Abstract

Water services is one of many service sectors that have to fulfilled by the government on all region in Indonesia, includes Semarang City Government. The efforts by Semarang City Government to fulfill the clean water requirement for public is by optimizing the function of PDAM Tirta Moedal of Semarang City. The purpose of this research is to describe dan analyze the responsiviness of PDAM of Semarang City in handling the public complaints and to identify the support factors and the obstacle factors that influence the responsiveness of PDAM of Semarang City in handling the public complaints which is this research has been done by using descriptive qualitative research methode. The result showed that the responsiveness of PDAM of Semarang City in handling the public complaints was not yet responsive because there are some responsiveness phenomenon that cannot be fulfilled by PDAM of Semarang City in performing a responsive complaint services. Then, there is an obstacle factors in the improvement of the responsiveness PDAM of Semarang City in handling the public complaints that is organizational resource factor and technical guidance factor. Meanwhile, the supporting factor is the existence of Standard Operating Prosedure (SOP). The advice for Regional Water Utility Company (PDAM) of Semarang City to improve the responsiveness in handling the public complaints is to do open recruitment of new employees, do capability training for the employees, also to arrange the Citizen Charter in providing complaint services.

Abstract

Kasus HIV/AIDS di Kota Semarang setiap tahunnya terus mengalami peningkatan yang cukup signifikan. Kota Semarang sebagai ibukota Provinsi Jawa Tengah menempati posisi yang tertinggi dibanding kota-kota lainnya di Provinsi Jawa Tengah. Peningkatan kasus HIV/AIDS yang cukup signifikan tersebut, memerlukan penanganan yang sistematis, komprehensif, partisipatif, dan berkesinambungan. Atas dasar pemikiran tersebut, Pemerintah Kota Semarang kemudian mengeluarkan kebijakan tentang Penanggulangan HIV/AIDS di Kota Semarang. Masalah yang muncul adalah terkait sejauh mana keterlibatan aktor dalam proses implementasi kebijakan penanggulangan HIV/AIDS di Kota Semarang. Tujuan dari penelitian ini adalah untuk mengetahui karakteristik lembaga dan penguasa; kekuasaan, kepentingan, dan strategi aktor; serta kepatuhan dan daya tanggap dari aktor yang terlibat dalam proses implementasi kebijakan penanggulangan HIV/AIDS di Kota Semarang. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Hasil penelitian menunjukkan bahwa karakteristik lembaga / stakeholder yang dimiliki oleh aktor-aktor yang terlibat mendukung adanya pelaksanaan program-program penanggulangan HIV/AIDS, meski demikian beberapa aktor masih memiliki pengetahuan yang rendah terkait kebijakan penanggulangan HIV/AIDS di Kota Semarang. Adapun aktor yang memiliki pengetahuan yang rendah adalah Dinas Sosial, ODHA, dan masyarakat. Hal ini kemudian menyebabkan tingkat kepatuhan yang dimiliki oleh beberapa aktor tersebut dikatakan rendah, seperti contohnya Dinas Sosial dan ODHA. Meskipun demikian daya tanggap yang dimiliki oleh masing-masing aktor dapat terbilang cukup baik. Disamping itu, dalam penelitian ini beberapa aktor juga telah diklasifikasikan ke dalam beberapa tipe menurut kekuasaan dan kepentingan yang dimilikinya. Beberapa tipe aktor tersebut antara lain Key Player, Subject, Context Setter, dan Crowd. Aktor yang tergolong dalam Key Player adalah Dinas Kesehatan dan Komisi Penanggulangan AIDS, aktor yang tergolong Subject yaitu Tenaga Kesehatan, LSM, dan ODHA, aktor yang tergolong Context Setter adalah Dinas Sosial, dan aktor yang tergolong Crowd adalah Masyarakat.

Abstract

Norms become rules that must be regulated in social life, but today there are not a few people who violate the norm to point to criminal acts. Criminal offenders are referred to as convicts or prisoners who are serving sentences and coaching processes at the Correctional Institution. The correctional process must be carried out well, where in its implementation is an action taken by the government and the private sector both individually and in groups to achieve the objectives. The aim of this prison is to empower prisoners and with efforts to build power itself, by encouraging, motivating and raising awareness of their potential and trying to develop it. Correctional Institutions are technical units in implementing the Correctional System. Correctional based on the Decree of the Minister of Justice Number: M.02-PK.04.10 Year 1990 is an order regarding direction and boundary as well as a way of fostering for assisted citizens based on Pancasila which aims to awaken prisoners so that they do not go wrong, this is followed by Correctional Institutions Semarang Class IIA Women Regarding the Pattern of Guiding Prisoners or Prisoners which are divided into two namely Personality and Independence Development. This Personality Development focuses on trying to direct prisoners in thoughts, activities, and feelings that influence their behavior better. Self-Reliance Development focuses on skills programs to support independent businesses for the inmates characterized by the ability to form initiatives, create and innovate in carrying out skills programs in the field of work guidance, in the form of home industries, and managing raw materials into finished materials, and unused materials become valuable. In the coaching process it is influenced by factors such as: Human Resources, Coordination, Private Sector involvement and Communication which have a role in helping to create a good Correctional system in accordance with the Decree of the Ministry of Law and Human Rights.

Abstract

The lateness of Desa Selomarto in sending draft of village regulatio about village revenue adn expenditure budget and the report on the realization of the implementation of the villagerevenue and expenditure budget, are become the background of this study. The purrpose of this study is to describe and analyze the management of village revenue and expenditure budget in Desa Selomarto. In addition, the purpose of this study are to describe, identify and analyze the supplementary and the inhibition factors in managing the village revenue and expenditure budget in Desa Selomarto. This study uses actuating teory according to Syafiie and Hasibuan where variables which taken are communication, supervision, and leadership with a qualitative approach. The technique which uses to collect the data are interview, obersevation, and documentation. The selection of informants usess purposive sampling technique. The result of the study shows that the the principles, functions, structure, implementation, administration, reporting, and accountability of village income and expenditure budgets have not been fully implemented. Futhermore, factors which inhibit the management of village revenue and expenditure budget in Desa Selomarto arethe inaccuracy of supervision, the ineffective leadership style of the Village Head of Selomarto and the low quality of village officials. While the supporting factor is communication within the organization. The recommendation which given by the researcher are the need for changers in the focus of attention in supervision, changes in the leadership style for the Village Head of Desa Selomarto and the more intensense of assistance village official.

Abstract

Disaster management is an effort by the government to protect the public from the threat of disaster. The implementation of disaster management is the responsibility of the central and regional governments, then it is handed over to the regional government through the establishment of the Regional Disaster Management Agency (BPBD). Semarang City is one of the areas prone to landslides. Furthermore, this study will discuss the implementation of Semarang City regulation number 13 of 2010 on disaster management in Semarang City and the factors that influence it. The method used is descriptive qualitative method. The purpose of this study was to determine the implementation of the regulation, especially at the pre-disaster phase in situations where there is potential for disaster and the factors that influence it using the theory of George C Edwar III Model. The result showed that the implementation of the regulation was not done well because there’s still several obstacles in the its implementation. The supporting factors in this policy is communication, disposition, organizational structure and the inhibiting factors is human resources, facilities, budget. The recommendations generated from this study are needed coordination and communication with the agencies / agencies involved need to be built or improved again, additional allocation of funds so that Semarang City BPBD is able to carry out all series of activities and related human resources in the BPBD of Semarang City especially in the field of preparedness and prevention in quantity needs to be increased through the addition of staff.

Abstract

This study aims to analyze the factors that influence the implementation of Regional Regulation No. 5 of the City of Semarang concerning the handling of street children, vagabonds, and beggars. Qualitative descriptive research. The research locus in the Semarang City Social Service and the Social Services Outreach Team, the Indonesian Gold Foundation, and administrators of the Children's Shelter (RSA) Among Jiwo. Research subjects: street children, TPD team members, and boarders. The data collection technique uses purposive sampling. Sources of data in this study are Primary Data and Secondary Data, with data collection techniques: Observation, Interview, Documentation, Library Study. Data analysis and interpretation techniques used in data processing are data reduction, presentation and conclusion / verification. Research results show that the supporting factors for this implementation are communication and implementing attitudes, while the inhibiting factors are the factors of factors and factors of social and economic conditions of the community. Suggestions can be given is to increase the wages of members of the Semarang City Social Service Outreach Team and improve the quality, quantity of human resources facilities and facilities

Abstract

This study aims to analyze work discipline and inhibiting factors and drivers of work discipline of civil servants in the Regional Civil Service Agency of Central Java Province. Based on the results of the study indicate that the work discipline of civil servants in the Regional Employment Agency of Central Java Province has not been good. This is seen from the presence of employees who are not on time and do not comply with the rules at work. Employee discipline is inseparable from supporting and inhibiting factors. Supporting and inhibiting factors can be seen in terms of leadership and aspects of motivation. The leadership factor in terms of leadership is the absence of strict sanctions regarding disciplinary violations. The inhibiting factor in terms of motivation is the absence of motivation for employees. Based on the obstacles that exist in achieving employee work discipline in the Central Java Regional Personnel Agency, the author provides recommendations in the form of: (1) Leaders to provide more motivation and attention to the discipline of their employees. (2) Leaders make a list of staff work needs to support work which is then seen as useful. (3) The application of rewards to subordinates at least once a year. (4) Enforcement of strict sanctions regarding discipline specifically for employees of the Regional Civil Service Agency of Central Java Province.

Abstract

Corporate Social Responsibility is an obligation carried out by the company and regulated in article 74 paragraphs (1) of Law Number 40 of 2007 concerning Limited Liability Companies, but in its implementation, the program is not perceived in creating community independence. The purpose of this study is to determine the effectiveness of PT Pertamina's CSR program carried out in Tambakrejo, North Semarang, Semarang City. This research is qualitative descriptive research. This research uses the theory of effectiveness from Sutrisno. The results show that there are five areas of Pertamina's CSR program in Tambakrejo, namely CSR in the fields of environment, education, economics, infrastructure, and health. The effectiveness of PT Pertamina's CSR program in Tambakrejo can be concluded that the result is not optimal yet since Tambakrejo people do not fully understand every Pertamina's CSR program, the target of CSR programs that have not touched all communities, and lack of timeliness in the implementation of activities. Some programs such as economic CSR programs and health CSR programs, have not been able to achieve the goals set by the company and have less impact on beneficiaries. The determining factors in this program are company resources, namely the lack of CDO officers, community conditions that affect the acceptance of CSR programs, and budget constraints so that Pertamina has limitations in choosing targets and programs. The environmental conditions that hinder the implementation and development of programs and the individual’s capacity that has the motivation to develop, the training and mentoring carried out by various stakeholders, and the group capacity built by individual capacity, leadership, and support

Abstract

The application of innovation Aji Arum (Birth Certificate is completed delivered to homes) is one of the government's efforts Semarang district to improve the quality of public services, especially in the service of the birth certificate. The purpose of this research is to Describing the implementation of Aji Arum innovations held by Dispendukcapil Semarang Regency and identify supporting and inhibiting factors that influence the implementation of innovation. The theory that used in this research is attribute of innovation by rogers to identify the implementation of innovation and Fontana's theory identifies supporting factors and inhibiting factors for public service innovation. This research used a qualitative descriptive approach. The data collection techniques are interviews, literature studies and documentation. Based on the research, it is known that the implementation of innovation Aji Arum by Dispendukcapil Semarang regency is good enough. It is known from the research based on indicators in the attributes of innovation that is a relative advantage, compability, complexity, triability and observability. but there are some obstacles found in the implementation of innovation : POS officer is not timely, limited human resources, infrastructure and budget. Recommendations of the author is Dispendukcapil need to coordinate with the POS, recruiting contract staff in certain positions and carry out careful planning and pay attention to the priority to be executed so that the budget can be managed more efficiently and effectively.

Abstract

Analysis of Management of Tingkir Lor Tourism Village in Salatiga City is an effort to improve the welfare of the village community with all its potential. Tingkir Lor Tourism Village is a tourist village in Salatiga which has been inaugurated since 2015. The purpose of this study is to analyze the management process and find out the driving factors and inhibiting factors of the management of Salatiga Tingkir Lor Tourism Village. This study uses qualitative methods with data collection techniques of observation, interviews, and documentation. The results of the study indicate that the management process of Tingkir Lor Tourism Village has not gone well because there are still problems in planning, namely the unclear budget plan. Organizing, namely the division and grouping of work is still not appropriate, the distribution of authority has not gone well because the Decree on Organizational Management is unclear and lack of coordination. Actuating, namely lack of participation in the implementation of training activities provided by DISBUDPAR. Controlling, that is, the absence of the supervisory standards set. Supporting factors: the potential of the rice fields that are used as outbound activities, the whereabouts of Kyai Abdul Wahid's tomb. Inhibiting factors: low community participation, lack of cooperation, low quality of human resources, lack of commitment from the government.
