Abstract

The management of shrimp farms in coastal areas often leads to conflicts of interest involving local governments, shrimp farm operators and communities. Social stability is also disrupted because the management of shrimp ponds has an impact on environmental pollution, damage to marine ecosystems resulting in loss of livelihoods of coastal communities, and environmental disturbances due to aerators that are lit continuously. This study aims to formulate a deliberative policy strategy in resolving conflicts of interest and social instability in the management of shrimp ponds. The method used is descriptive qualitative with a case study approach. This study involved 9 institutions with 11 informants with data collection through observation, interviews, and documentation. Data were categorized through the Nvivo Pro 12 application. To deepen the data, questionnaires were distributed to 100 samples, which were analyzed by simple regression to test the impact. The results explain that shrimp pond management involves many actors and has a significant impact on the environment, social, and economy. The local government's deliberation policy as a solution-oriented and progressive strategy in preventing conflict and aligning actors' interests. The research findings are deepened by interpreting the problems and strengthening interests, shrimp pond management practices, and deliberations involved by local governments to harmonize interests. However, public involvement in planning needs to be optimized for more effective resolution and conflict resolution.

Abstract

Generally, the waste management has to involve the entire society component, not only the government but also the society itself. The government can be useful with their regulation and their productive programs related to waste management. But the regulation and the program can only be successfully applied if the society actively takes part in the grand plan designed by the government. In this paper, we analyzed the influence between the waste facility provide by the government, self-knowledge of the society about waste management and society figure who can be a role model in managing the waste to the society behavior of waste self-management in Ambon Moluccas. This research showed that only 23.83% of the society behavior of waste self-management in Ambon Moluccas can be analyzed through the variables of waste facility, self-knowledge and society figure simultaneously. Furthermore, it is also shown us that the Society behavior variable can be explained 17.53% by the waste facility variable, 14.19% by the self-knowledge and 1.63% by the society figure particularly.

Abstract

This study aims to analyze the implementation of the Fresh Food of Plant Origin (PSAT) certification service policy at the Technical Implementation Unit (UPTD) of the Food Quality and Safety Certification Center (BSMKP) in Bali Province. The data reveals a significant paradox: a large potential for PSAT production contrasts sharply with a very low and declining realization of certification issuance. Using a qualitative case study approach, data was collected through in-depth interviews with seven key informants (UPTD BSMKP officials, Agricultural Office officials, and business actors) and document studies. Data analysis employed Edward III's policy implementation model, focusing on four variables: communication, resources, disposition, and bureaucratic structure. The findings indicate that policy implementation has procedurally taken place but remains ineffective. Key internal constraints include limited budgetary and facility resources, a partially integrated administrative system, and procedural complexities that hinder efficiency. More crucially, external constraints stem from business actors' perception that certification provides no economic added value, as certified products receive no price premium or special placement in modern retail markets. This study recommends an integrative approach that combines institutional capacity strengthening (through service digitalization and sustained technical assistance) with active market development strategies (through regulations mandating the absorption of certified products, collaboration with retailers, and collective brand building). Consequently, certification can shift from an administrative burden to a strategic instrument for enhancing the competitiveness of Bali's agricultural products

Abstract

Village tourism management based on VillageOwned Enterprises (BUMDes) is one of the steps taken by village governments to maximize local potential in order to improve community welfare. This study aims to analyze the implementation of BUMDesbased natural tourism management policies in empowering the community’s economy at Dadapan Tourism Park, Tulungagung Regency. This study applies a qualitative method with a literature review approach and public policy analysis based on George C. Edward III’s policy implementation theory, which includes communication, resources, disposition, and bureaucratic structure. The research findings indicate that the management of Dadapan Tourism Park by BUMDes Raharja has successfully provided positive impacts on community economic empowerment, including the emergence of local business opportunities, increased community income, and the absorption of labor in the tourism area. However, tourism management still faces several challenges, such as limited human resources, less effective tourism promotion, and a lack supporting tourism facilities. Therefore, strengthening BUMDes management, improving tourism promotion, and providing infrastructure support are needed so that village tourism management can grow sustainably.
