Abstract

Memasuki era globalisasi diperlukan sarana dan prasarana untuk menunjang terlaksananya pembangunan. Semakin berkembangnya pembangunan perumahan di wilayah Kota Semarang, maka akan semakin luas kebutuhan akan lahan sebagai sarana bagi pembangunan perumahan yang bersangkutan. Permasalahan alih fungsi lahan yang makin marak di Kota Semarang, bencana tanah longsor Trangkil, peningkatan lahan kritis dan banyaknya ruang terbuka hijau yang di alih fungsi. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan menggunakan hasil wawancara dari narasumber yang terlibat dalam pelaksanaan kebijakan tata ruang di Kota Semarang. Data yang didapat dari narasumber digunakan untuk melihat setiap aktor-aktor implementasi dari segi kepentingan (interest) dan kekuasaan/pengaruh (power) dan faktor-faktor yang mempengaruhi keberhasilan peran aktor dalam implementasi kebijakan rencana tata ruang wilayah Kota Semarang. Hasil penelitian menunjukkan bahwa peran dari setiap aktor berbeda-beda dilihat dari kepentingan dan pengaruh/kekuasaan sehingga dapat dikategorikan menjadi 4 kategori aktor, Pemain Kunci/Key Players yang terdiri Bappeda dan Dinas Tata Kota Perumahan, kategori Pendukung/Contest Setter yakni Konsultan Jasa, Subjects terdiri dari aktivis lingkungan dan Satpol PP, dan Pengikut Lain terdiri dari masyarakat, Kelurahan dan Kecamatan. Keberhasilan seorang aktor juga dilihat dari partisipasi aktor, perspektif aktor, aksesibiltas aktor, dan penentuan tindakan. Pemahaman mengenai kebijakan pada masyarakat ditemukan sangat kurang dalam keterlibatan pelaksanaan kebijakan rencana tata ruang wilayah di Kota Semarang. Penelitian ini menghasilkan masukan atau saran kepada pemerintah dalam keberhasilan pencapaian pelaksanaan kebijakan tata ruang. Perlu partisipasi dari semua aktor implementasi kebijakan dan menjaga koordinasi dari semua aktor yang terlibat. Memberikan pemahaman langsung kepada masyarakat melalui sosialisasi yang lebih intens.

Abstract

The backgroud of this research is has not been going well the implementation of disaster management in the city, it is characterized by not maximal implementation at the time of pre-disaster, emergency management and post-disaster.The purpose of this research is to describe how Implementation of the Minister of Social Affairs of the Republic of Indonesia Regulation number 29 year 2012 on Cadets Disaster Preparedness in Semarang that can be rated through three phenomenons, which is pre-disaster, emergency management, and post-disaster. This research uses descriptive qualitative method. The results of the implementation of the Minister of Social Affairs of the Republic Indonesia Regulation number 29 year 2012 on Cadets Disaster Preparedness in Semarang City. Researchers analyzed the factors that support and hinder found in the field include a lack of compatibility between policy and implementing organizations, community support, communications between the lines, the availability of human resources and the allocation of financial resources. The study recommends among other things that need to increase resources both in quantity and quality, to maximize early warning systems, enhance the activity in the delivery of information to the target audience, and maximize the role in the handling of psychosocial services to victims.

Abstract

This research will describe and analyze the performance of Social Rehabilitation Center for ex drug abusers Mandiri (in) Semarang, and aspects that support and hinder. The theory used in this research are five dimensions of performance, which are productivity, quality of service, responsiveness, responsibility, and accountability. This research used interviews, observation, documentation, and literature to collected data. Technique used for selecting the informants is snowball technique. The result of this research indicate that the performance of Social Rehabilitation Center for ex drug abusers Mandiri (in) Semarang is not optimal. Productivity of Social Rehabilitation Center for ex drug abusers Mandiri (in) Semarang is good enough, but still constrained at the lack of professionals in human resources, and the development of infrastructure is constrained in the budget. Quality service of Social Rehabilitation Center for ex drug abusers Mandiri (in) Semarang is not good enough because there is lack of support from human resources and facilities. Responsiveness of Social Rehabilitation Center for ex drug abusers Mandiri Semarang is good enough. Responsibility of Social Rehabilitation Center for ex drug abusers Mandiri Semarang is good. Accountability of Social Rehabilitation Center for ex drug abusers Mandiri (in) Semarang is good because there is accountability and transparency. Aspects that support the performance of Social Rehabilitation Center for ex drugs abusers Mandriri (in) Semarang are the obvious of the division of labor for the employees, employee discipline, and cross-sectoral cooperation. Aspects that hinder the performance of Social Rehabilitation Center for ex drug abusers Mandiri (in) Semarang are limited budget, lack of facilities and infrastructure support, and lack of human resources support in terms of quality and quantity. Based on the research, the performance of Social Rehabilitation Center for ex drug abusers Mandiri (in) Semarang there are some recommendations that can be given to optimize the performance, such as improving the quality and quantity of employees needed, submission of budget proposals for facilities and infrastructure, and community involvement in social rehabilitation program.

Abstract

Musrenbang as a means of development planning shoulde be a deliberative nature in fact not yet as deliberative as expected. This research aims to analyze the implementation of public policy analysis on regional development in Kecamatan Semarang Utara, the factors are supporting and inhibiting implementation, than to formulate for renewed efforts that we need to create Musrenbang in Semarang utara as a one of regional development that showed deliberative values. The result of the research showed that Musrenbang which implemented at Kecamatan Semarang Utara have not fulfilled a deliberative aspects that required, especially on the influence and deliberation aspect. In fact the determination of participants musrenbang has not been implemented through random selection, discussion do not provide comprehensive problems, an escort proposal post-Musrenbang Kecamatan very hard to do, and participation residents who still be on a level apparent participation. Based on that situations, need to efforts starting from increases the budget funds, the provision of socialization and information on time, and hold many activities like “Rembug Warga” to create a Musrenbang as a regional development process that showed the deliberative values.

Abstract

Now days, there are still many people complaining about about the lack of transparency between government and community. It can happen because the low public awareness to utilize the progress of technology and the lack of socialization government using technology. The internet be a primary needed to the peoples, not only in urban areas even in the region has been a need of. E government through the public information aims to access and disseminate information in the regions and center so as easy the people to will have all information about bureaucracy in the areas. In this research the writers use qualitative with dishub of communication informatics where website tegal distric as an object . The research results show the low level of awareness the peoples in tegal distric. It seen from the number of visitors website as many as 7000-8000 in 2015. And every year can be fluctuative.When compared with the population of productive age in Tegal district, the percentage is still weak, which is only 11% of the population in productive age, amounting to 889 565.

Abstract

Due to high poverty in Jakarta causing students and families cannot get proper education. Economy factor causing education did not prioritized. That excuse force Jakarta Government to build something that support education fund through Jakarta Smart Card. Among all of the Jakarta Smart Cover recipient, in fact there is so much recipient that not appropriate. Another problem is Jakarta Smart Card quota is limited that make so many needy student is hard to occupy their education, especially at 144 Jakarta Junior High School, student still dont get their Jakarta Smart Card. This research proving that Policy Implementation Jakarta Smart Card at 144 Junior High School already going well and effective. There is still some problem such as limited quota that cause student still dont get their Jakarta Smart Card.

Abstract

Water is a source of life for human beings and having an important role for the continuity of human life. PDAM as company that propose the availability of water in indonesia certainly must have optimal performance in fulfilling the needs of the people. Employees have certainly a major role in good or poor performance PDAM because it is the essential element in organization. One of the factors that influences the performance employees is competence human resources and climate organization. If competence human resources and climate organization good, so the employee performance will also high, so instead. The purpose of this study is to find the influence of competence human resources and climate organization on performance employees in PDAM Tirta Moedal Semarang City with the methodology used is research quantitative. The data obtained in this research through koesioner. An analysis of the data used was a correlation coefficient kendall and coefficients concordance kendall. Data processing using spss 16.0 program. Based on the calculation on in data analysis, be known that hypothesis in this research could be accepted because competence human resources and climate organization impact on the employee performance.

Abstract

This study will describe and analyze the performance Household Waste Management of Semarang and aspects that support and hinder. The theory used in this research are five dimensions of performance, ie inputs, outputs, outcomes, benefits, and Inpact. Techniques used in the collection of data through interviews, observation, documentation, and literature. Techniques used in selecting informants using the snowball technique. These results indicate that the performance of household waste management tumah Semarang not optimal. Input Department of Hygiene and Semarang have not been met, it is because of discipline and Sanitation Department workers Semarang still need to be improved, there is still need for improvement and rejuvenation facilities and infrastructure, and endahnya given budget. Output Department of Hygiene and Semarang have not been met, due to the implementation of programs and activities are still constrained to be a low budget. Outcome Department of Hygiene and Semarang have not been met, because by the awards received adipura Semarang has yet to make public awareness of the importance of maintaining cleanliness. Benefit of the program and activities of the Department of Hygiene and Semarang is good. Impact of programs and activities and bring positive impact. Aspects of performance support Department of Hygiene and Semarang is the quality of human resources, cooperation, and the division of the territory. Aspects of inhibiting the performance of Department of Hygiene and Semarang are budget constraints, lack of facilities and infrastructure support, and lack of human resources in terms of quantity. Based on research, Performance Household Waste Management of Semarang, there are some recommendations that can be given to optimizing the performance such as budget cuts and divert into other needs, attention and care infrastructure is already there, as well as the evaluation of the employees to see the advantages and disadvantages on a territory.

Abstract

Penelitian ini akan menganalisis kinerja yang di lakukan Bidang Pelestarian, Promosi, dan Kerjasama Dinas Kebudayaan dan Pariwisata dalam Pengembangan Pariwisata Kota Surakarta. Teori yang di gunakan di dalam penelitian ini adalah teori kinerja organisasi sektor publik berdasarkan aspek kinerja yang terdiri atas economy, efficiency, dan effectiveness. Economy berkaitan dengan pengadaan input, efficiency berkaitan dengan proses input menjadi output, sedangkan effectiveness berkaitan dengan manfaat serta dampak output dan outcome dengan desain penelitian kualitatif deskriptif. Teknik pengumpulan data yang di gunakan melalui wawancara, observasi dan dokumentasi dengan informasi dari pegawai Bidang Pelestarian, Promosi, dan Kerjasama Dinas Kebudayaan dan Pariwisata serta masyarakat sebagai partisipan. Berdasarkan hasil penelitian yang di lakukan peneliti mengenai kinerja Bidang Pelestarian Promosi dan Kerjasama Dinas Kebudayaan dan Pariwisata kota Surakarta, peneliti dapat menyimpulkan bahwa Keberhasilan dari pengembangan pariwisata yang terutama adalah dari segi promosi pariwisatanya. Bidang pelestarian, Promosi, Kerjasama sebenarnya sudah memberikan arah yang positif dalam pengembangan pariwisata dengan kegiatan dan program promosi pariwisata, tetapi Kinerja bidang tersebut kurang optimal karena belum sepenuhnya mencapai tujuan disebabkan oleh terbatasnya Sumber Daya organisasi baik Sumber Daya Manusia, Anggaran maupun Teknologi informasinya.Mengenai masalah tersebut, terdapat beberapa saran yang dapat di lakukan seperti meningkatkan kualitas sumber daya manusia, pengusulan distribusi dana yang lebih besar, meningkatkan kegiatan promosi dan informasi pariwisata.

Abstract

Evaluation of Strategic Planning is a step to compare the preparation of a strategic plan that is supposed to already occurred. The purpose of this study was to describe how the strategic planning process of the Faculty of Social and Political Sciences at the University of Diponegoro and the constraints faced in their preparation. Researchers analyzed the strategic planning process and the obstacles through four stages: stage preparing, drafting stage, the stage of assessment and determination stage. Evaluation of the results of research Strategic Planning Faculty of Social and Political Sciences at the University of Diponegoro Year 2015-2019 is still encountering many obstacles on several stages of the process. In the aspect of resources must be improved quantity and quality. Coordination among the implementing other strategic plans have not been established. Data are also not accurate and was not renewed.
