Abstract

The objective of this research are to know and analyze the effects of loyalty, education, training and performane on promotion at regional secretariat, Tolitoli regency.(2) to know and analyze the effectof loyalty and promotion, (3) o know and analyze the effect of education and training on promotion, (4) to know and analyze the effect of performanceon promotion at regional secretariat, Tolitoli regency. This is a causal discriptive research to investigate the relationships among variables involing 99 respondents that have been tetermined using census method. The result of multiple Linear regresion show that : (1) loyalty, education, training, and performance simultaneously perform significant effects on promotion, (2) loyalty performance significant effect on promotion, (3) educatin and training perform significant effect on promotion, (4) performance performs significant effect on promotion at regional secretariat, Tolitoli Regency.

Abstract

This study aims to analyze the employment absorption which is described by economic factors, social and demographic in Palu. The analysis methods used in this research are descriptive analysis and multivariate analysis. Multivariate analysis is used with binary logistic regression model to analyze the influence factors of wages, age, gender, education level, marital status, and area of ​​residence on the opportunity of labor force absorption with applying data from Sakernas August 2011 in the city of Palu. The results show that the opportunity of labor force to fill the job vacancies in Palu in August 2011 were more higher when they are expected of high reward, aged 25-64 years, male, high school and under, married, and living in the rural areas. The most significant influence factors in this research are marital status and area of ​​residence

Abstract

This research aims at finding out whether the performance of the Parliament Secretariat employees at Sigi Regency in carrying out their duties and functions has been categorized well. This is a qualitative research in term of case study. The setting and the informants were chosen purposively. The data were analyzed gradually based on the information which were obtained from observations, interviews, and documentations. This research employs five indicators of Agus Dwiyanto’s theory to measure the employees’ performance in public service, namely productivity, service quality, responsiveness, responsibility, and accountability. Of those five performance indicators, productivity, service quality, and accountability are not running as expected and still categorized as unsatisfying. While responsiveness and responsibility indicators are tolerably good because the responsiveness indicator has given a description of the ability in recognizing the public desire and the priority programs organizing which would be accomplished.  The responsibility is also categorized as good because the programs have run based on administration principles and based on the real principles. Therefore, the parliament secretariat employees can perform their duties and functions effectively and efficiently in improving public service.

Abstract

The problem was legal concept in implementing an agreement of consumer’s funding. This research aimed at finding out the existing legal concept in implementing an agreement of consumer’s funding. This research  used empirical legal method by using primary legal materials and secondary ones which were then presented inductively. This means from specific things to general ones. The research shows that the existing legal concept in implementing the agreement of consumer’s funding at PT Mega Finance of Palu is the concept of rights and responsibility of each party has been more specific compared with the legal constract. The legal concept of rights and responsibility does not provide an equal position of all the parties. Justice implemented in consumers’ finding agreement is not relatively the same as the one in John Rawls used so far. The attitude by the business actors who has not provided an equal position to the cunsumers has been in contrast with the justice intending an equal freedom for anyone.

Abstract

The objectives of this research are to know and analyze the effects of competency, job discipline and work experience simultaneously and partially on personnel performance at Regional Office of Income, Financial Management and Asset Palu City. This study involves 141 respondents that have been determined using censusmethod sampling. Analysis technique used in this research is multiple linier regressions. The results show that competency, job discipline and work experience simultaneously and partially perform significant effects on personnel performance at Regional Office of Income, Financial Management and Asset Palu City. Determination coefficient which is indicated by adjusted R square 0.577 meaning that 57.7% personnel performance in Regional Office of Income, Financial Management and Asset Palu City is affected by competency, job discipline and work experience and 42.3% is affected by other variables that are not investigated in this research.

Abstract

The Objectives of this research are : (1) to know and analyze effect of job motivation, work environment and job discipline on personnel performance at Regional Develompment Planning Agency, Central Sulawesi Province, (2) to know and analyze effect of job motivation on personnel performance, (3) to know and analyze the effect of work environment on personnel perfomance, (4 ) to know and analyze the effect of job discipline on personnel perfomance. This is a causal descriptive research to investigate the relationship among job motivation, work environment, job discipline, and personnel performance variables involving 169 respondents that have been determined using census method.  The result of multiple linear regressions show that: (1) job motivation, work environment and job discipline perfoms positive and significant effects on personnel perfomance of Regional Develompment Planning Agency, Central Sulawesi Province, (2) job motivation performs significant effect on personnel perfomance, (3) work environment performs significant effect on personnel perfomance, (4) job discipline performs significant effect on personnel perfomance at Regional Develompment Planning Agency, Central Sulawesi Province

Abstract

The result of observations at research objects, the implementation of people’s nursery program policy in Bambalamotu Subdistrict, North Mamuju Regency over the last 3 years (2011 to 2013), has not shown the optimal result, therefore the aim of this research is to ascertain the the implementation of people’s nursery program policy in Bambalamotu Subdistrict, North Mamuju Regency. This is a qualitative research with descriptive method. The number of informants in this research is 7 persons, taken by purposive sampling technique. This research uses a triangulation technique including observations, interviews, and documentation in the data collection. The result of this research elucidates that implementation of people’s nursery program policy in Bambalamotu Subdistrict, North Mamuju Regency in increasing land cover and people’s welfare is not optimal yet, based on the policy theory of George C Edward III, covering: communication which consists of transformation and information clarity are not satisfying yet, but the information consistency is fairly satisfying; the resources which consist of human resource quantity like top level executives is inadequate but the quality is adequate and human resource quality of low level executives is not adequate but the quantity is reasonably available, budget resource is inadequate, working facilities resource is adequate enough while the facilities of program final result in form of wood products industry are not available, and the information and authority resource are not optimal; Disposition related to support toward sustainability of program is not maximal; bureaucracy structure  related to mechanisms implementation and bureaucracy structure  are not maximal yet.

Abstract

The purpose of this study was to determine how the interpretation of the Constitutional Court against Violations Dispute Election of regional heads and the ratio of decidendi decision of the Court Constitutional  that inconsistent. This research  is a normative research, the materials of research is the primary material and secondary material, This research using statute approach (statute approach) case approach (case approach), conceptual approach and Socio Legal Studies approach. The results of this research show that the Constitutional Court in deciding the Election of regional heads dispute is not just a dispute resolution numbers or results of a calculation, but also including checking and judging vilation that affecting the results, especially qualified Violation that are structured systematic, and massive. The ratio of decidendi decision of the Court Constitutional was based on UUD 1945, the judge's conviction, and the evidence available, the Decision of the Constitutional Court shall contain the facts that revealed during proceedings and legal considerations that which become base decisions.

Abstract

The objectives of this research are: (1) to know and analyze effect directive leadership style, motivation and dicipline in simultaneously on perfomance; (2) to know and analyze effect directive leadership style on perfomance; (3) to know and analyze the effect of motivation on perfomance; (4) to know and analyze the effect of dicipline on perfomance. This research employs explanatory to investigate the relationship among variables involving 72 samples that have been determined using sencus method. The result show that: (1) directive mode of leadership, motivation and dicipline perform positive and significant effect on personnel’s perfomances at Indonesian Navy of Palu Naval Based; (2) directive mode of leadership perform positive and significant effect on personnel’s perfomances; (3) Motivation perform positive and significant effect on personnel’s performances (4) dicipline perform positive and significant effect on personel’s perfomances.
