Abstract

Abstract Poverty is an issue that has been discussed seriously in international development. Donors, bilateral and multilateral now are pushing forward series of efforts to address this issue. Among others, governance is one of the prominent efforts to tackle poverty. Notably, governance is a complex system, which requires components to support. Democracy, decentralization, rule of law and active people participation are few. In fact, there are limited resources academically and empirically on how these components interacting. Taken from current research on Community-Driven Development (CDD) program in Indonesia named Program Nasional Pemberdayaan Masyarakat (PNPM) or National Program for Community Empowerment- a project that initially promoted by the World Bank, this paper argues that such components in governance are conflicting one and another. More, rather than reducing poverty, promoting governance in CDD leads to the path of uncertainty which ends with two major consequences namely creation of potential conflict and sustainability of elite capture. Disorganized mechanism between decentralization and local democracy brings to the former consequences while uncoordinated system between PNPM and regular Indonesian development planning causes the latter. The first consequence is found in sub-district level, whereas the second is taken from local/ village level. The research applies qualitative methodology in which semi ethnographic approach; close observation and in-depth interviews are the central techniques. To add, this paper will be structured into three parts. Literature review on governance, decentralization and participation is presented in the first section followed by implementation of PNPM in the second. Third section will discuss findings and ends with a conclusion. Keywords; Governance, PNPM, and decentralization

Abstract

Abstract             China’s economic growth is in parallel correspondence with its energy needs level. Consequence that showed up subsequently is increasing demand in energy source in China, thus China must provide adequate energy source for its industrial interest. Therefore, China has tried several strategies such as by cooperating with Kazakhstan. The objective of research is to figure out why China chooses Kazakhstan as the cooperation partner in the oil energy field during Hu Jintao government in the period 2003-2010.             This research shows that the political economy cooperation between China Kazakhstan represents an effort for China to preserve the supply of domestic energy in order to facilitate economic growth.            In this research, author used rational model theory, managed multi dependence concept. Abstract

Abstrak Praktek diplomasi komersial merupakan bagian integral dari diplomasi ekonomi. Diplomasi komersial sendiri bisa melibatkan berbagai aktor pada berbagai tingkatan, baik di tingkat nasional maupun daerah. Selaku salah satu aktor dalam praktek diplomasi, pemerintah daerah biasanya melakukan diplomasi komersial berupa aktivitas promosi dagang, promosi investasi dan promosi pariwisata. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis aktivitas diplomasi komersial yang telah dijalankan oleh pemerintah daerah, dengan menggunakan pemerintah provinsi Jawa Timur sebagai studi kasus. Dengan menggunakan kerangka diplomasi komersial dan efektivitas diplomasi komersial, penelitian ini menemukan bahwa dari ketiga pilar diplomasi komersial, aktivitas promosi pariwisata merupakan yang paling efektif jika dilihat dari tujuan jangka pendek dan jangka panjang. Selain itu dari segi koordinasi, koodinasi vertikal antara ketiga instansi pelaksana diplomasi komersial sudah cukup baik yang ditandai dengan adanya Tim Terpadu Pameran (TTP) dan kelompok Trade, Tourism and Investment (TTI) di bawah koordinasi Gubernur. Yang masih memerlukan perbaikan adalah koordinasi vertikal dengan perwakilan Indonesia di luar negeri untuk membantu aktivitas promosi serta perlu adanya aktivitas diplomasi yang lebih berorientasi pada perluasan akses pasar bagi IKM/UKM dan berfokus pada pengentasan kemiskinan di wilayah Jawa Timur.        Kata Kunci : Diplomasi ekonomi, diplomasi komersial, pemerintah daerah, Jawa Timur

Abstract

Abstract             The role of sub-state is getting wider and strategic in achieving the national interest of the state. The scholars sees this entity could works beyond it’s state in implementing their foreign policy. This capability could bring a positive and a negative impact within the state and toward international system. The specific role of this sub-state, such as province, districs, and village or rural area, has been studied in various sector including in the concept of sister city and cross border cooperation. The studies also covers various issues that needs multiactor participation to resolve it. The issues are such as environment, rural development, healthy, conflict rehabilitation, etc.This research tend to analyze the cooperation between Special Region of Yogyakarta and Gyeongsangbuk-Do in the scope of rural development issue. These provinces already cooperate for 10 years under various programmes cover by Saemaul Undong system. This is the Korean system in developing rural area and has been adopted in 14 states until today. By using cross border cooperation concept, this qualitative research found that these provinces has reached the third phase of cooperation process. The last phase, the fourth one, still face a difficult path because of the limitation authority of the local government. Abstract

Abstract Cases of abuses and violence in Asia, particularly in the member countries of ASEAN are still happening despite of the fact that the member countries of ASEAN has approved the ASEAN Human Rights Declaration (AHRD) and adopted it in legislation. However, in practice, the implementation of the ASEAN Human Rights Declaration is still slow in progress and receiving less special attention by both national governments member country concerned, or by the member countries of ASEAN. Unreasonable arrest and torture cases against human rights activists and defenders in Papua and West Papua, for example, are double human rights violation cases. First of all, it violates the right to speak and express the activists’ opinions. It violates their civil and political rights. Secondly, activists and human rights defenders were unreasonably arrested, and they were tortured and threatened by officers Indonesian National Police (INP) and the Indonesian National Armed Forces (INAF) during the arrest.This study examines the challenges in implementing AHRD both at national and sub-national levels by the ASEAN member countries due to ASEAN Way. Also, this research paper analyzes the challenges to implement the AHRD in Papua and West Papua Indonesia through the process associated with human rights violations suffered by human rights defenders and activists in Papua and West Papua Provinces. Then, the study presents an analysis of the violence that occurs to the human rights activists and defenders, and the de-securitization processes that hinder the implementation processes of AHRD in national and sub-national level. Abstract

Abstract             The main objective of this research is to explore the politics of downstream palm oil industry in Indonesia which focuses on analyzing domestic factors. Those factors hold an important role in influencing the development that is considered not optimal.  Methodologically, this research is using qualitative data analysis technique through data collected from literature study and doing interviews with government officials and association in related industry for about six months. The result of this study based on institutionalist political economy perspective indicates that incapability of the government as entrepreneur and manager of conflicts causes the development of Indonesian palm oil. As an entrepreneur, government incapability can be seen from the vision of palm oil industry which is unclear. Besides, there is no synergy between government and related agents in choosing instrument for the development of the industry. As a manager of conflicts, government incapability can be seen from its unclear solution for different perspective during development of downstream palm oil industry in Indonesia. Keywords: Downstream palm oil industry, PPO, Indonesia, government, entrepreneur, manager of conflicts, policy
