Abstract

Recently, good governance constitutes keyword in the framework ofbureaucratic reform, particularly among less-developed countries. The process of achieving good governance, however, is “a long and winding road” indeed. In such a case, NPM might be fruitful in offering strategy, method, principles, and instrument on how to reconstruct and refurbish governmental affairs and practices. The basic idea of NPM is that government must pay more attention to the notion of “public responsiveness”, rather than to the effort of improving “effectiveness over internal management”. In other words, NPM advocates the process of democratizing public administration, as one of the good governance main characteristics. It also means that when government is on-process of being more democratic, the concept of good governance is actually workable. And whenever it works favorably, KKN (Indonesian term of corruption, collution and nepotism) could be significantly reduced.Keywords: kepemerintahan yang baik, new public management, reformasi birokrasi.

Abstract

The autocratic regime under Suharto administration (1966-1998) is widelybelieved to be the main source of regional disparity incidence. In line with the blowing of “wind of change” i.e. total reform, decentralization framework is becoming very well-liked option in promoting democracy as well as empowering local government. Nevertheless, decentralization is not cure for all illnesses. Many experts warn that only when carefully planned, effectively implemented, and appropriately managed, can decentralization lead to significant improvement in the welfare of people at the local level. On the contrary, badly planned decentralization can worsen regional inequalities. Based on such consideration, this paper supports the idea of regular evaluation on the implementation of regional autonomy policy. Strategic sectors of development are being examined in this paper, showing the real performance level of local authorities in executing autonomous tasks and power. There are two LGU’s (local government unit) to be assessed in this paper, i.e. Kota Baru District in South Kalimantan and Penajam Paser Utara District in East Kalimantan. This paper proposes to apply similar evaluationfor all district/city government in Indonesia.Keywords: evaluasi kinerja, otonomi daerah, Kota Baru, Penajam Paser Utara.

Abstract

One of common characteristics of the less-developed countries is widespread of economic inequality among their regions. The problem of regional disparity occurs due to differentiation of both quality and quantity of human and natural resources. Indonesia is a classic example of a country with deep economic gap among its provinces. Ironically, East Kalimantan as one of the richest provinces in Indonesia has experienced the similar case. The development of Cities is approximately faster than that of Districts. Such situation is contributed by some factors such as concentration of economic activities, uneven distribution of investment, mobility rate of production, deprived domestic and international trade, etc. The implementation of policy on regional autonomy is intended to minimize such development upheaval. To some extent, however, autonomy laws have been sharpening the disparity among regions, particularly between oil-and-gas-based-regions and non-oiland- gas-based-regions. It means that natural resource (i.e. oil and gas) industry plays crucial role in escalating local development, especially where third sector (services, technology-based, communication, etc) is poorly developed. In the long-term perspective, the dependency on natural resource which is nonrenewable should be shifted to other sector having the potency to be continuously renewed. By using affiliation from Location Quotient (LQ) analysis, this paper tries to excavate the potency and inequality of economic development in East Kalimantan Province. The analysis aims to identify the priority of sound development sector in certain area and finding out the area owning advantage of location from any sector, in order to improve efficiency of economic activities.Keywords: ketimpangan ekonomi/pendapatan, sektor potensial, Kalimantan Timur.

Abstract

The Implementation of decentralization policy in Indonesia has been entering the second stage of governance reform, i.e. since the enactment of Law No. 32 and 33 of 2004. Undoubtedly, the whole stakeholders expect that the execution of regional autonomy would be much more rewarding in this period compared to the previous one (1999-2004). Highlight on two dimensions of decentralization are particularly required, those are, administrative decentralization and fiscal decentralization. This paper attempts to describe the implication of decentralization policy on the financial relationship between central and local government. The following crucial points are going to be discussed in this paper: future framework of decentralization and new structure of local government, stages of the implementation of regional autonomy, reform regarding central-local government relation, and internal-external implication of financial relationship between central and local government.Keywords: desentralisasi, otonomi daerah, hubungan keuangan Pusat-Daerah.

Abstract

In the New Order era, forest management and utilization in East Kalimantan does not assure the sustainability of wood production. Forest has tended to be depleted and degraded instead, characterized by lack of special kinds of wood and change in forest structure due to uncontrolled deforestration. In this sense, natural forest could be beneficially managed if expected value in the long term equal to current value. This is the importance of local government capital share in the forest management. Apart of that, forest management in the previous period has contributed to the creation of labor market and income generation for the worker. However, there seems to be factual that forest industry was unable to produce tricle down effect for the people lived surround the forest. This paper tries to evaluate the policy and practice of forest management during New Order and Reform era, particularly in line with the effort of promoting social welfare in East Kalimantan.Keywords: Pengelolaan hutan lestari, Kalimantan Timur.
