This research uses qualitative method. The data about the policy andsurvivor handling are got through interviews with representatives from Pakem, Turi, andCangkringan. They are head of sub districts, head of villages, and head of country-sides. The findingsof this research show that the disaster regime character is fatalist-individualist and the authorityrelation is substitution (acts as a substitute). Therefore, humanity-based point of view is important tosee the risk. It will empower the capacity of government institutions. The last, involving civil society(CSO) is also significant to streamline the role of disaster management regime guide. Therefore, thesynergy between government and CSO will easily be achieved to implement Community-BasedDisaster Risk Management (CBDRM). CSO is the government’s partner to reduce disaster.

Abstract

In the preservation of local culture, local government policy is required to make local regulation (Perda)which can be used as a handbook for architects and building owners, when making a plan fordevelopment in public areas but do not forget to give a typical sign of Makassar or 'raises 'traditionalarchitectural style of South Sulawesi in building offices or public buildings. South SulawesiProvincial Government's efforts to pioneer the construction of buildings or new buildings that stillemphasizes architectural Bugis-Makassar, as exemplified in 1978 by building the Office of theParliament of South Sulawesi and South Sulawesi Governor's Office, is an effort to respond positively. But these efforts did not last long. The architects, in for some time, still seems to apply the modelTimpalaja (timpanon) as a prominent feature of traditional roof Bugis-Makassar on the buildings, alsoseemed to have started to disappear from the presence of buildings or new buildings that would be anew icon for the city of Makassar.

Abstract

This research concludes that development of Muslim communities in the Philippinesprimarily relies on local initiatives and people’s assertive character to institute behavioralreform. It entails a transformation process involving all sectors of the society in such a waythat true and committed Muslim leaders will emerge to provide direction and at the same timeorchestrate the development of the communities. It is therefore argued that transformationalleadership is the most appropriate model that could improve the living conditions of Muslimsin the Philippines Firstly, this study provides the empirical evidence that leaders and followersbelieve that it is through Islamic leadership that their communities can be developed. Secondly, thehistory of the leadership of Prophet Mohammad and his four caliphs proved that Islamic leadership isindeed transformational leadership one, hence, they deserve to be emulated by Muslims.
