Abstract

Penelitian ini bertujuan 1). Untuk mengetahui dan menganalisis pengaruh simultan KualitasPelayanan yaitu Bukti Fisik, Kehandalan, Jaminan, dan empati terhadap Nilai Pelanggan pada Penginapan  Sederhana  Kecamatan  Tinombo.  2) untuk mengetahui  dan  menganalisa  pengaruh Bukti Fisik terhadap Nilai Pelanggan Pada Penginapan Sederhana Kecamatan Tinombo; 3) untuk mengetahui dan menganalisa pengaruh Kehandalan terhadap Nilai Pelanggan Pada Penginapan Sederhana Kecamatan Tinombo; 4) untuk mengetahui dan menganalisa pengaruh Daya Tanggap terhadap Nilai Pelanggan Pada Penginapan Sederhana Kecamatan Tinombo;  4) untuk mengetahui dan menganalisa pengaruh Jaminan terhadap Nilai Pelanggan Pada Penginapan Sederhana Kecamatan  Tinombo;  5) untuk  mengetahui  dan  menganalisa  pengaruh  Empati  terhadap  Nilai Pelanggan Pada Penginapan Sederhana Kecamatan Tinombo; Penelitian ini adalah penelitian deskriptif- verifikatif untuk mendeskripsikan hasil dari data yang diperoleh dengan melibatkan 86 orang responden. Hasil penelitian dengan menggunakan analisis regresi linear berganda, menyimpulkan pertama:   Kualitas Pelayanan secara simultan berpengaruh signifikan terhadap Nilai Pelanggan, dengan nilai Fsig  0,001; Kedua: Bukti Fisik berpengaruh signifikan terhadap Nilai Pelanggan, dengan nilai tsig  0,042; ketiga: Kehandalan berpengaruh signifikan terhadap Nilai Pelanggan, dengan nilai tsig 0,021. keempat: Daya Tanggap  berpengaruh signifikan terhadap Nilai Pelanggan, dengan nilai tsig  0,031. kelima: Jaminan berpengaruh signifikan terhadap Nilai Pelanggan, dengan nilai tsig 0,008. keenam: Empati   berpengaruh signifikan terhadap Nilai Pelanggan, dengan nilai tsig 0,014.

Abstract

The policy implementation of the village secretaries as the civil servant aimed at creatingwell-order administrationof government and developmentas well as service, and effective people empowerment. The purpose of this study is to analyze and study the implementation of the village secretaries as the civil servants and to investigate the supporting and inhibit  factors of that policy which was studies based on the model of policy implementation of George C Edward III on the aspect of communication, resources, disposition and bureaucracry. This type of study was qualitative.  The  number  of  informant  was  12  persons  who  were  selected  by  using  purposive sampling technique. The result of study reveals that the policy implementationof the appointment of village secretaries as the civil servants had not yet been optimal as indicated by the following results: (1) Communication: there was no socialization from regional government about the policy of  regulation  of  PP  45  2007,  (2) the  resources  of  village  secretaries  did  not  fulfill  with  the requirement due to the old age and had no latest academic certificate possession. (3) the dispotion of  attitude and behavior  of  the implementor  in  the policy implementation  of  village sectetary appointment to be civil servant did not run well: some village had vacuum of village secretary position.(4) the bureaucracy structure of regional government in the policy implementation had worked  well  although  there  was  a  lack  coordination  in  the  appointment  of  village  secretary position. The inhibit factor of the policy implementation was lack of socialization from regional government about the policy and the policy and the regulation of PP 45 2007. The supporting factor  was  positive  responses  from  the  village  secretaries  for  their  appointment  as  the  civil servants.

Abstract

The purpose of this study is to determine the Implementation of teacher distinctive grantpolicy in the remote area of Baturube Village north Bungku Sub-district Morowali, throught the implementation of the theory of Edward III which includes communication, resources, disposition and bureaucratic structure. The research method used is descriptive qualitative helped by six informants where they were selected by way of purposive. The method of collecting data was through observation, interviews and documentation, with the data analysis techniques include data reduction, data display, drawing conclusions and verification of data. The result of the research explain that the implementation of teacher distinctive grant policy in the remote area of Baturube village North Bungku Sub-district Morowali not going well yet, this can be seen from the implementation obstacle in aspect of communication and resource such as lack of socialization carried, the inadequeta of human resource capacity, lack of facilities, supporting infrastructure, and limited funding, as of disposition aspects although the implementers respond and support the implementation of this program however in practice there are certain weaknesses that need to be anticipated and addressed wisely, and from the aspect of bureaucratic structure also shows that even though this policy has been equipped with the rules, but the implementation is not going well due to lack of understanding and knowing executing tasks to be done.

Abstract

The  objectives  of  the  research  were  to  find  out  and  describe   Analysis  of  PolicyImplementation on Butcher House Retribution Collectting in Parigi Moutong Regency .The researcher employed theory of Edward III coverring factors such as Communication, Resources, Disposition and Bureaucratic Structure. This research employed qualitative descriptive methodology. Based on the observation results in the field, the researcher concluded that butcher house in Parigi Moutong Regency have not run well and not totally effective. It was seen from four aspects  observed,  the aspect  of  communication,  resources  and  disposition  have not  supported because they have not become priority program in supporting Rrgional Real Income.

Abstract

The research aims to know and analyze simultaneous and partial effects of communication, motivation and job discipline on personnel performance at Education Quality Assurance Institution, Central Sulawesi Province. This study covers 95 personnel who have been determined using census method. To collect data, this study employ observation, questionnaire, documentation and interview. Analysis technique uses in this research is multiple linear regression to test relationship between dependent and independent variables. The results show that simultaneously and partially communication, motivation and job discipline perform positive and significant effects on personnel performance at Education Quality Assurance Institution, Central Sulawesi Province.

Abstract

The objective of this research to figure out result of evaluation of school based curriculumpolicy in SMA Negeri 1 Ampibabo examined based on William Dunn theory using variables such s1) effectiveness, 2) efiiciency, (3 adequateness, 4) equality, 5) responsiveness and 6) accuracy. This was a qualitative research with 5 informants. The research result showed that the implantation of school bsed curriculum in SMA Negeri 1 Ampibabo have not been optimal due to the lack of facilities supporting in the school as the complementary of school Based Curriculum in SMA Negeri1 Ampibabo. The researcher also suggested that the teachers need to understand comprehensively the implementation of school Based Curriculum either in concept, arrangement or the practice in the field.

Abstract

The  Influence  of  Apparatus’  Behaviour  to  Service  Quality  at  Bunta  District  BanggaiRegency). This research was aimed to study and analyze : 1) the apparatus’ behaviour to service quality at Bunta Sub-district; 2) the dominant factors that influence the apparatus’ behavior to service quality at Bunta at Sub-district.  Adopted fromthe theory Siagian S.P and Ndraha T. The population  of  this  study  the  sub  district  apparatus,  Sub-village,  Village,  and  all  communities involved  2.369  people.    Sample was  drawn  through  purposive sampling.    The sample of  this research was gathered  from 3 group communities; 3  (three) villages and 1  (one) Sub-village located at Bunta district consisted 50 people and the head of Sub-village, head of Village, and staff of district of Bunta as respondent.   The data collection was conducted through observation, questionnaire , interview, and documentation, while the data was analysis through quantitative, frequently table and percentage table.  The study result shows that the service quality of Apparatus of district Bunta Banggai Regency still not good.

Abstract

The Objectives of the research were to : (1) Analyze the evaluation of birth assurance policyin public health of Talise Palu City. The main theory of policy employed was from William Dunn covering: (1) effectiveness, (2) efficiency, (3) adequateness, (4) equality, (5) responsiveness, (6) accuracy. The research method was qualitative approach.  The  research  setting  was  at  public health of Talise with 6 informants who selected purposively as the sample. The techniques of data collection were interview, observation and documentation. The technique of data analysis employed Miles and Huberman interactive model. Based on the research result, it showed that the implementation of birth assurance policy in public health of Talise had been conducted, however, it was not  as expected. It could be seen from the six criteria, the evaluation of the policy effectiveness had not run effectively because the result given was not maximal; then from efficiency had already been  done well  by conducting  many efforts  and  strategy for  the society to  use the policy by implementing  gathering  pregnant  women  which  the  funding  taken  from  Health  Operational Funding; from adequateness, the public health of Talise had fulfilled human resources and facility of the public health, and from equality, the policy of birth assurance had been given equally to the whole society even though the budget process was still late by the verificator team of City Health Official; from responsiveness, the officer had given satisfying service to the society even though the result and birth assurance budget was still low; and finally from accuracy, it had given benefits to the society by giving pregnancy checking and birthing free and enhancing income for the officers of the health public.

Abstract

The  objectives  of  this  research  are  to:  (1)  know  and  analyze  simultaneous  effect  ofrelationship marketing on saving customer loyalty at PT. Bank Muamalat Indonesia, Tbk. Palu Branch, (2) know and analyze partially positive and significant effect of trust, commitment, communication, and conflict handling partially on saving customer loyalty at PT. Bank Muamalat Indonesia, Tbk. Palu Branch. There are 100 Respondents in this study that have been determined as the  sample  using  census  method.  Analysis  method  used  in  this  research  is  multiple  linear regression. The results show that: (1) relationship marketing performs simultaneously effect on customers loyalty at PT. Bank Muamalat Indonesia, Tbk. Palu Branch, (2) trust, commitment, and communication partially performs positive and significant effect on customer loyalty at PT. Bank Muamalat Indonesia, Tbk. Palu Branch, and conflict handling performs positive but not significant effect on customer loyalty at PT. Bank Muamalat Indonesia, Tbk. Palu Branch.

Abstract

Cleannes is closely related to garbage and this is a crucial issue in urban environment facedby the goverment along with growing population and development. The purpose of this research was to how is garbage management policy implemented in Palu and what are the inhibiting and supporting  factors  in  the  management.  This  research  used  a  policy  implementation  model  by Donald Van Metter and Charls Van Horn in the aspects of standard and target, resources, organisational characteristics, and executor’s attitudes. This used a qualitative research by using 9 informants, taken purposively. The techniques of data analysis were observation, interview, and documentation. The techniques of data analysis were through editing data, categorising, interpreting, and drawing conclusion. The research shows that the policy on garbage management in Palu has not been implemented well due to some inhibiting factors: 1) there was no expert to support the policy, 2) operational cost as well as facility and infrastructure were limited and this caused  huge  garbage  piled  up  in  the  spot,  3)  the  community’s  participation  was  low.  The supporting factors were the City Regulation No. 12, 2005 regarding city cleanness management, the Decree of Palu Mayor No 17, 2007 regarding garbage management to administrative  village within Palu City and the support from the House of City Representatives and other stakeholders in order to promote clean and green city.
