Public forests, particularly the ones in Java island, were developed in the 1930s by Dutch colonialgovernment although the government’s policy did not fully recognize and legitimate them as state forests.Nevertheless, the contribution of the forests to local communities cannot be denied, because the existenceof community forest can be lifesaving. That public forest after deforestation becomes an alternativesolution can be seen in changes in the timber industry, in that demand for wood is increasing. The changeresulted could be seen in the cultural change of this industry on the management of public forest in Java,especially in Gunungkidul Yogyakarta. The demand and pressure of international market that setrequirements on the wood sold to be of high quality and accompanied with legal documents of publicforets is an absolute condition to have the logs be accepted, recognized and marketed in internationalmarket. In political economical context, forest certification in Gunungkidul regency needs theintervention of the State to protect the marketing of timber from public forests.

Structuring urban areas, especially the Pekanbaru City, is necessary given the problem of development ofPekanbaru City is more and more complex and highly in need of a better arrangement, especiallyconcerning on the improvement of the environment (Water Front City) in Siak River surroundings. Thisis a descriptive qualitative research with population sample of the Office of Settlement and RegionalInfrastructure of Pekanbaru City, Senapelan District Government, NGOs, community leaders, andprivate parties. Data are collected through interview, observation and documentation, which is thenanalyzed using qualitative analysis technique. This research finds that the policy of the development ofWater Front City at Village Kampung Baru sub-district Senapelan Pekanbaru is not implementedoptimally. This situation can be seen through a variety of indicators related to the implementation ofdevelopment policies of Water Front City at Village Kampung Baru sub-district Senapelan Pekanbaru inthat the effect of interest policies, benefits, desire for change, the process of decision-making, implementingprograms and supporting resources have not been implemented effectively. The curbing factors inimplementing development policies in the District Water Front City Senapelan Pekanbaru are mostly dueto the lack of human resources, process of compensation and other inadequate financing, and managerialinstruments that are unsupported to the implementation of development programs of Water Front Cityat Village Kampung Baru sub-district Senapelan Pekanbaru.

The objective of this research is to study the role of local mass media in the publicity process of a publicpolicy. Media is considered to hold the power to construct an agenda concerning on particular issues orincidents so that they gain public’s attention. Media highlights the issues by providing space and time sothat public is continuously exposed and eventually aware of the particular issue, and people deem it asimportant and build their belief on it. The method employed in this research is phenomenologicalqualitative. The apparoach is characterized by its actual setting, in that the researcher is the keyinstrument, and the data is descriptive in nature. This means that this reasearch aims to obtain datadescription that describe the composition and characteristics of the unit being studied. The result showsthat Public Policy on gender mainstreaming as stated in Presidential Instruction No. 9/2000 on GenderMainstreaming - requiring at least 5 media taken as sample of this research – is considered notnewsworthy so that the frequency of the issue reporting in mass media is very rare, or even, never exists.

Nowadays, partnership has become one of new forms of governance. It is noteffective for the government to handle all public services on its own because thesociety’s current situation turns to be more complex and complicated. However,there are risks inherent in every partnership. Every party involved in apartnership has each own potential risk. In the context of palm plantationmanagement partnerships, uncertainty in managing risks will lead to a numberof conflicts. Thus, it is important to pay attention to risk governance in apartnership. This study aims at describing how the risk governance is done inKKSR (Kebun Kelapa Sawit Rakyat/People’s Palm Plantation) program inBangka Regency, Indonesia. There are 3 main focuses of this study, namely theprocess, the strategy and the result of risk governance in KKSR program.Theresults show that the there are different interests among the parties involved inthe partnership which are potential to be the cause of conflicts. Furthermore, thepartnership achievement indicates that the strategy of risk governance appliedin KKSR Program initiated by the Government of Bangka Regency has givenpositive impact on each party involved in the partnership. The result of thisstudy also implies the importance of government role in the risk governanceprocess of the partnership program for public services. The government isresponsible for protecting the stakeholders’ interests, especially public interests,and also responsible for assuring that the goals of the partnership are achieved.

The aim of this research is to examine the concept of local government capacity building in boththeoretical and operational aspects, regarding especially with local authorities in Indonesia, after theenforcement of regional autonomy. This is a basic research (fundamental research) of library researchtype. Data collection technique involves using data sourced from a variety of secondary sources, as itshould be; books, journals, and related legislation. To draw a conclusion regarding with the building ofregional capacity after the implementation of regional autonomy, the data are analyzed using descriptiveanalysis technique; that is, examining secondary data based on Indonesian condition. This researchconcludes that Capacity Building is a huge job for the an autonomous local government, particularlywhen dealing with the system which is deemed to prioritize self-serving rather than public serving; yetthis capacity building mission deserves to fight for. Stakeholders (other than legislatives) need toregularly monitor the improved performance of the government so that the high expectation of the societycould be fulfilled through the enforcement of regional autonomy.

As a supranational organization The European Union (EU) seems to compete the UN’s reputations.UNO has more members since its scope is worldly, but UN does not issue its own currency while EUhas Euro. The Euro is the second largest reserve currency as well as the second most traded currencyin the world after the United States dollar. The currency is also used in a further many Europeancountries and consequently used daily by some 332 million Europeans. Additionally, over 175 millionpeople worldwide - including 150 million people in Africa - use currencies which are pegged to theEuro. No other transnational organization has such a specific currency. Although not as a unifiedmilitary conventional power, EU has such a “Battlegroups†initiative, each of which is planned to beable to deploy quickly about 1500 personnel. EU forces have been deployed on peacekeeping missionsfrom Africa to the former Yugoslavia and the Middle East. EU military operations are supported by anumber of bodies, including the European Defense Agency, European Union Satellite Centre and theEuropean Union Military Staff. In an EU consisting of 27 members, substantial security and defensecooperation is increasingly relying on great power cooperation.Despite those organizational strengths,only 27 of 57 European states are members of EU. And only 17 of 27 EU state members are usingEuro is their official currency. One prominent EU member like British stay tough with their ownPound-sterling.This paper is set to learn more about: why as a Europe continent based organization,EU state members are still less than half of European states? And why only 17 EU state members areusing Euro as their official currency?

Construction of the printed media which tends to dramatize and blow up the reporting of rape cases has in fact discredited the rape victim, resulting in gender bias. This is due to the fact that media present the news content concerning on the victim and the perpetrator in imbalanced reporting, in that the victims are scrutinized from diverse facets. This paper analyze the coverage of printed media in rape cases by means of framing analysis. The result shows that printed media coverage generally goes beyond the rape case itself as the victim’s identity and images of the incident are also revealed. The using of visual image(victim’s image) is probably aimed to present an overview on the fact or the truth from the media viewpoint. This presentation, however, obscures the differences between factual and fictional reality and this might lead to different interpretation on the readers’ side. Furthermore, inappropriate reporting might become the society’s reference concerning on the modus operandi, in that the society learn or imitate the aspects they once did not know of. Visual image will create a second rape by the media toward the victim, in addition to the stereotyping developed in public, which often brings out psychological impact to the victim and the family. This is called the third rape.

The regional autonomy conducted in many functions of government. One of its forms isproliferation of region. The aim of this study was to overview the proceed of proliferation inEast Belitung District. This research was a qualitative research consisted of two maintechniques to collect the data; they were interview and secondary data from documentations.The findings show that there were ten steps to create the new East Belitung District. Thesteps started from the preparations of local’s planning and administration to the final steps inthe hand of national parliaments. This study found that the number of local government inIndonesia has increases, and the process at the central government level seem relatively easy.But, the eligibility criteria being compromised. Then, the political will from communitieswere not clear mention. Also there was a conflict interest between local government andcentral government in the feasibility study for proliferation in Belitung District. It concludedthat we could not deny that political intervention in the bureaucracy has facilitated theformation of East Belitung districts.Keywords: proliferation, East Belitung

This paper aims to examine the Muslim rationality in legislative and executive election, and also tounderstand the reason why they choose national party, or Islamic party based on the alkali data oflegislative and executive election in West Sumatera from 2004-2009 periods. The paradigm of research isa rational choice theory. This paradigm helps to understand the political behavior of Muslim in WestSumatera in legislative and executive election of 2004-2009 period. Finally, the research finds out thatMuslim in West Sumatera always make a political choice rationale, and ignore the primordialconsideration to choose the party. This fact is crucial factor why the Islamic party was lost in WestSumatera, and other places in Indonesia.
