Abstract

Nowadays internet traffic using cellular telecommunication network is increasing very rapidly. Good LTE (Long-Term Evolution) cellular network performance is very important for any telecommunication operator to maintain customer satisfaction. Poor network performance can also cause customers to switch to other operators. One of the indicator variables in observing the radio quality of the LTE cellular network is Penetration using 64QAM Modulation. 64QAM modulation can transmit higher bitrates with lower power usage. 64QAM modulation will be used if the Channel Quality Index (CQI) condition is very good. Network quality improvement can be done by adding new BTS or optimizing existing BTS. The addition of new BTS will increase coverage, quality, and capacity but cost is high, and the time required to build BTS is also long, while improving network quality by optimizing BTS can be done by purchasing LTE features and costs incurred still relatively low. In increasing the penetration of using 64QAM modulation, it is necessary to analyze the other variables. The traditional method to improve this Key Performance Indicator (KPI) requires an expert and professional but is often inaccurate and spends a lot of time finding the factors that cause it. To solve this problem, Random forest method is proposed. By knowing the variables that have a significant effect on network quality, the capital costs incurred by cellular operators for improving network quality will be more effective and efficient because the capital costs invested only focus on influencing variables such as purchasing LTE network features only done for those related to these variables. The results of this study, we make CQI improvement flow based on the classification of the random forest method that produces feature/variable importance.

Abstract

The aims of Development for the welfare of the community, but often this development affects changes in environmental arrangements around the area which are outside the development goals. Environmental changes due to unplanned human activities have a negative impact on other social groups. Environmental impacts have the meaning of changes that can be natural or unnatural. This article aims to describe the impact of the construction of the Gunawangsa apartment, which is located around the Asemrowo River, Surabaya. This study uses a qualitative method with a case study approach. The informants in this study are people who live in the Asemrowo strenkali which is directly adjacent to the Gunawangsa Apartment Building, abaout 22 families. The results of the study found that the Gunawangsa apartment building which has been going on for 3 years has not felt the impact of significant changes in improving the family economy. The community still feels that socio-economic life is not much different from before development. The results of the research also found that the very high position of the building had hindered the catch of the television signal so that people had difficulty accessing the signal and could not comfortably enjoy television programs that were previously enjoyed well

Abstract

Abstract―Instability often occurs in production planning, which is also known as schedule nervousness. This phenomenon triggers companies to make various efforts in minimizing the level of instability. In this study, the author tries to look at the schedule nervousness problems of the aviation catering industry in determining the amount of production planning to increase profits. In the context of schedule nervousness, there is a very high difference between the value of the temporary demand which is known 10 hours before with the fix order when the airline has closed the check-in process. This phenomenon makes the aviation catering company must bear the loss in value of the difference in demand that occurs. In one month the company must bear the loss of at least 500 packs of food. Based on those problems, the author tries to make an optimization model with linear programming by determining the number of orders for each airline and class of passengers at a certain service level to produce minimal inventory with large profits. The completion of the model using Lingo software is running well and has produced an optimal solution. The potential cost reduction carried out in the first week of January 2020, has provided the best scenario with the potential for cost savings of the production process around the production cost of around Rp 53 million or about 23%.

Abstract

Several previous studies explained that the implementation of an integrated information system needed to be realized at Perum BULOG because the old system has not been integrated. This was also realized by the management of Perum BULOG by carrying out one of its long-term plans, namely carrying out the implementation of ERP system in 2020. On the other hand, ERP is a complex system because ERP systems often adds more difficulties to the implementation process. Therefore, it is necessary to conduct research on the analysis of ERP implementation at Perum BULOG to see how ERP users will accept this technology using the extended TAM 3 approach. Outer Model and Inner Model are used to test and analyze data from research instruments using the SMART PLS 3.0. Based on the research findings, it can be seen from 12 research hypotheses, 9 research hypotheses were accepted and 3 were rejected. It is known that perceived usefulness is found only factor in system- technology ERP and perceived ease of use which have a positive and significant correlation. Meanwhile, the perceived ease of use factor was found only the organization process characteristic and system-technology ERP factor that had a positive and significant correlation. Furthermore, the attitude factor of ERP user is influenced by the perceived usefulness and perceived ease of use. Where the ERP user attitude factor is able to encourage behavioral intention and have implication for use and user satisfaction.

Abstract

Maternal and neonatal deaths, and delivery’s coverage at healthcare still be problems in North Toraja. Culture was one of factors that influence unsafe delivery. It’s important for midwives to understand culture in community. The objectives of this study were to improve midwives’ cultural competency and to minimalize cultural barriers. Cultural competency had been trained to 19 midwives in Sa’dan North Toraja. Training contained material of the culture of pregnancy and childbirth. Through roleplay regarding cultural problems faced by midwives in community and how they learned from each other to find solutions to cultural barriers in their duties. Roleplay’s themes had been founded together contains about how to: (1) socialization to family member of traditional midwife (to 'mappakianak) that not allowed to help delivery; (2) convincing woman to deliver at healthcare; (3) minimize the gap between midwives and community; (4) convincing delivery decision making in extended family; (5) resolve problem of cultural role of mother in family, by involving, discussion and collaboration with parents, family members, and respectable community leaders. It concluded that improving cultural competency could minimalize cultural barriers in community. Communication between midwives and communities were the key of improvement maternal and child’s health services.

Abstract

Tourism is a promising development sector. It has strong potentials for improving local community life quality by alleviating poverty, broadening information access, improving facilities and infrastructure, opening new and diversifying employment. Thus, today tourism is recognized as one of key sectors in development possessing multiplier effects on other sectors and contributing to other development goals attainment. This encourages many communities to initiate and run their local-scale tourism at their kampung. The development of these community-based tourisms need to be strengthened by community capacity to develop their tourism into more sustainable and competitive destinations. Moreover, the Covid-19 pandemic potentially threatens tourism existence and sustainability, especially if the communities do not rapidly respond by improving their tourism capacities. This study aims to explore several factors needed by local community to foster tourism transformation. The study is concentrated on examining WPP Dalegan and Dalegan community tourism transformation needs. The data are collected through community dialog incorporated with community service program. The study identifies three primary transformation elements for fostering WPP tourism improvement. The first factor is transformational and collective community leader who provides empowerment, climate and chance for Dalegan community to participate and orients to community social changes. The second factor is Dalegan community capacity building. Dalegan tourism transformation rests on its local community to learn together and improve the quality of their tourism services and products. The third factor is development facilitation. To successfully transform, Dalegan community needs to expand their networking, build horizontal and vertical partnerships.

Abstract

Changes in the spatial area showed the dynamics of political economy. There is a problem regarding power relations in reproducing space, which will trigger a conflict between interests. These land changes, especially those related to changes in the form of agricultural land use to non-agricultural, have resulted in the loss of income sources for farmers. This paper focuses on the transformation of agricultural land into a non-agricultural one caused by conflict between several elements, including the local government, private businessmen, and the community, especially fishpond farmers who experience marginalization of agricultural land due to industrial development in Gresik Regency. The research is conducted using a qualitative approach with a descriptive type to support more in-depth research in analyzing urban spatial planning issues in the perspective of seeking spatial politics in Gresik district. The current reality is that the government tends to be more aligned with capital owners, which implies that spatial planning is manifested by profit-oriented development, high economic growth, and accumulation. The government mostly ignores ecological and social dimensions, which it considers non-linear with economic investment.

Abstract

Overstock spare part in the Electric Power Transmission System will affect the inefficiency in the asset management of the company. While the spare part stockouts in the company will disrupt the maintenance process of the electric transmission system, which then lead to power outages. Overstock spare parts are caused by several factors, such as forecasting errors in material requirements, intermittent requests, so it is difficult to determine the optimal order quantity. On the other hand, the unavailability of spare parts will affect the reliability of the electrical energy transmission system, which has the potential in causing a massive power outage. Monte Carlo simulations help to show the more concrete picture of the spare parts inventory condition using a periodic review (R, S) system approach. Divination of the combination of S and R parameters is very influential on the success of spare part control. Spare part classification is used for understanding the demand characteristics and the level of criticism. Moreover, the analysis of simulation results will show the information on supply fulfilment strategies to overcome the problems of either spare parts availability or spare parts overstock.

Abstract

This research describes and analyzes the strategies of politicians to attract voter support in electoral politics by providing patronage goods or club goods. The study of this strategy is increasingly relevant considering the Covid-19 pandemic that has emphasized to political actors the importance of social assistance (in Indonesian: bansos,etc.). In some areas, especially those with a flow-political landscape in the form of strong links between parties and social and religious organizations, it shows that local politicians are cooperating with organizations that share a platform with parties to distribute social assistance. However, this research confirms the academics' opinion, such as Edward Aspinall, who believe that giving from politicians with the motive of gaining mass support for party interests, and of course electoral politics, can be said to be an affirmation of patronage democracy. Through comparative analysis with several cases of social assistance distribution that have existed, this study strengthens the main thesis about patronage items as a binding of loyalty between the mass of voters whose numbers are very beneficial for parties and party politicians.

Abstract

In Indonesia, information and communication technology (ICT) is one of the most crucial economy accelerators, for every 10% increase in the ICT investment, the nation’s GDP grows as much as 1.87%. However, the use of ICT leaves adverse impacts on the environment, particularly carbon emission and toxic waste. This phenomenon has led to the proliferation of the topic of environmental sustainability, one of which is green information technology (GIT). GIT is defined as the utilization of ICT that can directly or indirectly reduce the adverse impact of business processes on the environment. This paper aims to evaluate GIT research to attain a better understanding of the field of GIT in Indonesia through a literature review. Published papers are categorized and a gap analysis is presented to reveal areas that need to be explored more. The results of this study potentially serve as a guide for future studies in GIT, particularly in Indonesia. This research finds that the topic has gained popularity in recent years. There are various research themes under the topic of GIT in Indonesia, with the most explored one being the design and implementation of GIT. The majority of the studies are case-based, limiting the research scope to one particular organization. This leaves broader research objects open to be explored more.
