One of efforts that Semarang city Government (Pemerintah Kota Semarang) can do is the flood control program through improved drainage Kali Semarang. This program implemented since 2010 and estimated completion in 2015. This research implemented in Dinas PSDA and ESDM Semarang city as a responsible person from the Semarang city Government party. Pengembangan Penyehatan Lingkungan Pemukiman (PPLP) of Central Java Province officer as a responsible person also from Central Java Province and kelurahan Bandarharjo which passed by Kali Semarang. This research is based on the failure of the flood control indicator in the evaluation of RPKD 2014 period about flood control. The aims of this research are to describe The Implementation of Flood Control Program Sub-Component C in Semarang City (Improvement Drainage System Kali Semarang) also describe the driving factor and inhibiting execution in the Implementation Program of Flood Control Sub-Component C in Semarang (Improvement Drainage System Kali Semarang). 2 The result showed that in the implementation there are many cases which can obstruct program implementation. This case is caused by human resources factors, the implementation team of yet understood of the standard and target of the implementation program, and few of community’s participation which caused by social and economic condition. The recommendations which appropriate are socialization about standard and target to entire of the implementation program, the staffing should be appropriate according to the competence, and the community empowerment of disaster area to increase community participation.

Abstract

Nowadays, Tembalang Region that have many universities there become very crowded, gives impact to the flow of traffic fluency, especially for public roadside parking that dispatch some of highroad area. Unfortunately, this condition isn’t complemeted with the revenue from public roadside levy. This reasearch is used qualitative methode and the problems on public roadside parking levy are explained descriptively with phenomenology approach. The target from Local Own Revenue (PAD) that is appointed by Semarang government never fulfilled. Parking Division of Dishubkominfo Semarang had did some efforts to decrease the revenue leakage of roadside parking levy. The large number of illegal parking spot gives much effects for the revenue target achievement. Through this Local Regulation No.2/2012 about Public Service Levies, Semarang government applies the new tariff of parking levy to fulfilled this revenue target. In this research, it can be known that Parking Division had made routine patrol to control the implementation of public roadside parking levy withdrawal. This control is conducted to againts either the illegal parking spot or illegal parking attendants. However, this illegal parking still found. In terms of completeness facilities cannot found in Tembalang Region. Meanwhile, the implementation of public roadside levy policy should be complement with equal facilities either for implementor, such parking sign facilities.
