Abstract

Today, in globalization era, service quality is one of important factors in service institution. Good service is a service that can give and adjust consumer needs and also give good value to the consumers. Riau University is one of public education institutions that give education services. Education service in university divide into two kinds, they are; teaching service and administration service. UPT TIK UR (Technical And Operational Units And Information Communication Technology Of Riau University) is one of units operational technical that is specifically as supporting teaching and learning process and also helping the implementation of university tridharma that give service to academician in using online medias they are; academic portal, this is one of facilities that can be used anytime and wherever that provide for students college. The objectives of the research were to find out the service quality and factors that influence of academic portal. This research used E-SERVQUAL theory ( Electronic Service Quality). This research used descriptive research with qualitative method based on the data that is taken in UPT TIK UR. In collecting the data the researcher used observation, interview, and library study and technique of snowball sampling. This research was conducted in UPT TIK ( Technical And Operational Units And Information Communication Technology Of Riau University) Riau University at H. R Soebrantas street simpang baru Pekanbaru city. After doing the research, the writer found that the service quality of academic portal was good. There were factors that influenced service of academic portal like system, network, inadequate capacity portal, lack of infrastructure, fund, nature ( rain, hurricane, thunderclap, and natural resources).Keywords : service quality, academic portal.

Abstract

At the level of Representatives Legislative elections in 2009 at district Pangkalan Koto Baru won by Demokrat with the acquisition of 3781 voices, then in 2014 Demokrat just earn 2921 votes. The decreasing of the voices of Demokrat occurred at Nagari Tanjuang Balik was 323 votes. This research aims to determine what factors are causing the public does not choose Demokrat in legislative elections in 2014 at Nagari Tanjuang Balik.This research use qualitative descriptive method. The respondents in this research were people who did not voted Demokrat in 2014 that 10% of 323 is 30 peoples. The technique of collecting data through interviews and questionnaires. Then the data processing techniques with qualitative methods.From the results of this research is that the factors that causing people did not vote for Demokrat in 2014 was a sociological, psychological, and rational choice (rational choice). It is known that the most dominant factor is the rational choice in which 27 people (90%) of respondents said the reason they have not choose Demokrat was the corruption that afflicts the candidate of Demokrat. The respondents considers that if they choose Demokrat again, then the chosen candidates would be afflicted by corruption.Keywords: Option Changing, Demokrat Party, Legislative Election

Abstract

Status of the suspects dropped Jakarta Provincial Prosecutor to Dahlan Iskan in cases of suspected corruption substation on June 5, 2015. As two major newspapers that compete in Riau, Riau Pos and Tribun Pekanbaru certainly not miss to made this a national issue as a material news. Differences in background made Riau Pos and Tribun Pekanbaru tried to presented the information to the packaging of different discourse to the public in accordance with the vision and mission adopted. Therefore, this study aims to determine how the macro-structure comparison, superstructure, and microstructure news Dahlan alleged corruption cases related to the substation of Riau Pos and Tribun Pekanbaru This study used a qualitative approach to discourse analysis models Teun A Van Dijk. Data was collected by interview and documentation. The object of ten research news, consists of five news from Riau Pos and five news from Tribun Pekanbaru. Informants consisted of two people who are the newspaper editors by using purposive technique. To achieve the validity of the data in this research, researchers used triangulation. The results showed: first, the macro level Riau Pos news related to this case is the theme of the trip compared Tribun Pekanbaru legal cases that focus highlights the personal realm of Dahlan Iskan. Second, the level of the superstructure showed that Riau Pos trying to establish a pattern of reporting the case that the determination of Dahlan as a suspect by the Prosecutor not through legal channels in accordance with the Criminal Procedure Code Tribune Pekanbaru different from that formed schema that figure Dahlan is the figure of a brave and responsible to face the case. Thirdly, the micro level showed that Riau Pos shows the tendency preaching through background polemics reveal detailed legal case through news stories than the Tribune Pekanbaru better preserve the independence proclamation by taking background information from the parties that is quite neutral in dealing with this case.Keywords : News Comparison, Dahlan Iskan , Substation, Alleged Suspect, CorruptionCase

Abstract

Teratakbuluh village is one of in Siakhulu subdistrick Kampar districk. The analizy cosh and balances the Teratakbuluh village is less especially in 2014. Teratakbuluh village struggle to add the cosh so that the village can be using to all people is not except buerocracy. Teratakbuluh has many change the APBDes cause the Alokasi Dana Desa (ADD) is not enough to progress to all people in the village. So, Teratakbuluh village should many enter the cash village. In 2014, Teratakbuluh village has many money from Dana Perimbangan, Teratakbuluh village get from Siakhulu subdistrick and Kampar districk. The government Teratakbuluh village can be changed the rule of village (Peraturan Desa) which of UU Number 6 in 2014 about “Village”. So that, the rule of village can give to all people in the Teratakbuluh village to follow the rule especially APBDes. The methods to learn about APBDes in Teratakbuluh village is qualitative, and the key informan is all in village office. The writer give some problem about it, cause this is very interested to learn about APBDes in Teratakbuluh village, Siakhulu subdistrick Kampar districk. The writer conclude about APBDes Teratakbuluh still less to enough all people. Abstract

This study aimed About the Role of the Supervisor in Motivating In Section Banquet Hotel Pangeran Pekanbaru. This study aims to: (1) To determine the role in carrying out its duties and responsibilities in Operations. (2) To determine the role of supervisors in motivating employees at the banquet section Pangeran Hotel Pekanbaru.This research uses descriptive quantitative method for describing the problem in the company. The sample used in this study were 8 people.Based on the research that has been done, the result for the Supervisor Role In Meotivation In Section Banquet Hotel Pangeran Pekanbaru is good enough. Abstract

Guidance given by the Agricultural extension officers in district Bangkinang to farmers must comply with the general principle of extension so that it can give good service. The performance of the Agricultural extension officers in increasing the production of rice plant results in district Bangkinang can be said either because the agricultural extension officers in the porch of the Bangkinang Sub-district agricultural extension has provided guidance in accordance with the principle of the extension so that it can assist and improve the production results of the farmers. Facilities owned by the Sub-district agricultural extension Bangkinang Hall is indeed not enough adequate but the agricultural extension officers possesses the ability of considerable quality. Agricultural extension officers give their time to do outreach with supervision and routine monitoring with farmers and farmer groups. Then the agricultural extension officers are always friendly and polite in doing outreach. The purpose of this research is to analyze the performance of the agricultural extension officers in increasing the production of rice plant in the subdistrict of Kampar Regency Bangkinang and aware of the factors that affected it.This research uses theories of umar where performance is determined by the indicator of reliability, initiative, presence, quality of the work. This research uses qualitative, descriptive methods, techniques of collecting data through observation and interviews where the parties involved in this study as an informant.The results of this research show that extension officers in Pertanain Sub-district agricultural extension Bangkinang Hall has good performance in doing outreach to farmers and in accordance with the expectations and the needs of farmers. Starting from the reliability of the farmers who believe in by farmers, extension officers initiative in resolving the problem, often visiting the farmers into the field, the quality of a good job and serve the community with a friendly attitude. Factors – factors that affect the performance of the agriculturalextension officers in increasing the production of rice plant in the subdistrict of Kampar Regency Bangkinang is infrastructure, work environment, work and passions.Keywords : performance, agricultural extension officers, the production of riceplant

Abstract

PT. Ology Karimun Bumi Sukses are subsidiaries of the Company Karimun regency has the right to manage the General Fuel Filling Stations in Karimun. because PT. Ology Karimun Bumi Sukses Has a 51% stake, while the regional government only has 49%. In the Year 2013-2014 General Fuel Filling Stations in Karimun experienced shortages.This study aimed to describe or explain how the mechanism of distribution of fuel oil in the General Fuel Filling Station Karimun and the factors that influence on the scarcity of fuel oil (Premium) is. As well as any efforts made by the Government in addressing the scarcity happened.From the research results can be found constraints or factors inhibiting the mechanism of distribution of fuel oil as a constraint to bad weather, quotas limited mileage far enough and the behavior of traders who hoard fuel oil being filled back and forth in the Station General Fuel Filling. So also with the regional government, many of the policies issued from purchase restrictions, placing the security forces in General Fuel Filling Stations up to hold one more unit of the General Fuel Filling Stations are new.Keywords: Scarcity, Distribution Mechanism

Abstract

The title of this research is Implementation Guidance Bureaucracy Local In District Cerenti Regency Kuantan Singingi Based on the discovery of the phenomenon that occurred in the field that there are still employees who work not in accordance with the rules that exist as employees who are not honest and careful, Officer Head Cerenti not put the interests state or governance in order to run properly. They are more concerned with their own interests, not excited employees in the District Cerenti work so theres always a delay to the maintenance done by society, and lack of supervision Head coaching in regulating discipline employees, because the home office working hours also still many employees who violate the rules.The problem of this research is How Implementation Guidance Local Bureaucracy in District Kuantan District Cerenti Singingi 2014.The type used in this research is descriptive qualitative survey techniques. The location of this research is done in Kuantan District District Office Cerenti Singingi. Informants are Singingi Kuantan District Secretary, Head of BKD, Head Cerenti, Secretary Cerenti the District, the District Officer Cerenti.The results of the study Implementation Guidance Bureaucracy Locally in Sub Cerenti Regency Kuantan Singingi has not done well and perfect for the run, there are several processes that coaching is done running properly is Giving guidance, Directing, provide education and training, provide instructions, and Giving guide there are some indicators that are not carried out by the district head to direct the local bureaucracy is based on research results of the indicators mentioned in the provision of guidance, mentoring and itruksi-instructions. Abstract

Soil has a role that is essential for human life, the need for land from day to day continues to increase and thus susceptible to a problems on land.Based on the above ideas, the writing task ahir is about land conflicts that occur between TP. Sekar Bumi Alam Lestari with the community in the City of Garo villages, in order to understand the forms of conflict, the causes of conflict and how the governments role in resolving the conflict.Expected by this research can determine (1) how where other forms of conflict between communities with the Company, (2) what causes the occurrence of a conflict and (3) how where the governments role in resolving the conflict in the village of Garo City.Conflicts in Rural Urban Garo include forms of conflict that resulted in violent conflict directly or indirectly violence and conflict vertical and horizontal conflict , whether the conflict between Garo City Village community with company PT . Abstract

The purpose of this research is how employee satisfaction Food and Beverage Service Department in work and how efforts to improve employee job satisfaction Food and Beverage Service Department in Grand Tjokro Hotel.This research was used descriptive quantitatif method to describe the issues. The sample used in this research was 7 people. Quesionnaires, interviews, and observations were used to collect the research data.The results of this research indicate that based on the research results obtained on the employee job satisfaction Food and Beverage Service Department at Grand Tjokro Hotel Pekanbaru quite satisfied. This is evidenced by the acquisition of the overall total score, which is 264 points. Challenging work mentally, appreciations, good work condition and colleagues who support are important things in improving the employees Food and Beverage Service Department work satisfaction.Keywords: Work satisfaction, employee Food and Beverage Service Department
