Abstract

Accountability for village fund management is a form of accountability for the entire set of village fund management activities and policies from the planning stage to the accountability of village fund managers to those who have authority in managing village funds to measure whether the management of village funds is in accordance with applicable regulations. The purpose of village funds is to improve welfare and equitable distribution of rural development through improving public services, advancing the economy, overcoming development gaps between villages and strengthening rural communities as subjects of development. This study uses a descriptive qualitative research method by using the validity of the source triangulation technique. This study aims to analyze the accountability of village fund management in Tumapel Village and identify the factors that influence the accountability of village fund management. The results of this study indicate that the accountability of village fund management in Tumapel Village can be seen from the five dimensions of village fund management accountability, namely accountability for honesty and legal accountability, process accountability, program accountability, policy accountability, and financial accountability. Accountability for managing village funds is appropriate from four dimensions, but program accountability is still not in accordance with applicable regulations and must refer to the village medium term development plan. The realization of village fund management accountability is driven by success factors, namely leader leadership, coordination, openness and clarity, legitimacy and understanding, as well as feedback and evaluation, but there are still obstacles in the accountability of village management, namely lack of wisdom in giving assignments to staff, the unavailability of electronic information media in the form of official websites and social media belonging to the village government in managing village funds.

Abstract

Market Retribution’s Service is the payment service market for the provision of traditional market facilities/ simplified form of stalls, kiosks and grounds are used by traders and by the local government. In this study, the authors chose a case of retribution policy implementation services in the market with case studies Blora Kota Market with first class classification which is located in Blora district administrative center, a strategic location that is not comparable to the income levy within the last five years has increased and decreased sharply. The purpose of this study was to analyze how policy implementation service levies market in Blora analyzed by District Regulation Blora Number 7 of 2010 on Market Retribution’s Service and to analyze the determinants of policy implementation service levies market in Blora analyzed using the theory of policy implementation Merilee S. Grindle. This research is descriptive qualitative method. The result showed that the process of policy implementation in the market services levy with case studies Blora Kota Market is considered not effective, the existing rules in local legislation does not run optimally as collection of levies, classification of tariffs and regions as well as the provision of incentives, implementation of outstanding fees and sanctions, notification of information on the provision of market facilities, classification of traders and tariffs for levies. The determinants of the theory are the type of benefits, extent of change envision, site of decision, program implementer, and resources commited. Recommendations given are the addition of human resources, improvement of quality and capability of officers, increasing the intensity of policy dissemination, enforcement of policies and sanctions, and improvement of damaged market facilities.

Abstract

This study aims to describe the position and role of implementation performance, context and client & coalition in the course of School Literacy Movement Program as well as analyze the effect of policy context and client & coalition on the implementation performance of School Literacy Movement in Semarang City. Method used in this study is quantitative explanatory by collecting data through questionnaires, interviews and docmentation studies. Processing techniques use simple and multiple linear regression data analysis. The results showed that implementation performance, context and client & coalition were quite good according to respondents’ assessments. Partially, context affects implementation performance of School Literacy Movement significantly and positively by 45,1% and client & coalition affect the implementation performance of School Literacy Movement by 49,7%. Simultaneously, policy context and client & coalition affect the implementation performance of School Literacy Movement by 60,4%. In th future, schools need to enrich reading facilities and strengthen collaboration with supporting parties.

Abstract

Every child has the right to survival, development and growth and has the right to protection from violence and discrimination as mandated in Article 28B of the 1945 Constitution of the Republic of Indonesia. Protection of women and children aims to prevent acts of violence against women and children including human traffict, This study aims to describe and analyze the effectiveness of the Office of Women's Empowerment and the Protection of the City of Semarang in handling cases of violence against children in the city of Semarang and describe what the supporting and inhibiting factors of handling cases of violence against children that affect. The results of this study indicate that the effectiveness of the organization in the Office of Women's Empowerment and Protection of the City of Semarang in handling cases of violence against children has not been as expected. In the source approach, it can be seen that the supporting facilities are available enough to be utilized by the community. Then in the process approach, communication is created dynamically and always applies a culture of deliberation. But it still has obstacles in environmental characteristics, namely the limited number of employees. Researchers suggest optimizing the role of employee orientation in providing services must always be oriented to the private sector so that employee attitudes can be more flexible adjusting the background of the people who come and improve prevention programs for cases of violence against children.

Abstract

Humans can not be separated from two important things in life, namely birth and death. Birth can be a problem if the birth rate continues to increase so that there is an increase in population. The ever increasing number of population causes the people's needs to decrease. This relates to Semarang City Regulation Number 10 of 2009 concerning the Implementation and Retribution of Burial Funeral Services in the City of Semarang, which relates to requiring housing developers to provide public or social facilities that contain a public cemetery at least 2% of the housing location that will built. The results of this study show how the implementation of the policies implemented, which are related to the provision of land locations, plots and supporting facilities for the cemetery area, and provided by developers who do not provide public burial sites

Abstract

One of the crucial problems in urban areas is the problem of waste. Lots of big cities in Indonesia are overwhelmed with handling waste including the city of Semarang. Along with the increase in population, lifestyles and consumption patterns of community contribute to producing waste in the city of Semarang. The Environmental Services (DLH) is the agency responsible for waste problems that occur in the city of Semarang, in this case carried out by the implementing Technical Service Unit (UPTD) cleanliness of Region I-VIII as implementing operational and technical elements of supporting the Environmental Services in the field.UPTD has the task of carrying out part of the operational technical activities of the Environmental Agency including cleaning services in the area. The purpose of this research was to analyze the supervision carried out by the Environment Services and obstacles faced in monitoring waste management in the city of Semarang. The research method used is descriptive qualitative methods. Data collection techniques are observation, interviews, documentation and data triangulation. The indicator used to assess the activities of supervisory is standard setting, job measurement, comparison, and corrective action. Based on these indicators it can be know what are the obstacles in the process of supervision waste management. The results of the study showed that supervision of the implementation of waste management still has not been optimal because there are still constraints encountered in the supervision process. These constraints are such as the lack of human resources possessed in conducting supervision, lack of facilities and infrastructure, and lack of public awareness in keeping the environment. The advice that researchers gave was to increase the number of human resources in supervision, improve facilities and infrastructure, improve socialization activities to the public on the importance of protecting the environment and and increased synergy with related agency to enforce regulation.

Abstract

Child sexual violence happens increasingly nowadays. Some efforts are needed from the government to protect the children of sexual violence victims. Through the Wonogiri Regent Decree No. 198 of 2017, a Task Force for the Protection of Women and Children was established at the village level in an effort to protect the children victims of sexual violence. One of the villages that forms the Women and Children Protection Task Force is Jatirejo Village. Women and Children Protection Task Force of Jatirejo Village has duties and functions of receiving complaints, conducting outreach, identifying, providing temporary protection, evacuating, making recommendations, and socializing. The objectives of this research were to describe and analyze the role of Women and Children Protection Task Force in the children protection of victim of sexual violence in Jatirejo Village and to describe the obstacles related to the practice of roles by Women and Children Protection Task Force in Jatirejo Village. This research used descriptive qualitative research design. Data collection techniques used were observation, interviews, and documentation. Data analysis was done by collecting data, reducing data, presenting data, and drawing conclusions. The results showed that Women and Children Protection Task Force in Jatirejo Village had carried out its role in protecting children victims of sexual violence, however, the practice of these roles was still not optimal in which there were still flaws in several sectors. Moreover, there were also some obstacles in human resources and absence of the budget. The suggestions given were increasing the intensity of meetings for members, dividing the working hours, dividing the tasks, increasing the intensity of socialization, cooperation with stakeholders for training about child protection and allocating the budget.

Abstract

HIV disease has complexity and differences in the calculation of the number of findings of cases with other diseases. Supposedly like an iceberg, the task of the government is to find exposure to cases that are not visible from the surface, such as at risk populations. The more cases of findings, the better the performance of the government. This statement is in line with the increasing number of findings and is the proof of the success of Regional Regulation No.4 of 2013 concerning HIV / AIDS Prevention in the City of Semarang in revealing the iceberg tragedy. This research is a descriptive qualitative study that aims to describe and analyze the results of policy achievements and related factors that hinder the achievement of Regional Regulation No.4 of 2013. It is hoped that this policy can be a model for other policies in terms of their effectiveness, efficiency and responsiveness. The results of the study indicate that the level of HIV / AIDS diagnosis, fulfillment of information and health services, and the quality of human resources achieved have been effective. Policy efficiency can be seen from the implementation of KTHIV and ARVs, government cooperation with NGOs, and routine meetings. Responsiveness is reflected in people's participation and enthusiasm, client’s satisfaction of service, and enthusiasm for HR in attending regular meetings. There are several inhibiting factors, namely communication, resources, and disposition. The suggestions in this study are to hold a cooperation contract of Working Group as a form of firmness on absence at coordination meetings; the need to avoid inequal service quality by gathering all health care workers; and the provision of service to address complaints, critics, and suggestions from the community to improve countermeasure services by becoming more responsive to the community needs.

Abstract

PONED Health center is an inpatient health center that is able to provide basic emergency obstetric and neonatal services / complications at 24 hours a day 7 days a week to provide health services to pregnant women, maternity and postpartum and newborns. This research was conducted at the Bangetayu Health Center, which is one of the health center selected as the Basic Emergency Obstetrics and Neonatal Service (PONED) in Semarang City. This study aims to evaluate the implementation of the PONED Program in the Semarang Public Health Center and to find out the driving factors and obstacles to the success of the program. This type of research is a qualitative research with a descriptive approach conducted through interviews with several informants selected based on purposive technique taken directly from the source (research subject), namely informants from the Health Department of Semarang City and Bangetayu Health Center and also the people who were targeted by the Program. The results showed that the implementation of the PONED program had not been effectively influenced by human resource factors that were still lacking and not yet maximally in quantity and in quality had not received PONED training, inadequate facilities and infrastructure also communication processes between organizations and the socialization process to community that is still not optimal. The recommended advice is to optimize the role of human resources by conducting regular training, improving facilities and infrastructure to be feasible to use, increasing the process of coordination and strengthening the communication system between organizations, and also increasing optimal socialization to the community so that the distribution of programs can be done evenly.

Abstract

Tourism is a strategic sector in economic development in Indonesia. Most province have a lot potential in tourism. Semarang city is a capital city of Central Java that have a lot potential and tourism attraction. To assist tourism development program dan to increase Semarang City’s competitiviness, local government formed a Tourism Promotion Board of Semarang City (BP2KS). This study attemps to describe and to analyse the organizational effectiveness of Tourism Promotion Board of Semarang (BP2KS) and to identify the determinat factors of Tourism Promotion Board of Semarang City’s effectiveness. This research uses qualitative approach with descriptive methode. This research uses goals optimization mode from Steers based on BP2KS’s duties according to the Mayor of Semarang Regulation Number 2 Year 2012. The result showed that the organizational effectiveness of BP2KS was not yet effective because the goals achievment based on the duties of BP2KS wasn’t the best. The determinant factors of BP2KS’s effectiveness pointed to negative or became the obstacle was from decentralisation, the size of organization, external and internal environment, role clarity, inovation and organizational adaptation, work plan making, communication, as well as search and utilization of resources . Advice that provided for improving the effectiveness of BP2KS is needed to make a tools for promotion (ex : website and application) and needed to do organizational reinforcement and improving the member’s activity in getting duties done based on the goals according to the Mayor of Semarang Regulation Number 2 Year 2012
