The essay seeks to examine the Japanese Prime Minister, Shinzo Abe’s security diplomacy in responsive to changes in the security environment surrounding Japan. The data referred in the essay is from the secondary sources, mainly academic journals and books. The finding showed that due to external threat, a bold move was made to pass the security bills despite a major protest. Moreover, under his theme of diplomacy named “proactive peace diplomacy”, it appears that he aims to form a Japan-led-security alliance in the region. In spite of this, Japan is embedded in the Asia context on the axis of the Japan-US security alliance. As long as the constitutional constraints, especially the article 9 clause are concerned, the pursuit of independent foreign policy would be limited.

Mangunan Forest Management Resort as a tourism area needs dynamic capability of stakeholders to adjust various future needs, sustainability and improvement of problems. This study aimed to analyze the dynamic capabilities aspects of Dynamic Governance in the development of tourism in RPH Mangunan and its inhibited factors. The research design used descriptive with qualitative approach. The results of this study showed that RPH Mangunan had paid attention to the three aspects dynamic capability of Dynamic Governance, that was Think Ahead, Think Again and Think Across. The inhibited factors of Dynamic Governance were: 1) Low quality of human resources 2) Lack of coordination between stakeholders, especially related to the development of tourism infrastructure 3) limited budget.

ABSTRACTThe purpose of this research was to find out and analyze the quality of land certificate service at Land Office of Palembang. This research was a type of quantitative descriptive research. This study focused on presenting data and facts, not hypothesis or prediction statements. The samples of the research were 50 respondents who were registering their land certificates. Based on the results of research and discussion, it found that the overall quality of services provided by the Land Office of Palembang considered bad. It was because the Land Office of Palembang had not provided consumer satisfaction in obtaining land certificate. Assessment of poor quality of service was gained in accordance with negative scores obtained from four dimensions of service quality, only one dimension had a positive score that was the dimension of direct evidence.

This paper aims to explore the dynamics of competition in the Asia Pacific region. The analysis in this article used a qualitative approach based on secondary data. The data collected from the official reports and other relevant sources. The findings showed that there is instability in intrastate politics, it does not have much effect on regional political constellations. Geopolitical and geo-economic shifts in the region are ongoing so it is natural that there is a process of adaptation that creates a bit of friction with domestic politics. Economy and military serve as a power base for superpowers to be able to spread its influence in a minor power state. However, the power of the superpower is not always constant. The tide of the presence of force can affect the political constellation of the region and lead to changes in hegemony.

This research resulted in the superior product development strategy of Bondowoso Regency that is tape. By analyzing tape problems from upstream to downstream, the results of the analysis resulted in policy recommendations for the development of superior products of Tape Bondowoso. The research approach used is Qualitative with Descriptive Method by explaining the context and setting naturally. The results of this study provide an overview, first, Decrease in Cassava Production caused cassava farmers to switch to other commodities such as coffee or corn. Second, the pattern of cassava farming is still traditional. Third, the lack of skills (life skills) owned by cassava farmers. Fourthly, the instability of cassava prices caused cassava farmers to suffer losses. Fifth, Difficulty Accessing Capital and the market.

The DKI Jakarta AIDS Commission (KPA) seeks to prevent HIV / AIDS cases through collaborative governance between the Government, Non-Governmental Organizations (NGOs), and the community. This collaborative governance is strengthened through Pergub Number 231 Year 2015 concerning the Organization and Work Procedure of the DKI Jakarta Provincial KPA and Regional Regulation Number 5 Year 2008 concerning HIV AIDS Management. This research was conducted to analyze the collaborative process of HIV AIDS prevention in DKI Jakarta Province. In addition, this study aims to provide recommendations for effective collaborative governance in the context of HIV AIDS prevention in DKI Jakarta Province. This study uses descriptive qualitative research methods that describe the collaborative process of HIV AIDS prevention in DKI Jakarta Province. This research uses collaborative governance theory that focuses on the collaboration process. Based on the research, it is known that collaborative governance has been established between the Government, NGOs and the Community. However, it has not been effective because of the lack of roles of working groups and NGOs that still depend on donor agencies.

This study aimed to know and deeply understand the Collaborative Governance processin the development of Baros's Mangrove Conservation and its inhibiting factors. The research design used was descriptive with qualitative approach. The resultsof this study indicated that Collaborative Governance process in the development of Baros'sMangrove Conservation that was done with the concept of agro silvo fishery had been done bygovernment, private, and community. However, the Collaborative Governance processhad not been optimally implemented, it could be seen from the inhibiting factors that occuredthat were: there was no communication forum, there was still sectoral ego, the limitedresources, and the private involvement was less than the maximum.
