Abstract

This study aims to assess the quality of service retirement fund PT. TASPEN (Persero) Main Branch Office in Semarang and to describe the factors that affect the quality of service in TASPEN PT (Persero) KCU Semarang. The problems that exist in this research is the employee's performance is still less than optimal in providing services. This study was conducted to determine the level of quality of service and to determine the factors that affect the quality of service. In this study, the method used is ekplanator, the type that is used to examine the relationship variables studied. Data obtained based on questionnaires given to 96 participants retiring as a respondent in TASPEN PT (Persero) KCU Semarang. These results indicate that the quality of care judged by the level of performance and the level of Importance is above the average value of the minimum levels of performance and level of importance of service. Implementation of the service is a priority PT TASPEN (Persero) KCU Semarang main priorities of the Cartesius diagram is in quadrant A the ease of access, the certainty of the time, the justice ministry and the security services. For factors that affect the quality of services obtained results showed the presence of a positive and significant correlation with the variable that is no awareness of the correlation coefficient of 0.412 and rules with correlation coefficient 0.572. From the results of these studies PT. TASPEN (Persero) KCU Semarang could improve services seen from a high level of interest by participants who considered retiring but low at the performance of employees ease of access, time and security assurance services. Then increase the awareness of every employee and rules set by the agency.

Abstract

Health is a fundamental right for citizen in this nation. Every body has a right of the health care and are guaranteed by the nation. The State is obligated to meet the needs and health services for all citizens including for the poor and couldn't afford it. The policy of granting health coverage for the poor and can't afford is one of the policies that can guarantee the granting of free health services to the poor and can't afford that generally have difficulties to be able to finance any treatment and health services for himself. The purpose of this policy is to provide services in the field of health care to the poor and cannot afford, especially in the Semarang city. This purpose of this research to describe how the implementation of the Semarang Healthty Card as the program is implemented to be able to achieve the purpose of the Mayor Regulation number 28 in 2009. In addition, also to find out the factors that encourage and impede the provision of the Semarang Healthty Card in Semarang city by using the implementation model of Edward III that has 4 variables that affect in the implementation of a policy, include: communication, resources, disposition/implementing attitude and bureaucratic structure. The results show that the implementation of the Semarang Healthty Card / Jamkesmaskot in Semarang city was implemented correctly, but still has a constraint in some thing like still the presence of the target user is not appropriate, a health security card ownership is more than two, lack of socialization of health services and the lack of public knowledge about the Semarang Healthty Card. Recommendations from the results of this research are to make the correct data collection for more appropriate to the community poor and cannot afford, socialization from The Health Departmen of Semarang city for the right target of all the poor and could not afford, as well as to the hospital so that it can continue to serve the public with a maximum. In addition, the Health Departmen of Semarang city expends the Semarang Healthty Card to facilitate the acces of people in helath services. The implementation actors has to improve the coordination of their respective as the implementation actors of Semarang Healthty Card / Jamkesmaskot.

Abstract

Eco-Friendly Village program is the goverment’s efforts to manage and use space in order to improve health and society wealth to bring the city of Semarang clean , healthy , and green. Banyumanik as one of the programs target is one of the largest garbage contributor, this is because the district of Banyumanik located on the main road that caused the rapid development. This study aims to analyze the role of actors in the implementation of Eco-Friendly Village programme and to knows the determinants of the role of actors in the implementation of Eco-Friendly Village programme.This study is an qualitative descriptive study. Data was collected through observation, documentation, and in-depth interviews to informans who played a role in the program. The result of this study is there are some actors are involved in this program that is the goverments (Environment Agency, Banyumanik District, Srondol Kulon Village), NGO’s (PKK, Trash Bank “Resik Apik”), and society. Each actor have an important role that can help to achieve the objective of the program, although there were also actor with less contribution or their role are not maximum because of several factors that determine their role.Based on these results, the researcher suggest that of an improvement in the context of the role of each actors that involved, as well as improvement in the context of the determinants of the role of actors which are considered still unwell., so that the implementation of Eco-Friendly Village programme can run optimally.

Abstract

Problems in this study were less than optimal performance of employees at the Badan Kesatuan Bangsa Dan Politik Kota Semarang. The purpose of this study was to determine how much influence the work ability and work motivation on employee performance. This study uses a quantitative research with respondents a number of 33 employees are all employees of Badan Kesatuan Bangsa Dan Politik Kota Semarang. The sampling technique used is the technique of the census. The analytical tool used in this study is the Rank Correlation Coefficient Kendall, Kendall Konkordasi coefficient, and the coefficient of determination. Results from this study indicate that there is a positive and significant influence between the variables of work ability (X1) with employee performance (Y) with correlation coefficient 0.335 amounting to KD 2.741 at 11.22%; there is a positive and significant influence between the variables of work motivation (X2) with employee performance (Y) with correlation coefficient 0,331 and with a KD of 10.95%; and there are two variables influence work ability and work motivation on employee performance amounted to KD 69.12 by 29.16%. The conclusion from this study is that the performance of employees in the Badan Kesatuan Bangsa Dan Politik Kota Semarang has been good, the ability to work in the Badan Kesatuan Bangsa Dan Politik Kota Semarang has been good, and motivation to work in the Badan Kesatuan Bangsa Dan Politik Kota Semarang is good. The advice given is conducting training to all employees, inculcate discipline, reward and punishment, inculcate cooperation, and more diffuse leaders to subordinates.

Abstract

The massive case of corruption in procurement of goods and services encourage the government to publish new policy named e-procurement .E-procurement considered the government able to overcome the problems in procurement as cases of corruption, Diponegoro University as institutions college also implement e-procurement in the need procurement of goods and services, but in the application faces obstacles and makes the implementation not be optimal. Problems underlying as deficiency human resources, incompleteness supporting facilities, as well as lack of readiness the target group is the major cause. This report is written with research methodology qualitative and description aimed at know the state of the implementation of e-procurement and know by factors in support and inhibitors of of e-procurement. The result of this research when viewed from the effectiveness of the implementation not yet optimal because it is still the low understanding the target group and the factors barrier namely the resources and bureaucratic structure of the actor e-procurement policy at the Diponegoro University. Based on the outcome of this research recommended to do improve the quality of related to the procurement of goods and services by means of .Informed to the target group about actor implementor, do maintenance on the software and hardwere at regular intervals , inviting people to apply supervision , improvement of infrastructure , do recruitmen staff as well as fix jobdesk staff.

Abstract

Traditional Market is a favorite place for people, especially the low and middle class to buy the daily needs. Traditional Market has a characteristic, which is the bidding process. Traditional markets in Semarang is one contributor to PAD through the levy and able to absorb a lot of labor as seller’s market, pedicab drivers, parking attendants and porters. Currently there are 44 traditional markets in the Semarang. The purpose of this research is to identify factors supporting and obstructing the development of traditional markets in Semarang and formulate the strategy of development traditional markets in Semarang. This research uses qualitative descriptive method by using informant from the Department of Market in Semarang, traditional market seller and the public as a visitor the traditional market in the Semarang. The analysis process begins with identifying the internal and external environment of Department of Market in Semarang using the SWOT analysis to obtain the issues of strategy and then measured by Litmus test. Results of the research strategy of development traditional markets in Semarang City through SWOT analysis contained eight Issues Strategy. Based on the results of litmus test, strategy of development traditional market with the highest score are Optimalizing development and revitalization of traditional markets include ease of access for society and seller and development of traditional markets by utilizing the potential and characteristics.

Abstract

To support the achievement of health development, the government has provided some health facilities. One of the health facilities which was utilized by community is public health center. Public health center is Technical Implementation Unit of Health Department City/Regency which is responsible for the implementation of the health sector in the region. Public Health Center as the first implementation of basic facilities of public health are required to constantly improve professionalism in giving satisfaction to public. One of them is Puskesmas Batang 1 which is located in Batang sub-district of Batang regency. This study aimed to describe and analyze the quality of service and also the dimensions that obstruct and support those services. This study use descriptive qualitative method. The results showed that the quality of health center services is not good. This result seen from the five dimensions of Zeithaml. They are Tangibles, Reliability, Responsiveness, Assurance and Empathy. Because three of them as obstacle in dimension are Tangibles, Responsiveness and Assurance. In other hand, two of them are Reliability and Empathy be the dimension that supports the service. So it can be said that Batang 1 health center services have not comply the five dimensions of service according to Zeithaml.

Abstract

Increasing number of the elderly is not offset by the improvement of their health status. So that, elderly friendly primary health care was inisiated to realize it. Program has been going on for 6 years, but its impact has not been evaluated. The purpose of the research is to comparing the impact for the target group and group outside the target. Individu get easiness of administration and low cost treatment. Individual impacts which have not been achieved are easiness of referral submission to hospital and optimizing of elderly friendly facilities utilization. All Posyandu which are fostered by Puskesmas Mijen, Puskesmas Tlogosari Kulon, Puskesmas Bulu Lor and Puskesmas Kagok are successfully directed into strata mandiri. The impacts for the institution which have not been achieved are the realization of 70% health service coverage and availability of eldery friendly facilities in each Puskesmas. Community supports the execution of posyandu and empower the elderly in their neighborhood. The impacts which have not been achieved are home visit yet intense and nursing home never implemented. Puskesmas is suggested to facilitating the process of referral submission by helping to get the approval letter from DKK Semarang. Program have to introduced by making inscribed board, poster, also socialize it in posyandu. Addition of elderly friendly primary health care is adjusted to instituion budget per year. Puskesmas have to evaluate the implementation of the program. Kader have to actuate the home visit and cooperate with Bina Keluarga Lansia to actuate the nursing home.

Abstract

City parking area Salatiga has function in parking management performing at Territotial Salatiga City. Pads goes upon this management number region regulation 12 year 2011 about Parking Management at Common Wayside. Until now, parking management performing is still there are some problem for example : prasarana’s medium facility that subtraced is equal to, society and executor behavior that doesn’t play the game and its reducing coordination of Observation and Operation section. The position of the Department of Transportation in parking management in Salatiga City is as an agency or agencies that manage parking management in Salatiga City, one of them in the implementation of regional development that will work well if one has a good strategy in the development of transportation facilities. Research Parking Management Strategies in Salatiga City using qualitative descriptive research method, in which this study describe, record, analyze, and interpret the conditions of Salatiga. The analysis process is conducted which begins with the identification of internal and external environment to assess weakness, strengths, opportunities, and threats in the increase in parking the city of Salatiga. Then proceed by using SWOT analysis, so that the resulting strategy SO, strategy ST, WO strategies, and strategies using the SWOT matrix WT. The next step is to identify strategic issues based on the results of a SWOT analysis using litmus tests to determine strategic alternatives, decide on a strategy for estimating the increase in parking retribution.
