Abstract

Research Strategy Development of Beach Tourism in Gunungkidul Regency is descriptive qualitative research. This research uses strategic management to disclose emerging issues intensively and comprehensively. This study aims to determine what efforts have been made to improve and maximize existing resources to be used in developing beach tourism and any obstacles that arise in the beach attractions of Gunungkidul Regency. The focus of this research is on the strategy of improving the tourism sector especially beach tourism, thus using SWOT analysis as the main instrument to measure the environment and obtain the strategy of the strengths, weaknesses, opportunities and threats required in the process of planing development and developing beach tourism. The conclusion of this research is based on beach tourism development strategy in Gunungkidul Regency conducted by Tourism Office of Gunungkidul Regency, there are still indicators that have not yet succeeded, seen in the uneven distribution of development in some excellent destinations and still not the presence of foreign tourists who come to visit. Then the authors want to provide a strategy recommendation to improve the strategy that has not been successful with SWOT analysis and existing Litmus Tests.

Abstract

Training Center is a government agencies that is implementing vocational training programs, trial training program, competency test and empowerment training institution in the field of industry. The training that held is Competency Based Training by opening some areas of competencies that required in the field of industry. The effectiveness of the training program is on resources allocation activity are appropriately targeted and programmed by the government as a public servant as a form of investment that is in the form of skilled labor, competitive labor and competent labor by upgrading their capability programmatically through training agencies or Hall. The indicator to rate effectiveness of training program according to Gomes (2003), which is based on the reaction, learning progress, behavior change, results, and cost effectiveness. This research is done by descriptive analysis method with quantitative approach. To analyse the data is using frequency distribution with mean, median, and mode and also including a chart. The conclusion of this research, level of the effectiveness of training programs in UPTD Training Center Department of Manpower, Transmigration and Social of Blora regency overall based on the analysis and data processing has been quite effective. However, there some aspects that are considered low and need improvement in the level of satisfaction will be training on aspects of participants reaction. To improve the effectiveness of the training program, its necessary to improve the quality of service at the center, and the placement of labor due to the amount of placement of labor after training is still low, and then the cooperation with the stakeholders is still limited.

Abstract

Based on the Act No. 24 of 2013, Population Administration is a series of structuring and controlling activities in publishing Document and Population Data through Population Registration, Civil Registration, Population Administration Information Management and the empowerment of the result for public service and the development of other sectors.In this population administration, there are several population administration structuring programs. One of the programs is the death certificate. This study aimed to see the performance of death certificate registration program as well as explain how the regulation runs and the obstacle encountered in the implementation process of death certificate registration program in the Department of Population and Civil Registration Semarang.The analysis techniques used to obtain the data were interview, observation, and supporting documents. The theory used in this study was a theory from Merilee S. Grindle. The theory has two variables in carrying out the policy implementation, namely policy content and policy environment. Based on the two variables, it was taken three indicators which were used to assess the implementation of the program, namely the performance level,the change degree, as well as the compliance and responsiveness. Socialization The result of the study indicates that the performance level of death certificate registration program in Semarang is still low compared to the other programs, amounted to 20,60 %. Other obstacles found in the implementation were socialization effort which was not maximum, inadequate resources, a low level of compliance, as well as the miss communication from the implementers of the policy. Recommendations that can be given are improving the quality of resources, maximizing the efforts to improve performance, doing direct review, cooperating with relevant parties, and improving physical quality that is already available.

Abstract

Electronic Government is the implementation of the use of information technology in government services to the public. Department of Education and Culture of Central Java as the institution of public service providers in the field of education began to build Electronic Government system since 2011. The existence of limited resources supporting the development of Electronic Government itself less than the maximum. The approach used is descriptive qualitative with data collection technique through interview, observation, and documentation. To assess the development of Electronic Government in the Department of Education and Culture of Central Java, used the level of development of Electronic Government starting from level 1 preparation, level 2 maturation, level 3 consolidation and level 4 utilization. In addition, to know the supporting and inhibiting factors using the successful elements of Electronic Government development support, capacity, and values. The results showed that the development of Electronic Government in the Department of Education and Culture of Central Java Province is at level 2 maturation. The development of the Electronic Government in the Department of Education and Culture of Central Java has not reached the level of 3 consolidation due to inhibiting factors of inadequate application infrastructure, the absence of Electronic Government related regulations at the service level, overlapping duties and obligations of employees, and the minimum budget of Electronic Government development. While the supporting factor is cooperation between government and private parties, the UPT Office that helps the implementation of tasks in the field of ICT, as well as training conducted regularly for employees. It is suggested to the Department of Education and Culture of Central Java to add more diverse application infrastructure, increase employees to avoid overlap, improve socialization to the public regarding Electronic Government concept, and improve financial management.

Abstract

Participation is a manifestation of the awareness, caring, and responsibility of the community towards the development. Tembalang district is the center of educational development in Semarang City, it is causing the increase of the number of newcomers every year has an impact on the number of problems that arise in Tembalang sub district, one of them is the taxes for boarding house with more than 10 rooms, which is charged up to 10% tax. The purpose of this study was to describe and analyze the community participation of boarding house holders on 2001, number 3 of regional regulation implementations in Semarang, in Tembalang district, And to identify what are the factors inhibiting the low of community participation of householders on 2001, number 3 of regional regulation implementations in Semarang, Tembalang district. This research using descriptive type with qualitative approach. Data collection techniques used are interview and documentation. The results of this study indicate that the form of the participation of boarding house holders still in the form of participation of all tau psudeo participation, while the level of participation are nonparticipation level. The internal factors that influencing the low level of participation are certain culture trust, while the external factor is stakeholderss.

Abstract

This research aims to find out the correlation between competence and work discipline with the performance of Inspectorate employee of Central Java Province. This research is an associative study using quantitative method. Respondents in this research is 48 employee of Inspectorate Central Java Province who performed the main task of supervision. Based on the result of the study, the Kendall Tau correlation coefficient of competence with employee performance is 0.468 with Z value 5,001 > Z table 1.96, the Kendall Tau correlation coefficient of work discipline and employee performance is 0.417 with Z value 4,373 > Z table 1.96, Kendall concordance correlation 0,851 sig (0,000) < α (0,005) indicate that there is a correlation between competence and work discipline with the performance of inspectorate employee of Central Java province. The determinant coefficient value of competence and work discipline variable simultaneously gives influence to the employee performance variable amounted to 72.4%. The conclusion of the study is there is a correlation between competence and work discipline with the employee performance of Inspectorate Central Java province, so the H1 is accepted and H0 is rejected. The obstacles found in the study are less ability of the employee in applying the benefit of training, the training activity was not conducted regularly, and it was found that the employee presence was not timely. The suggestions can be given by researcher are off-the-job training method should be conducted regularly and Inspector should take corrective disciplinary action.

Abstract

Society satisfaction is a condition where the service performance received is accordance with or greater than the people expectation of the public service. In order that the implementation of health service provider for poor people can run well and be optimum in improving the level of public health, the Government of Sragen held a regional health insurance program namely Sarase Warga Sukowati (Saraswati). The public health service providers in this study is RSUD dr. Soehadi Prijonegoro in Sragen Regency. The research methodology used was SERVQUAL to measure the satisfaction of Saraswati Program Member based on their expectation on the performance of service which is run by Parasuraman et al (1985). The type of research is descriptive analysis through quantitative approach by involved 90 respondents, namely the Saraswati Program Member which was hospitalized. Then the data analysis technique used Importance Performance Analysis (IPA) in form of gap analysis with compatibility level and cartesian diagram. The result of the study indicates that based on the service quality theory by Parasuraman et al in the dimension of service quality: tangibles, reliability, responsiveness, assurance and emphaty, the overall average dimension of compatibility level is amounted to 90,01% so that it is categorized as satisfying. While the analysis result of cartesian diagram indicates that the indicator of the ease of procedure, waiting room availability and the hospitality of medical personnels are categorized to A quadran so that the performance is less satisfying. Suggestions that the writer can give are to add customer service counters that explain the procedures and assist in completing the inpatient service facilities and provide optimum waiting room for television media facilities, as well as excellent training services on how to tidy, friendly and competent in patient positions; Service ethics and establishment of attitudes/ attitudes of service; Patient type tip; And service role play.

Abstract

Public service in the health sector becomes a strategic issue. Public service improvements in Indonesia nowadays tend to be slow. One of the way to improve the quality of health services is innovation. An innovation have the importance to realize quality services in the health sector as well as in basic health services at the Center for Public Health (Community Health Centre). One of the areas that implementate the innovation of health services in Puskesmas is Banjarnegara Region. Community of Health Centre II Punggelan in corporation with the government of Banjarnegara Regenc created Innovation Pick up service. This study aims to determine the process of innovation pick up the service in Community of Health Centre II Punggelan Banjarnegara know the factors driving and inhibiting innovation process pick up the service in Community of Health Centre II Punggelan Banjarnegara Region. The method used in this research is descriptive qualitative research method. Researchers use theory of Rogers to identify the innovation process of pick up theservicel and theory of Fontana to identify the inhibiting factors and factors driving the innovation of pick up the service. There are several obstacles found in pick up service Innovation: there is no clear structure chart, there is a small part of traditional society culture, the availability of human resources, especially ambulance drivers are limited. The advice given is to make innovation of Pick up service as a service for the general public not only for labor alone.

Abstract

Tourism development aims to increase local revenue. One of the areas that conduct tourism development activities are Punjulharjo village. The potential Punjulharjo village is Karang Jahe beach that has its own uniqueness compared to other beaches in Rembang, therefore the development of tourism involves the role of stakeholders, including governments, local communities and the private sector. The purpose of this study to identify and analyze the role of stakeholders in developing the tourism Karang Jahe beach, the factors that inhibit the role of stakeholders in an effort to developing the tourism of Karang Jahe beach, and formulate efforts to solve the inhibit factors of stakeholders' role in developing the tourism of Karang Jahe beach in rembang district. The method is used qualitative descriptive. The results shows that tourism development Karang Jahe beach involves the role of Dinbudparpora, local communities, and businessmen. The roles ran by each of the stakeholders include policy creator, coordinators, facilitators, implementers and accelerator.The role of stakeholders in tourism development more emphasis on the role of facilitator in physical form. Factors that inhibit the role of stakeholders in tourism development of Karang Jahe Beach are limited land, limited budgets, limited human resources, mindset, regulatory, promotional activities, and cooperation among stakeholders. Efforts are being made to overcome the inhibit factors, namely make cooperation between the managers of Karang Jahe Beach with landowners, build the tourism awareness through the tourism awareness group, and empower villagers to utilize the waste into commercial product, sanctions are regulated in the village in terms of tourism business establishment, improvement Dinbudparpora website related to promotional activities attractions Karang Jahe Beach, as well as the need to do a binding cooperation between stakeholders support through a memorandum of agreement on cooperation.

Abstract

Circulation and drug abuse in Indonesia is a multidimensional and multisectoral problem, all lines of life can be exposed to the dangers of drugs. Not apart from that students or young people are the main target of drug abuse, given the level of emotions that have not been stable so easily affected to abuse drugs. Based on Act No 35 of 2009, the Government established the National Narcotics Agency to tackle the drug problem that became a problem in Indonesia, BNN was given the authority of investigation and investigation of narcotics crime and narcotics precursor. In the effort to prevent abuse and illicit drug trafficking as well as handling of government drug problem to include all components of society both from campus environment and work environment. Based on the Regulatory Chief of BNN No 16 of 2014, a Community Participation Container was established to implement the policy towards the participation of the Higher Education Environment. Technical analysis to obtain data through interview with informant, observation, and supporting document. This research uses Merilee S. Grindle theory which argues that the driving factors of implementation have three main factors, namely policy content and policy environment, then the implementation result can be seen from the impact and change on society. The results of this study indicate that the Implementation of the Policy of the Role of the Environment of Higher Education with Anti-Drugs is quite successful in reducing the number of abuse in Semarang City, but still less than optimal with the decrease of performance, and the level of service provided, resulting in the decreasing interest of the Students to join the Unit Anti-drug duties. The desired changes to the creation of an Anti-Narcotics Based Higher Education Environment. The recommendations are to improve the performance and quality of training and counseling, innovation in order to provide facilities and infrastructure that are in line with community expectations.
