The multilateral development scheme incorporates SRHR (Sexual and Reproductive Health and Rights) into the SDG'S (Suistanable Development Goals) indicator, it means that in all development aspects should not override the SRHR issues. Reproductive health services for teenagers have got no serious attention yet, whereas teenagers are the most vulnerable group that sustaining various risks of reproductive health problems. Major issues related to adolescent reproductive health also called by term Triad KRR (sexuality, HIV / AIDS and drugs) are actual issues that require the attention of all parties. This study aims to analyze the implementation of adolescent reproductive health services policy strategy and to identify factors affecting its implementation in Semarang regency. The method used in this research is qualitative descriptive. Data collection techniques used through in-depth interviews, observation, and literature review. This study refers to Government Regulation No. 61 of 2014 and uses Grindle's implementation model. The results showed that adolescent reproductive health services got less attention so that it has not been able to achieve the desired goals. It is due to the lack of good coordination between the involved implementers, implemented strategies are less effective, Semarang Regency Government has not yet prepared technical guidance on teenagers reproductive health service policy, and distribution of beneficiaries is not evenly distributed.

Research Policy Implementation Village Development Work Plan in District Bandungan a qualitative descriptive study. This study uses the precision of a policy to explain the effectiveness of policy implementation Village Development Work Plan. The focus of this research that the Policy Implementation Village Development Work Plan in Kenteng Village District Bandungan using George Edwards III implementation model to analyze the factors in the implementation of policies that are used to determine the success of the policy implementation process. Informants in this study is from Village Head, LPM (Institute of community empowerment), BPD (Village Deliberation State), Citizens, Executive Boards dan KPM (Community Empowerment Cadres). Research and analysis process begins from the state of development, describe the implementation process by using the appropriateness of the policy to assess the effectiveness and efficiency of policies Village Development Work Plan. Furthermore, analyzing the factors implementations using George Edwards III models to be able to see the success of the implementation of the policy Village Development Work Plan. With so can find out shortcomings in the implementation process so that it can be improved so that the implementation of a policy Village Development Work Plan can run effectively and efficiently.

Public service is a form of service provided by the Government to meet the needs of its people. The quality of public services is the primary feature of a service product provided by public service providers to the recipients of services. One form of a public organization that provides health services to the general public is Puskesmas (Community Health Center). Community Health Center as one of the PSA (Public Service Agency) is the spearhead in the development of public health. Ngaliyan Community Health Center is a functional organization which has the task in providing comprehensive and integrated service to the Ngaliyan community. The purposes of this study is to determine the quality of health services in Ngaliyan Semarang and also to know how to supporting and inhibiting aspects of service quality in Ngaliyan Community Health Center Semarang. There are several dimensions that are used to measure the quality of services provided by of Ngaliyan Community Health Center Semarang. These dimensions consist of tangible, empathy, reliability, responsiveness and assurance. The results of this research that the quality of services provided by of Health Center is not good enough. Because these are many aspects detan the services provided by Health Centers Semarang. Dimensions that are need to be improved to escalate the quality of services in the dimension is tangible, reliability and assurance. Because on these three dimensions, there are many efforts to improve the quality of service and it can be done with added numbers of employees, facilities and infrastructure and service time.

The problems encountered in Open Green Space Management in the city of Semarang is the absence of good planning, organizing and mobilization in the field of human resources. This study aims to determine the management of open green space of Semarang City which includes planning, organizing, mobilizing and supervision as well as knowing the obstacles faced by the Office of Housing and Settlement Area of Semarang City in managing open green space. This research use desciptive qualitative approach. Data collection techniques used were interview, observation and document study. The results showed that Semarang open green space management is not optimal yet. This is because there is still a problem in planning where the shortage of expert experts lanskape so that without a lanskape expert of park development will be less adequate, organizing where the placement of employees is still less appropriate with the educational background and positions are diemban and mobilization that is the potential development of subordinates are still rare do. Recommendations that can be done to improve Poen Green Space Management in Semarang City is to plan by looking for experts of landscape planning of garden development, organizing by improving coordination with local government related to human resource problem and recruiting employees in accordance with competence, The development of potential employees through the provision of educational opportunities.

The Goverment of Blora Regency published regulation number 2 in 2012 about ordering of tradional market, shopping central, and modern store as one step to protect traditional market from many shopping center and modern market which built in Blora. The low level of performance that be background of this research. The research is aimed to evaluate ordering traditional market, shopping center, and modern store at Blora Regency. The implementer in this policy is Departement Of Trading, Cooperative and Micro Small Medium Enterpreneur. This research use evaluation indicator by William Dunn like effectiveness, sufficiency, responsiveness, and accuracy. The research method is qualitative and the technique data collect by interviews, observation, and documentation. The result, not maximum with the goals because there are shopping center and modern store are too close with traditional market, there is not yet partnership between shopping center and modern store with micro, small, and medium enterpreneur/tradional market and empowering that not comprehansive.

According to Local Regulation No. 2 of 2013 on HIV / AIDS Control in Kebumen District is an effort by the government to overcome HIV and AIDS disease in Kebumen Disrict. Kebumen District has a high number of cases found and has an increasing trend every year. The purpose of this study is to describe how the implementation of Local Regulation No. 2 of 2013 on HIV / AIDS Control in Kebumen District and to find out the factors driving and inhibiting Local Regulation No. 2 of 2013 on HIV / AIDS Control in Kebumen District. This research uses descriptive qualitative research method. Data collection was done by interview, observation and literature study. The informants in this study were the staff of the Kebumen District AIDS Commission, the Kebumen District Health Office staff, members of the Peer Support Group and the community. The results show that the implementation of the law has not been successful because it is ineffective in solving HIV / AIDS related problems. In this study also found the driving factors of the implementation of local regulations are resources, disposition and bureaucratic structure, while the inhibiting factors is communication. Recommendations that can be given are the selection of appropriate communication methods, conducting regular socialization activities, providing training to cadres in the field and increasing community participation.

The development of Goa Seplawan tourism is part of the growth of local tourism in Purworejo District. In its implementation, this activity has an impact on the community and local government of Purworejo Regency. The impact of Goa Seplawan tourism development in Purworejo Regency is social and economic impact. The purpose of this study is to analyze the socio-economic impacts of the tourism development of Goa Seplawan in Purworejo District, to analyze the factors influencing socio-economic impacts in the development of Goa Seplawan tourism in Purworejo Regency and to analyze the business Created by the government to minimize the negative impact Tourism development of Goa Seplawan. This study uses the evaluation indicators of effectiveness, adequacy, equity, responsiveness, and accuracy. This research uses descriptive qualitative type with informant that is Head of Tourism Destination Development, Institutional Development and Development Section and Development of Tourism Office, and community around Goa Seplawan. The result of this research is that the people and government of Purworejo Regency do not receive social and economic impact. The people and government of Purworejo Regency only received two good categories of evaluation namely effectiveness and adequacy.

Implementation of Tourism Promotion Policy in Semarang City is a policy applied in Semarang City based on Local Regulation Number 3 Year 2010, Article 33 paragraph 3 About Tourism. This policy aims to improve the image of tourism and increase the number of tourist visits in the city of Semarang. One way that is done is to form a regional promotion agency regulated in the Mayor of Semarang Regulation No. 2 of 2012 on Tourism Promotion Board of Semarang City. This study aims to determine the implementation of tourism promotion policy in the city of Semarang. The results showed that in the implementation of tourism promotion policy in Semarang City through image enhancement activities such as organizing events such as exhibitions. However, there are still some obstacles in the implementation of tourism policy, especially in the case of Human Resources for the promotional participants and the Fund, especially in the limited access to Grant Fund. It can cause the implementation of tourism promotion policy in Semarang city can be hampered. Based on these obstacles, then made efforts in tackling these constraints by the Department of Culture and Tourism Semarang city in an effort to promote tourism. Things to consider in the promotion of tourism in the city of Semarang is funding support and improvement of human resources by training the executors to make the implementers as actors in the tourism promotion activities are competent.

Public service innovation is a breakthrough type of public service that is an original creative idea or adaptation that give benefits for society directly or indirectly. Public service innovation competition is anually designed by Ministry of State Apparatus Utilization and Bureaucratic Reform. This competition is a form One Agency program, One Innovation (OAOI) that requires each agency, ministry, institute, provincial government, city create innovation every year. This study is conducted at Communication, Information, Statistic and Encryption Service in Semarang City. Public Information Center is a form of service innovation created by Diskominfo in cooperation with several related parties. This study based on achievement that achieved by PIP in Semarang City that is “3 in 1” Public Service, Public Information Center Semarang City as Top 99 Public Service Innovation 2016. Based on study, there are still some obstacles in implementation of innovation in Diskominfo Semarang city. Therefore, a recommendation that can be given is addition of technology information units (computer) that filled by data information so that society can access directly and addition of facilities that ease the society.

Tax policy implementation of the groundwater in the city of Semarang is fully set forth in the applicable local number 8 Year 2011 Tax On groundwater. The authorized agency in terms of management of this groundwater is tax Agency income area of Semarang (Bapenda). The inception of local regulations that govern the tax on groundwater is one of the efforts to maintain the sustainability and curbing the use of groundwater, in order to be used on an ongoing basis and perform tax as a source of income the State useful for development. This research aims to describe how the implementation of the regional city of Semarang number 8 Year 2011 Tax of Groundwater in particular of article 5 paragraph 5 as well as know the factor endowments and the regulatory barrier to the area. Type of this research is descriptive research with qualitative approach method. The results showed in the implementation regulations of the area found that the content of the regulation area is seen from the base of the imposition and tax rates, the procedures for voting, the voting, and tax calculations, procedures, assignment of payment billing, tax, objection or appeal, as well as administrative sanctions have not been effective. In this study also found supporters and restricting factors i.e. standard regional income agency city of Semarang, resources, implementing agent character, communication between environmental organizations, and economic, social, political. Recommendations that can be given is the increased intensity of the socialization of local regulations, strengthening coordination between the implementing parties, increased human resources, cooperation with other parties to support the implementation of local regulations such.
