Abstract

The relationship between budget participation and managerial performance has been attracting researchers attention. However, the results of previous studies on the realtionship between budget participation and managerial performance have been inconclusive and often contradictory. One way to reconcile these conflicting results is to investigate the hypothesized realationship by applying a contingency approach. This study empirically examined the effect of budget participation on budget performance using conntingency approach. Three contingent variables were investigated. They were motivation, leadership style and decentralization. The data were collected by using purposive sampling technique atSemarangRegion. The respondent is the managerial level such as Camat and Bendahara Kecamatan. To analyse the data, simple regresion and regresion with residual approach are employed. The result of study shows that budget participation support has positive and significant influence on performance budgeting. Then, motivation and budget participation, leadership style and budget participation, desentralization and budget participation do not affect performace budgeting.

Abstract

 This study examines organic rice contract farming inCambodiaand its impact on farmers’ livelihood. The study’s objective is to gain a better insight of the terms and conditions of rice contract farming scheme inCambodia, and determine under what conditions contract farming could bring improvements to farmers’ livelihoods. This study contributes new research findings on contract farming practices and farmers’ livelihood due to organic-rice contract farming with a case study in Kampong Speu province,Cambodia.Rice contract farming is not widespread inCambodiaat present, but is expected to expand significantly in the near future. Contract farming can increase investment into agricultural and infrastructure in rural areas. Contract farming can also enable farmers to access credit, inputs, technical advice and information about market condition and pricing trends. Yet, the disadvantages of contract farming include loss of farmer bargaining power and a potential reduction in profit margins, increased emphasis on improving production quality, land consolidation in favor of participating contract farmers, and less secure livelihoods.In this study, the contract farming arrangements of Angkor Kasekam Rongroeung (AKR) Company is studied. A survey of 16 contract farmers and 20 non-contract farmers in Kampong Speu province has been undertaken to examine the AKR contract farming scheme arrangements and to identify farmer’s motivations to participate in contract farming and its impact on farmers’ livelihood.AKR rice contract farming improves farmers’ livelihood because they get a higher income and rice yields. Higher price, good rice seed, and access to market are the main reasons for farmers to participate in AKR contract farming. However, strict requirements, heavy penalties, poor extension services, and lack of information about the contract terms and conditions reduce farmers’ long-term participation in contract farming. In addition, contract farmers have less bargaining power to negotiate with the company due to the absence of a farmer association.Overall, the status of contract farming inCambodiaclearly points to the great potential for its expansion in the future. However, for this to be realized and for the benefits to be shared fairly between companies and the farmers themselves, the study concludes that issues about the role of the government, the regulatory framework, contract enforcement, and the formation of small-scale farmer organizations must all be addressed.

Abstract

The appropriate resource allocation on potential economic sectors can spur a faster economic growth. Knowledge on economic sectors which are efficient and have experiencing positive business cycle could ease the allocation of available economic resources. This research provides information on the technical efficiency of economic sectors as well as the business cycle of the economy in Bali. A stochastic frontier method is used to analyze the technical efficiency of economic sectors while the Bry-Boschan algorithm is used to estimate the business cycle of the economic sectors which are relatively efficient. The estimation result indicates that the efficient economic sectors in Bali are trade, hotel & restaurant (thr) sector and agriculture sector. Both sectors contribute most on the Bali’s economic output. At the end of the observation period, the economic business cycle in Bali is in a period of contraction. It is estimated that the next quarter will be the expansion period.

Abstract

SBY government work effort through the triple-track strategy namely pro-growth, pro jobs and pro-poor developments will be doomed to fail because of a deindustrialization inIndonesia. The phenomenon of deindustrialization is characterized by the continued decline of industrial contribution mainly manufacture industrial sektor to the value added, employment, exports and contribution to GDP growth, would obviously be a serious threat to the government in its efforts to achieve economic growth to reduce unemployment and poverty. Industrial sektor at this time was no longer regarded as a leading sektor in the national and regional development, so that if eagerly handled will have a negative impact more and could threaten the stability of the economic development of Indonesia.

Abstract

This study aims at knowing whether there are changes in superrior and potential sector in Kabupaten Bantul after the earthquake and identifying the sectors that become the superior and potential sector before and after the earthquake. The data were secondary data of PDRB based on business sector and labor in Bantul, started from 2003 up to 2008. Klassen typology is used for meassuring and classifying the data. The finding show that before the earthquake the superior and potential sectors are electricity, gas, water, financial rent and company service, and transportation and communication. Then, after the earthquake those sectors still become superior and potential, but there is a new sector that become superior too. It is infrastructure

Abstract

The aims of this study are to analyze the causal relationship of public service provision (infrastructure), economic growth and tax inIndonesiaand to formulate the policy implications of causal link and infrastructure inIndonesia’s economic growth. The data used was time series data, from 1987 up to 2009. They were from many sources such as Government Expenditure (APBN), Central Bureau of Statistics (BPS) and the International Financial Statistics (IFS). The method used is a causal analysis approach or the Granger causality. The findings of this study is that there is a direct relationship between GDP to infrastructure and the GDP to tax revenue. The conclusions of this study are Gross Domestic Product (GDP) can lead the availability of infrastructure (for example road length) in Indonesia,there is a causal connection between the economic growth and the tax revenue in Indonesia, andthe increased tax revenue will increase the availability of infrastructure, especially road.

Abstract

   Corn represents one of the agricultural comodities in Grobogan regency. However, the average corn production in Grobogan is only 4,92 ton/Ha. It is below the standard production determined by the government which ranges from 5,5 to 6 ton/ Ha. The aim of this study is to know the efficiency of production factors in farm bussiness, especially corn farm in Grobogan regency. The samples are 90 divisible respondents in Purwodadi, Torohand Kradenan. Then, the purposive cluster of area random sampling was applied for having the samples and quantitative descriptive approach was used for having the findings. After analyzing the data, it is shown that the variables influence the efficiency of production factors in farm bussiness are land area, seed production, and fertilizer production. Furthermore, those variables are inefficient in the busssiness farm. It is based on the calculation that shows the following findings: technical efficiency is 0,9996633, the price efficiency is1,53563, and the economic efficiency is 1,5346. Knowing that the variables involve in the farm bussiness, especially corn have not been efficient yet, the government roles are needed, and agriculture policy should be issued for protecting the peasants.

Abstract

The purpose of this study to identify and seek answers through the establishment of community empowerment model in order to reduce unemployment and poverty.The research was conducted in District Dlingo Bantul, especially in the Village Muntuk. The method of research is conducted with sample survey methods, namely the households respondent sample of the poor and unemployed citizens voted in the village. Data analysis in this study is more designed in the form of qualitative descriptive analysis and SWOT analysis model. The study identified several strategic fundamental potential and central issues as the capital base in the formation of citizens empowerment model, namely: the still high social capital, productive work ethic, the local potential (bamboo handicraft business), technical factors, human capital, productive and entrepreneurial culture. Besides institutional characteristics and conditions of social, economic, cultural and political communities remain conducive and good interaction with various national and local government programs, so it can be a major contributing factor in the formation of community empowerment model in order to solve the problems of unemployment and poverty independently and sustainable. The existence of common perception of the strength and support of stakeholders from sub village, village and district to empower entrepreneurial culture of the residents. Thus, it is recommended the assistance and review of the action also further research and analysis. Assistance is needed only at the beginning of the establishment of the implementation of citizen empowerment model for more effective, efficient and easily applied of model implementation, so that in the future can be done independently and sustainable.
