Abstract

Usaha Kecil Menengah (UKM) di Indonesia cukup menarik perhatian bagi perekonomian negara terutama semenjak krisis ekonomi 1997. Bahkan UKM seringkali disebut sebagai penyelamat perekonomian Indonesia di masa krisis periode 1992-2000 (Manurung, Adler Haymans. 2007). Modal UKM yang dibutuhkan relatif kecil yang berhubungan dengan resiko yang diterima, begitu pula mampu mewadahi tenaga kerja yang berpendidikan rendah yang menjadi ciri khas usia produktif penduduk di wilayah pedesaan. tidak heran UKM menjadi salah satu sektor penting menyelamatkan ekonomi masyarakat ditengah PHK besar-besaran oleh industri-industri menengah dan besar akibat dari krisis ekonomi yang bekepangan. Besarnya perhatian negara terhadap keberadaan UKM dengan membuat portofolio kementerian yaitu Menteri Koperasi dan UKM serta Kementerian Perindustrian dan Perdagangan sebagai bentuk keseriusan dalam mengembangkan ekonomi lokal berbasis masyarakat secara mandiri.

Abstract

Paper ini berusaha membahas tentang fenomena gerakan Black Widow, organisasi yang disebut kelompok teroris oleh Pemerintah Russia karena telah mengklaim bertanggungjawab pada serangkaian pengeboman fasilitas umum di beberapa tempat di kota kota penting Rusia. BW berorientasi pada perusakan tempat tempat umum seperti stasiun kereta bawah tanah dan gedung-gedung perkantoran atau gfasilitas umum dimana banyak warga sipil berkumpul. Keistimewaan gerakan ini adalah seluruh personelnya yang kesemuanya wanita, dan lebih khusnya adalah wanita dari suku Chechnya, sebuah suku minoritas di Rusia yang mememiliki bahasa adan adat istiadat yang sedikit berbeda dengan masyarakat mayorias Rusia yang beretnnis Slavia. Bangsa Chechnya (atau Chechcen) menggunakan bahasa yang berbeda dengan bahasa Rusia, dan memiliki adat istiadat yang lebioh mendekati bangsa Turki daripada Rusia sendiri. Chechnya merupakan daerah otonom Rusia yang sudah lama menginginkan kemerdekaan, namun ditolak oleh Pemerintah Rusia yang mengakibatkan terjadinya perang sipil Chechnya I dan II. Paper ini berfokus pada kemunculan gerakan BW, yang mencoba melihatnya dari perspektif kajian gender. Lebih lanjut pada tantangan untuk membuktikan stigma apakah benar wanita benar-benar identik wanita identik dengan sifat feminin seperti pasifisme dan peran motherhood.Kata kunci: Black Widow, femininitas, peran, konflik, perdamaian

Abstract

The dynamics of bilateral relations between United States and Russia is characterized by confrontation and rivalry patterns, thus an aggressive action done by one party will stimulate strategic response of other party. In the early 2000’s, United States stimulated tension with Russia through its policy to build Its Ballistic Missile Defense (BMD) in European Countries such as Poland, Czech, Romania, Turkey, and Mediterranean Sea. This policy was interpreted as a threat by Russia, and as Its strategic response, Russia strengthened Its alliance with Collective Security Treaty Organization (CSTO) through formation of military cooperation named Collective Rapid Reaction Force (CRRF).This research will discuss about how is Russian response to offset threat presented by United States through Its BMD in Europe. This research uses Balance of Threat Theory (BoT) by Stephen M. Walt as main analysis tools. Through the operationalization of BoT’s variables such as aggregate power, geographical proximity, offensive power, and aggressive intention, this research is able to explain the United States’ source of threat to Russia and determine Its response to offset this threat in form of alliance, whether balancing or bandwagoning.Keywords: Threat, Alliance, Balancing, Bandwagoning, United States, Russia

Abstract

This paper attempts to explain the concept of field, habitus, capital, symbolic, doxa and illusio by Pierre Bourdieu, explain Bourdieu’s philosophical position and show the sampling works of IR scholars. This writing will highlight the importance of introducing and amplifiying the mentioned concept of Bourdieu with the purpose reach a wider audience of IR in Indonesia. Therefore, paving the basic path, the explanation will be following the order: the international contemporary setting, Bourdieu’s concepts, sampling works in IR which apllied the concepts, and Bourdieu’s philosophical science position.Keywords: Bourdieu, concept, international, philosophical, sampling

Abstract

The increasing role of civil society in development has challenged the very idea of mainstream development in which state as central actor and infrastructure development is the primary focus. The people-centred development encouraged by civil society and NGO’s has contributed to bring the development back to the people, but in doing so, NGO’s may be perceived as the challenger of the state rather than the coplimentary partner of the state.

Abstract

It was not just Bali who received negative effects of the Bali bombing I and II. effect that two incident was also felt by the tourism industry in Lombok. long-term goal of this research is, (1) Assist the Government of measuring the level of dependence Against Bali Lombok tourism; (2) Assist the Government to see how effective ongoing policy to break away from dependence; and (3) Assist the government to see the impact of these policies on the industries that have been supporting the tourism sector. While specific targets to be achieved, namely, (1) To see howdependent Lombok to Bali in the field of tourism; (2) To analyze and draft policies that can effectively release the dependence on promoting tourism in Bali and Lombok tourism sector. The method used for this study, (1) Observation; Researchers observed by jumping directly to the agencies  that  participate  in  the  creation  and  implementation  of  tourism  policy  to  obtain preliminary  data  research,  (2)  Interview,  direct  interviews  with  stakeholders  such  as  the Governor, the Regent , head of tourism and planning staff as well as those players in the industry that supports the tourism sector to see the impact and the effectiveness of the policies, and ( 3 ) phases of the project. Additionally held Research Library, of the problems that have been identified in the literature relating done, to support and understand the basic concepts underlying and can resolve issues being examined. This literature study was obtained from reference books, magazines, articles, information from the internet, as well as other literature related to the problem being researched.Keywords: Dependency, Terorism, Tourism Policy

Abstract

In October 2012, Canada became one of the members of the Trans-Pacific Partnership (TPP) agreement negotiation, a blueprint of the largest free trade agreement in history that covers 12 Asia-Pacific countries and 40 percent of the world economy. This agreement was then signed by Canada and 11 other member countries in February 2016.Canada once rejected the invitation to join this agreement when it was still called TPSEP in 2005, but instead became observer and expressed its interest to join several years later. Canada’s wish to join was met by rejection from some of the TPP members, as well as from their own domestic social groups. After the signing, the rejection increased and Canadians considered that their government had failed to carry on their interests during the negotiation. Therefore, Canada’s approval on TPP despite disagreements from many groups was something peculiar.In this article, the author would look into this phenomenon through liberal intergovernmentalism, an international relations theory developed by Andrew Moravcsik focusing in regionalism. The first part of the article will discuss the methods of liberal integovernmentalism theory, whereas the second and third part will discuss the result of the analysis and the conclusion from this article.  Keywords: TPP, Liberal Intergovernmentalism, Canada, preference
